UPA partners reel under impact of scandals caught on camera
Railway Minister and RJD boss Lalu Prasad Yadav has landed in a fresh controversy over grabbing land from poor people for providing railway jobs. Lalu has been also accused of awarding lease of two railway hotels in lieu of land.

Reports said the land surrounding Lalu's sprawling cowshed in Danapur was extracted from poor job aspirants. Also, as part of a similar racket, Rabri Devi and her son Tej Pratap received 3 kattas and 4 kattas from job seekers. Though the land is registered in their names, there is no mention of the cost in the registry papers.

Besides, some of the plots acquired in lieu of railway jobs have been registered in the name of beer company AK Infosystem, based in Bihta, near Patna. The company is owned by Amit Katiyal who, along with another of Lalu's kin, is alleged to be the beneficiary of the land-for-job racket.

Not only this, according to reports in a local Hindi newspaper, Lalu had given two Bengal Nagpur Railway hotels -- one in Puri and the other in Ranchi -- to a hotelier Kochar family on a 15-year lease on February 25, 2005. The Kochar family owns Chanakya hotel in Patna and Sujata hotel in Ranchi. The report suggests that as quid pro quo, the Kochar family had registered two acres of prime land on Bailey Road in the name of Elite Marketing (1-39, Defence Colony, New Delhi) for only Rs 90 lakh. The report claims that the company was registered before the deal was struck. Significantly, the report adds, 2,600 of the company's 3,600 shares are in the name of the wife of a Central Minister said to be close to Lalu.

An IBN-7 expose on Monday suggested that Lalu's father-in-law Shiv Prasad Yadav had 21 kattas of land registered in his name in different localities of Patna, which he later gifted to Rabri. Incidentally, the RJD boss had declared before a CBI court in the multi-crore fodder scam that he had no land in Patna.

The channel report said that one Vishnu Dev was among the people who sold their land to Lalu's relatives in exchange for a job. Vishnu and many of his family members are now railway employees. The sting operation footage shows Vishnu claiming that he and his relatives acquired their jobs because of Lalu. "They've passed orders to recruit six persons. There are eight persons in all. I have to wait for another 10 days... I have spoken to Bhola about it," the footage shows Vishnu as saying. Bhola is Lalu's personal assistant, Vishnu says.

<b>The expose shows that Kishundev, one of Vishnu's relatives, sold his plot on February 5, 2008, to Rabri for Rs 4,21,000. The document, however, doesn't mention that Rabri made this payment. Vishnu's case is not an isolated one. Baldev Rai and many of his relatives also are railway employees. He too claims that he sold his land to Lalu for a job.</b>

The channel report stated Meanwhile, Lalu claimed that the charges were "sponsored" by Bihar Chief Minister Nitish Kumar and that it was a design to malign his image.

A new scandal has surfaced in which the Railway Minister and RJD president, Mr Lalu Prasad Yadav, has been accused of being involved. Mr Yadav, however, has denied involvement in this scam and has said that the charges were 'sponsored' by Bihar Chief Minister Nitish Kumar and was a design to malign his image. These are facts that need to be investigated. A sting operation that has been conducted over a year by news channel IBN-7 has revealed that railway jobs had been offered in return for land, with the Railway Minister being blamed for grabbing land from poor people. If true, then this is despicable. Poor people have been deprived of their land, more so by someone who has claimed over the years to be a champion of social justice. Investigations by the news channel and the JD(U) have suggested that land worth several lakhs of rupees has been acquired. It appears that the way this was done was that the beneficiaries transferred some land to the close relatives of the Railway Minister. In particular, the JD(U) claims to possess documents of some 20 cases, belonging to the period 2000-08, in which the family of Mr Yadav was 'gifted' land in several places. Even senior RJD leaders appear not to have been spared. Bettiah MP Raghunath Jha, who was inducted into the Union Council of Ministers earlier this year, is said to have parted with a bungalow constructed by him in his previous Lok Sabha constituency of Gopalgunj. The property was apparently transferred in the name of the Railway Minister's son as a 'gift'. Another Union Minister Kanti Singh too appears to have 'gifted' property worth Rs 35 lakh to one of the sons of Mr Yadav. This is hardly the first time that Mr Yadav has been accused of corruption. The most famous charge against him has been in the 'fodder scam' which charges haunted Mr Yadav for years and had caused him to step down as Chief Minister of Bihar.

