Dekho Boss, The problem is not with Bihar.
Had this been any other state or any other country for that matter, his fate would have been the same. If you are gonna bow the whistle on a powerful setup, a network of corrupt folks here - netas, babus, pandus, judges and what not, there is a big risk that you gonna get bumped off once they find out who you are.
The big problem here, IMHO, is he did what an honest citizen was supposed to do, yet he wasn't protected. What this did was set a very bad example for future whistle-blowers!
Vishal, Just to add to my earlier post, don't look at this issue from a mafia-ISI-Pakistan POV. This is totally internal, the solo enemy being 'the system.'
What you mentioned about ISI & mafia is true, but a seperate matter as far as Dubey's case is concerned.
The sad thing about Bihar is that it was one of the centers where Indian culture originated. The home of janaka, ajatashatru and others. It was where the the shatapatha brAhmaNa was composed and the great intellectual debates within the Hindu fold occurred. Bihar should be like the center of nation heritage with places like mithila and girivraja as the nations greatest cities. Unfortunately this is not so. I wonder if there may be any hope of returning it to that state.

The murder case of IIT engineer Satyendra Dubey, who was involved in the Golden Quadrilateral project, has been handed over to CBI, Prime Minister Atal Bihari Vajpayee disclosed on Tuesday night, promising that criminals or vested interests would not be allowed to go scot-free.
"I am shocked and saddened by the murder of Satyendra Dubey, an upright and dedicated officer working with NHAI who was killed in Gaya, Bihar," Vajpayee said in a statement.
"The case has been already handed over to the CBI. Those responsible for his death, wherever they may be, will not be spared," he said in his first public reaction to the murder of Dubey, a Kanpur IIT Graduate and NHAI project manager.
Pointing out that the National Highway project was a "great dream" not merely for him but for the entire nation, Vajpyee said "thanks to the efforts of talented engineers like Dubey, it has made remarkable progress already and my government is committed to ensuring that those working on it complete it without any fear".
He said the outpouring sympathy for Dubey from across the world showed that Indian, wherever they were, had a commitment to honesty and transparency and a significant stake in the country's future. "The Government shares that commitment and appreciates their concern".
Recalling his recent visit to IIT, the Prime Minister said "it was inspiring to see the talent, sense of hope and commitment among the students and the faculty. We can't let criminals or vested interests weaken that spirit."
Bihar Chief Minister Rabri Devi had on Monday recommended handing over the case to the CBI. Dubey was killed in Gaya on November 27 after he had written to Vajpayee and NHAI chairman exposing the loot of public money in the execution of the Golden Quadrilateral Project.

Taking a strong note of the killing of Satyendra Dubey, a project manager of the National Highways Authority of India in Gaya, the Patna High Court on Tuesday directed Bihar Chief Secretary and other officials to be present before it on Thursday to inform it about security steps taken for smooth completion of the Golden Quadrilateral project.
A division bench comprising Chief Justice Ravi S Dhavan and Justice Shashank Kumar Singh issued summons to Chief Secretary, Home Secretary, Commissioners of Patna and Magadh divisions, besides District Magistrates and Superintendents of Police of Gaya, Aurangabad, Rohtas and Kaimur while hearing a PIL filed by advocate MP Gupta.
The petitioner had alleged that due to the killing of Dubey on November 27, the future of the project was in danger. He stated that Dubey's killing reflected the poor law and order situation in Bihar.
The judges also ordered the state government to provide security to family members of the slain engineer living in Siwan district.
India reports 1,916 corruption cases in 5 years
NEW DELHI, Dec. 10 (Xinhuanet) -- Indian Deputy Prime Minister L.K.Advani informed Rajya Sabha (Upper House) on Wednesday that as many as 1,916 cases of corruption were registered against Central Government employees over the past five years.
"In all, about 1,916 cases of corruption relating to Central Government employees have come to notice of which 1,008 have been sent for trial and 293 to the government department for action," he said, adding 99 of these cases have been closed.
Advani, who was replying to supplementaries during Question Hour, said the government has stipulated a time-frame for sanction and disposing of cases.
He said special courts have been created for speedy disposal of cases relating to corruption.
The Central Bureau of Investigation cases are within the superintendence of Central Vigilance Commission which has been made a statutory authority, he said.

