KOCHI: As a test dose once again on a Friday Jihadis blasted a trial version of their Pipe bomb here at Ernakulam collectorate. Pipe Bomb made of Amonium Nitrate , Timer and Detonators were  hided in a sack .

Two days back four Jihadis were arrested with Ammonium Nitrate and Detonators from Kozhikode. The arrested were Latheef,Siddique,Basheer and Najeeb.

<b>Srinagar, 9 July: Protests rocked the frontier district of Kupwara today following the mysterious death of a college girl after an alleged attempt to molest her by a Territorial Army jawan who was arrested later.

The jawan Ashiq Hussain</b> was arrested following widespread demonstrations in the North Kashmir district over the mysterious death of a <b>20-year-old girl Amina</b> at her residence at Doolipora-Trehgam, 100 kms from here.

The girl was found dead by her family shortly after she raised an alarm when some persons intruded into her room in the wee hours. The family caught hold of one of the intruders but he managed to escape leaving behind his identity card.

"We have arrested the jawan of Territorial Army accused of intruding into the house and entering into a scuffle with the family of the deceased," Senior Superintendent of Police, Kupwara, Mr Uttam Chand told PTI.

He said a murder case was also registered at Trehgam Police station in connection with the death of the woman.

A team of doctors from Srinagar have been requisitioned to conduct the post-mortem of the deceased to ascertain the cause of her death, the Kupwara police chief said.

The police action cooled the tempers of the locals who had taken to the streets demanding immediate arrest of the Army jawan and severe punishment to him and his friends for their immoral act.

The news of the death of Amina spread like wildfire and within no time, groups of youth hit the streets in various parts of the district and indulged in stone-pelting on passing security vehicles demanding action against the culprits.

As tension mounted, the shopkeepers pulled down the shutters of their establishments and the transport also went off the roads, official sources said.

However, the SSP along with civil officials visited Trehgam and assured the protesters that the incident would be thoroughly probed and appropriate action would be taken against the guilty.

Soon after the police arrested the Army jawan and registered a murder case, the protests died down in Kupwara town and adjoining areas and normalcy returned, the sources said adding people of Trehgam are assembled at the main chowk and waiting for the completion of the autopsy of the deceased.

Earlier, officials said Amina consumed some poisonous substance following the intrusion and attempt of molestation by the jawan.

"We can't comment on the cause of death at the moment. Once the post-mortem is completed, a clear picture will emerge," the SSP Mr Kupwara said.

NINETEEN-year-old Babitha of Kinanagar village in Meerut district of Uttar Pradesh had a different kind of Raksha Bandhan (a Hindu festival when girls seek the promise of protection from those they consider their brothers) this year. On August 5 [2009], she got up early as usual, had a bath, dressed up, took out the sanctified rakhi thread and went up to tie it on the photograph of her younger brother Manoj. She then burst out crying. According to her relatives and neighbours, Babitha kept on alternately crying and getting angry throughout the day, clutching the photograph tied with the rakhi. In earlier years, she had celebrated the festival – hailed as the ultimate religious and ritualistic observance of the relationship between brothers and sisters – tying the rakhi on her brother's wrist and he used to shower her with gifts.
Manoj was in love with Afsana, a Muslim girl of the same locality. On July 10 [2009], Afsana's brothers and cousins allegedly killed Manoj and Afsana in what is believed to be an honour killing provoked by a love affair between Afsana and the Dalit boy.

Afsana's brothers Javed Khan and Rashid Khan and her cousins Wasim Khan and Suhaib Khan were arrested in the days immediately following the murder on the basis of the first information report (FIR No. 113-202/09) filed at the nearby Bhawanpur police station. The FIR holds the four youth – in the age group of 18 to 22 – responsible for the double murder. As per the FIR, Manoj was told on the fateful morning that Afsana wanted to meet him at her home. He was attacked when he reached her house in response to the message. Interestingly, there are no eyewitnesses to the murder, which took place in broad daylight, around 10 a.m. However, villagers do drop sufficient hints about the sequence of events that led to the murder.

