A man, crawling on all fours, is searching for something under a tree on a hot summerââ¬â¢s day. A curious passerby stops and asks: ââ¬ÅWhat are you looking for?ââ¬Â The man replies: ââ¬ÅIââ¬â¢ve lost my watch.ââ¬Â The passerby asks: ââ¬ÅAre you sure it fell near this tree?ââ¬Â The answer: ââ¬ÅItââ¬â¢s cooler looking in the shadeââ¬Â.
Governments work something like this. They do what they think is easier to do rather than what is right. When confronted with a problem, they do one of these three things. They will either ban it (or threaten to), or they will throw money at the problem. If they donââ¬â¢t know what they want, they will appoint a committee.
Two recent developments ââ¬â in the world of microfinance and airline fares ââ¬â serve to illustrate this point.
