SRINAGAR: In a new initiative to usher in peace in Jammu and Kashmir, Prime Minister Manmohan Singh on Thursday announced his decision to discuss autonomy and self-rule for the state and declared the government's readiness to talk to militants if they shun violence.
Wrapping up a two-day visit here during which he chaired the second Roundtable Conference on Kashmir, he also sought to give a healing touch by saying that government will rehabilitate destitute families of terrorists killed in police action and discuss the issue of missing persons.
Singh, who announced setting up of five working groups to discuss various issues relating to J&K, including devolution of powers, also regretted boycott by Hurriyat Conference of the Roundtable and hoped better sense will prevail on the separatist amalgam to join the dialogue process.
Noting that time had come to establish credible mechanisms to carry on the dialogue process with various sections in J&K, he told the concluding session of the conclave that setting up of the working groups was the best way to move forward and ensure that the views of different segments are incorporated.
One of these groups will deliberate on matters relating to the special status of J and K within the Indian Union and methods of strengthening democracy, secularism and the rule of law in the state.
"One of these working groups will deal with the Centre-State relations. <b>This group will take on board autonomy, self-rule and all other related issues</b>," Singh said elaborating at a press conference later.

That's balderdash.<b> And if the Prime Minister needs to be told so, then the nation is truly headed for difficult times. Those who forced a total shutdown in the Valley to protest the Prime Minister's presence are neither interested in "Centre-State relations" or "autonomy, self-rule and all other related issues" that will form the agenda of one of the committees.</b> Had this not been true, then previous offers to devolve more powers to Jammu & Kashmir would have stemmed terrorism. <b>What, then, does Mr Manmohan Singh have in mind this time round? Is he trying to send across the message that the Indian state is willing to cave in to the demands of those who have been pushing for "azadi"? What does he mean when he talks of "autonomy, self-rule and all other related issues"? </b>These are some of the questions that arise from his grandstanding in Srinagar. <b>And, he owes the nation a full explanation, lest the country is presented with a fait accompli as has been the case with caste-based quotas in institutions of higher education. It is entirely possible that the cabal which met on Tuesday night to impose its perverted version of "social justice" on India, will now take over from the Prime Minister and his five committees to lay down the line on Jammu & Kashmir. And a stunned nation shall be told one fine day that the UPA Government has decided to let terrorists have their way in Jammu & Kashmir as a confidence building measure for peace with Pakistan.</b>
