An official press communique later said the Directorate General of Civil Aviation (DGCA) has informed that the CVR would be sent to the US for decoding in case the exercise became difficult here. The CVR-38 solid state model was manufactured by Universal Avionics Systems Corporation, TucSon-AZ, USA. The committee is chaired by the Chief Secretary with Director General of Police, Principal Secretary (Home) and other top officials as members.

CBI has formed a special team to investigate the death of former Andhra Pradesh Chief Minister YS Rajasekhara Reddy in a helicopter crash last week after the state government asked for a central probe.

The team headed by SP CBI Vizag G Nageshwar Rao will probe the mysterious circumstances under which the helicopter carrying Reddy and two others crashed in the dense forests of Nallamala forest range in Kurnool district killing all the five occupants including the two pilots.

The team will visit the site where Reddy's chopper crashed and scrutinise the log details of the Air Traffic Control in Hyderabad and Chennai.

<b>Sources in the agency said the probe has been ordered under section 174 of Criminal Procedure Code (CrPC). The probe under the section is conducted by a police officer specially empowered by the State Government when the deceased has been killed by another or by an animal or by machinery or by an accident.</b>

The state government has also formed a two-member expert committee comprising retired IPS officer and VIP Security expert M R Reddy and former DGCA H S Khola to investigate the incident from all angles and submit its report in 60 days.

Interim Chief Minister K Rosaiah, who held a high-level meeting to discuss the helicopter tragedy on September seven, had spoken to Union Home Minister P Chidambaram and requested that a probe by the CBI be ordered into the incident.

ShyamSP, Its interesting that you found that analysis of the revival of the feudal ssytem. When the Slave dynasty won Delhi, they established something called the iqtadar system which is the exact same model that YSR implements in 2004.

Its a conquest tool of creating new feudal class beholden to the rulers and allowed to use state machinery to implement their rule. In this way in one hundred years the whole Indo-Gangetic plain was conquered and sunjugated.

In that respect YSR was a change in way things were happening in modern India after Independence and abolition of the zamindari system by JL Nehru. Added to the clout was his EJ linakges- SIL, all the aides who died with him except the pilot. I submit that it was not just a revival of the zamindari system but a way to change the entire demographics of Andhra Pradesh.

In today's politics, it does not matter if you give rice for Rs 1 or Rs 2. But if you give a fee waiver of Rs 50,000, the happiness it creates is unlimited. He came up with the concept of saturation. His idea was that if it is housing, everyone should get it. Then, he looked at individual segments. So, he provided interest subsidy to women self-help group federations, as a result of which women are now able to get loans up to Rs 20,000.

Yes, there is a website created by Tata Consultancy Services [ Get Quote ]. But it is not the same as having transparency. As long as villagers don't have access to data on payments made to them, it is of no use.

The social audit procedure in the rural job scheme is seen as a model for the rest of the country.

The government has set up an independent centre for audits with the technical support of Aruna Roy's Mazdoor Kisan Sangharsh Samiti. This was taken up on a large scale and a lot of NGOs joined it. But it became another bureaucracy and many NGOs withdrew. The problem is that the social audit is being done only to ensure that there is no corruption, that the interests of the government are protected. The process ignores workers' expectations.

What would you suggest instead?

Just outsource data on payments, and NGOs will distribute the information in villages. They should not be content with wages. They should include issues like the time it took to provide work as well as wages and if compensation was paid. These are workers' expectations.

Is corrective action being taken after these audits in Andhra Pradesh?

In Chittur, the collector stopped the scheme for one year because of corruption. Why should workers be penalised for the government's inefficiency?

As a new member of the Central Employment Guarantee Council, what reforms can you suggest for NREGP as many people are looking at the Andhra model?

Andhra has expertise in solving common problems like estimating work. But beyond that, one must see the potential of NREGP to eliminate hunger, to improve skills, to make high-quality investments, and to form workers' organisations.

What is your hope for the state and its development efforts?

There's a desperate need for new ideas. When it comes to poverty alleviation, bureaucrats think they have the perfect solution. But they don't. Running after unvalidated success stories cannot help development.

The <b>Congress is willing to make Jaganmohan deputy chief minister or a junior minister at the Centre, but he is not willing to accept them.</b>

One of my friends said that YSR's achievement in last elections was to make Chiranjeevi stay independent and thus divide the non Congress votes. A big nigthmare was an understanding between CBN and Chiranjeevi. YSR did what ever PRP wanted to win this round for INC. And TDP wasnt sure where PRP stood even after the elections.

A subtle thing is happening in AP after YSR's sad death. A whole lot of places and things are getting named after him and this pre-empts the INC from naming them after the Gandhi family name. Poetic justice.

This "CM by acclamation" movement is drawing ire from Center.
