Therefore, it suggests "multi-pronged approach " along with securitycentric solutions.

The report says that 15 years after Jan Jagran Abhiyan , an earlier attempt to deal with Naxalites, "local tribals once again mustered courage to stand up to the Naxalites , which only goes to show their sense of desperation".

NHRC's bias can be seen where the report discusses human rights abuses by Salwa Judum and Naxalites. "Allegations levelled in the petition against Salwa Judum are prima facie true to the extent of burning of houses and looting.

The BJP’s stupendous show in the Naxal belts is seen as a clear reflection of the people’s endorsement of the Salwa Judum movement.</b>

In a freewheeling interview to Navin Upadhyay, the Director General of Chhattisgarh, Vishwa Ranjan, who has done seminal work in breaking the backbone of ultra movements, hits out at the ‘system’, wherein his ‘hands were tied’ and which came in his way to hold a completely incident-free poll

Pioneer: First of all let me congratulate you for conducting the elections successfully in the Naxal belt of Bastar and Surguja zones. It is for the first time we have seen such low levels of violence...

DGP: Thank you very much for being so kind. You must also thank the officers and jawans of Chhattisgarh Police, the STF of Chhattisgarh, the Special Police Officers, the Officers and Jawans of BSF, CRPF, SSB, RPF, CISF, Punjab Police, Gujarat Police, West Bengal Police, Haryana Police, Andhra Pradesh Police, Bihar Police, Karnataka Police, Meghalaya Police, Tamil Nadu Police and Uttarakhand Police who came to assist us. The elections in Naxal belt could have been completely violence-free had those, who had no knowledge and understanding of police deployment, strategies and tactical maneuvers, given me and my force the freedom to deploy the forces according to my plans.

People who are mentally deficient to understand strategic planning of force deployment became the arbiter in this specialised area. I suspect an element of cursedness was also operating the way these people were behaving with me, my senior officers and SPs in the field, threatening them of dire consequences. I’m the seniormost bureaucrat (1973 batch) in Chhattisgarh. During this election, I felt so humiliated that there was a period when I sincerely felt proceeding on leave. In my career spanning 37 years, no one had ever questioned my impartiality or knowledge of professional matters.

Are you suggesting that the Election Commissioners were interfering in actual deployment and use of force in Naxal areas during elections?

No. The Chief Commissioner and the two commissioners of the Election Commission are very experienced ex-bureaucrats. When they had visited Raipur, I had given a presentation about the Naxal situation, the increase in Naxals’ armed cadres due to heavy migration of their cadres from Andhra Pradesh, Orissa and Maharashtra in Bastar area and from Jharkhand in Sarguja area. I had explained how we intend to deploy the forces in these areas to ensure incident-free elections and I had requested exemption from the deployment plan of the Election Commission, which I thought was good for non-combat or otherwise peaceful zone but not feasible in Naxal areas. The CEO and other commissioners had agreed with me. The problem was that officers connected with the Election Commission and election office in the state at middle and lower levels and many of those drafted to become observers from various states did not understand my operational requirements in Naxalite area. When I attempted to assert, I was told that I’m on temporary deputation to the election commission (which was factually correct) and I cannot even talk to my SPs about how to conduct elections without obtaining permission of the Chief Electoral officer of the State.

Earlier, only people like Ramchandra Guha used to question how a lowly stupid DGP of the state could take on intellectuals of his caliber. For the first time, I was also made to realise that there are others who feel the same way. How can a lowly 1973 batch DGP take on the ‘know-alls’ of 1984, 1994 or 2004 batches in the bureaucratic set up? Life has queer ways of emphasising the shudrahood” of a police officer.

But surely you could have complained to the Chief Election Commissioner...

Look, the date of the elections could not have been postponed. There was hardly any time to pick up quarrels. There were polling booths which were 40 to 60 km away from the district headquarters. In fact, three of the polling booths were over 100 km from district headquarters. I could not have kept fighting over the deployment plan. I had to give in. How can a puny DGP fight the ‘Gods Almighty’ of the set-up? But my officers and I knew that the deployment finally put in place was not the best. So I instructed my officers to make optimum use of the force which was already with me to dominate the area as far as possible to ensure that Naxalites are kept at bay. My officers were leading the operations from the front. In one such operation one of my IGPs was hit by Naxalite bullet and my SP nearly escaped being hit. Instead of praising their efforts they were receiving show cause notices for omission here and there which would have not taken place had I been allowed to put my operational plan in place completely.

