Srinagar: In the first such incident in Jammu and Kashmir, a woman militant on Thursday hurled a grenade at CRPF personnel manning a post in downtown Srinagar, killing a civilian and wounding another. The militant, travelling in a car, tossed a hand grenade towards CRPF personnel posted at Sarafkadal Chowk in downtown Srinagar around 4.30 p.m., CRPF spokesman Dalip Singh Ambesh told PTI. He said the grenade exploded near the picket, killing a civilian and injuring a woman passer-by. The militant fled the scene. This is the first time since the eruption of militancy in the State that an unidentified woman has been accused of attacking troops. Earlier this year, a woman was blown to pieces when an explosive she was allegedly carrying exploded prematurely at Pampore. â PTI http://www.hindu.com/2006/05/19/stories/...930100.htm

Indian troops kill 3 militants along LoC SRINAGAR: Indian troops shot dead three suspected Islamic militants along the Line of Control (LoC), the de facto border dividing Kashmir between India and Pakistan, the army said Friday. âThe three were killed on Thursday evening when they refused to surrender and opened fire after infiltrating into our territory,â spokesman Colonel Vijay Kumar Batra told AFP. He said the three, armed with assault rifles, entered the northern Kupwara district of Jammu and Kashmir from the Pakistani zone of the Himalayan region. The alleged infiltration attempt came ahead of a meeting between Indian Prime Minister Manmohan Singh and Kashmiri politicians on May 24 and 25 in Srinagar aimed at seeking peace in the insurgency-racked region. The talks are strongly opposed by the rebels. There have been a string of grenade attacks and killings in the weeks leading up to the discussions. Violence has continued in the region despite a peace process between nuclear-armed India and Pakistan, which have fought two of their three wars over Muslim-majority Kashmir. India accuses Pakistan of training Islamic guerrillas in its zone of Kashmir, which is divided between the two rivals and claimed in full by both. Islamabad denies the charge. We can consider troops cut in J&K if terror stops: PM Last week spineless PM was saying we will increase troops now he want to reduce. Yes, there are some Hindu are still leaving in J&K. So troop reduction will speed up terrorist work.

