Gandhiji said that laws are made for the welfare of the people of the people and need to be broken if welfare is the casualty. Except for PN Lekhi, nobody else's opinion whom you have quoted is worth the paper on which it is written. The best thing under the circumstances was for speaker to investigate the corruption and hold the voting till truth was unearthed as this investigation would have been directly proportional to the outcome of voting. Now that has not happened, it can only be postmortem at it's best. Please convey my displeasure to legal experts for their unnatural expertise except PN Lekhi.
