How?

More management seats eats into the open non-reserved category, not the reserved category. More management discretionary seat would mean more people with $ to spare can get in. So only if you are $$ or some caste based certificates you have a better chances of getting in. If you have neither - tough luck.

The Indian Railways seems to have become the Rashtriya Janata Dal's private property ever since Laloo Prasad Yadav took charge of the Railway Ministry, believe many. <b>Not just the sattu-driven-down-your-throat change in on-board cuisine, even reservation lists are being altered at will by Laloo's men, much to the chagrin of the Railway staff.</b> At least that's the scene is in Bihar.

Sources in the East Central Railway said everyday scores of RJD leaders and workers force them for one thing or the other, boasting their "close proximity" to the new Railway Minister. <b>Three days ago, some RJD workers reportedly visited the DRM office in Danapur and forced the officials to change the reservation chart in favour of their own list. "While forcing us to cancel the reservations of genuine travelers, the RJD workers provided their own list of passengers and kept bragging how close they are with the new Railway Minister,"</b> said an ECR official on the condition of anonimity because obviously, he was not willing to be "shot at dawn" without trial.

Just a day before this incident, two persons had reportedly asked an official at the ticket counter at Patna Junction for reservation in the New Delhi-bound Rajdhnai Express. They asked the reservation official whether he had received a call from the Chief Minister's house regarding this. When they were told no such call had been received, the two said: "It might be coming soon" and as ked for tickets.<b> "Later, even though we agreed to do their work, they refused to pay for their tickets threatened to inform their boss Laloo Prasad in New Delhi</b>", said the official.

Not just this, some Railway officials also said that suddenly they have begun receiving many requests for ticket reservations in the much-absued 'emergency' quota on the official RJD letter-pad. "What to do, there is no option since we do not know who is close to the Railway Minister and who is not," they said. The self-proclaimed RJD leaders flaunting their close contacts with Laloo Prasad Yadav and 1, Anne Marg, have begun giving nightmares to many, claimed ECR officials.

"Most of them behave like he himself is the Minister for Railways. The situation was quite different in the regime of the previous Railway Minister, Nitish Kumar, who never ever had allowed partymen or workers to interfere with our work," said another official adding: "We do not know whom to give preference and who should we neglect."

Such is the situation, reliable sources said, that many Railway officials in this ECR division is trying hard to get themselves transferred out of Bihar.

Only recently, Ram Kripal Yadav, a Patna MP and a close aide of Laloo Prasad Yadav had called a high-level meeting with the ECR officialat the Patna Junction to prepare for the arrival of the new Railway Minister. But, before they could get into action, RJD supporters had thronged the Patna Jn to monitor the arrangements there. A host of party workers, <b>led by RJD leader Nemtullah, were seen supervising the cleaning-up operation at Patna Jn. "We were flummoxed. Under whose direction and order they were doing all this ... but the question is who'll bell the cat," said a desperate Railway official posted in the Danapur division </b>

The incident had forced the then Railway Minister Nitish Kumar to visit the office a day after and declare that the Railway tenders from now on would be filled through the Internet "to prevent such kind of gang rivalry". However, for reasons best known to the Railway Ministry, the tenders continue to be filed manually.

With the change in the guard at the ministry, it is apprehended that a new set of underworld dons having close contacts with the authorities have begun stepping into the tender racket.

<b>Railway tenders are a lucrative and prestigious business for the underworld in the entire eastern part of the country. According to a rough estimate, Railway projects worth of rupees 700 crore are going on in Bihar at present</b>. Besides, the dreaded gangs of Bihar, some from Gorakhpur and Lucknow are also said to be involved in it. <b>In some areas, even Naxal outfits decide the fate of the Railway tenders and projects</b>. The killing of the Yadav duo might just trigger a new gangwar between the underworld dons involved in the multi-crore rupee Railway tenders racket in Bihar.

If you strictly go by the topic here Bofors or Chara Ghotala etc. is not a UPA corruption case, UPA is just getting in , so there is nothing to discuss . Any way BJP had six years to nail Sonia on Bofors and hide from Tehelka and all that is coming out .

Are you some how suggesting that that BJP's corruption need not be discussed. Was it a patriotic act done for the greater good of the nation?

Well it is really a revelation that the Railways was 100% clean under Nitish ans only corrupt under Congress , so all the contracts must have logically gone to the lowest bidder for 6 years . If there is no money in the ministries then why the scramble among the allies, then & now?

And it that STC food stocks that NDA sold thru its exporter & trader friends was done for the national good which UPA has reversed immediately.

And Reliance, a habitual briber did not pay any thing to BJP to get a back door entry into telecom as was a case decided purely on merit.

The truth is when government changes some of the money is made thru old channels that can't be ignored and where possible new favorites are introduced and the "jobless sons, daughters, friends and relatives" start pimping for the ministers .

Ironically, A major chunk of power thieves live in posh colonies. According to the survey conducted by Power Distribution Companies (DISCOMs), it has come to light that after slum dwellers, <b>the residents of Greater Kailash-I and II, Green Park, Panchsheel Park, Punjabi Bagh, Pitampura, Shalimar Bagh and Ashok Vihar also indulge in power theft.</b>

According to a source in the discoms, <b>around 15-20 per cent of power is being stolen by those living in posh areas</b>. A few of them had also been caught red- handed by the officials of these companies. "These people have installed all the electronic gadgets. Although they use them, they are not ready to pay for the power they consume and the best option left to them is to steal. After those living in the shanties, they are the next major section who steal power," said an official at Brihanmumbai Suburban Electricity Supply (BSES).

