<b>Colonel indicted in espionage case</b>

A serving Colonel has been held blameworthy for loss of highly sensitive military information, which was reportedly passed on to Pakistani intelligence by an Army jawan posted as a clerk in his office, it is learnt.

While posted in the operations branch at a corps headquarters, the officer had reportedly got copies of certain documents made from<b> the clerk, Lance Naik Javed Khan, who duplicated the same for his nefarious activities.</b> The copies were apparently made in violation of security procedures. The sources revealed that the clerk has been sentenced to rigorous imprisonment by a General Court Martial (GCM) and the action against the Colonel is an off-shoot of the GCM.

A Court of Inquiry (COI), presided over by the General Officer Commanding, 20 Mountain Division, had held the officer blameworthy on several counts for breach of security. He faces charges under the Official Secrets Act as well as Section 63 of the Army Act for violation of good order and military discipline.

<b>Sources said following the COI recommending disciplinary action against the Colonel,</b> he has been attached to a brigade for recording of summary of evidence (SoE). A decision whether to try the officer by court martial would be arrived at after the SOE, being recorded by Brig Sandhu, is reviewed.

<b>This is perhaps for the fist time since 1971 that an officer is facing disciplinary action in an espionage related case. The sordid Samba Spy Case in the aftermath of the 1971 Indo-Pak war saw several officers being convicted by the court martial on charges of espionage. </b>Though the Delhi High Court acquitted the officers a few years ago, the verdict was subsequently stayed and the matter is still pending. In the recent past, however, there have been several instances of other ranks being convicted on such charges

<b>The accused officer is said to have been hand-picked for his professional proficiency by Lieut-Gen A.S. Jamwal</b>, when the latter proceeded to Yol near Dharamshala to raise 9 Corps last year. He had commanded a field artillery unit during Operation Parakram and has also served in France.

Sources said that after <b>the officer was posted from Headquarters 4 Corps to 9 Corps for its raising, he allegedly got copies of various operational procedures made which could be of “help” or “assistance” In getting the new formation off the ground. The copies were saved on a compact disk, which were reportedly duplicated by Javed. Copies of several other classified reports and intelligence assessments were also made by Javed.</b>

<b>Javed had been arrested along with his father, Hanif Khan, a retired IAF sergeant from Guwahati in July last during a joint operation by the Intelligence Bureau and the Assam Police.</b>

Efforts on to bring him to justice ---- Rabindra Singh, the former joint secretary of the country's external intelligence agency, whose mysterious disappearance two years ago had created quite a stir, has been traced along with his family members.

Well-placed sources told the Pioneer that Singh who went missing on May 14, 2004, was discovered living in disguise in the United States.

Based on his latest photograph in disguise and other evidence, the Indian agencies have concluded that the former Joint Secretary of Research and Analysis Wing (RAW) was holed up in the countryside of Virginia state with his wife and two children. Now intense efforts are on to bring him to justice.

<b>Singh, a clean-shaven Sikh came on deputation to RAW from the Army in the 1980s. He held the rank of major at that time. He did not go back to the Army on completion of his deputation as he was absorbed as a member of RAW's Research and Analysis Service</b>.

Throughout his career, he was considered by many of his peers as an average officer. He was poor as an intelligence analyst, but better as a field operative.

<b>During his career, he worked in Amritsar and subsequently as a field operative in West Asia and West Europe.

In Amritsar, he was assigned the task of collecting trans-border intelligence about the training of Sikh extremists by Pakistan's Inter-Services Intelligence in Pakistani territory. In West Asia, his task was monitoring the activities of terrorist groups. In West Europe, he focused on the activities of Sikh terrorist elements operating there.</b>

He had been part and parcel of several undercover missions and was one of the 15 joint secretaries in the country's top external intelligence agency's secretariat. His disappearance had shocked the nation as he knew a lot about counter intelligence missions and there were apprehensions that it could harm national interests.

Probe had revealed that Singh fled to Nepal via Bihar border and managed to reach US with the help of undercover operatives of US intelligence.

Sources said that he decided to flee after his handlers in the US intelligence agencies realised that their clandestine dealings were no longer secret and that Indian agencies were aware of it.

The former Joint Secretary who was in-charge of the Southeast Asia desk was under surveillance by his agency's counter-intelligence unit before he was reported missing on May 14. His disappearance has baffled the top brass in the RAW as he had managed to defect despite a watch being kept on him in his office and outside.

It was alleged that Singh was allegedly handing over vital information to US intelligence agencies' officials based in the Indian Capital. Singh was also under the scanner because he was once caught carrying sensitive files and classified information out of his office, something that is not permitted.

