<b>US satellite first spotted YSR chopper crash site</b><!--QuoteBegin-->QUOTE<!--QuoteEBegin-->Hyderabad, Sept 9 (PTI) An American satellite first spotted the site where the helicopter carrying late Andhra Pradesh Chief Minister Y S Rajasekhara Reddy had crashed in the Nallamala forest, authoritative sources said. <b>The US satellite identified the site based on the missing cordinates provided by the BSNL</b>, they said.

<b>The US satellite imagery, that contained more than 12,000 pictures, was thoroughly analysed by the authorities in the US and the analysis was passed on to only top officials of the state administration. "Six images clearly showed gaping holes in the clouds over the Pavuralagutta area where the helicopter had crashed.</b>

The search operation was initially spread over a 60 sq km area and later cut down to 20 sq km based on the US data. Ulitimately, the search was narrowed down to five sq km", the sources said.<!--QuoteEnd--><!--QuoteEEnd-->

<b>YSR chopper''s Cockpit Voice Recorder ''partly damaged''</b><!--QuoteBegin-->QUOTE<!--QuoteEBegin-->Hyderabad, Sept 8 (PTI) The Cockpit Voice Recorder (CVR) in the ill-fated Bell-430 helicopter of Andhra Pradesh Government, which crashed in Nallamala forest on September 2 killing Chief Minister Y S Rajasekhara Reddy and four others<b>, was found to be in a "partly damaged" condition.</b> Indian representatives of the Bell helicopter company were asked to decode the CVR, but since it was in a "partly damaged" condition,<b> decoding proved difficult</b>, the state government''s Crisis Management Committee informed Home Minister P Sabita Indra Reddy late tonight.

An official press communique later said the Directorate General of Civil Aviation (DGCA) has informed that the CVR would be sent to the US for decoding in case the exercise became difficult here. The CVR-38 solid state model was manufactured by Universal Avionics Systems Corporation, TucSon-AZ, USA. The committee is chaired by the Chief Secretary with Director General of Police, Principal Secretary (Home) and other top officials as members.

How this is possible, it can only happen with combination of accident and something else?
These boxes can withstand all type of weather and accident. Or somebody had done some fiddling with instrument?
OR media and investigation team is trying to close this ASAP.

PTI | New Delhi

CBI has formed a special team to investigate the death of former Andhra Pradesh Chief Minister YS Rajasekhara Reddy in a helicopter crash last week after the state government asked for a central probe.

The team headed by SP CBI Vizag G Nageshwar Rao will probe the mysterious circumstances under which the helicopter carrying Reddy and two others crashed in the dense forests of Nallamala forest range in Kurnool district killing all the five occupants including the two pilots.

The team will visit the site where Reddy's chopper crashed and scrutinise the log details of the Air Traffic Control in Hyderabad and Chennai.

<b>Sources in the agency said the probe has been ordered under section 174 of Criminal Procedure Code (CrPC). The probe under the section is conducted by a police officer specially empowered by the State Government when the deceased has been killed by another or by an animal or by machinery or by an accident.</b>

The state government has also formed a two-member expert committee comprising retired IPS officer and VIP Security expert M R Reddy and former DGCA H S Khola to investigate the incident from all angles and submit its report in 60 days.

Interim Chief Minister K Rosaiah, who held a high-level meeting to discuss the helicopter tragedy on September seven, had spoken to Union Home Minister P Chidambaram and requested that a probe by the CBI be ordered into the incident.

ShyamSP, Its interesting that you found that analysis of the revival of the feudal ssytem. When the Slave dynasty won Delhi, they established something called the iqtadar system which is the exact same model that YSR implements in 2004.

Its a conquest tool of creating new feudal class beholden to the rulers and allowed to use state machinery to implement their rule. In this way in one hundred years the whole Indo-Gangetic plain was conquered and sunjugated.

In that respect YSR was a change in way things were happening in modern India after Independence and abolition of the zamindari system by JL Nehru. Added to the clout was his EJ linakges- SIL, all the aides who died with him except the pilot. I submit that it was not just a revival of the zamindari system but a way to change the entire demographics of Andhra Pradesh.