According to Lakhanpal, a resident of Kinanagar, the parents of Manoj and Afsana were close friends. "Both were agricultural labourers and used to work together. The elder daughters of the two families, Babitha and Salma, used to do agricultural errands together for landlords in and around the village. Afsana and Manoj were the relatively better educated in the two families and used to exchange educational notes. (Afsana had passed Class 10 while Manoj was in Plus 2.) The families had free access to each other's house and were constantly interacting socially."

Lakhanpal and other villagers added that there was a minor altercation a few days before the murder between Manoj and Afsana's brothers over Rs.1,000 borrowed by the latter from the former. But they also add that there was no way a matter of a thousand rupees would have led to such a gruesome double murder. At the same time, they also do not confirm or state emphatically that Manoj and Afsana were in a relationship. "Who knows what the reason is" is their refrain. The villagers also express a sense of relief that both the girl and the boy are dead; for, had just one of them been killed it could have caused a communal situation not only in the village but also in the surrounding areas.

A senior police officer operating out of western Uttar Pradesh told Frontline that the atmosphere in Kinanagar, including the reaction of the villagers as a whole, reveals the many facets of the honour killing. "The lack of witnesses to a daylight murder, the studied silence and the sense of relief at things being under control, are all part of it. But an official probe cannot proceed on the basis of a theory of circumstances. Poor criteria recast call
- Panel wants weightage for caste and religion

New Delhi, Sept. 9: For the first time, caste and religion may help determine whether a family should receive poverty benefits if an experts panel’s suggestions are accepted by the government.

The criteria for inclusion in the below-poverty-line (BPL) list ought to be eased for Muslims, Dalits, tribals, the Most Backward Castes and the Other Backward Classes, the committee set up by the rural development ministry has recommended.

The panel, tasked to work out a methodology for the 2009 BPL survey, had in a preliminary report suggested five exclusion criteria: monthly income over Rs 5,000 or ownership of a pucca house, or two-wheeler, or mechanised farm implement like a tractor, or landholding above the district average.

Its final report has added the caste-religion factor as well as a few other recommendations, such as compulsory inclusion of households headed by single women or those with physically challenged members as breadwinners. (See chart)

The ministry has sent the report to all state governments for their opinion. “We are aware of the sensitive aspects of the recommendations and will take a decision only after consultations with everyone concerned,’’ a ministry official said.

N.C. Saxena, the committee chairperson, said Muslims lagged behind the rest of the population in employment, education and consumption.

Quoting the Sachar Committee report, the experts panel said the worker-population ratio is significantly lower for Muslims. It’s especially low among Muslim women, the earners among whom are mostly self-employed.

“As employees, Muslims are seen to be largely employed as casual labourers, and the participation of Muslims in salaried jobs is especially low even when juxtaposed against traditionally disadvantaged groups such as SC/STs,’’ the committee report says.

It adds that 38.4 per cent of Muslims qualify as poor under the current BPL criteria, fixed in 2002. The national average is 28.5 per cent — a figure that is expected to rise above 50 per cent if the five new suggested criteria are accepted.

“The lack of Muslim participation in political space and governance has negatively impacted the access of this community to government schemes and programmes,’’ the report says.

Under the committee’s guidelines, widows, deserted/separated/divorced women, and unmarried women above 35 count as single women.

The committee says a single woman’s calorie consumption is, on an average, less than 90 per cent of a married woman’s and adds that none of the existing welfare schemes addresses this group’s needs.

The existing BPL criteria, prepared in 2002, take into account 13 parameters for exclusion from the list, keeping the BPL numbers relatively low.

The first BPL census, in 1992, was based on income and the second, in 1997, on consumption and expenditure.

