<b>Key Lashkar operative' held in Delhi</b><!--QuoteBegin-->QUOTE<!--QuoteEBegin-->  A 50-year-old man suspected to be a key operative of the Pakistan-based banned Lashkar-e-Taiba (LeT) terror outfit was arrested on Thursday evening near the historic Qutab Minar in south Delhi, police said.

The suspected terrorist has been identified as <b>Mohammed Umer Madni</b>. However, no arms and ammunition were recovered from him.

"Based on intelligence inputs, we have arrested Madni, who is a key Lashkar-e-Taiba militant and has been operating from Nepal," Deputy Commissioner of Police (special cell) Alok Kumar told IANS.

"At the moment we can not confirm about his immediate plans in the national capital. We will put him under sustained interrogation," he added.

<b>Cops say arrested LeT Nepal head was on ‘talent’ hunt </b>
<b>Mohammed Umer Madni, a key Lashkar-e-Tayyeba (LeT</b>) operative who was arrested from Mehrauli in Delhi on Thursday, is a <b>close associate of LeT founder Hafiz Saeed, accused of masterminding the Mumbai terror attack</b>, Delhi Police said on Friday. <b>Madni is the head of LeT operations in Nepal</b>.

According to the police, Madni was in constant touch with LeT leadership.

<b>Confirming Madni’s links with Saeed, Home Minister P Chidambaram said his arrest was the result of “good intelligence and investigative work done by our intelligence agencies and police”. Saeed, a prime accused in the Mumbai attacks case</b>, was set free on Wednesday by the Lahore High Court after a six-month house arrest.

According to senior police officials, Saeed had entrusted Madni the task of roping in Indian and Nepali youth for jihad and send them to Pakistan for training. Giving information gathered by the police during the interrogation of the militant, Joint Commissioner of Police (Special) PN Aggarwal said <b>Madni, who was born in a small village of Madhubani district in Bihar, had visited Pakistan in the year 2007 and 2008.</b> There he met Saeed, and other key functionaries of the LeT like Zaki-ur-Rehman and Mohammad Yakub.

“During interrogation Madni has disclosed that in the recent interaction he had with them (JuD leadership) in Pakistan, he was given the task of identifying at least two educated persons, one having computer knowledge and other at least a graduate, in each of the four metros — Delhi, Kolkata, Mumbai and Chennai. He was also asked to recruit fishermen in Konkan and Malabar coastal regions for training. Jharkhand was another area where he was asked to do “talent hunt” for militant activities.

The LeT leadership had asked him to identify people who are working in firework factories to give them training in handling of IEDs. Incidentally, Sivakasi, which has the highest number of firework manufacturing units, falls under Chidambaram’s constituency.

Madni was asked to cultivate a person who could carry terror funds from Jammu to Srinagar and also to open a madarasa in the outskirts of jungles of Nepal,” said Aggarwal, adding that Madni was arrested following an input received from Central Intelligence Agency.

The police claimed that <b>Madni's brother Hafiz Mohammad Zubair (40) is also a LeT functionary operating from Qatar. Madni was initiated to jihadi activities in 1996, after he came in contact with Markaz-Dawa-Wal-Irshad. He can speak Hindi, Urdu, Arabic, English, Bengali and Nepali. </b>

<b>"On their instructions, he visited Lahore in 1997. The next year, he took Daura-e-Aam and Daura-e-Khas training in LeT camps. </b>During this visit, he was called by top leaders of JuD and LeT and assigned him the task to make a strong base in Nepal for easy infiltration into India," Aggarwal said. "He had sent more than 30 people to Pakistan for training so far," the officer added.

During his visit to Pakistan in 2000, he was asked to pump in terror fund to India through Nepal, Aggarwal said. Madni then allegedly came in contact with one Saifullah who came to Nepal and opened several accounts in banks across Nepal to facilitate flow of money from Pakistan to Nepal. "He was also asked to provide logistic support to terrorists staying in Nepal before they are sent to India to carry out strikes," Aggarwal added.