<!--QuoteBegin-->QUOTE<!--QuoteEBegin-->under this <b>YSR parcelled demarcated areas of the state to his loyal followers (who were elected as MLAs and MPs from these areas). Within the jurisidisction of these areas, these loyal followers were the kings - they were free to do anything (within limits) using the state's administrative machinery. In return, YSR wanted their loyalty and resources for the party kitty. Also they were supposed to propogate YSR's cause and generally not do anything that would hurt his image and draw the ire of the headquarters in Delhi.</b> After YSR strode to power for the second time in May this year <b>he started fine-tuning this system till the copter crash cut his life short.</b> And he could easily do this because YSR was able to convince the high command before the elections to give him a free hand for allocation of tickets for the legislative assembly. Which meant that <b>most of the party MLAs were personally beholden to him.</b>

<b>It is these loyal followers, used to operating under this feudal system that masquerades as a democratic set-up, who see the collapse of their fortunes if Jagan is not made chief minister. Little wonder they are moving heaven and earth to ensure the accession of Jagan.</b>

For all I suggest reading the history of England after the Norman Conquest in 1066. Same thing happened.

I was reading this book last night!

Advanced History of Medieval India by J.L. Mehta vol 3.

However print copy and not on-line.

and

Google books on Iqtadari System

Medieval India: from Sultanat to the Mughals By Satish Chandra

and

Historiography, religion, and state in medieval India By Satish Chandra

Folks its not just a feudal mechanism but a conquest mechanism. Its more than zamindari or thakur system.

This explains why the supporters are defying the central authority just as it was done in Sultan Illtumish's reign.

Welfare-to-saturation-point-was-ysr-mantra

<!--QuoteBegin-->QUOTE<!--QuoteEBegin-->How was he different from Chandrababu Naidu?

He did a number of things that were the opposite of what Naidu did. Naidu, for instance, raised the price of rice in ration shops from Rs 2 to Rs 5.50 as he was a believer in the World Bank model of reducing subsidies. Naidu wanted development to trickle down to the grassroots. Reddy wanted a welfare state. Though he reduced the price of rice to Rs 2 before the elections, his actions were aimed at giving tangible benefits to individuals.

Was that what made him so popular?

Earlier, people pleaded with MPs or MLAs for reimbursement of hospital fees. He extended this benefit to all. Now, under the Arogyashri scheme, the poor can claim up to Rs 100,000 for hospital procedures. This is something no one can forget. Again, he announced a waiver of fees up to Rs 50,000 for higher education of backward communities and minorities. Again, 108 is a very efficient ambulance service, accessible to everyone. He knew people expected big-ticket actions. Welfare to the saturation point was his mantra.

Will this set a trend?

In today's politics, it does not matter if you give rice for Rs 1 or Rs 2. But if you give a fee waiver of Rs 50,000, the happiness it creates is unlimited. He came up with the concept of saturation. His idea was that if it is housing, everyone should get it. Then, he looked at individual segments. So, he provided interest subsidy to women self-help group federations, as a result of which women are now able to get loans up to Rs 20,000.
<!--QuoteEnd--><!--QuoteEEnd-->

and

<!--QuoteBegin-->QUOTE<!--QuoteEBegin-->Velugu, renamed by YSR as Indira Kranthi Patham and which organizes women into self-help groups, is today seen as a model for development.

Velugu is not a model. The government has set up a society for development work that is carrying out the left out NGO agenda. There is no policy thinking from the government to back it. There has been no breakthrough and it is already breaking up.

The Centre is planning a livelihood mission based on the Andhra model.

If they do it at national level, it will be a national flop. You cannot cut-and-paste programmes. Velugu is a bureaucrat's idea of development. It is not what a group of women would have wanted. It is not a genuine effort to remove poverty.

You and some activists entered into an understanding with the government of YSR on the National Rural Employment Guarantee Programme (NREGP). What have you achieved?

Around 400 activists formed a committee and entered into a memorandum of understanding with the state government in May. But we did not achieve what we wanted to achieve. There was no regular monitoring. We wanted transparency on 100 days of work, on workplace facilities, and wage payments. But we are not getting data on any of these.

The new electronic payment of NREGP wages that the YSR government introduced received a lot of praise. It is supposed to ensure transparency.

Yes, there is a website created by Tata Consultancy Services [ Get Quote ]. But it is not the same as having transparency. As long as villagers don't have access to data on payments made to them, it is of no use.

The social audit procedure in the rural job scheme is seen as a model for the rest of the country.

The government has set up an independent centre for audits with the technical support of Aruna Roy's Mazdoor Kisan Sangharsh Samiti. This was taken up on a large scale and a lot of NGOs joined it. But it became another bureaucracy and many NGOs withdrew. The problem is that the social audit is being done only to ensure that there is no corruption, that the interests of the government are protected. The process ignores workers' expectations.

What would you suggest instead?

Just outsource data on payments, and NGOs will distribute the information in villages. They should not be content with wages. They should include issues like the time it took to provide work as well as wages and if compensation was paid. These are workers' expectations.

Is corrective action being taken after these audits in Andhra Pradesh?

In Chittur, the collector stopped the scheme for one year because of corruption. Why should workers be penalised for the government's inefficiency?