<b>In fact, some influential people with political connections were also found indulging in power theft. As I was growing up, my earliest instance of corruption scandal <!--emo&:grenade--><img src='style_emoticons/<#EMO_DIR#>/grenade.gif' border='0' style='vertical-align:middle' alt='grenade.gif' /><!--endemo--> was that of the then Union Minister LN Mishra's Licenses' Scam. The first thing Madam `G' has done was to drop him from her ministry and distanced her government from him and ordered an inquiry. (Ofcourese he was bombed to death at Samastipur Railway Station and nothing news came out after that). Upto her tenure any accused of corruption or any other cognizable crimes were - atleast in public - treated as hot-potato and dropped. Uptil then there was a semblance of public shock against corruption maintained by political parties and public leaders.

When Rajiv was accused of Bofors scandal, he continued in power <!--emo&Big Grin--><img src='style_emoticons/<#EMO_DIR#>/biggrin.gif' border='0' style='vertical-align:middle' alt='biggrin.gif' /><!--endemo--> till the Indian voter thrown him out. As nothing could be proved by VP Singh and party, Congress under the leadership of Rajiv was voted in again, though he himself was belt-bombed in Sriperambadur, near Chennai. And then, PVN was brought in as a replacement to Rajiv, who lasted for five years despite being accused of many a currupt practices. Other, minor premiers who preceded or succeeded him had not much time to prove either way.

Then came Vajpayee, who coolly excused Modi's shameless bigotry, Tehelka Tapes (coffins & caskets <!--emo&Sad--><img src='style_emoticons/<#EMO_DIR#>/sad.gif' border='0' style='vertical-align:middle' alt='sad.gif' /><!--endemo--> ), Judeo's money in camera <!--emo&:cool--><img src='style_emoticons/<#EMO_DIR#>/specool.gif' border='0' style='vertical-align:middle' alt='specool.gif' /><!--endemo--> and what have you and was booted out, albeit in favour of a week UPA.

Sonia's Congress & allies boycotted currupt Union Minister of Vajpayee and now the Vajpayee's BJP & allies (or it is Venkaiah's BJP, read previous two days headlines <!--emo&Big Grin--><img src='style_emoticons/<#EMO_DIR#>/biggrin.gif' border='0' style='vertical-align:middle' alt='biggrin.gif' /><!--endemo--> ) are raking up the issue of Laloos, et al. Tit for tat <!--emo&:argue--><img src='style_emoticons/<#EMO_DIR#>/argue.gif' border='0' style='vertical-align:middle' alt='argue.gif' /><!--endemo-->. Yes, this is like pan calling kettle black.

That is, What makes anybody think or hope that CBI, or for that matter any other Govt. controlled & funded institution, to be free. They have been investigating Bofors since almost two decades now and will continue to investigate all six cases, discussed in this link, for several more decades, till a new generations come into existence and the issue dies out naturally. By the way what happened to that gentleman, who was raided and caught with some two/three crores of rupees in hard cash <!--emo&:eager--><img src='style_emoticons/<#EMO_DIR#>/lmaosmiley.gif' border='0' style='vertical-align:middle' alt='lmaosmiley.gif' /><!--endemo-->?

this is a very selective recount of history. What about the Mundhra case, the Jeep scandal, the LIC scandal, the TTK scandal and umpteen others which you conveniently forgot to mention. The rot started as soon as the republic was born and Chacha Nehru started associating with sycophants (even the sycophants were men of substance in those days) and eliminating everybody else who disagreed with him (like shyama prasad mukherjee ).

Spare me this non-sequitor about corruption starting later. Maybe some of you were not even born then or if born were still in diapers, but ignorance is certainly not bliss when it ignores the events of history. of course the scale of the corruption has increased through the decades, but so has the GDP and the federal budget. There is no question in my mind that the culture of corruption started flourishinng on day one because chacha Nehru turned a blind eye towards it and so did his daughter with even greater vehemence. For a man who never earned a penny in his entire life until independence, his progeny have done surprisingly well and are now well settled for generations to come.

Yes, I was in my diapers during the last leg of chacha Nehru's tenure; in my nicker-bockers during Madam `G'. So what of it?

The purpose of this piece is not to trace the history of corruption in India, but who started INSTITUTIONALIZING IT. Plz. don't try to steer the discussion to uncalled for areas. It appears this has definitely touched you somewhere it hurts you most, though it beats me what!

Hope God gives you some patience as well as some English Comprehension skills, along with some civil vocabulary, whereby you can avoid horse___.

The objective of my piece is also not to give a comprehensive report on all scandals of Indian polity, leave alone tracing the origin of corruption. It’s enough to discuss one or two instances of corruption from both sides. IG was the one who really "institutionalized it" to a large extent. Some ofcourse existed since Raj and Nehru's time. She also nationalized many excellent pvt. institutions.

Ofcourse in 1980s she started loosening the restrictions, but it was too little too late. The beauraucrats had already tasted how good it was to have so much power and be corrupt.

As for Institutionalizing corruption, it started in India on Date `X'. Prior to that date there might have been extra-constitutional forces working against vigil blowers, investigative journalists, witnesses, et al, but constitutional authorities apparently were investigating officially. But on Date `X' onwards, constitutional authorities, instead of investigating the accused who were caught on camera started verifying whether the cameraman has license to shoot, whether the camera has permit to be imported/used and such silly questions (read TEHELKA).

While the whole world could see that the gentleman caught on camera, a would be CM of a state, was accepting bribe, the constitutional authorities of that time investigated, who hired the room, who hired the camera/cameraman, who is behind it all and so far and so forth. No amount of investigating hotel, camera, cameramen, etc. would convince the general voter that the gentleman caught on camera was shamelessly bragging about his political power and receiving bribe, I repeat BRIBE.

And that is when the Corruption in India was institutionalized.
