Mudy: There's no quantifiable % share one can state. Many a times it's 'in kind'. In Pak thread there's article posted by Naresh blaming Mumbai's underworld for recent events. See the context. Clock's reset on corruption and everyone's like 'Baba Ramdev who?' or 'what corruption?' - hope I'm wrong.

Riled by the appointment of a Special Investigation Team (SIT) headed by a retired judge of the apex court, the Centre will on Friday file an application faulting the judgment on the ground that it amounted to the judiciary taking over the executive's statutory functions and that the entire order be scrapped.

Dr. Subramanian Swamy was here last night and spoke on corruption. I will post salient features of his speech for the benefit of those who are interested;



1. Swamy was commerce minister in 1991 and had called MMS to discuss economic reforms(btw; Montek was his commerce secretary then). Meanwhile, Chandrashekhar Govt fell and outgo Swamy. Same reforms were introduced by MMS in Rao Govt as MMS was his Finance minister.



2. For Lokpal bill, he said that the only extra feature which it may have over and above existent laws on corruption(btw; he said that as per present laws, PM can't escape the clutches of Law if he/she is corrupt!) is Independent Prosecutor Powers for which he himself had applied for a corruption case only in High Court and court was not aware of it's existence. Though in case of Lokpal bill, it may be alround powers in all cases. Except for this power, he says that he is exposing corruption within the existent laws.



3. Those of you who are interested in our ancient philosophy, he quoted Rishi Bhrigu's philosophy viz.



There are 4 sources of power;



a. Knowledge



b. Weapons



c. Money



d. Land



And Rishi said that not more than 1 of these powers should be concentrated in 1 hand.



4. As cause of corruption, he said that it's GREED.



Personally speaking, I place Swamy above Anna Hazares and Ramdevs as he is 1 successful person in this fight against corruption. He had almost reached PMO in case of Devas which was to get some contract which was perhaps approved by PMO and PMO was quick enough to retreat and cancel it. As you might be knowing that Devas has taken it to International court.

Many in this forum had written ill of Dr.Swamy because they were big fans of Hajpayee and Advani. It has taken a long time for these friends to know that Hajpayee and Advani worked/working as Antonia's faithful servants outside of Congress and they were betraying the very Hindus who trusted them and voted them. These netas were also more secular and pro Muslims than Hindutvavaadhis and they worked against Modi while eating out of his hands.

Ex-Telecom Minister tells court to make PC a witness



For the second day in a row, former Telecom Minister A Raja attacked Prime Minister Manmohan Singh over the alleged irregularities in allotment of 2G spectrum, and pressed before a special CBI court that the then Finance Minister P Chidambaram be made a witness in the case.



Even before the UPA Government could recover from Raja’s bombshell on Monday that PM and Chidambaram consented to equity dilution in Swan Telecom and Unitech, the DMK leader fired another salvo at the PM on Tuesday.



Targetting the PM, Raja said, “The Prime Minister was definitely superior to me, he had the power to constitute the GoM, but he never felt the need to do it. Just because the Prime Minister ignored it, no GoM (Group of Ministers) was constituted. By that standard, the Prime Minister was also in conspiracy so far as dereliction of duty is concerned. It was his PM’s judgment that GoM was not required.



Though the Congress has staunchly defended the PM and Law Minister Salman Khurshid dismissed Raja’s charges as baseless, the facts remains that Raja has inflicted serious damage to the image of the PM.



The BJP, which has been all along critical of the PM’s role in the letting the scam take place, has already demanded the resignation of Manmohan Singh and Chidambaram.



Training his guns on Chidambaram, Raja said the Home Minister must come to court as witness in the case since the decisions about spectrum allotment equity dilution were known to him.

Targetting the P.M. by the BJP is a bad idea. Actually Sonia's coterie precisely wants that so they can replace the boneless wonder with her stupid son Raul Vinci and you and I know what this unfettered right would give Antonia Maino. If Vinci could be stopped by the SC from becoming the PM on citizenship grounds then he will feign victim etc. and the whole focus against corruption would be blurred.

All movements need to be funded - the bigger the movement larger the funding. I have two questions a) How can one be assured of the legitimacy of the information? <img src='http://www.india-forum.com/forums/public/style_emoticons/<#EMO_DIR#>/cool.gif' class='bbc_emoticon' alt='B)' /> Even if it were true, the funding is small looking at the size of the operation.

True, funds are needed but who funds them is definitely a rightful question no matter whether it is small or big. Only God can receive offering irrespective of the fact one is a paapi or a punyavaan. All others have to choose.



Legitimacy of the info? Ask Ford Foundation to deny it!



Anna Hazare's drama will get exposed slowly but surely. In the meantime the guy exploding a nuclear bomb on these corrupt people is seen in the corridors of Delhi courts. You know that Dr.Swamy has been named a prosecutor. All I can say now is - you haven't seen anything yet!

NEW DELHI: The department of telecommunications (DoT) has decided to move for cancellation of only eight licences for failure of telecom operators to meet rollout obligations, against the Telecom Regulatory Authority of India's (Trai's) recommendation that 69 licences be cancelled. According to data available till August 28, 2011, only Aircel (two), Dishnet (three), Etisalat (two), and Sistema Shyam (one) were issued show-cause notices for cancellation of licences.



Any licence termination can only occur after the conclusion of a long legal battle. Apart from this, since companies have got away with a large majority of their licences intact, the impact on their business is negligible. Consumers are also largely insulated from this move, as the violation signifies lack of network and therefore, subscribers. In any event, with number portability, the few subscribers, if any, can easily migrate to the 10-13 other operators in the same circle.



Documents with TOI reveal strong reluctance on DoT's part to cancel more than these eight licenses, based on disagreement with the Trai on the very definition of rollout obligations. The telecom regulator had made statutory recommendations under Section 11 of the Trai Act and DoT has been grappling with the recommendations for over nine months.



If this confrontation between DoT and Trai continues, the holders of the remaining 61 licences are likely to get away by paying penalties as opposed to licence cancellation.



Rollout obligations are one of the key licence conditions in terms of public/consumer interest since it is an indication of how far and how soon an operator rolls out the network. The spread of network, in turn, increases competition - which places downward pressure on consumer tariffs.



After the CAG report on the 2G spectrum scam, dated November 16, 2010 was released, pointing to a Rs 1.76 lakh crore loss to the exchequer, a PIL was also filed in the Supreme Court. Simultaneously, on November 18, 2010, Trai wrote to the DoT recommending cancellation of 69 licences granted by ex-telecom minister A Raja on account of violation of rollout obligations.



Trai had determined that 38 of the 69 licences were straight cases for cancellation, while in the remaining 31, DoT should "seriously consider cancellation after legal examination in view of non-utilization of spectrum and resultant loss of revenue to the exchequer, in addition to the imposition of liquidated damages as per license conditions".



Rollout obligations become even more important in the current context since the government had argued that it was giving away spectrum in 2008 at 2001 prices to 121 new unified access service licensees and 35 dual technology operators purely to serve consumer interest - the need to have a higher degree of competition in order to reduce tariffs further. Three years later, Trai found that at least 69 of these licensees had not even met their preliminary rollout obligations.

"Illegal monies in swiss banks" should not have been added to the total, since they are repositories of the monies from other scam figures.

That will reduce the value to eight hundred forty trillion something, if I am not fumbling on the number of digit places.
