RE: ur doubts
1. I doubt, if Makkar spoke in English; so, main thrust is in title while some of it is lost in translating details.
2. Here is how; he might have said in Hindi or Panjabi if u understand any of these:
ji, mein kaun hota hoon rokne wala sari Sikh community ko.
I agree w/ u such statements r cleverly worded and people may interpret it differently.
