Thanks for the post and for the great catch in that ADB report. The point to note here is that the US has been giving away a lot of defence equipment at a throwaway price. Possibly China is also supplying a lot of freebies. And yet TSP is spending ~12% of its GDP on defence. To this, must be added a lot of unreported and hidden expenditure. I will be surprised if the expenditure would be anything less than 20% of its GDP. Jaswant Singh, in his book, has given details on how the profligate spending on defence in the 90s laid low the TSP economy which never was in a good shape anyway.