As a new member of the Central Employment Guarantee Council, what reforms can you suggest for NREGP as many people are looking at the Andhra model?

Andhra has expertise in solving common problems like estimating work. But beyond that, one must see the potential of NREGP to eliminate hunger, to improve skills, to make high-quality investments, and to form workers' organisations.

What is your hope for the state and its development efforts?

There's a desperate need for new ideas. When it comes to poverty alleviation, bureaucrats think they have the perfect solution. But they don't. Running after unvalidated success stories cannot help development.
<!--QuoteEnd--><!--QuoteEEnd-->

I had asked due to all the schemes how many people were lifted from below the poverty line under YSR?

All he gave the people was their turn would come while his gang was enriching themselves and the Center.

<!--QuoteBegin-->QUOTE<!--QuoteEBegin--> <b>CM office push to Rosaiah</b>
G.S. RADHAKRISHNA AND RASHEED KIDWAI
Sept. 13: The Congress high command has moved to enhance interim chief minister K. Rosaiah’s authority, striking a further blow to Y.S. Jaganmohan Reddy’s ambitions of occupying the hot seat anytime soon.

<b>Rosaiah has been asked to shift to the chief minister’s official chamber</b>, which he had avoided so far while his own ministers and MLAs declared support for Jaganmohan.

The central leadership has asked him to crack the whip on any cabinet colleague who questions his authority. <b>Rosaiah has also been told he can pick his own chief secretary, director-general of police and bureaucrats in the chief minister’s office</b>.

Jaganmohan’s subtle campaign continued today, with this morning’s edition of family-owned newspaper Sakshi carrying an extra sheet with a large picture of the late Y.S. Rajasekhar Reddy. <b>But his mentor K.V.P. Ramachandra Rao brought disappointing news from Delhi, where he spent five days meeting Sonia Gandhi and other leaders.</b>

Rao returned yesterday to tell associates that a Union minister had told him the party<b> did not want to risk putting the inexperienced Jaganmohan, 37, in charge when the state unit was so faction-ridden.</b>

Rao flew back to Delhi today to continue lobbying.

The issue is proving a test for Sonia, who has so far refused to bow to pressure despite 148 of the state’s 156 Congress MLAs, all 33 MPs and all 34 of Rosaiah’s ministers rooting for Jaganmohan. She is aware of YSR’s commitment to the Nehru-Gandhi legacy, and the clout of the Reddy community in state politics.

Sonia knows the pitfalls of Delhi forcing its will on the state.<b> The Congress’s humiliating sacking of its chief minister, T. Anjaiah, in 1982 had helped the fledgling Telugu Desam of N.T. Rama Rao win the 1983 polls by playing up “wounded Telugu pride”</b>.

The <b>Congress is willing to make Jaganmohan deputy chief minister or a junior minister at the Centre, but he is not willing to accept them.</b>

Sources said <b>the high command had reservations about Jaganmohan and the way his campaign was run:</b>

<b>An AICC source questioned the suicide/heart attack tolls given out after YSR’s death, saying: “Our survey shows only three suicides and half-a-dozen heart attacks in comparison to 39 suicides and 300-odd heart attacks given out by the state Congress.”</b>
<!--emo&:lol:--><img src='style_emoticons/<#EMO_DIR#>/laugh.gif' border='0' style='vertical-align:middle' alt='laugh.gif' /><!--endemo-->
<b>The figures apparently came from a “survey” by an NGO with alleged Maoist links. Today, the figures were “updated” to 60 suicides and 402 heart attacks.</b>

<b>Jaganmohan has been accused of receiving dubious investments from Mauritius for his vast business interests, spanning iron ore mining, steel, cement, hydel power, real estate, special economic zones and, allegedly, benami firms.</b>

<b>His formation of “private army” Jagan Yuva Sena last year has annoyed the party, whose suggestion it be merged with the Congress youth or student wing was ignored</b>.<!--QuoteEnd--><!--QuoteEEnd-->

One of my friends said that YSR's achievement in last elections was to make Chiranjeevi stay independent and thus divide the non Congress votes. A big nigthmare was an understanding between CBN and Chiranjeevi. YSR did what ever PRP wanted to win this round for INC. And TDP wasnt sure where PRP stood even after the elections.

who paid Chiranjeevi ? Who is behind him?

Last election, Congress played excellent divide and rule game. Wherever 4 or 5 corner fight, Congress won.

A subtle thing is happening in AP after YSR's sad death. A whole lot of places and things are getting named after him and this pre-empts the INC from naming them after the Gandhi family name. Poetic justice.

This "CM by acclamation" movement is drawing ire from Center.