<b>He was also was filmed Xeroxing classified documents in his office. His activities were taken very seriously as contacts with foreign secret agents were never liked in RAW and it is always frowned on by the top bosses, the sources added.</b>

i just pointed out that in the wake of bluestar we should not have allowed a sikh who lived through all that khalistan campaign and bluestar to hold such an important position.

for the same reason indira gandhi was advised not to have sikh body guards, though traditionally sikhs are amongst the best at this trade (with the possible exception of gurkha jawans).

Assembly wants Madani freed

<b>In a shocking, first-of-its-kind act of minority appeasement, the Kerala Assembly has passed a resolution seeking the release of Abdul Nasser Madani, prime accused in the 1998 serial terror bombings in Coimbatore.</b>

A special session of the Assembly was called up on March 15, when most of India was on holiday, celebrating Holi, to ostensibly discuss Kerala's dispute with Tamil Nadu over Mullapperiyar dam.

<b>After the House enacted a legislation on the dam to safeguard the State's interest, Minister for Water Resources Thiruvanchoor Radhakrishnan moved a resolution seeking "medical treatment of the highest order" for Madani, currently lodged in the high-security Coimbatore Central Jail in Tamil Nadu.

Not to be outdone by the Congress-led UDF Government, the CPI(M)-led LDF Opposition sought an amendment to the resolution, seeking parole for Madani. This was accepted and the House unanimously passed the resolution.</b>

<b>This unprecedented and blatant attempt at minority appeasement </b>comes at a time when Kerala is preparing for Assembly election and within days of the terror bombings in Varanasi. <b>The eagerness with which both the Congress and the CPI(M), as well as their allies, have voted for the resolution reflects their craving for Muslim votes at any cost.</b>

Madani, a Friday preacher known for his fanatical espousal of hardline Islam, floated the Islamic Sevak Sangh in 1990 to mobilise opposition to the Ram Janambhoomi movement. When that organisation was banned in 1992, he floated the PDP and with the help of a communal agenda established it in the Travancore belt of Kerala. He lost a leg in a bomb explosion.

<b>On February 14, 1998, serial explosions masterminded by Al Ummah rocked the venue of Mr LK Advani's rally in Coimbatore minutes before the BJP leader's arrival, killing 59 people.</b> Mr Advani narrowly escaped the attack.

Investigations revealed that Madani had provided shelter to those who carried out the bombings, including Ooma Babu alia Majid. <b>He was also in contact with Pakistan's ISI and involved with training Al Ummah activists in terrorism.</b>

Kerala Police arrested Madani on March 31, 1998, for making provocative speeches. He was subsequently handed over to Tamil Nadu Police who booked him for the Coimbatore terror attack.

Since then, Madani has been relentlessly trying to secure bail, but his appeals have been turned down by the courts, including the Supreme Court which rejected his bail plea as recently as January 2005.

Unable to secure bail, Madani has switched tactics. He now claims that he is being denied medical assistance by the Tamil Nadu Government. When that claim was cold-shouldered, the Kerala Assembly moved in with its March 15 resolution.

In a sense its good they did it, the revolt was going to be used by the cunning Muslims to reestablish their long gone Mughal empire and the foolish Hindus would have agreed to it also, already at places where the revolt succeeded Muslims began to turn their ire towards Hindus, this is quoted in R.C Majumdar's volumes, I forgot which but at any rate the revolt also had the restoration of Mughal empire as one of its objectives, maybe you want to live under the Mughal empire but I don't. The only saving grace of the revolt was the good massacres of the Brit colonisers and a sound warning to Christians to stay away from their Holy War upon native religions, the vision Shivaji had and Peshwa Bai Rao tried to make into a reality (bringing Hindustan under Hindu rule) the later Marathas didn't and they squandered everything away by intercine struggles and plundering of other Hindu states which alienated other Hindus. Under Peshwa Baji Rao they were known as the defenders of Hindus (which was why Hindus invited him to come and liberate Basseign from Portuguese occupation which he did) but later they managed to squander away any goodwill they had. By 1857 Nana Sahib Peshwa seems to have completely lost this vision and was talking about restoration of the old Hindu and Muslim kingdoms as one of the objectives of the rebellion (Muslim kingdoms!!!) in a letter he wrote where he also warned Hindus against conversions to Christianity.

A way out of blind alley was found for them by Sir Syed Ahmed Khan who crawled before the British on behalf of his co-religionists. The Aligarh movement he started saw salvation for the Ashrãf in all-out collaboration with British imperialism. All kinds of Muslim fanatics were involved in this revolt and their only objective was to use the gullible Hindus as cannon fodder to regain the long gone glory, just a few years before Maharaja Ranjit Singh's forces smashed the moron Syed Ahmad Barelvi's wahabbi Jihad who was killed in the first ever battle he fought when Kunwar Sher Singh stormed his citadel, his disciples and other fanatics were doubtless part of the 1857 revolt.

