All registered voters in Gujarat will be required to vote and those absent will be summoned by the local election officer to submit a valid reason with proof within a month.



The bill empowers the election officer designated by the state election commission to declare people who do not cast their vote as defaulter voters. They shall subsequently be notified and will have an opportunity to present their reason within a month.



Exemption will be granted on account of illness, absence from the country or state on polling day and for any other reason prescribed by the state. Subsequently, the government will decide on the action to be taken against the defaulters.

No offense to anyone who wants this Gujurat bill to work, but its really foolish to think it will. It sounds great on paper (imagine if everyone voted, that would be the easiest way to reduce corruption). However, its simply IMPOSSIBLE to force a person to vote. Its also impossible to track down hundreds of thousands of non-voters. Imagine the resources that would go into doing something like that...

There are many options to fine a person who has not voted, like for example preventing them to buy rations from ration shops, adding 1% extra for thier road tax, or driving licence costing them extra, soft measures like these.
