MUMBAI: After an embarrassing show in 2009, India has backed out of the Programme for International Student Assessment (PISA) slated for 2015. The programme is a global evaluation process by the Organization for Economic Cooperation and Development (OECD) secretariat that gauges where schoolchildren stand alongside their peers from other countries.
This academic Olympics measures the performance of 15 year olds in reading, math and science. Indians were put to test for the first time in 2009. On the global stage, they stood second last among 73 countries, only beating Kyrgyzstan. India had also stayed away from the evaluation round in 2012.
This time around, sources said India shied away from the assessment as government officials felt our children were not prepared for such a test.
"Unfortunately, India hasn't signed up for PISA 2015, and didn't participate in the PISA 2012 round either," said Juliet Evans, who handles communication and administration for the PISA Secretariat. "India didn't sign up for the PISA 2012 assessment because when countries were asked to sign up for that assessment, India had only signed up for the PISA 2009 assessment, which it carried out a year later," she said.
Unlike India, several other countries like Costa Rica, Malaysia, Georgia and the UAE who had carried out the PISA evaluation in 2010 have signed up for the upcoming assessment. In the last assessment, Tamil Nadu and Himachal Pradesh were put through the PISA evaluation, but they performed miserably. The idea was that the entire country would participate in the next round of assessment but now that plan has also been dropped.
The assessment is based on two-hour tests that half a million students are put through. China's Shanghai province, which participated in PISA for the first time like the two Indian states, scored the highest in reading. It also topped the charts in math and science. "More than one-quarter of Shanghai's 15-year-olds demonstrated advanced mathematical thinking skills to solve complex problems, compared to an OECD average of just 3%," noted the analysis.
In math, considered India's strong point, the states finished second and third last, beating only Kyrgyzstan; the English test threw up the same result. Girls were better than boys and science results were the worst, where Himachal stood last. TN was slightly better and finished third from bottom. The average 15-year old Indian is over 200 points behind the global topper.
Experts estimate that an Indian class VIII student is at the same level as a South Korean class III student in math abilities or a class II student from Shanghai when it comes to reading skills.
What is PISA?
PISA, or the Programme for International Student Assessment, evaluates education systems in 70 countries by testing the academic abilities of 15-year-old students in each country. Skills and knowledge that students have acquired at the end of compulsory education in reading, math, problem solving and scientific literacy are tested.

A large scale UK study published in the medical journal The Lancet on Thursday has shown that iodine - which is consumed mainly via dairy products and seafood - is essential for producing the hormones made by the thyroid gland, which have a direct effect on fetal brain development.

A recent Indian health ministry survey conducted in 324 districts across the country found that 263 districts are still endemic with Iodine Deficiency Disorders (IDD) like brain damage, miscarriages, dwarfism and mental retardation.
A group of researchers from Surrey and Bristol universities, followed 1000 pregnant UK women and measured the iodine concentration in urine samples taken in the first trimester.
Following World Health Organisation (WHO) guidelines on recommended concentrations of iodine during pregnancy, they classified women who had an iodine-to-creatinine ratio of less than 150 as being iodine deficient, and those with a ratio of 150 or more as iodine sufficient.
Over two thirds (67%) of the women fell into the category of less than 150.
Mental development of the women's children was then assessed by measuring child IQ at age 8 and reading ability at age 9.
Adjusting the results for external factors such as parental education and breast-feeding, the researchers found that children of women in the iodine-deficient group were significantly more likely to have low scores of verbal IQ, reading accuracy, and reading comprehension.
Moreover, the lower the mother's concentration of iodine, the lower were the average scores for IQ and reading ability in the children.
According to lead author Professor Margaret Rayman of the University of Surrey "Our results clearly show the importance of adequate iodine status during early pregnancy and emphasise the risk that iodine deficiency can pose to the developing infant, even in a country classified as only mildly iodine deficient."
The research raises concerns that the iodine status of pregnant women is a public health issue that needs to be addressed.
Dr Sarah Bath, co-author added "Pregnant women and those planning a pregnancy should ensure adequate iodine intake; good dietary sources are milk, dairy products and fish."
Previous results have indicated that a mother's consumption of seafood during pregnancy was associated with her child's mental development, with lower seafood consumption associated with poorer scores in reading and IQ tests.

New Delhi: Results of civil services examination conducted by UPSC in 2012 were declalred on 3 May according to which 998 candidates made it to the panel of successful candidates. But the overall performance of Muslim candidates, as usual, was disappointing seeing that out of 998 successful candidates only 31 found a place in this list, which is about the usual three percent only of the total.
In Pictutre some of the Muslim achievers in UPSC exam are Wasim Akram(Uttar Pradesh), Aneesh C (Kerala), Mazid Khan (Uttrakhand),Shakeel Ahmed Ansari(Maharashtra), ,Naveed Trumboo(Kashmir),Yasser Arafat F.A.(Tamilnadu) and Moona Yasmin (UP)
This is not for the first time that Muslims performance is so poor in these exams. For the past so many years, the total number of successful Muslim candidates has been around 30 out of 800 to 1000. This year their result is even worse ââ¬â out of a total of 998, only 31 have found a place in this list. And this is despite the fact that coaching for civil services is provided to prospective Muslim candidates by many government and Muslim institutions like Jamia Millia Islamia, Hamdard Study Centre, Zakat Foundation of India and others. Realists may explain away poor performance of Muslim candidates by their specious argument that poor performance of Muslim candidates is obviously because of their incompetence. But this also creates doubt, as expressed by some ââ¬Ëthoughtessââ¬â¢ Muslims, that this is probably in accordance with governmentââ¬â¢s hidden policy of not empowering or giving Muslims their due share in government machinery beyond a certain limit, because civil services candidates of today will become policy makers, decision makers and executors of tomorrow. The fact is that though ruling parties and ministers frame policies and rule the country, the real rulers are the civil servants and bureaucrats who can block and frustrate sincere intentions and policies of governments. This is proved by the fact that many schemes for the welfare and development of Muslim are either put in the cold storage or implemented half-heartedly by the beauracrates. If too many Muslims become bureaucrats, they may upset communal elementsââ¬â¢ grand plan of future.
In any case, it is encouraging to find that Kashmirââ¬â¢s young generation has performed rather well in this all-India examination and out of 11 who passed, three are girls. Fourteen students coached by Jamia Millia Islamia and seven out of those coached by Zakat Foundation of India also succeeded in the examination this year.

New Delhi: Only 11 Muslims have made it to the final list of this yearââ¬â¢s National Defence Academy & Naval Academy (NDA) out of total 636 successful candidates.
The UPSC has declared the result of the written part of the National Defence Academy & Naval Academy Exam(II), held on 19th August, 2012 in order of merit of 636 candidates and the Interviews held by the Services Selection Board of the Ministry of Defence for admission to the Army, Navy and Air Force wings of National Defence Academy for the 130th Course and Naval Academy for the 92nd Indian Naval Academy Course (INAC) commencing from July, 2013.
Last year, among 694 successful candidates for Army/Navy, there were 13 Muslims in the list. In 2009, however, only three Muslims could make it to the list out of 463, while in 2008 out of 456 successful candidates, only five were Muslims. In 2007 also there were only four Muslims out of 520 successful candidates, while 9 Muslims were among the 653 qualified candidates in 2006.