Recent events have aroused a nationwide debate on Partition. Various historical figures are being blamed. The desirability or otherwise of Partition is in dispute. Forget the blame game. Forget the inevitability or otherwise of Partition. Forget the merits or demerits of Partition. Focus on its impact. Some critics maintain that Partition is history that had best be forgot. The critics are wrong. Partition conditioned the history of the subcontinent for the past six decades. It continues to do so today. It will continue to do so in the future till its contradictions are resolved.

What are the contradictions of Partition? Simply this, that the Congress was committed to a secular India while the Muslim League believed in the two nation theory. The Muslim League had its way. India was partitioned. The two nation theory triumphed. But the Congress maintained the fiction that it had nevertheless remained committed to secularism. Had it remained so, secular India would not have been partitioned. Had it in thought as well as in deed accepted the two nation theory, all the Muslims of India would have had to migrate to Pakistan or to accept second class citizenship in India. The Congress did neither. It espoused secularism but accepted a communal formula. As a result, the bulk of the Muslims remained in India as equal citizens while Pakistan ejected almost all its minorities.

It is this dichotomy that lies at the heart of extremist Hindutva. Proponents of Hindutva ask that if there is a Muslim Pakistan, why not a Hindu India. They have logic on their side but no wisdom. Congress leaders assert that India has always been, and always will be, secular though it had to be partitioned on communal lines. The Congress has wisdom on its side but no logic. The question to address therefore is how to resolve this dilemma.

To maintain logical consistency three possible solutions present themselves: first, that the Muslims be relegated to second class citizenship or be asked to migrate to Pakistan in order to establish a Hindu India; second, that India and Pakistan unite to recreate a unified India; third, that the status quo continues but a new arrangement be created that allows the people of both sovereign nations to mingle freely as citizens owning a common cultural heritage. It would be an arrangement that gives institutional expression to what Mr LK Advani once described the “cultural nationalism” of South Asia. Mr Advani’s effort to further his cause by a ham handed eulogy of Mohammed Ali Jinnah not surprisingly left him with egg splattered all over his face.

The first two solutions are wildly impractical as consciously achievable goals. They may be consigned to the trash can. It is the third solution that is theoretically achievable. It is gradually gaining new adherents. It is also gaining new opponents who are alarmed by the prospect of India and Pakistan establishing any consolidating arrangement. The alarmists contend that if Pakistanis have free access to India, Islamist terrorism would escalate. They assert that Muslim separatism would increase manifold if the Muslims of Pakistan are added to those in India.

Such alarm flies in the face of current reality and earlier history. Islamist terrorism is a problem that will continue to escalate regardless if India and Pakistan remain apart or they closely cooperate. Terrorism arises from consciously injected subversion by interested forces hostile to India that have a deep vested interest in keeping India and Pakistan mutually hostile. Terrorism is a problem that will have to be tackled any way. It could be tackled much more effectively through genuine cooperation between both nations than through their singular efforts.

As for Muslim separatism increasing in the event of free intermingling of Indians and Pakistanis, it might be recalled that there are already more Muslims in India than in Pakistan. Further, the bulk of the Muslims in Pakistan had voted against the Partition in the last 1946 election in British India. The bulk of those Muslims who did vote in favour of Partition in 1946 belonged to present day India. The leader of the community that actually migrated to Pakistan, MQM leader Altaf Hussein, went on record to state that the Partition demand was the biggest blunder made by the Muslim community.

The question arises how an arrangement that allows free intermingling of Indian and Pakistani citizens might be established. It is a subject that requires separate treatment. Rest assured that such an arrangement will never fructify as long as the current official policy of kowtowing to China and failing to confront China-backed elements in Pakistan continues.

They are trying to impose their rigid, dualistic, conflict producing dogmas on us by blood and iron.

Mullahs who oppose to Vande Mtararam should be given an unambiguous warning that any violation of India's sacred ideal will face the wrath of the majority. The majority Indians should not tolerate reckless and divisive policies of the Mullahs. To make India enjoyable and exciting, we have to wipe out weeds growing freely in our soil. An Islamic bank, however, cannot invest the money just anywhere: the Shariat prohibits investment in businesses considered haraam, such as those related to alcohol, pork or pornography.



