India has deported 62,458 illegal Bangladeshi nationals in the past 3 years and several thousands will soon be sent back, according to the Border Security Force.

During the same period, 21,539 Bangladeshis were either stopped at the border or arrested inside the city, a BSF official said.

Dhaka says there are no Bangladeshis living illegally in India, denying New Delhi's claim that there were around 20 million Bangladeshi nationals staying in the country without permission.

India has said illegal migration from Bangladesh has continued despite New Delhi fencing parts of the 4,000-km (2,500-mile) land and riverine border to stop migrants from leaving one of the world's poorest countries.

The fence, which is objected to by Dhaka, would be completed by 2007.

The migrants become farmhands or river fishermen in villages. In towns they are often construction workers or rickshaw pullers and the women work as maids.

The BSF official said thousands of more such illegal aliens were either waiting for trial or serving their sentences in jails across India.

Deportation of illegal Bangladeshis is a hot-button issue in the northeastern region, where Bengali-speaking Muslims are facing harassment at the hands of the ethnic population, especially in Assam, where they are taken to be illegal migrants.

Advising the Centre to be proactive on the issue of eviction of Bangladeshis, the Division Bench of Justice Vijender Jain and Justice Rekha Sharma suggested to the Election Commission of India (ECI) to evolve a methodology in four weeks that ensured they did not vote in any elections.

Hearing a public-interest litigation (PIL) filed by advocate Chetan Dutt, who sought identification and deportation of Bangladeshis from the Capital, the court directed the Centre to open monitoring cells to detect Bangladesh nationals staying illegally in the states of Assam, West Bengal, Tripura, Mizoram and Meghalaya.

The Centre had earlier submitted an action plan in May 2002 to detect Bangladeshi migrants. It also filed a revised plan, wherein no targets were stated to be achieved. The court allowed the new plan with certain modifications, while advising caution that no inaction would be tolerated in the future.

The court, unhappy over the complacent attitude of ECI, observed, "The very basis of election process is vitiated if voters, who are not eligible, are enrolled in the electoral rolls. Not only does it adversely affect the sanctity of the electoral rolls, but also pollutes the process of holding free and fair elections."

The court also did not spare the Delhi administration. Expressing displeasure over the affidavit filed by the State, the court stated that the averments in the petition were contradictory on many counts. The court took serious note of the Food and Civil Supplies Department's effort to protect its officers who were guilty of issuing ration cards to illegal Bangladeshis.

The Delhi Government, citing provisions under the law, indicated that its officers were protected from any prosecution, and that the officers concerned had given ration cards in "good faith" and not to bestow any favour to a migrant. The court questioned the counsel appearing for the State on how a conclusion could be reached on the officer's innocence without inquiring into the matter.

"The Delhi Government will provide list of these officers with complete details as to who recommended these names so that appropriate orders could be passed against the officers," the court added.

It is shocking that though through its well-planned terrorist attacks and demographic aggression, Pak-Bangla combine is waging a unilateral war against India, Indian government is treating the same as a routine law and order problem, and not responding to it.

In the latest of such attacks, Pak-sponsored terrorists massacred 32 Hindus on 30th April, 2006 in Doda in Jammu & Kashmir. And as usual, the Indian Prime Minister just condemned the killings, appealed for peace and harmony, and did nothing to punish the killers or prevent such attacks in future.

And the same Prime Minister had ritually condemned the killings and appealed for harmony after March 7, 2006 Bangladesh-sponsored attack in Varanasi which had claimed over 30 lives. And the government had gone through similar meaningless rhetoric after pre-Diwali Pakistan-planned attack in Delhi in October, 2005 which had claimed 71 lives.

It may be recalled that during 1980s and 1990s, Pak-sponsored terrorists killed thousands of Hindus in Kashmir forcing several lakhs of Hindus to flee from Kashmir. And after making Kashmir a Hindu-less region, terrorists have massacred hundreds of Hindus at several places in Jammu region to drive out Hindus. The recent murder of 32 Hindus in Doda is the latest of such assaults.

Lack of a deterrent Indian response has invited more such attacks. In 2001, 16 BSF Jawans were murdered by Bangladesh Rifles men without any provocation. But India did nothing to punish Bangladesh for these murders. Even Pak-sponsored attack on Indian Parliament in 2001 went unpunished.

The year 2002 witnessed attack on Raghunath Temple in Jammu and Akshardham temple in Gujarat. 2003 saw Mumbai bomb blasts. In 2005, terrorists attacked Ayodhya, New Delhi and Bangalore. And 2006 has brought more of such attacks.

