Move for Prez's Rule 'illegal: Nagaland CM

Amid speculation over imposition of President's Rule, Nagaland Chief Minister Neiphiu Rio on Tuesday said that such a move would not only be "illegal and unconstitutional", but would also amount to "murder of democracy".
"The Congress party does not want to face the people of Nagaland, which goes to poll next month. The Congress wants to disrupt the election. If they really impose President's Rule and dismiss my democratically-elected Government, it would be nothing but murder of democracy," Rio said from Kohima.

Claiming that the full Union Cabinet did not meet on Monday but consultations were held among Congress party Cabinet ministers on the issue, he said ministers from non-Congress UPA parties were not present.

DMK, a prominent UPA constituent, was opposed to the imposition of President's Rule in any state, Rio said, adding that even the four Left Parties -- CPI(M), CPI, RSP and Forward Block -- had written letters to Prime Minister Manmohan Singh and UPA Chairperson Sonia Gandhi against going ahead with any such move.

"Such a move will be illegal and unconstitutional as I have come to power only after being elected democratically and my Government has won the trust vote in Nagaland Assembly on December 13," Rio said.

"I hope good sense would prevail in Congress. Else it would be a bad signal for the whole country," he added.

In a blatant discrimination, the Centre has reduced the fund allocation for the welfare of Scheduled Castes and Other Backward Classes by Rs 3,000 crore in the 11th Five-Year Plan, but trebled the allocation for the minorities to Rs 1,400 crore per annum against Rs 500 crore.

Government sources said the Ministry of Social Justice and Empowerment (SJ&E) had sought Rs 16,100 crore for the 11th Plan to carry out welfare schemes for SCs and OBCs, out of which Rs 11,185 crore was to be spent on socio-economic development of SCs between 2007 and 2012. The share of OBCs was Rs 2,250 crore.

"Since the Centre has drastically reduced the allocation for the Plan period by almost Rs 3,000 crore, the Ministry was left with no option but to adjust internal funds disbursement accordingly. The Ministry would now only have Rs 9,097 crore to be spent on various welfare schemes meant for SCs during the Plan period, while the OBCs would get only Rs 1,588 crore," sources said.

OBCs are going to be the worst hit by the Centre's move to reduce the quantum of funds for disadvantaged groups of the society. "Earlier, the Ministry planned to earmark 14 per cent of total funds to be spent on the development of OBCs, and now only 12 per cent would be available for them, while 70 per cent would go to the welfare schemes for SCs," they added.

<b>The Centre has kept minorities, particularly Muslims, in good humour by allocating Rs 7,000 crore for 11th Plan. It increases the annual allocation to the Ministry of Minority Affairs (MMA) from Rs 500 crore to Rs 1,400 crore. Incidentally, the Ministry had sought only Rs 1,100 crore as annual allocation.</b>

"<b>It is a win-win situation for the Muslims in particular. Apart from the minority schemes, they would continue to avail the benefits of other schemes as well in the capacity of being OBCs. Over 90 per cent Muslims are already included in the State and Central lists of OBCs."</b>

The MMA officials justified the increase in funds, stating that the "effectiveness of welfare schemes would be minimised if the Government does not make funds available as per the requirements".

<b>"What kind of multi-sectoral development programmes could be launched in the minorities concentration districts with over Rs 120 crore? There are over 90 such districts in the country,"</b> they argued.

"We had asked for around Rs 12,000 crore for initiating several welfare and developmental programmes for minority communities during 11th Plan. But the Centre has approved only Rs 7,000 crore. We hope the Centre would further increase the allocation," a Ministry official said.

BJP recalls that Quattrocchi was arrested in Argentine on 6 th February 2007. This was not made public and even not communicated to the Supreme Court, which was hearing a PIL. Government's efforts after, his getting bail was not for securing his extradition but to ensure his unconditional release from Argentine. The verdict of EL Dorado court on June 8, 2007 goes for automatic appeal as per Argentine law. The Argentine council is on record saying that she was ready for appeal but was not allowed by Indian authorities to proceed. This lapse on part of CBI helped Quattrocchi getting full freedom and leave Argentine.

Earlier, also GOI through CBI helped Quattrocchi defreeze his London bank accounts and withdraw Rs. 22 crores. This was done with the help of curious remark by director prosecution that there is no prima facie case against Quattrocchi and taking shelter of a questionable judgment, which should have been challenged. Thus, it's a clear misuse of CBI for helping the Bofors accused. BJP asks the grounds for special treatment to Quattrocchi other than him being a family friend of the first family of the Congress…

New Delhi, Jan 23 - Unfazed by the morale shattering defeat in Gujarat, Congress MP Rahul Gandhi announced Wednesday that he would tour the country in a bid to infuse young blood into the party.

The Congress general secretary also said in his first media interaction after the December Gujarat polls that his mother and party president Sonia Gandhi was overworked but she was refusing to take a holiday.

Asked if the sweep of the Bharatiya Janata Party (BJP) in Gujarat had demoralised the Congress, he said: 'Politics is not a switch on, switch off business. We have to continue our fight.'

His apparent formula is to induct fresh blood into the party.

'There is currently a gap between politics and youth... The youth has a new way of thinking and the party has to respond to the youth's thinking and open itself to new ideas.'

Gandhi said he planned to tour most of the country shortly to interact with people, especially the youths, so as to attract a greater number of them to the Congress.