But you still managed to keep Naxals under check except the incident where a helicopter of the Air Force came in line of fire of the Naxals...

My sadness emanates from the fact that things could have been better. Regarding bullets hitting the Air Force chopper, I will tell you an aviation joke. When the pilot dies in an aviation accident the enquiries always conclude that it was pilot’s error, but whenever the pilot survives it is either mechanical failure or some other failure. In this case we are being blamed......

What do you account for the outstanding showing of the BJP in Naxal dominated areas?

<b>This is a loaded question with political overtones. I would not answer this question as the DGP. But as an individual who has faith in the democratic system I believe that no one wants to be forced to make decisions under threat -- threat of guns, threat of Naxalite guns and violence. Since the police managed to push out Naxalites from villages to a very large extent, the voters pitched in for the party which in their perception has openly and consistently kept an anti-Naxal stand.</b>

But don’t you think it is also a victory for Salwa Judum?

<b>If we remove politics from Salwa Judum movement for a moment, then we can safely say that the Madias of Bijapur and Dantewada district rose in revolt against Naxal oppression. The retaliatory violence by the Naxalites led to springing up of relief camps and the Salwa Judum movement. The Naxal killing of Salwa Judum supporters has continued. Obviously, one cannot expect Salwa Judum seafarers or relief camp dwellers to vote for leaders who in their perception have taken up a stand which can only embolden the Naxalites. After all, why do relief camp inhabitants and Salwa Judum activists dislike members of civil liberty bodies and human rights groups? </b>In their perception these bodies are pro-Naxalites. It is not important whether what they think is true or false. It is their perception. The demand of civil liberty bodies to disband relief camps is interpreted by them as a design to force them to embrace death at the hands of the Naxalites. The general population of Bastar and Surguja area is also fed up with Naxal atrocities and violence.

We have information that not all Salwa Judum or relief camp dwellers were allowed to vote because not all could be given photo-identity cards even as other documents to establish their identity were not accepted. Such stringent measures were not imposed in other parts of the state. Was it to ensure that BJP candidates were put at a disadvantageous position?

This is again a politically loaded question and I refuse to answer it. Whether this was intentionally done to deprive BJP candidates of votes I cannot say. I would not like to even think that the Election Commission could have such ulterior motives.

But surely the Election Commission cannot have two sets of rules for two groups of people...

I would not like to comment. I think you are trying to trap me into making a political comment. I would not like to be trapped. If a candidate feels that the rules were implemented in a partial way he can knock the doors of the court.

Violence-hit

As many as 12 paramilitary personnel were killed on the day of filing nominations even as two BJP leaders were lynched while campaigning for the two-phase Assembly elections in Chhattisgarh. An Inspector General of Police was critically injured in an ambush just a couple of days before the first phase of polls on November 14 in the Naxalite-affected Bastar and Raipur divisions (barring Raipur district). The Maoists, who had given a call for poll boycott, lived up to their threats. The banned outfit’s cadres looted 18 electronic voting machines (EVMs) and triggered low-intensity explosions. The Naxalites fired at an Indian Air Force Mi-8 helicopter ferrying sealed EVMs, killing a flight engineer.

A CRPF personnel was also killed in Dantewada district when the Naxalites attacked security forces accompanying poll officials. Gun battles between the police and Maoists were reported in Bijapur, Dantewada and Antagarh. Encounters were also reported from Pakhanjoor, Bhariamgarh Bijapur, Konta and Antagarh. Maoists blocked roads by trees and large stones in remote areas of Bijapur, Konta and Dantewada. The sensitivity of the region led the Election Commission to fix the polling between 7 am and 3 pm to ensure poll personnel and EVMs reached the headquarters before sunset. But except for an incident like unidentified persons attacking former Chief Minister Ajit Jogi’s vehicle in his Marwahi constituency, the second round of polls on November 20 passed off peacefully even though the Naxalite threat persisted in Surguja.

Adilabad, Dec. 14: Vedic chants now fill the air in the Naxal bastion of Allampalli in the district which once reverberated with revolutionary slogans. Hundreds of tribal and non-tribal children start their day by chanting slokas from the Vedas in the Chinna Jeeyar Swamy Gurukulam in the jungles of Allampalli.