Mr Yadav was, however, cleared in 2006 by a Court in a case of possession of disproportionate assets. But if the charges made by IBN-7 and the JD (U) are true then the matter is indeed grave. Mr Yadav owes the country an explanation as does the UPA Government, which has remained silent on the issue. Quite clearly the claims made by the television channel need to be probed by the Government. If Mr Yadav is innocent then this should be conclusively proved to the country. If not, then the guilty should be punished. There cannot be any place in the Council of Ministers for those who are corrupt. It is, therefore, for the Prime Minister, Mr Manmohan Singh, to explain the issue to the people.

Documents with JD(U) charge RJD chief with job scam
The "sack-Lalu" clamour gained momentum after the Janata Dal (U) made public clinching evidence on Tuesday to implicate the Railways Minister and his family members in a land-for-job racket. The RJD chief, who is facing trial in six cases of fodder scam, is now in the middle of the Rs 100-crore scam.   

Pointing out that the turnaround in railways coincided with the rise in Lalu's personal fortunes, the JD (U) asked Prime Minister Manmohan Singh to "dismiss the Minister forthwith" and order a high-level inquiry to ascertain how he doled out railway jobs to get land from job seekers. The JD (U) on Tuesday released nearly 600 pages of evidence to establish that Lalu's relatives extracted land from railway job seekers. The party also alleged that RJD MPs gifted land to Lalu and family to get berths in the Union Cabinet. Those who received land from job seekers include Lalu's wife and former Chief Minister Rabri Devi, son Tej Pratap, daughter Misa Bharti and brother-in-law Prabhunath Yadav. Interestingly, of the six RJD Ministers from Bihar, three gifted land to the Railway Minister's family members.

The Janata Dal (United) state president Rajiv Ranjan Singh 'Lallan' on Tuesday alleged that in the last four years, the RJD chief had become a "landlord worth Rs 100 crore" by selling jobs in the railways. The JD (U) president substantiated his allegation with voluminous documents related with various land deeds. The weighty deeds papers distributed to mediapersons might open up a can of worms for the "turnaround" Railway Minister.

<b>The Congress has defended RJD chief Lalu Prasad in the land-for-job scam, saying there cannot be any comparison between the Railway Minister and BSP chief Mayawati as far as receiving gifts is concerned.</b>

Lalu has been accused of doling out railway jobs and contracts in lieu of land plots in the name of his family members, including wife Rabri Devi. Mayawati had also been accused of amassing huge wealth which, she claimed, was gifted by her sympathisers and party cadre.

"While in Mayawati's case, lakhs of unknown people have been shown giving gifts to her, in case of Lalu a handful of people have donated land through legal papers," <!--emo&Big Grin--><img src='style_emoticons/<#EMO_DIR#>/biggrin.gif' border='0' style='vertical-align:middle' alt='biggrin.gif' /><!--endemo-->  Congress spokesperson Abhishek Manu Singhvi said. Asked if it was proper on Prasad's part to favour somebody, Singhvi said there was "nothing wrong" in someone giving gifts to another if both were known to each other. "Suppose I give a gift to you. Is it wrong?" asked the AICC spokesperson.

Replying to a volley of questions on the Congress accusing Mayawati of receiving gifts and defending Prasad on similar charges, Singhvi said, "Don't compare the two situations. They are entirely different."

The lease deed papers available with The Pioneer of this three-storey house situated on Patna Bypass road gifted by RJD leader and UPA Minister Kanti Singh to the two minor sons of Railway Minister Lalu Prasad Yadav, Tej Pratap and Tejeshwi Yadav, show these were made on the 6th day of January 2005. 

"The pucca brick-built three-storey building and land with all kinds of fittings and fixtures, water connection, electric connection and all facilities with right, title and interest of the gifted property measuring an area of three kathas, equivalent to 4083 square feet", is the description of the house mentioned in the deed papers.

Situated at Mauza Muzaffarpur, Chitkohra, PS Gardanibagh, district Patna under Revenue Thana No. 17, Tauzi No. 18215, Khata No. 113 part of Cadestral Survey Plot No. 1028 with the boundary and dimensions: North: By Pass Road, South: Mrs Rajkumari Devi; East: Mrs Binda Devi and West: Mrs Rajkumari Devi.

The palatial house was registered by RJD leader Kanti Singh on April 24, 1984 at Registrar of Assurance, Calcutta. The State Heavy Industry Minister had purchased the plot from one Mrs Raj Kumari Devi.