I guess MMS really wants to undo the goodwill towards him.
PM sets up group to discuss J&K autonomy QUOTEPM sets up group to discuss J&K autonomy PTI Thursday, May 25, 2006Â 19:31 IST SRINAGAR: In a new initiative to usher in peace in Jammu and Kashmir, Prime Minister Manmohan Singh on Thursday announced his decision to discuss autonomy and self-rule for the state and declared the government's readiness to talk to militants if they shun violence. Wrapping up a two-day visit here during which he chaired the second Roundtable Conference on Kashmir, he also sought to give a healing touch by saying that government will rehabilitate destitute families of terrorists killed in police action and discuss the issue of missing persons. Singh, who announced setting up of five working groups to discuss various issues relating to J&K, including devolution of powers, also regretted boycott by Hurriyat Conference of the Roundtable and hoped better sense will prevail on the separatist amalgam to join the dialogue process. Noting that time had come to establish credible mechanisms to carry on the dialogue process with various sections in J&K, he told the concluding session of the conclave that setting up of the working groups was the best way to move forward and ensure that the views of different segments are incorporated. One of these groups will deliberate on matters relating to the special status of J and K within the Indian Union and methods of strengthening democracy, secularism and the rule of law in the state. "One of these working groups will deal with the Centre-State relations. This group will take on board autonomy, self-rule and all other related issues," Singh said elaborating at a press conference later. and Self Rule For J&K QUOTESelf-rule for J&K The Pioneer Edit Desk Is Prime Minister promising 'azadi'? ---- Whenever Prime Minister Manmohan Singh is confronted by a seemingly intractable problem, instead of confronting the issue and forcing a solution, as is expected of leaders, he sets up working groups and committees. That's what bureaucrats, who have no long-term stake in the nation's future and are reluctant to get involved in the decision-making process lest they are held accountable, do - appoint a committee and obfuscate the issues on hand. Faced with a forceful storm across India against Human Resource Development Minister Arjun Singh's move to destroy centres of excellence and dumb down higher education - a conspiracy in which the Left is a willing and natural accomplice since it targets India's progress - Mr Manmohan Singh appointed a Group of Ministers to find a solution "acceptable to all sections of society". In the event, Mr Arjun Singh and his co-conspirators have had their way while the Prime Minister has maintained a stunning silence that is an eloquent testimony to his leadership. On Thursday, after a 'Round Table Conference' in Srinagar, boycotted by virtually all separatist groups whom the Prime Minister has been relentlessly wooing with flattery and sweet talk for the past two years, to find a solution to Islamist jihad in Jammu & Kashmir that has shown no signs of retreat, Mr Manmohan Singh has announced the setting up of five working groups. He believes, mistakenly so, that the "peace talks" with those who want to impose Nizam-e-Mustafa in Jammu & Kashmir through terror and worse, have not moved forward for want of a "credible mechanism". Hence, now that he has decided to set up five committees, the credibility gap shall be filled and terrorists and separatists will repose their faith in him and his Government. That's balderdash. And if the Prime Minister needs to be told so, then the nation is truly headed for difficult times. Those who forced a total shutdown in the Valley to protest the Prime Minister's presence are neither interested in "Centre-State relations" or "autonomy, self-rule and all other related issues" that will form the agenda of one of the committees. Had this not been true, then previous offers to devolve more powers to Jammu & Kashmir would have stemmed terrorism. What, then, does Mr Manmohan Singh have in mind this time round? Is he trying to send across the message that the Indian state is willing to cave in to the demands of those who have been pushing for "azadi"? What does he mean when he talks of "autonomy, self-rule and all other related issues"? These are some of the questions that arise from his grandstanding in Srinagar. And, he owes the nation a full explanation, lest the country is presented with a fait accompli as has been the case with caste-based quotas in institutions of higher education. It is entirely possible that the cabal which met on Tuesday night to impose its perverted version of "social justice" on India, will now take over from the Prime Minister and his five committees to lay down the line on Jammu & Kashmir. And a stunned nation shall be told one fine day that the UPA Government has decided to let terrorists have their way in Jammu & Kashmir as a confidence building measure for peace with Pakistan.

Katiyar backs off after being booked for bounty offer New Delhi/Jammu, June. 10 (PTI): Booked on the charge of inciting communal passions in Jammu and Kashmir by offering rewards of Rs 1 lakh each for any civilian killing a militant, BJP leader Vinay Katiyar today virtually backtracked and offered to apologise if he was "misunderstood". With the state police registering an FIR charging him with making "provocative statements" and "inciting communal passions" and the BJP leadership asking him to "clarify" his remarks, Katiyar denied making the monetary offer and said he only talked about supporting Village Defence Committees (VDCs), set up by the State Government. Hours after the registration of FIR against him and party Vice-President Sahib Singh Verma, Katiyar, BJP General Secretary, said in New Delhi he was ready to apologise in case his remarks have created misunderstandings. "My comments have been misunderstood which I regret. I only offered party support to village defence committees in the event of police, army or the state government identifying people killed by them as terrorists. There was no money fixed for such support," Katiyar said. Also, he insisted, he had no intention to incite religious hatred during a party event in Jammu on Thursday to protest last month's Hindu killings in Doda and Udhampur. "Whatever we said was not aimed at violating law and constitutional propriety. What we believe is that all communities should fight terrorism together," he said. The BJP leader, who was accompanied by Verma, accused Jammu and Kashmir Chief Minister Ghulam Nabi Azad of overlooking requests to set up more anti-terror VDCs and arm the villagers. Verma, however, did not apologise and accused Azad of provoking militants against the BJP leaders.