It was in the same area that the Naxalites triggered the first landmine blast in the country on August 16, 1987, killing 10 policemen. Ironically, the Jeeyar Educational Trust selected the same area for establishing its gurukulam on January 26, 2004.

Tridandi Chinna Srimannarayana Ramanuja Jeeyar Swamy set up the gurukulam with the purported aim of serving the tribals and other people. The trust is also running a gurukulam in Bheersaipet village. Thanks to the influence of the trust and Vedic education, the tribals and non tribals of Allampalli now greet each other by chanting Jai Srimannarayana.

It was the landmine blast which brought the hamlet to national attention and forced the state government to focus on it. The then Chief Minister, N.T. Ramarao, visited the interior Allampalli village located in the dense forest and hills in Kadam mandal. After noticing the abject poverty there, his government decided to "adopt" the district to make it a model one. NTR promised to create 1,000 teacher posts for tribal youth with basic educational qualifications and also announced a special package of Rs 100 crore for the welfare of the tribal populations. He also promised to curb the migrations of Banjaras to the district from the bordering Maharashtra.

Allampalli was literally ruled by Naxalites in those days. They enjoyed the total support of the tribal population. Top Naxalite leaders used to take shelter there and marriages of Naxalite activists were also held here. The area is totally transformed now. At present, 320 students are studying in the Jeeyar gurukulam in Allampalli and majority of them are from the Lambada and Gonds communities.

"We teach Ramayana, Bhagavad Gita, Bhagavatham and other scriptures and epics to the students," said Ms Ajjarapu Ushasriraju, caretaker of the gurukulam. "Students recite slokas every morning before going to class. We are planning to establish five more gurukulams in the district."

She added that the study of Vedas would help the students become more disciplined and virtuous. The Jeeyar Educational Trust is also running single teacher schools in tribal villages in Chittaguda, Dattajipet, Mangalsingh Thanda, Gangapur and Pareguda. However, Mr Lingampalli Srihari of Allampalli said one should not undermine the contribution of Naxalites, who ended exploitation of tribals and the menace of liquor in the area.

"Earlier, the government used to blame Naxals for acting as a hurdle to development but even after the Naxals influence abated, the government is not taking up development works," he added. "This shows the government has no sincerity."

"We ourselves have seen no Naxals in the area and have never faced problems from them though local people say that this was once a hotbed of Naxal activity," said Mr Srinivasa Ramanujam, correspondent of the gurukulam. "It is possible that peace has come to the area at last." Most tribals are illiterate don’t know even in which class their children are studying. But they do know the value of education. "We don’t know what they are learning it is a joy to see them going to school wearing uniforms," said Karipetha Lakku of Allampalli.

Hindus who retaliate at the grass-roots level against these atrocities being perpetrated against them in their own land, are systematically demonized by the media throughout the rest of the world.

And finally, the few effective tools that our proudly democratic state still retained in its arsenal against the sort of "Maoist" terrorist armies deployed by the Christists, have also been subverted by the Malegaon witch hunts. Anti-terrorist laws like POTA have been smeared and brought into public disrepute by the Italian National Congress deliberately, with malice aforethought, applying them to the persecution of its political enemies. The Military, particularly Military Intelligence in which Colonel Purohit repeatedly distinguished himself, has been brought into disrepute by the systematic slandering of its officer corps.

What means of redressal remain to the Hindus of India, subject to a tyranny-by-Mainority in the only nation they have to call home?

Maoists warns Puri Seer with dire consequence

Bhubaneswar ( Orissa): The outlawed CPI (Maoists) on Tuesday warned Puri Sankaracharya Jagadaguru Swami Nischalananda Saraswati with dire consequence.

The outfit in a threat letter, that sent to the Gobardhan Pitha in Puri, about 60 kilometers from here, has alleged that the Hindu Seer has been spreading communal feelings and dividing society on religious lines.

After receiving the threat letter, the disciples of the Hindu Seer, have filed an FIR with Sea Beach Police State in the pilgrimage town. Meanwhile, police have started investigation into the issue.