The donor, Mrs Kanti Singh, as per the deed papers, has obtained the valuer's report of the gifted property from the authorised Government valuer. The land value comes at Rs 5,64,000 whereas the cost of building is Rs 29,34,000.

<b>The total value of the palatial house, said the deed papers, comes to around Rs 35,00,000.</b>

The deed papers of the gifted house bear pan card no. of donee's mother Mrs Rabri Devi : AEG P D 6779 P and the two witnesses of the deed were Keshav Prasad Singh, S/O late Sheo Lochan Singh, Punaichak, Patna. Singh is the husband of RJD leader Ms Kanti Singh.

The other witness is Bhola Yadav, A-3/4, Baliey Road, Rajbanshi Nagar, Ps Shatrinagar, Patna. Bhola Yadav is the Man Friday of Lalu Prasad looking after almost all the affairs at his Patna residence, 10 Circular Road.

<b>"The deed is being drafted, read and compared by Anwar Alam, senior Deed Writer, Sadar Registry, Office, Patna [L. No. 03 /02]", say the papers.</b>

Names of both Bhola Yadav and Anwar Alam have been there in almost all the 20 land/plot properties either gifted or taken allegedly in lieu of jobs in Railways by the relatives of Lalu Prasad.

<b>Kanti Singh's son Rishi Kumar too has gifted a plot of land in Mauza Saguna, PS Danapur to Rabri Devi</b>.

JD-U State president Rajiv Ranjan Singh Lallan had released a voluminous set of deed papers to the media which he had alleged were either gifted or taken in the name of the relatives of Lalu Prasad Yadav for jobs in Railway.

The registry deed papers of as many as 20 plots/ houses were released by the JD-U leader who along with party national spokesman Shivanand Tiwari had demanded a high level inquiry and dismissal of Lalu Prasad from the UPA Ministry.

This was brought to light in the report of the Comptroller and Auditor General (CAG) tabled in the Assembly on Friday.

As per clause 20 of AIS (leave) rules, the bureaucrats are entitled to encashment of leave only on superannuation or in the case of death.

<b>They are not entitled to the benefit while they are in service except for encashment of earned leave for 10 days while availing leave travel concession. </b>

The CAG report pointed out that the top bureaucrats of the state drew Rs 1.69 crore between January 2005 and October 2007.

The officers of Indian Administrative Service (IAS) topped the list by earning Rs 76.52 lakh followed by Indian Police Service (IPS) officers with Rs 52.08 lakh and Indian Forest Service with Rs 40.68 lakh.

Sources said it was the state government which decided to extend the facility enjoyed by the state employees to AIS officers too.

Accordingly, the AIS officers can now go for encashment of earned leave of 15 days once in a year or 30 days once every two years.

“The Ministry of Personnel Affairs has made it clear in January 2005 that no benefit under the state government rules that no such benefit could be extended to members of AIS,” the CAG report pointed out.

But the Chief Secretary, in his reply to audit objections in February 2008, said the state government had decided to continue the facility to AIS officers. “The reply is not tenable,” added the CAG report.

It further mentioned that though pay and allowances were borne by the government the conditions of service were regulated under the AIS rules.

The CAG recommended recovery of the amount from the officers.

<b>The Parliamentary Committee set up to investigate the ‘cash-for-support’ defection scandal that besmirched the vote of confidence won by the Manmohan Singh Government in September 2008 has made one laudable suggestion.</b> It has asked the Union Government to begin the process of regulating sting operations. Unfortunately, that is about where the Committee’s good work ends. In its primary purpose — to uncover an attempt by the UPA coalition to bribe members of the Opposition and instead save a Government that had, for better or worse, been reduced to a minority — the committee has failed and in fact been grossly negligent. It has refused to implicate the senior functionaries of the Congress and the Samajwadi Party against whom there was considerable circumstantial and audiovisual evidence. Instead it has recommended investigations against political colleagues of the whistleblower MPs! Ironically, if the MPs who were offered the money had quietly pocketed it and voted for the Government — in violation of the party whip — they would have got away. There would have been no suggestions of a larger probe or of the investigative might of the Indian state being unleashed on them and their associates.