<b>Six whistleblowers killed in two years in Uttar Pradesh </b>
The script is the same. Satyendra Dubey is much in the news these days, for reasons, both right and wrong. This man, an able, upright and honest engineer, blew the whistle on corruption and got murdered.
Swap the name with any of the following in Uttar Pradesh. The rest is a matter of copy and paste! LN Singh, Indu Bhushan, SC Rai, Masood Alam Siddiqui, SK Bajpayee and Anwar Mehndi Rizwi are the names of six engineers, who have been murdered in the past two years. Except for the modus operandi and the location and name of the department they worked for, itâs a similar story.
They were all B Techs or M Techs from IITs and RECs. They were all in charge of important development projects. And, they were all working with the government.
The count is on. There are many more such âDubeysâ in the making. The Hindustan Times has got copies of letters written by âhelplessâ government engineers to ministers, detailing irregularities in construction work and pleading for security. They keep on receiving death threats from contractors at regular intervals.
First, a report from Etawah, Mulayam Singh Yadavâs home district. JC Bhashkar, executive engineer (irrigation) wrote that a few contractors barged into his office on September 20 and tried to snatch official records. They even assaulted officials. âSir, these incidents are common and we are so scared that we do not lodge FIRs,â Bhashkar said.
RN Kapoor, assistant engineer in National Highway Section 2 (PWD), wrote that contractors for the Delhi-Lucknow stretch on National Highway-24 were threatening to kill him. Reason: he objected to the poor quality of construction material. âSir, my parents are above 80 and live alone. Vikas Traders threatened me not to turn up at the construction site. Iâm scared and fear for the lives of my parents also. Please do the needful.â
D.P. Gupta, assistant engineer, PWD, Gonda, wrote to the Principal Secretary (Home) on November 7, 2003: âSome criminal elements want me to compromise and do favours to them. They have threatened to murder me, if I refuse.â
A few contractors attacked PP Dutta, executive engineer with PWD, Mau, on January 29, 2003. Dutta was critically injured. However, he survived to write to the PWD minister. âSir, the contractors are local mafia and the engineers working in the area are under constant threat. Sir, please take strict action or else we cannot do our work,â he wrote.
âHonourable Chief Minister,â wrote Ram Adhar, assistant engineer, PWD, Jaunpur, âlocal mafia Guddu with his accomplices assaulted me on April 9, 2003. They said they want the contract for the renovation work in the Jaunpur area and if I fail to oblige them they would kill me. Madam (Mayawati), please take action.â
No action has been taken so far. The contractors continue to reign. And the ministers couldnât care less.

SC issues notices to Centre, PMO, Bihar in Dubey murder case
The Supreme Court has issued notices to the Centre, the Prime Minister's Office (PMO), the Ministry of Personnel and Public Grievance and the Bihar Government in the Satyendra Dubey murder case.
The notices came under a public interest litigation seeking probe into the alleged leakage of a letter written by the NHAI engineer to the Prime Minister, pointing out corruption in the administration of the Golden Quadrilateral Project. It was the leakage that led to his alleged murder by the construction mafia.
The notices were issued by a Bench comprising Justice Ruma Pal and Justice PV Reddi on a PIL filed by advocate Rakesh Uttamchandra Upadhaya, who also sought direction to the Centre to implement the recommendations of the Law Commission and the Constitution Review Committee to enact "Whistle Blower Act" to ensure protection to persons complaining about corruption in high places.
Dubey, who had written to the Prime Minister about the alleged siphoning of money from the project at Barachatti segment in Bihar, was murdered on November 27, allegedly by the contractor mafia.
The petitioner had said despite the request of the deceased not to divulge his name, his identity was disclosed leading to his murder.
He said that an independent inquiry Commission should be set up to go into all aspects pertaining to the murder of Dubey as it has been alleged that the Centre had leaked the name of the official. The Prime Minister's office has denied the Government having ever leaked the name of Dubey.