“We have reviewed security measures at Gobardhan Pitha and efforts are on to know, where the letter was dispatched,” a top Intelligence official said. Puri Superintendent of Police Asit Kumar Panigrahi while confirming the threat letter, said, Investigations are on and the police force was alert. He also said a close vigil was being maintained in and around the Mutt.

Since the fire brand Hindu Seer known for his bold stand against conversion, and has been demanding stern action against the anti Hindu forces responsible for conversion has earned the wrath non-Hindu fundamentalists.

Recently, the Ministry of Home Affairs had directed Orissa Government to immediately provide Z Category security for Puri Seer in view of threat to life. MHA reportedly received inputs from intelligence agencies regarding threat on Puri Seer’s life.

On November 28, 2007, the Seer had received a threat mail from al-Qaeda, warning him of dire consequences if he does not embrace Islam. The disciples of Shankaracharya had received the postcard, carrying the threat.

Earlier, the Gobardhan mutt authorities received a threat letter, which stated that the mutt would be blown up and the Seer eliminated. Gobardhan Peetha is one of the four important mutts of Hindu faith in the country founded by Adi Sankaracharya.

Tribals have responded enthusiastically to the call for SPO’s to fight against Maoists. This is particularly true in Kandhamal. Sounds like The murder of lakshmananda saraswati has actully made the tribals hate the Maoists.

This is very heartening.

Understanding & Defining Maoist–Christian Connection

There are remote villages in Orissa where police officers are terrified to go.

An internet report explains the situation: The Maoists kidnapped a man they suspected to be police informer. To teach others a lesson, they brought him back to his village, hacked him in front of his horrified family, and ate him up as villagers watched.

Evangelists, however, do go into some of these villages and preach the Gospel. This is how it works: Maoists escort the evangelists into the village and summon everyone to hear the Gospel. The evangelists may show a film such as “Jesus”. Half-way through the film the Maoists would stop the film and give a lecture on Maoism. Then they would resume the film and ask the evangelists to give an Alter Call. Following a fellowship meal the evangelists will be escorted back to their base!

Frontline evangelists have reported such incidents to their mission leaders. Christian leaders have not reported them to their supporters because (a) many of them can’t make sense of what they are hearing and (b) they are also embarrassed by the fact that their mission is supported by “terrorists.” What are they to do?

Well, what exactly is happening?

1. At the simplest level, Maoists and the evangelists may come from the same ethnic group (caste or tribe) and may even be related. It is not unusual for one brother to follow Mao while the other chooses to follow Christ.
2. Christians nurtured on books such as “Tortured for Christ” see Communists as enemies. But that Communism is now dead. In Nepal and India Maoists understand Marxism to mean that Hinduism is the opiate of the masses.
3. Maoists accept the Ambedkarite belief that Hinduism is the root of India’s backwardness. Since everyone cannot follow them into the jungles, the least Maoists want them to do is to get out of a socio-religious system that has enslaved them.
4. The Maoists also know that Marxist economic system has failed. Like the Communists in China and Nepal, they suspect that Christianity has something to do with the relative success of the West, even if neither the evangelist nor Jesus film can explain to them what Christ has to do with the West’s incredible progress.

So, how should the Church respond?

(i) It serves no purpose to suppress the fact that grass root level relationships exist between Maoists, Christians and evangelists. Surely our intelligence agencies know why evangelists are able to go into villages where their brave officers cannot go. In any case, the whole world knows that Maoists killed a Hindu leader to defend Christians. Why? The world will define the relationship unless the Church defines it and educates frontline workers to use their relationships redemptively.
(ii) The evangelists need literature that communicates the “good news” to the highly indoctrinated and motivated poor who are turning to Maoism for justice and progress.
(iii) Educated, urban Christians need to reach out to build positive relationships with leaders of various Communist parties in India. The Church has not done that because for most of the last century, Communists persecuted Christians wherever they could. Most Christians, therefore, consider Communism to be an enemy. But that is living in the past. The following anecdotes illustrate our changing reality:

China: Recently, I participated in a secular conference in a Western nation along with several Chinese scholars. The oldest Chinese professor was also a senior member of the ruling Communist Party in China. On the last full day of this secular conference he asked for and was baptized by his Chinese friends. Later he told us that a few months before coming for this conference he had started formal discussions within his party to open up to religion.