While the political nature of the committee’s report is apparent — and has been anticipated since the day it was set up — the fact is the panel has fallen short of the standards of rigorous investigation. For instance, telephone records, which are clinching evidence in this case, have been rejected and not even referred to. How fair can a judgement be when it decides to selectively appraise the evidence, and cherry-pick from what the plaintiff places before the court? The committee’s report as well as the dissenting notes of the CPI(M) member and the BJP representative — in this case, Mr VK Malhotra, whose conscientious objection was the last act of his long and distinguished parliamentary career, now that he has decided to devote his remaining days to civic politics — were, in a sense, pre-ordained. They conformed to party positions. The entire episode has done little to advance the cause of parliamentary practice and integrity.

In a larger context, the legislature must pause to ask itself if it is doing enough to prevent bribery of members. At some point or the other this afflicts all parties. Earlier it was felt that only small and regional parties were vulnerable. As the September incident made clear, even big national parties like the BJP or the Congress are not immune to this disease. As far back as 1993, when Jharkhand Mukti Morcha MPs took money to vote in favour of PV Narasimha Rao’s Congress Government, the issue had begun to loom. Yet, even then, the courts had said they could punish the bribe-giver but not the bribe-taker. The logic was that it could not be conclusively established that the receipt of money had caused the individual MP to vote in the manner he did. This is a crucial technicality that has also resulted in — in another field — corrupt cricketers escaping unpunished for match-fixing. It can be proved that a cricketer took money but not that the money induced him to play the shot that ended a particular inning. Cricket has found a way round this labyrinth and expelled the wrongdoers. Can’t Parliament do likewise?

The Prime Minister's Office (PMO) was reportedly informed at every step as the <b>Union Telecom Ministry, led by A Raja, kept getting involved in a series of controversial developments related to the spectrum allotment</b>. The information came from not just senior telecom officials who were alarmed by a series of indefencible decisions the Ministry had taken, but also by Congress Members of Parliament.

Yet the PMO has remained silent. On just one occasion - when some operators complained about licence valuation - did Prime Minister Manmohan Singh ask the Minister to look into their grievances. Otherwise, the Minister had a free hand. So much so that Raja recently claimed he had the full support of the Prime Minister on the controversy.

<b>Congress' Rajya Sabha member Dharam Pal Sabharwal had complained to the Prime Minister on a host of “irregularities” in the Ministry’s functioning</b>. Senior telecom officials too had lodged complaints with the PMO, but they got no favourable response.

<b>"Several complaints from BSNL and Telecom Ministry had come to the Prime Minister's Office before and after signing of the controversial deal with Swan. Unfortunately, nothing happened. The PMO merely acknowledged the letters and forwarded them to the Telecom Minister, who in turn used them to hit at us,'' </b>top officials of the Telecom Ministry, who did not wish to be identified for obvious reasons, told The Pioneer.

The sources said officials of the Wireless Planning Coordination (WPC) wing of the Department of Telecom, who objected to the<b> Swan-BSNL deal</b>, were transferred overnight.

The Pioneer had on Wednesday reported that the State-owned BSNL had entered into a "limited Memorandum of Understanding'' with Swan Telecom, through which it was offering its infrastructure for virtually free to the private player.

Dharam Pal Sabharwal too had addressed a strongly-worded letter, dated November 6, to the Prime Minister on the issue. Terming the Intra-Circle Roaming Agreement "unprecedented", the MP wrote, "The BSNL, which has never done any roaming agreement with any operator, was forced to have a roaming agreement with Swan Telecom. The same favour was not extended to any other operator. I am told that the policy was made by BSNL only to suit Swan Telecom."

Demanding a thorough inquiry into the shareholding pattern of Swan, Sabharwal has complained to Singh on the transfer of WPC officials after they opposed the deal. The Congress MP said the transfer of the officials paved the signing of the deal.

The Pioneer has learnt that this letter too met the fate of the earlier missives by the telecom officials.

<b>PM has no courage to act against Raja: CPI</b>
New Delhi: Coming down heavily on the dubious spectrum deal, the CPI has said PM Manmohan Singh did not have the courage to act against Telecom Minister A Raja due to coalition politics compulsions.

“The PM is maintaining a silence...He does not have the guts to take action against Raja due to compulsions of coalition politics. He cannot act against the mischief of his Telecom Minister,” CPI Parliamentary Party leader Gurudas Dasgupta told the media.

The CPI leader also reiterated the demand for Raja's dismissal and cancellation of the controversial deals.

