India - China: Relations And Developments-2
M<b>any Chinese still see India as their main enemy: Report</b><!--QuoteBegin-->QUOTE<!--QuoteEBegin-->Nearly 47 years after the two countries fought a war, many Chinese still perceive India as their main enemy, a British newspaper has claimed.

In an article ahead of the 60th anniversary of the People's Republic, The Sunday Times said:<b> "Not everyone in Beijing speaks in the silky language of the foreign ministry. Curiously, the enemy most often spoken of is India."</b>

Interestingly, the censors in China permit alarmingly frank discussion on the Internet of the merits of another war against India to secure the Tibetan plateau, the report said.

However, a retired Chinese officer has claimed that those serving in the People's Liberation Army have no "devotion" to their country.

<b>"Compared with our last war against India in 1962, our equipment is much better but the devotion to country and people of our officers and men is much worse,"</b> the paper quoted an unnamed officer as saying.

Even, veterans who know the PLA from the inside say that despite all its shiny new kit, such grandiose ideas mask the reality of a force "that has no recent battle experience and is riddled with corruption".

<b>They describe a system of bribes ranging from 10,000 yuan (909 pounds) to get a good post for a private soldier to 30,000 yuan for a place at military college, the repor</b>t said.

<b>"If corruption in the army continues, ideology will decay and open the way for religion, while the promotion system risks causing a mutiny," </b>the newspaper quoted General Zhang Shutian, a political commissar, as having said recently.<!--QuoteEnd--><!--QuoteEEnd-->
They consider India as enemy not Indians.

<b>Airport authorities on look out for fleeing Chinese staff</b><!--QuoteBegin-->QUOTE<!--QuoteEBegin-->Authorities at the Mana Airport in Raipur are on an alert to stop Chinese nationals, employed at a Bharat Aluminium Company Ltd (Balco) plant, from fleeing after an under-construction chimney collapsed on Wednesday killing at least 45 people, police said Sunday.

<b>"About 70 Chinese nationals, mostly engineers, have left Korba town amid rising death toll of workers,"</b> a police source told IANS.

<b>The Chinese nationals were employed in Korba town, 250 km north of here, by Shandong Electric Power Construction Corporation (SEPCO) - a China-based company, which was given the contract to construct a 1,200-MW thermal power plant.

SEPCO, in turn, had given a contract to Gannon Dunkerley and Company Ltd (GDCL) for construction of a 275-metre high chimney for the plant. So far, 45 bodies have been retrieved from the debris of the chimney scattered over a large area.
</b>
Several workers are still feared to be trapped in the rubble.

<b>"Even the SEPCO office is locked. We need to stop them from fleeing Chhattisgarh, or even from India, as they need to be interrogated about the tragedy for a judicial probe,"</b> the police official said.<!--QuoteEnd--><!--QuoteEEnd-->

Interesting reading on China's Investment Boom: The Great Leap into the Unknown (HT @lukkha) China has more spare cement capacity (340m tonnes) than the consumption of India, USA and Japan combined! (And in India's we're going nuts adding to capacity) The story has a lot more fascinating details like how China has overtaken Japan in the infamous "Bridges to Nowhere" madcap infrastructure spending metric. An example: they had to use 380 kg. of dynamite to blow up a bridge in Sichuan so they could rebuild it and thus "spend the stimulus money".

<b>China faces 'big' uncertainties: World Bank chief</b><!--QuoteBegin-->QUOTE<!--QuoteEBegin-->WASHINGTON — China faces major uncertainties even though it rebounded strongly from the latest financial crisis aided by its huge treasure chest, World Bank President Robert Zoellick said on Monday.

"<b>China's future is not yet determined," he said even though the Asian giant effectively pump primed its huge economy and used various monetary polices to weather the crisis that plunged the world into recession.</b>

Noting that China's rapid recovery was fuelled by an expansion of credit, he said <b>"this flood is now easing, and authorities are likely to limit it further for fear of effects on asset prices, asset quality, and eventually general inflation."</b>

Delhi upset over separate Chinese visas for Kashmiris
<!--QuoteBegin-->QUOTE<!--QuoteEBegin-->In a move that has puzzled and annoyed South Block, the Chinese embassy in New Delhi has begun issuing visas to Indian passport holders from Jammu and Kashmir on a separate sheet of paper rather than stamping them in their passports as is the norm with other Indian citizens. Though it is not clear when the new Chinese policy started or what prompted Beijing to adopt it, immigration authorities at Delhi airport first started noticing the standalone visas a few weeks ago. The Bureau of Immigration, which is run by the Ministry of Home Affairs, initially assumed these visas to be fake and turned the unfortunate travellers – all of them Kashmiri students or businessmen – away. But when some of them returned with letters from the Chinese embassy declaring the visas to be genuine, the matter was referred to the Ministry of External Affairs.

<b>Al Qaeda urges Uighurs to rise up against China</b>

<i>* Terrorist leader Libi accuses Beijing of oppressing Xinjiang’s Muslims and looting their wealth</i>

DUBAI : <b>A prominent Al Qaeda militant urged Uighurs in Xianjiang to make serious preparations for a war against "oppressive" China and called on fellow Muslims to offer support.</b>

Abu Yahya al-Libi, in a video posted on a website on Wednesday, <b>warned China of a fate similar to that of former communist superpower, the Soviet Union, which disintegrated some two decades ago.</b> "The state of atheism is heading to its fall. It will face what befell the Russian bear (Soviet Union)," he said in the message in which he accused China of committing massacres against Uighurs and seeking to dissolve their identity.

