This is taken pretty much for granted. There is no illusion about this issue in government me thinks. It is unusual for any Indian PM to directly allege that the Pakistani state had a hand in specific terror incidents, and yet in this case MMS has done so. Furthermore, the "non-state actor" phrase usage by Zardari initially (and he was the first to use it after 26/11 IIRC) is suspect. It is almost certain that he would not have had the werewithal to come up with it by himself. This means it was handed over to him in briefing papers or something as part of the Pak govt reaction, scripted by the military establishment. There is no doubt that the Pakistani military conceptualised and executed 26/11 in an unconventional military operation. I don't think the government is trying to hide this.
What we are going to do about it is another matter.
On a separate subject...
In general, guys, please set aside the "ji" stuff with me... not for any particular reason except that I might forget to use it myself, and don't want to unwittingly cause offense.