<b>History of invasion</b>

The recent attack on Doda is the latest of a long line of unprovoked invasions Indian sub-continent has suffered since Muhammad bin Qasim's Arab army attacked Sind in 711.

Starting with a zero Muslim population, Indian sub-continent including the present day India, Pakistan, Bangladesh, Nepal, Afghanistan and even a part of Iran was Hindu land till Muhammad bin Qasim's attack in 711.

After repeated invasions over the centuries, Hindus lost Afghanistan in 987. Pakistan was lost in 1947. And though Hindus fought bravely to defend their religion and motherland, they suffered the loss of millions of lives and plunder and destruction of thousands of temples during the repeated attacks for over a thousand years.

Since present day India has become a soft state with soft borders, Pak-Bangla combine is pursuing its mission to destroy and 'bleed India through a thousand cuts'. Unless deterrent measures against this unilateral war are taken, the latest victims of Doda would not be the last.

<b>Pak-Bangla motive</b>

To defeat invaders, it is essential to know their motive. Though India is a secular country, both Pakistan and Bangladesh are Islamic Republics, and have driven out most of the Hindus and Sikhs from their land since the creation of Pakistan in 1947. In 1947, Hindus numbered 24 per cent of the then Pakistan's population; but now number under two per cent. In Bangladesh, Hindus numbered 30 per cent in 1947; but now number nine per cent. In contrast in India, present percentage of Muslim population is much higher than that in 1947. And Pakistan's ISI, and its loyal pupil Bangladesh's Director General of Field Intelligence are determined to create one more Islamic country on Indian soil.

And to achieve this task, apart from driving out Hindu/Sikh population from their countries, Pakistan and Bangladesh have sent countless terrorists and crores of their nationals into India. Besides, they have planted a number of Madrassas on India's border with Bangladesh, Nepal and Pakistan.

Dangerous delusions

Dangerous delusions about Indo-Pak and Indo-Bangla amity harboured by some sections in India are inviting the invaders. And instead of crushing Pak-Bangla design to destroy India, successive Indian governments have followed the suicidal policy of drift, denial, and inaction toward invaders.

It is tragic that instead of implementing the Supreme Court's judgement delivered on July 12, 2005 on Sarbananda Sonowal's petition relating to deportation of infiltrators, UPA government is busy with suicidal 'peace talks' and 'confidence building measures' like Samjhauta Express, Muzaffarabad-Srinagar, Lahore-Amritsar, Khokrapar-Munnabao, Dhaka-Kolkata, Dhaka-Agartala and other Indo-Pak and Indo-Bangladesh bus and rail links which are bringing more and more Pak-Bangla terrorists and infiltrators into India.

<b>Are we tolerant or timid?</b>

Are we tolerant or timid; indifferent or insensitive; or mere stupid?

Those lacking courage to confront their tormentors are timid; not tolerant. It is a fact of life that cowards always remain in peril since only courage can ensure peace. The adage, "if you want peace, be prepared for war" is true. But successive Indian governments have displayed only tolerance, and no action, thereby inviting more attacks.

Since those who behave like sheep are eaten by the wolves, only a strong deterrent action, and no amount of tolerance or emotional shrieks, will save India from continuing Pak-Bangla aggression.

<b>What must India do?</b>

Venerable Chanakya's Chanakya Niti and Sun-tzu's Art of War as also countless lessons of world history emphasize the complete crushing of enemies before the enemies crush us.

Enemies must be crushed; not embraced. Only the strong deterrent action can defeat the aggressors.

Since the government policy of drift, denial and inaction is leading to gradual Pak-Bangla take-over of India, nationalist organizations, political parties and individuals have to assert themselves to force the government to seal the borders, defend the nation; and stop surrendering before India's tormentors.

Since drastic situations demand drastic remedies, suicidal peace talks and confidence building measures like Indo-Pak and Indo-Bangla bus and rail journeys must be discarded. Besides, doctrine of 'hot pursuit' of international law must be invoked to chase the terrorists to their roots and crush them. Moreover, terrorist network in Pakistan and Bangladesh must be smashed.

The Supreme Court's judgement delivered on July 12, 2005, and relating to Sarbananda Sonowal's petition, and The Foreigners Act, 1946 must be implemented to deport crores of Pak-Bangla infiltrators threatening the creation of one more Islamic country on Indian soil.

Since the unanimous February 22, 1994 Resolution of Indian Parliament declares Jammu & Kashmir an integral part of India and demands vacation of Pak-occupied Kashmir, any "flexible approach" regarding Jammu and Kashmir will violate the said unanimous Parliamentary resolution. Besides, since Article 370 of Indian Constitution has encouraged separatism and brought genocide and eviction of Hindus from Kashmir, this Article must be deleted to bring Jammu & Kashmir at par with other Indian states.