Uighurs are Muslim native to Xinjiang province and have cultural ties to Turkic peoples in Central Asia. "There is no way to remove injustice and oppression without a true return to their (Uighurs) religion and ... serious preparation for jihad in the path of God the Almighty and to carry weapons in the face of those (Chinese) invaders," he said. <b>"It is a duty for Muslims today to stand by their wounded and oppressed brothers in East Turkistan (Xinjiang) ... and support them with all they can," said Libi.
‘Oppression’ : He also accused China of using "satanic ways" to oppress Muslims in the province and replace them with other ethnicities while "looting their wealth and undermining their culture and religion." Libi said Muslims around the world needed to be made aware of the situation of Uighurs in China. "Consecutive Chinese governments have worked hard to sever every link between the wounded people of Turkistan and the Muslim nation,"</b> he said. "They are applying (policies) for their demise and destruction so that their numbers would decline and its Islamic identity would be dissolved."

In August, the leader of a group calling itself the Turkistan Islamic Party (TIP) urged Muslims to attack Chinese interests to punish Beijing for what he described as massacres against Uighur Muslims.<b> TIP, which has claimed violent attacks in the past including bombing two public buses in Shanghai in May 2008, has launched violent attacks in the past and accused China of committing "barbaric massacres" against Muslims in Xianjiang.</b>

The province witnessed a wave of violence in July when Uighurs attacked Han Chinese in Urumqi, the capital of Xinjiang, after police tried to break up a protest against fatal attacks on Uighur workers at a factory in south China. The violence saw 197 people killed and more than 1,600 wounded, mostly Han Chinese. About 1,000 people, mostly Uighurs, have been detained in an ensuing government crackdown. reuters

<b>Why Should China Reassure the U.S.?</b>
By Zhang Zhixin
<!--QuoteBegin-->QUOTE<!--QuoteEBegin-->Furthermore, when the U.S. demands that China provide “strategic reassurance,” what kind of “reassurance” can the U.S. provide for China? If the U.S. holds a reasonable hope of being able to build a strategic foundation for the long-term and stable development of China-U.S. relations, then it must not only provide “strategic reassurance” on the question of China’s core concerns, but it must feasibly act on this provision. Only then will there be prosperity for both countries and their people.

<b>China executes Tibetan protesters</b>
Exile groups report the deaths of four Tibetans linked to last year's riots<!--QuoteBegin-->QUOTE<!--QuoteEBegin-->Chinese authorities have carried out their first executions of Tibetans in connection with the deadly riots that swept Lhasa last year, according to exile groups.

As the first reported judicial killings in the region for six years, the news has prompted overseas protests and concerns that proper legal procedures were not followed.

The Chinese state media have yet to confirm the executions. However,<b> the Tibetan Centre for Human Rights and Democracy, based in Dharamsala in northern India, said it had reports that they took place early on Tuesday morning</b>.

It identified three of the executed Tibetans as two men –<b> Lobsang Gyaltsen and Loyak – and a woman named Penkyi. The fourth victim was not named</b>.<!--QuoteEnd--><!--QuoteEEnd-->

<b>China's New Games on Kashmir</b>
The Chinese have suddenly stopped stamping the passports of Indians from Kashmir, instead now only stamping a separate piece of paper. They used to only do this for Indians from Arunachal Pradesh, but now they're doing it for Kashmir as well.

India needs to start doing the same for anyone coming from Tibet.

<!--QuoteBegin-->QUOTE<!--QuoteEBegin-->Chinese up to their old tricks. Unfortunately nobody in the Indian government really cares. They will make some customary noise and then hope that people will forget about these issues.

Look at what google is doing: Marking Arunanchal Pradesh as a disputed territory in its wordwide portal, as a Chinese Territory for their China portal and as an Indian territory for google india portal. This is based on the "official position of the country for which these portals are localized for" http://www.indianexpress.com/news/in-goo...-QuoteEEnd-->

I hope India is not going to pretend to be grandly surprised as there's nothing new about this. <b>In the official map of China, it has marked most of Kashmir as its own. In my knowledge, it's been like this for over a year.</b> This means war soon. Or in time, when China is ready.

the air-force is the only viable strategic option in the NE agains the chinese. that is because the chinese troops have a better supply line thanks to their railway. we have no railway for our troops. in fact we barely have a road - so we need the planes.

<!--QuoteBegin-->QUOTE<!--QuoteEBegin--><b>Maoists Spread Their Deadly Reach</b>
NYT reports on how Maoists are spreading their deadly reach across India. To me, the timing couldn't be more obvious - this is happening in the post-9/11 years, when Pakistan and China find it politically riskier to fund Islamist jihadis against India, and are therefore compelled to bolster an alternative proxy.

We can see that the Maoists are playing a game of "politique du pire" and could care less about resolving social issues. Violence is their first preference and not their last resort.

India has Predator-type drones in its arsenal, and it should use them for surgical strikes against the Maoist leadership. They should be taught a painful lesson that terrorism is not an entertaining leisure pursuit, but a dangerous activity with severe consequences.