NEW YORK, MAY 22: In an explosive expression of her views, celebrated Indian writer Arundhati Roy told an audience here that ‘‘India is not a democratic country’’. ‘‘The biggest PR myth of all times is that India is a democracy. In reality, it is not,’’ Roy, the author of The God of Small Things told the 1,000-strong audience at a book reading function she attended along with Eduardo Galeano, one of Latin America’s most distinguished writers.

With her aggressive speech, Roy, the 1997 Booker winner, dominated the event with Galeano playing second fiddle.

She surprised the jampacked Town Hall as she stopped reading The God of Small Things midway and said she wanted to speak on an issue, which had been bothering her for quite some time.

She said she was confused, as India was passing through a terrible time.

Amidst frequent clapping, she blasted the Indian government and the Bush administration. She did not spare even Prime Minister Manmohan Singh. ‘‘There is no real democracy in India. Several states in India are on the verge of civil war,’’ she said.

Challenging the much-acclaimed views of columnist Thomson Friedman praising India, a democracy of a billion population, for conducting peaceful elections year after year, she said, ‘‘He probably needs a new tour of India... Does Thomas know that in Kashmir Valley alone, some 80,000 people have been killed? In Iraq, there are 1,50,000 military personnel, whereas in Kashmir Valley there are some 7,00,000.’’

Referring to the visit of President George Bush to New Delhi in March, she said, without elaborating: ‘‘Bush visit was the most humiliating experience of my life.’’ As the venue for Bush’s address changed from Parliament to Vigyan Bhawan to Metro Park, he finally ended up addressing India from a Zoo. ‘‘I am not joking. This is reality and the giraffes were disappointed,’’ she said amidst laughter from the audience.

She did not agree with Prime Minister Manmohan Singh’s views in his lecture at the Oxford University praising Britain for all the good things that India has, like its democracy, judiciary and bureaucracy. India, she said, was a free market meant to steal from the poor and subsidise the rich.

Later, during her dialogue with Galeano, she urged the Americans to oppose the occupation of Iraq by the US and allied forces. She said Iraq and Afghanistan were not the only nations occupied by the US. The others were controlled by checks and public diplomacy, she said. The audience gave her a standing ovation.

Roy should leave India after humiliation. I hope not to see her outside Indian Grocery stores in US screaming against Hindus. Bangladesh or Pakistan is excellent place for Madam Roy.

WASHINGTON: The Kashmiri-American Council will hold its annual conference on Kashmir on July 20 in Washington.

According to an announcement by council Executive Director Dr Ghulam Nabi Fai, the council in association with the Association of Humanitarian Lawyers and the Kashmir Centre will devote this year’s one-day meeting on Capitol Hill to ‘South Asia: post Bush visit’.

The Pakistani invitees are: Gohar Ayub Khan, Prof Robert Wirsing, Prof Pervaiz Iqbal Cheema, Talaat Hussain, Prof Ashraf Saraf, Pakistani Kashmir President Sardar Muhammad Anwar Khan and Sardar Attique Ahmed Khan.

The invitees from Europe are: Prof Nazir Shawl, Barrister Majeed Tramboo, Marjan Lucas of The Hague, Lars Rise, Mr Kumar Wanchoo and Dr Ghulam N Mir.

Bhopal, June 23: Notices have been sent to Arundhati Roy's husband and three others for encroaching on tribal land in Madhya Pradesh.

A bungalow owned by Pradeep Kishan in the hill resort of Panchmarhi, 250 km south-east of Bhopal, is at the centre of a row for the second time in three years.

In 2003, the elevated bungalow overlooking twin hillocks and vast rolling greens in Bariyam village was found to be set in notified forest land, inviting action under a state law that bars purchase and sale of such land. That case is going on in Jabalpur High Court.

Now, SDM Niyaz Ahmad of Pipariya has received another <span style='font-size:14pt;line-height:100%'>complaint against Arundhati's husband and three others, including Aradhana Seth, sister of writer Vikram Seth. Vijay Singh, a tribal,</span> has accused them of encroaching upon tribal land.

In his affidavit, <b>Vijay has said that the four have constructed a cemented road to their bungalows without bothering to obtain permission or pay adequate compensation.</b>

<b>Ahmad has slapped notices on the four asking them to remove the "encroachment" or face action in 15 days.</b>

Confirming that notices have been sent, tehsildar S.L. Solanki said prima facie, land survey number 12-2 and 3-4 appear to have been encroached.