Here it is relevant to quote Sir Winston Churchill who deprecated British surrender before Germany before the outbreak of Second World War thus, "Still, if you will not fight for the right when you can easily win without bloodshed; if you will not fight when your victory will be sure and not too costly; you may come to the moment when you will have to fight with all the odds against you and only a small chance of survival."

Will India fight its tormentors now to prevent grim tragedies like Doda massacre in future?

Buoyed over the Supreme Court order on the illegal Bangladeshi migrants, the main Opposition Bharatiya Janata Party on Tuesday demanded that illegal migrants living in any part of the State should be sent back to their homeland at the earliest.

"The apex court order is a slap in the face of the UPA Government. They should take up the task of deporting such illegal Bangladeshi migrants from Indian States seriously. The Government must do the needful to expedite the process of identifying such people," Vijay Kumar Malhotra, Deputy Leader of BJP in the Lok Sabha, said.

<b>"Millions of Bangladeshis are illegally living in different States like Assam, Bihar, Uttar Pradesh and Delhi. There should be no delay in deporting them. They are a security threat. Many of them are allured by foreign agencies to carry out anti-India activities,"</b> Malhotra added.

Using the Supreme Court order as ammunition to attack the Centre, the BJP leader said that the UPA Government was indulging in vote-bank politics that was boomeranging.

<b>"Whether the decision of Andhra Pradesh Government to go for religion based quota in jobs or quota for the students of a particular community, none of these vote-bank driven moves of the Congress has stood the scrutiny of the judiciary," </b>Malhotra said.

The Supreme Court on Tuesday struck down the Foreigners (Tribunal) for Assam Order 2006 and the Foreigners (Tribunal) Amendment Order 2006 and asked the Government to deport all illegal Bangladeshi migrants living in Assam.

Rejecting the argument that innocent Indian Muslims too have to bear the brunt in the name of identifying Bangladeshi migrants, Malhotra said that people with vested political interests only raised such apprehensions.

"It is the Government's responsibility to ensure that innocent people were not harassed at all, and not a single illegal Bangladeshi migrant is left out in the country," he added.

<span style='font-size:14pt;line-height:100%'>A large number of people from Bangladesh illegally migrate to India through the 4096-km long Indo-Bangladesh porous border. Their estimated number is pegged at over 15 millions, scattered in several States including West Bengal, Assam, Bihar, Uttar Pradesh, Tripura and other north-eastern States.
It is estimated that nearly 80 lakh illegal Bangladeshi migrants are in West Bengal, followed by Assam 50 lakh, Bihar 4.75 lakh, Tripura 3.75 lakh, Delhi 3.7 lakh, and Nagaland has over one lakh illegal migrants.

"Justice has finally been done to the people of Assam. It is a great victory for them. We urge the Government to constitute a tribunal to identify illegal migrants in the State and deport them," Sarbananda Sonowal, Lok Sabha MP and general secretary of Assom Gana Parishad, said.

Sonowal had challenged the Centre's notification that put the onus of proving a particular person to be a foreigner on the complainant.

In a span of 10 years, the number of illegal Bangladeshis has reduced from about 10 million in 1997 to 15-20 lakh in May 2007. Such a drastic decline in Bangladeshi migrants, as External Affairs Minister Pranab Mukherjee put their figure up to 20 lakh in the Lok Sabha on Wednesday, raised many eyebrows in the Opposition benches.

The issue of illegal Bangladeshi migrants came up during Mukherjee's reply to a question by the BJP's Manusukhbhai D Vasava whether the Government had taken up the matter of anti-India activities being carried out from Bangladesh and Nepal.

BJP's deputy leader in the House Vijay Kumar Malhotra challenged Mukherjee's estimate, saying that there were over 1.50 crore illegal Bangladeshis in India. Later he termed the Minister's claim as 'a white lie' and said that there were over 5 lakh such illegal migrants in Delhi alone.

"Former Home Minister Indrajit Gupta put the figure of illegal Bangladeshi migrants to over one crore. SB Chavan made similar claims as well. So Mukherjee's statement is incorrect. It is just a white lie," Malhotra said.

As per a Government affidavit filed in the Supreme Court, <b>1,17,428 illegal Bangladeshis were deported from India during 2001 and 2003, while 16,836 persons were sent back to Dhaka from the National Capital Territory of Delhi between 2002 and 2005.</b>

Indrajit Gupta, then Home Minister, stated in Parliament on May 6, 1997 that there were 10 million illegal migrants residing in the country.<b> "There would not be less than 5 crore illegal migrants from Bangladesh in India,"</b> Malhotra said in his intervention to Mukherjee's reply to a starred question during Zero Hour.

