Cant say the source (petty trader, newspaper delivery man) is very reliable. In his words, "khoon ki nadi bah rahi hai, hazaar se kam nahi ho sakta". Maybe some exaggeration is there, but the other factors do not make this value impossible.
Again, for the first ever time, our leaders appeared to display some real sense of shock instead of the usual parroting. This is the strong evidence for me.

Security is at stage, but these amateurs of Mumbai did allow so much press and camera's near the locations of terrorist attacks that the whole world could fully see how terrorism is dealt with. Amidst the chaos probably terrorist helpers may have escaped in the turmoil. Nice advertisement for future terrorists: send comando-trained terror units to local helpers or unis in advance, create havoc and probably get killed and let the helpers escape, needed for future attacks.
Amongst the anti-India Muslims these terrorists are heroes. Seeing this kind of action being pretty successful, it will stimulate more terrorist actions.
There are many damages:
1. people are being killed
2. security system's total failure
3. fear enters the minds because of this
4. reputation internationally (tourism, financial, security)

There should be a code of conduct for media, especially with these situations. Police and the army should get the mandate to disallow non-security personnel to come near the locations.
But, then India needs a government that allows good coordinated, disciplined anti-terror policy and action from top to bottom.
It needs to punish terrorists without mercy (hanging Afzal and others without delay). Even when needed, it must send units to hunt them down and eliminiate across borders. Whoever opposes the punishment of terrorists must be branded as such and get due punishment (high treason).
It needs to fire immediately Napumsaka politicians when matters of national security are at stake.
It means for now that people who have failed now, should not be allowed to enter politics again.
