Bolton resigned because he didn't have enough votes in new Senate to get confirmed. Even when he was ramroded into the position by Bush he was a controversial figure amongst his own staff and peers and the GoP itself.

Whatever our opinion on Tharoor, India's UN Sec-Gen ambitions went down the tube with some help from Bolton. Hopefully, they'll replace him with a better person.