An Islamic banking system will benefit India’s 15 crore Muslims, and also the economy by helping unlock the huge sums that remain uninvested by the community.



Islamic banking is currently not allowed under India’s banking act, but it is allowed through the non-banking financial institution route.



The Centre plans to amend the act, adding to it a chapter exclusively dealing with all aspects of Islamic banking, sources said. It’s not clear if the amendment bill would be tabled in the current session of Parliament. The sources said the government would form a Shariat Supervisory Board to monitor the functioning of the Islamic banking system.



Finance minister Pranab Mukherjee has had discussions with the Reserve Bank of India on the subject and obtained its approval, they said.



Although an RBI study group had earlier rejected the concept of Islamic banking, the Raghuram Rajan Committee on banking reforms later gave a positive report on “interest-free banking”. The minority ministry too is understood to be in favour.



There has been a strong demand for Islamic banking in India from various groups and even the Gulf countries. The Muslim League has handed a memorandum to the Planning Commission urging it to promote interest-free, profit-based banking.



The concept is popular in West Asia and predominantly Muslim nations such as Malaysia and Indonesia. Leading international banks such as HSBC and Standard Chartered have exclusive Islamic banking windows.



The Kerala Industrial Development Corporation recently launched an Islamic banking company of sorts, which has been registered as a non-banking finance company and will be transformed into a full-fledged Shariat-compliant bank once the banking regulations allow it.

It is curious but it fits a pattern. They are moving towards a complete Islamic rashtryia system as a test case within India. They are testing with fatwas, which are an integral part of the Islamic jurisprudence. The GOI is simply allowing this neucleus of a Islamic rashtra to form.

The plan to modernise Muslim education may not have taken off very well, but growth of madarsas in the State has been quite impressive during the past decade — in fact since inception of the new State.



While there were only about a dozen madarsas registered with the State Muslim Education Mission (MEM), now the number of total such registered religious organisations has gone up to 299.

Delay in setting up of a Madarsa Board in the State could be described as one of the reasons leading to non-implementation of education reforms in madarsas and other vocational training courses and non–registration of rest of the madarsas.



Surprisingly, despite being serious about Muslim education reforms and welfare of the said community, the Government has not been able to execute its plans like introducing technical education in these madarsas on part time basis.



The vocational training programme that the Government wanted to introduce in madarsas through ITIs for unemployed youth could not take off for the want of basic infrastructure in these religious institutions and more importantly due to lack of support from the concerned.



Though, there is an organisation called Muslim Education Mission (MEM) to deal with these madarsas for granting financial aid from the Government, registration of madarsas, examinations but a full-fledged madarsa board is the need of the hour, which could pay due attention to the issues pertaining to these madarsas.

District administration reverted from its earlier stand to remove the idols of Hindu deity placed adjoining to a Muslim shrine in Indirapuram locality here and on Tuesday allowed the locals to re-install the idols after members of both communities agreed to have temple and Muslim shrine side-by-side.



Earlier, district administration in association with a huge contingent of police force had raged the recently installed idols of ‘Shani Dev’.



The demolition of temple was followed by strong protest by local Hindus. Police had even resorted to cane charge in late Monday evening injuring many locals including women. Giving a reason for its demolition drive, the district administration had said that the idols were removed as they were installed without a mandatory prior-permission from district administration in this regard.



Asked about the demolition drive, DM had maintained that the recently installed idols have the potential to result in communal fracas. These were installed against the provisions of district administration rules and entitled to be removed.



On Tuesday morning, Hindu locals gathered in large number at the site where idols were placed and sat on protest demanding action against those responsible for removing the idols and asked administration to re-install them immediately otherwise they resort to mass agitation.