"MIDC not only failed to obtain permission of the state government, but also fudged accounts and booked the expenditure under Maintenance and Repairs to Industrial Area," the report pointed out.

The report was critical of land allotment to the Vilasrao Deshmukh Foundation (Mumbai), an educational trust, saying MIDC incurred a loss of Rs 1.19 crore in the process.

The industrial agency received an application from the Foundation in September 2001 for allotment of a 3.56-lakh sq mt plot in MIDC area in Latur (Deshmukh's home district), the report said, adding the trust also demanded 20 to 25 acres for a playground in November 2005.

"The MIDC allotted plots of 1.20 lakh sq mts for a college and 80,000 sq mt for a playground and received premium of Rs 41.50 lakh (Rs 31.25 per sq mt and Rs 5 per sq mt for 80,000 sq mt).

"There was no record of the Foundation fulfilling the eligibility criteria, as laid down by MIDC. The area allotted was in excess and against the rates mentioned. As a result, MIDC incurred a loss of Rs 1.19 crore," CAG noted.

On Kadam, the report said the price at which a plot was allotted to Pune-headquartered Bharati Vidyapeeth, a deemed University of which the minister is the Chancellor, was "just half the price fixed for such allotments".

Directors of City and Industrial Development Corporation (CIDCO), another state agency, allotted a 20,000-sq mt plot for a dental college to Bharati Vidyapeeth at Belapur in neighbouring Navi Mumbai.

The allotment at the rate of Rs 1,625 per sq mt was communicated in July 2005 to the institute and Rs 3.25 crore received in September 2005. But the price at which the plot was allotted was just half of the cost fixed for such allotments, the report said.

CIDCO should have made the land allotment to Bharati Vidyapeeth at the rate of Rs 3,250 instead of Rs 1,625. The government agency incurred a loss of Rs 1.63 crore in the land allotment, it said<!--QuoteEnd--><!--QuoteEEnd-->

If the extension of the 3G spectrum auction date was a major embarrassment for the Union Telecom Ministry, which wanted the process wrapped up by January 16 even before the Cabinet Committee on Economic Affairs approved the issue, the Union Finance Ministry has now delivered a stinging blow to Telecom Minister A Raja by proposing a drastic revision in the reserve price for the bid. The Government’s proactive role comes in the wake of the 2G spectrum scam reported by The Pioneer.

<b>With this new move, the extended date of January 30 for 3G spectrum auction finalisation may now be further pushed ahead.</b>

In a bid to ensure that the public exchequer is not duped, the Finance Ministry has proposed doubling of the reserve price of 3G Spectrum auction to Rs 4,040 crore for pan-India licences from the Rs 2,020 crore laid down by the Telecom Ministry.

The Department of Telecom had, in a note to the Cabinet, suggested a sum of Rs 2,020 crore for a pan-India licence. The note was delivered to Cabinet Secretary KM Chandrasekhar just a few days before a scheduled Cabinet meeting. The Minister had reportedly tried to get the clearance of the Cabinet Committee on Economic Affairs (CCEA), scheduled for January 2.

But his attempts were foiled when the Prime Minister’s Office and the Cabinet Secretary took a firm stand that they needed time for a "thorough study" of the note sent by the Department of Telecom to avoid the controversies that erupted following a hasty allocation of spectrum for 2G players.

Incidentally, the Telecom Ministry had not taken CCEA clearance for that deal. Not just that, it went ahead despite opposition from the Telecom Regulatory Authority of India (TRAI) and the Central Vigilance Commission (CVC). The furore led to demands from the Opposition parties for Raja’s resignation. Since then, the Telecom Minister has been under tremendous pressure to ensure transparency and accountability in spectrum bids.<!--QuoteEnd--><!--QuoteEEnd-->

The Central Bureau of Investigation (CBI) cut a sorry figure when it tied itself up in knots over a move to bail out the UPA Government's new ally, Samajwadi party president Mulayam Singh Yadav, in the Supreme Court over a disproportionate assets case.

<b>The apex court was greatly amused by the U-turn taken by the CBI in the case</b>. Earlier, the investigating agency had told the court through an application that it had enough material to nail the former Uttar Pradesh Chief Minister. The court had issued notices to Yadav on the basis of the investigating agency's contention. But now the CBI had come before the court seeking withdrawal of that application. <b>The Bench of Justices Altamas Kabir and Cyriac Joseph on Tuesday failed to find compelling reasons in the investigating agency's latest request.</b>

The Bench said, "We will act because we do not want CBI to become an instrument of the Central Government." Asking the agency to suggest grounds for seeking withdrawal of its earlier application, the Bench posted the matter for hearing on Monday. Raju links come into focus
The Satyam scandal is turning out to be more than a corporate scam. As hunt for the disgraced Ramalinga Raju continues for jeopardising the livelihood of some 50,000 employees and squandering shareholder investments running into thousands of crores, his political links have triggered a major blame game among parties.