Arizona in the USA is in turmoil due to a piece of legislation passed in the

state about illegal immigrants mainly from Mexico and other Latin countries.

It says that the cops can ask for papers if they suspect a person to be

illegal and also the employers need to check the legal status. The bleeding

heart liberals and other assorted types of leftists are up in arms. But the

mainstream America wants to go ahead and curb illegal immigration.



But India is different. It carries the Athithi Devo Bhava to the extreme in

terms of providing perfume to Kasab.



The facts first. Census is a statutory exercise conducted under the

provisions of the census Act, 1948 and rules made thereunder. The National

Population Register (NPR) is being created under the provision of

citizenship Acts and rules. It has been claimed by the Government (home

minister in Parliament) that the present census collects information for the

later preparation of National Population Register (NPR). To be precise,

there is only a Population register under Citizenship rules (2003) and it

also mentions about a National Register of Indian Citizens (NRIC). The

difference is obvious and unfortunately mixed up by the government. The

census information by definition is confidential in terms of specifics and

so there is no way the information collected can be used to verify

nationality later.



The citizenship rules direct that 'during the verification process

"particulars of such individuals whose citizenship is doubtful shall be

entered with appropriate remarks in the population register." The current

census enumerator is to fill the query number 11 about nationality by asking

the person enumerated. It specifically mentions that "Please record the

nationality of the respondent as declared by him/her for each of the person

enumerated. Do not get into any argument with the respondent regarding

this." [Para 5.21.1 of General Instructions]. This is the Weapon of Mass

Destruction (WMD) smuggled into the census structure to facilitate crores of

illegal immigrants to be converted into a votebank through citizenship. When

the citizenship rules ask for doubtful cases of citizenship to be identified

and recorded, the census manual to collect information under the very

citizenship rules says "do not doubt the respondent; just record what he

says". Incidentally, anyone who has entered India six months prior to census

(Kasab is eligible under this category!) and if anyone intends to stay for

six months after becomes "usual resident" under the census rules, and they

can declare them as Indian citizens. Not only that, the government is

planning to issue "National Identity cards" to these people though the cards

are meant only for Indian citizens.




In a nutshell, India is going to make more than 20 million (estimated by

previous home ministers) illegal immigrants (mostly from Bangladesh) as

Indian citizens within a few months. By this subterfuge India will be the

only country in the world which not only welcomes illegal immigrants but

also confers citizenship and national identity cards to them.




We have seen how the Election Commission has been made ineffective and

subservient to the government of the day. We have seen how CBI has been

misused to fulfill the whims and fancies of the government of the day.



We have seen how the political parties are eager to get votes under any

circumstances and more eager to create vote banks.



We are now seeing the most important authority of our republic, namely, the

census commission used for political purposes to confer citizenship on

illegal immigrants in a most blatant show of misuse of power.



We have the case of Subba from Assam who became a member of parliament when

he is not a citizen of India.
We have porous borders and corrupt officials.

These two constitute a deadly combination for disaster. But our government

by a sleight of hand has decided to subvert the last remaining independent

authority, namely, the Census Commission by combining the socalled National

Population Register and census count, and by introducing this dangerous

clause on citizenship in an innocuous way.



The end result will be millions of illegal immigrants will become citizens

of this country and millions more will be interested and encouraged to enter

India. Already a section of intelligentsia in Bangladesh believes that India

is "Lebensraum" _ adequate room for life or development.




Already we find that large parts of West Bengal, Assam and Bihar and parts

of UP are populated by illegal immigrants from Bangladesh. The correct

procedure would be to identify them and deport them at best and at worst

give them work permits or guest worker status, and not voting rights or

citizenship rights.



But we are going to do something lower than the worst. Provide them

citizenship rights. It is high time that nationalist oriented Indians

protested this and forced the government to cancel the citizenship tamasha

and conduct only a census for now.



Since this will confer voting rights on millions and a huge constituency for

some political parties; they will welcome it. But they should realise that

the Frankenstein monster we are creating will devour them sooner than later.

Sooner than later there will be a clamour for reservation in parliament to

"atithi or guest citizens".



A cabinet with Kasab, Headley and Sivarasan will be the most tragic part of

the Indian republic.



But our media will still be debating whether sari clad Deepika Padukone was

more charming than the Aishwarya dressed in gown in Cannes, and our

political leaders will continue to look for avenues to make money by

corruption and try to find tax havens to store them.