India: For decades the Communist parties in India had identified the Congress Party as their Enemy # 1 and the West as their Enemy #2. Four years ago, they voted in favor of making Mrs. Sonia Gandhi – an Italian born, Roman Catholic woman – the Prime Minister of India. Why did they do so?

Obviously, many factors favored that decision, but for me the most amazing explanation came from an Indian software expert who called from Chicago. “You do not know me, Dr. Mangalwadi,” he said, “but I have tracked you down because I have interesting news for you. Several years ago I was working for a software company in Hyderabad and I used to be in and out of the Parliament House in Delhi for work. I bought 70 copies of your book Missionary Conspiracy: Letters to a Postmodern Hindu” and gave them to the Members of Parliament that I met.

“Now I work for a US Company and I was back in the Parliament House on behalf of this Company. I ran into Mr. [xyz], a General Secretary of a Communist Party. He asked me, ‘Are you the gentleman who gave me a copy of the letters to Arun Shourie?’

“When I told him, I was, he said, ‘You know it was because of that book that we decided to support Sonia Gandhi. That book told us how good Christianity has been for India and we thought may be, as a Christian she too will be good for our country.’”

Orissa: All observers are aware that various Communist parties and forums are visiting Orissa and issuing statements in favor of “persecuted Christians.” Is it just because the elections are around and they are fishing in troubled waters? Some of them may be doing nothing more than that. But it is also possible that like their counterparts in China, Indian Communists and Maoists are also looking for their soul – a religious worldview that will save their souls and emancipate India from her shackles.

This is one reason why I think it is shortsighted to condemn the Maoists for killing Swami Laxamananda Saraswati. By apologizing for that murder the Church would condemn the murder but own the murders. If peace is our national interest, then bringing Maoists to the Prince of Peace would best serve our national interest.

Berhampur (Orissa) (IANS): The killing of a Hindu leader and his associates that triggered attacks on Christians in Orissa have split the Communist Party of India-Maoist (CPI-Maoist) on religious lines for the first time, with many Hindu members breaking away to form a rival group.

The unexpected development, which have taken many by surprise, came to light when the breakaway faction put up posters threatening to target Christian members of the CPI-Maoist in the state.

The new group calls itself "IDGA-Maoist", which some posters say is the acronym for "Idealize of Democrat Garila (Guerrilla) Army (Maoist)".

According to informed sources, the new group's formal inauguration will take place Jan 3 at an undisclosed location under the leadership of a guerrilla identified only as M2.

The origin of the split is the Aug 23 gunning down of Vishwa Hindu Parishad (VHP) leader Swamy Laxmanananda Saraswati and four associates at Jallespata in tribal-dominated Kandhamal district.

It sparked off an orgy of violence against Christians, whom the VHP blamed for Saraswati's killing. About 40 people, mostly poor Christians in rural areas, were killed.

While the police blamed the Maoists for the killings, the VHP insisted that Christians were responsible. The CPI-Maoist claimed responsibility for the murder, saying Saraswati was creating a sectarian divide in the impoverished region.

The breakaway IDGA's posters have denounced the People's Liberation Guerrilla Army (PLGA), the military wing of the CPI-Maoist, and its leader Sabyasachi Panda for the VHP leader's death.

A Maoist sympathiser close to the new faction told IANS that the main reason behind the break-up was the Kandhamal violence, for which he blamed Panda.

"Maoists don't have any religion. Their religion is to safeguard the vulnerable people and fight exploitation and oppression. But those under Panda are acting like a mafia," he said, requesting anonymity.

People familiar with the Maoist movement in the state believe that the split will result in escalation of violence.

Sixteen of Orissa's 30 districts are considered Maoist- dominated. Six southwestern districts - Malkangiri, Koraput, Raygada, Kandhamal, Nayagarh and Gajapati - are the worst hit.

The existing Maoist group active in southern Orissa is known as the Bansadhara Divisional Committee. This is expected to face the wrath of the splitters.

Nihar Nayak, an expert on Maoists at the Institute of Defence Studies and Analyses in New Delhi, told IANS that if a split has indeed taken place on religious lines, it would mark a first in India's Left history.

"Since the Maoist movement began in India, they have never supported a specific religion or caste or community," he said.

Nayak added that the objective of the splinter group would be "to protect Hindus from Maoist attacks and retaliate by killing Christian leaders" in the state.