<b>Madni opened a company called Nice Travels and Tours in Kathmandu as a cover for his activities</b>. His cohort Saifullah opened surgical equipment shop. Madni used to receive terror fund through a well-known Kathmandu-based money transfer agency. "As they were sending recruits to India, three of them were arrested in Delhi in 2004 which prompted Madni to stop visiting India and Saifullah to go back to Pakistan. Saifullah was replaced by one Mohammed Usman," Aggarwal claimed.

<b>According to Aggarwal, Madni had recruited Kamal Ansari, who was arrested in connection with the Mumbai train blast case</b>.

When pointed out that the JuD has denied any links with Madni, Aggarwal said he was telling what the operative had told the interrogators. According to police, Madni's father was a madarsa teacher who shifted to Nepal in 1983.

In 1995, Madni himself started a madarsa in Saptari in Nepal to be followed by another one in Kathmandu next year. Revealing the route through which Madni came to Delhi, Aggarwal said: "From Nepal Madni reached Patna and handed over $12,000 and Rs 5 lakh of fake Indian currency to one Ahmed whom he had launched as a LeT operative in Darbhanga a few years ago. From Patna he came to Aligarh and there he gave $10,000 and Rs 4.5 lakh of fake currency to one Saleem and eventually came to Delhi. In Delhi, he had to meet one Khalid at a predetermined place near the Qutab Minar and was to deliver $8000 and Rs 50,000 of fake currency, as per the instructions of LeT militant Usman operating from Pakistan," Aggarwal said.

The officials of Special Cell said that Madni was arrested when he arrived in the Capital to handover money to a contact for recruiting people for terror activities. At the time of arrest Madni was carrying a shoulder bag containing terrorist fund having $ 8000, fake currency with a face value of Rs 50,000, Nepali currency Rs 4067, Nepali citizenship card, driving licence, terrorist code matrix, train tickets, STD/ISD call slips of phone calls made to Pakistan and Nepal and other incriminating documents and dairies. The police have registered a case under Unlawful Activities (Prevention) Act and under the relevant sections of Indian Penal Code against him. Meanwhile, Madni was produced before a court on Friday, which remanded him to 14-day police custody.

Angered over the way trainees were being treated, Jasim and Hooti had discouraged Fahim from joining the training. However, Fahim went ahead and felt that both were wrong about the training. <b>Two suspected Hizbul Mujahideen militants</b>, who were arrested here last night, had undergone training in terror camps in Pakistan and had been told to carry out strikes in the national capital, police sources said today.

They also said that the alleged terrorists hailed from <b>Kupwara </b>in Jammu and Kashmir.

<b>Javed Ahmed and Ashiq Ali</b>, who were in their <b>early thirties</b>, were nabbed by a team of Delhi Police' elite anti-terror wing, the Special Cell, from Central Delhi's Daryaganj locality last night.

"Both have accepted links with Pakistan-based terror groups," a senior police officer said shortly before they were produced in court.

Ahmed and Ali, who were in a white Santro car, were intercepted by police at Mahavir Vatika parking area following an intelligence input, the officer said.

Police said that they recovered two AK-47 rifles, two grenades and four magazines, besides some documents from the militants.

"There have been intelligence inputs about possible terror strikes in the national capital. We were in close coordination with Intelligence agencies which ultimately resulted to the arrest," he said.<!--QuoteEnd--><!--QuoteEEnd-->

A t<b>op Hizbul Mujahideen militant</b> was shot dead by security forces during an encounter in Reasi district on Monday.

On a tip-off, army and police launched a joint cordon and search
operation in Larad area of Mahore tehsil, 107 km from here, this morning, police said.

Militants opened fire on security forces who retaliated. In the subsequent encounter, the self-styled district commander of Hizbul Mujahideen identified as <b>Altaf Hussein</b> was killed.