The man who until recently was a poster boy of Andhra Pradesh and held in esteem by corporate India, has overnight become a pariah. Those known to have courted the former Satyam chief for years have completely disowned him now

While the BJP, Telugu Desam and the Left have accused the Andhra Government and State regulatory agencies for their failure and complicity, the State Government has in turn pointed the finger at Telugu Desam.

Demanding a probe by a Central regulatory agency into the financial irregularities committed by the software company, the BJP on Friday said a scam of such proportions was not possible without the “support” of SEBI, MCA, Planning Commission and the Andhra Pradesh Government.

“There are scams coming out of a scam....Was the Government sleeping when it occurred? Even the Planning Commission did not take any action. This shows high mismanagement of the economy," senior BJP leader Murli Manohar Joshi said at a Press conference.

<b>Joshi accused Andhra Chief Minister YS Rajasekhara Reddy of doing a flip-flop on the issue by first praising Satyam and its founder Ramalinga Raju and then backtracking.</b>

“On what basis did he give them a clean chit?” Joshi asked, adding, “Has this company also been educating politicians like Enron did?''

Demanding a “dispassionate and ruthless” investigation of the scam, Joshi said, “The role played by auditing companies, rating agencies, SEBI, Ministry of Company Affairs, banks and financial institutions and independent directors should be examined.”

He said though E Sreedharan, who pioneered Delhi Metro, had informed the Planning Commission that Raju was diverting the route of the Hyderabad Metro towards areas where he owned land, no action was taken.

The party further demanded a probe by a Central agency into the fiasco and the role of SEBI, MCA, Income Tax Department, stock exchanges, Registrar of Companies & audit firms involved in allowing the “fraud” to continue for years together. <b>The BJP also asked the Prime Minister to issue a statement on the matter.</b>

Meanwhile, several opposition parties in Hyderabad demanded Raju's immediate arrest. They have also targeted the Maytas firms own by his sons. The opposition, including the TDP, Left, TRS and the BJP have demanded information on major contracts given by the Government to Maytas Infrastructure during the current Chief Minister's tenure.

Identifying the projects, the opposition alleged that, awarding the Rs 121 crore road project in YSR's home district Kadapa, Rs 1550 crore port project at Machchlipatnam and several irrigation projects to Maytas proved the Government's complicity with Raju.

In a stinging criticism, Telugu Desam chief N Chandrababu Naidu, who as Chief Minister earlier is said to have promoted Raju and Satyam, accused Reddy of drowning the IT sector in the State into corruption and irregularities.

<b>"The TDP Government had made Andhra Pradesh people proud through the IT sector, but under the corrupt Congress Government, the same IT has become a cause of shame for the people of the State,"</b> Naidu said.

State CPI Secretary K Narayana demanded that the disgraced Satyam chief should be immediately arrested. Addressing mediapersons in Tirupati on Friday, he said the <b>State Government should take back the land offered to Satyam and Maytas for their projects. He also found fault with the Government in awarding major contracts to Maytas, including the Hyderabad Metro Rail project.</b>

<span style='font-size:14pt;line-height:100%'><b>"When Sreedharan of Delhi Metro Rail Corporation suspected foul play in the Hyderabad Metro Rail contract to Maytas, this very State Government had threatened to take legal action against him, instead of acting against Maytas", Narayana pointed out.</b></span>

BV Raghavulu of CPI(M) said the fraud was an attempt to turn black money into white. Prajarajyam chief and film star Chiranjeevi joined the anti-Chief Minister chorus and said the scam was a devastating blow to Telugu self respect.

Responding to criticism, Reddy stoutly denied his Government was trying to shield Raju and coming in the way of his arrest. "We have ordered an independent inquiry by the CID and the law will take its own course against him," the Chief Minister said. Launching a counter-attack, Reddy accused the TDP chief of having patronised Raju when Naidu was the Chief Minister. <!--QuoteEnd--><!--QuoteEEnd-->