In its posters, the new group has threatened to kill one Christian on the 23rd of every month -- to avenge Saraswati's murder Aug 23.

The new group's area of influence includes three regions: southcentral Orissa, Ghumsar division in southern Orissa and Bansadhara division which shares a border with Andhra Pradesh.

Some police officials here fear the law and order situation in the region might worsen if the new group starts revenge killing, inviting retaliation.

"It is certain that violence will escalate and this split is going to be a major headache for the already burdened police force," a senior officer told IANS requesting anonymity.

Deputy Inspector General of Police P. Koche told IANS: "I don't have any information regarding this new Maoist group."

Sanjeeb Panda, another deputy inspector general of police, added: "We don't have any official information regarding the split. But I can't rule out that there has been a split among the Maoists."

In one of the worst attacks in the State, Rajnandgaon SP Vinod Kumar Choubey was killed when he was leading police reinforcements for Madanwada, where the Naxals had killed two policemen in the morning, said Deputy Inspector General of Police Pawan Dev.

The Maoist violence has already claimed 148 lives in Chhattisgarh this year and the latest incidents were reported from Madanwada, Khoregaon and Sitagaon under Manpur police station.

After the SP’s team was ambushed, the police party was faced with heavy firing by the extremists and, in the gunbattle, Choubey and 23 other policemen lost their lives, Dev said.

In a separate attack, the Maoists set off landmines and ambushed another team of policemen that had left Sitagaon for Madanwada after receiving information of the attack in Madagaon on Sunday morning. Four policemen were killed in this incident, the DIG said and added that the SHO of the Madanpara police station was also killed in the attack. Security forces in helicopters were scouring the area to hunt for the rebels.

Dev said the two jawans, who were killed at Madanwada, had left their camp for ablutions in the morning when they were targeted by the extremists.

The Deputy Inspector General said that DGP Vishwaranjan and senior police officials have rushed to the spot. The bodies of the policemen are being brought by helicopter to the Manpur police station and the SP’s body has been sent to Rajnandgaon.

The Congress, meanwhile, demanded imposition of President’s rule in the State for the alleged failure of the BJP-led Government to tackle the Maoist menace.

As soon as reports of killing of the two cops reached district headquarters, Choubey’s team left for the site. When his team reached near Kerketti village, it was trapped in a Maoist ambush. Heavily armed Maoist rained bullets on the party resulting in the death of about 24 police personnel, including Choubey. This is for the first time that an SP level officer was killed in a Maoist attack in Chhattisgarh.

Meanwhile, another team of search party which moved from Sitapur negotiating interior areas of the forest to reach Madanpur, was caught in another ambush near Kare Keta on the Maharashtra border, 210 km from Raipur. Four cops died in this incident.

“Altogether 30 policemen were killed in three different incidents,” said Pavan Dev. On the Chief Minister’s instruction, Home Minister Nanki Ram Kanwar, DGP Vishwaranjan and other top police officers reached Rajnandgaon, the Assembly constituency of Raman Singh.

Backed by six companies of the CRPF, the police began a massive combing operation in the area.

There has been an spurt in Maoist activities in Rajnandgaon. Extremists had killed six persons of a polling team in a landmine blast in November 2008 during the State Assembly poll. A BJP leader, who had unsuccessfully contested the Assembly poll, was killed by Maoists at Manpur Mohala in Rajnandgaon in September last year.

The incident is the third major attack on police personnel in Chhattisgarh since May this year. In June, 12 security personnel were killed in a landmine blast in Dantewada. Similarly, on May 9, 13 police personnel were killed by Maoists in Dhamtri district.

The Chief Minister condemned the killing of the security personnel. “This is an unsuccessful attempt by the Maoists to demoralise the security forces,” said the Chief Minister. He said the sacrifice of the security personnel will not go vain. <!--QuoteEnd--><!--QuoteEEnd-->

Hindu army training in Nepal

Kathmandu: A band of former soldiers, ex-police personnel and victims of Maoist guerrillas have united in Nepal to form a Hindu army with suicide bombers to fight Islamic and Christian zealots as well as communists. Called the Nepal Defence Army, the group is headed by a former policeman who says he joined the Communist Party of Nepal-Unified Marxist Leninist as a schoolboy but has now begun waging war on his former comrades.