The district administration was in fix as one community was pressing to re-install the idols while the other was against this move saying that the land where idols were placed, actually belongs to Muslim Shrine, which is being worshiped by the Muslims and as well the Hindus.



[color="#FF0000"]Initially, members of Muslim Community pressed that the land belongs to Muslin Shrine and no temple would let be allowed to come up here[/color].




However, in the later part of the day, better sense prevailed on the incensed people and with intervention of senior citizens from both communities. A Meeting was organised in which senior citizens and political representatives participated and after much deliberation, they agreed to have the temple and the Muslim shrine side by side. A sense of communal comradeire prevailed when some of sensible Muslim even came forward with donation for the installation of idols of Hindu deity and Hindus agreed to limit the walls of temple leaving enough space for Muslim shrine.



The matter has, however, sorted out but a group of locals demanded that a criminal case should be registered against the police officer and the Sub Divisional Magistrate, who had raged the idols without taking the locals into confidence.

One thing we are repeatedly told by our secular friends is that it is wrong to damn an entire community for the actions of a few. That while most terrorists are muslims , not all muslims are terrorists. If that be the case can they explain why the India muslim community and Kashmiri muslims especially have never condemned the forcible ejection of Kashmiri Pandits from their homeland ? Muslims have not taken out any major or even minor rallies condemning the atrocities against the Kashmiri Pandit community. They hav'nt even raised a voice against the genocide of the pandits. What prevented the 99% "good" muslims of India from defending the Pandits from the 1% terrorists in their community ? They could have asked the government to provide weapons so that they can shoot down the terrorists. A leading muslim intellectual has declared that the silence of the Kashmiri Civil Society in the wake of the ethnic cleansing of Kashmiri Pandits is really stunning. His articles are never published in mainstream newspapers. Why did the 99% "good" Kashmiri Muslims keep quiet when mosques were calling for the Pandits to be driven out of their homes long before it actually occurred ? The Kashmiri Muslims were neighbours to the Pandits for centuries but they did not prevent the terrorists from driving them out of their homes. Neither have the Kashmiri Muslims anytime asked for the Pandits to return home and guaranteed them protection.



Anybody who has been watching the recent controversy over Pakistani Players not being selected for the IPL are aware of Shah Rukh Khan's outburts at Pakistani players not being selected for the IPL. He feels they were badly treated. Do you recall Shah Rukh losing his cool like this at the time when Pandits were driven out ? Or after the 26/11 incidents ? Certainly not !



And given the large muslim population and their voting strength, why don't they tell the Congress party to bomb the terrorist camps in return for their votes if muslims indeed love the hindus ? Rather, is it not a fact that they have used their voting powers to ensure no party takes a bold decision against Pakistan. When Israel offered to bomb Paki nuclear reactors making fissile material for N-Bombs, Rajiv Gandhi turned down the offer.Today Pakistan has as much if not more nukes than India. Clearly he did that to appease his muslim constituency.



We need to realise that terrorism is just a strategy and not the problem itself. Terrorism is just one of the strategies used by the muslims to dominate the world and destroy the native culture of the land and replace it with the culture of Arabia. Other strategies include increasing their population by high birth rates,converting people by seducing and marrying non-muslim girls, favouring only members of their own community in economics,society and education to name a few. The fact that only 1% of muslims resort to terrorism does not mean that the rest of the muslim population are friendly to hindus or hold democracy and freedom of speech in high esteem. Its just that in any given population only a handful will be reckless and will take to violence easily. The rest would prefer to work in non-violent ways to achieve their goals. Looking the other way when acts of violence against hindus and non-muslims take place is one of the them.



None of the Pakistani cricket players or the Pakistani Musicians featured in the current "Aman Ki Asha" peace initiative have ever condemned the ethnic cleansing of the Kashmiri Pandits. We need to stop thinking that musicians and cricket players are above prejudices and cannot have hatred in their hearts for the kafirs. The hatred for kafirs is implanted in the minds of every muslims whether he be commoner,musician or cricketer.
