In February this year, the Vigilance and Telecom Monitoring Cell of the Department of Telecommunications conducted a survey at 44 locations on the Indian side of the LoC - the de facto borderline that divides Kashmir between India and Pakistan. It found that at 39 locations, Pakistani mobile signals reached Indian territory.