With the Lok Sabha elections round the corner, the CPI (M) top leadership has
been left red-faced after a leader of the party's agricultural front was
arrested by police in Nadia district for his involvement in a fake Indian
currency notes racket.
A crack team of the district police and CID which made intensive raids in the
district town of Krishnanagar and adjoining places bordering Bangladesh,
detained Mohosin Mandal, a front ranking leader of the party Kisan wing, a
couple of days back and recovered fake notes worth Rs 20,000 hidden in his
courtyard.
Earlier, the investigating team which has been on a trail of the fake note
smugglers across the international border, was tipped off about Mohosin by two
Bangladesh nationals who were arrested last week for working as agents of
Pakistan-based ISI.
The duo who allegedly revealed during interrogation about the vast ISI network
of the fake Indian currency racket in Bangladesh, named Mohosin as one of the
Indian agents.
Prior to that, sleuths detained another suspect, Jamal Sheikh, from a village
and recovered a dozen fake notes of Rs 500.
When contacted, the CPI (M) Nadia district leadership declined to comment on the
arrest of the party leader for possessing huge fake notes.
Meanwhile, police who had recovered fake notes worth Rs 12,500 from the recently
concluded Ganga Sagar mela, suspect that these surfeit notes are in circulation
over a large part of the bordering districts of West Bengal and many innocent
people have fallen victims to this racket.

Of the 543 MPs, over 150 of them have still not settled their phone dues. In fact, MPs owe Mahanagar Telephone Nigam Limited (MTNL) as much as Rs 148 crore in unpaid dues out of which around Rs 31 crore is owed by first timer MPs.
<b>Topping the list of defaulters are Mohan Rawale of the Shiv Sena who owes more than Rs 22 lakh, former Kerala Congress leader K Karunakaran who owes more than Rs eight lakh and Brahmanand Mandal of the Samta party who owes more than Rs 6 lakh. </b>

NEW DELHI : The BJP on Friday demanded an inquiry into Iraqi media reports that the Congress had received free oil from former leader Saddam Hussein as a gift for its support for his rule.
"There should be a full inquiry into this," said BJP spokesman V K Malhotra. "We demand an inquiry into this. Who paid the bribe, who got it? The report mentions the Congress."
A story in the Baghdad-based Al-Mada newspaper said that Saddam had rewarded 200 of his leading supporters abroad by giving them millions of barrels of crude oil. An Iraqi government official on Sunday confirmed the story.
Al-Mada also published a list of oil contracts passed by the State Oil Organisation (SOMO) that included the names of around 200 people, political organisations and religious figures whom it said received free crude.
The Congress received a million barrels of crude, it alleged.
When so many people feel so much against the corruption in our system, why don't we unite and do something about it. I know its difficult but not impossible. Capt. Anuj Nayyar's father got the petrol pump without paying bribe to anyone, at first we would have thought it is impossible but he proved nothing is impossible.
I was watching the TV serial Chanakya the other day and was thinking when one man could change the history of India so much, why can't so many of us who feel strongly against corruption. The first step is indeed not to pay bribes yourself, but I guess things do not end here, cause there are many people who want the job to be done so desperately that they can't help it. The need is to educate these people. But what if well educated people do this..? Is there a way out..? Is there something we can do to change our system. Japan and Germany were destroyed during the 2nd world war but they not only re-built their economies, but also did that very successfully and we have always been wasting our time fighting in the name of religion, caste, getting exploited by our politicians who divide us to obtain our votes. And we have lost honesty and human values. But it is a high time to take some action and change the system, or we will loose whatever little we have.

They said the two men, Mukaddar Paswan and Shivnath Sao, died after consuming poison at their homes in Bihar state.
They were being questioned by federal detectives in connection with the death of the engineer Satyendra Dubey.
Mr Dubey was killed soon after he complained of corruption in a major road-building project, sparking a national outcry.
Mukaddar Paswan and Shivnath Sao were members of a hardline Hindu group, the Bajrang Dal.
The chief of Bihar's ruling Rashtriya Janata Dal (RJD), Laloo Prasad Yadav, has asked for the deaths of the two men to be investigated.
