In a written reply, Home Minister R R Patil said the 61 Pakistani nationals, belonging to the Sindhi community, have been found overstaying even after their passports and visas had expired.



They were trying to get their passports renewed by the Pakistan embassy in New Delhi. But, the authorities were not entertaining their request, Patil said adding this creates problems in granting them visa?extension.



The issue came to light in February this year, Patil said.

ISLAMABAD: A Hindu girl from Punjab province was kidnapped and forced to convert to Islam and is currently being held in a madrassa, leading Pakistani rights activist Ansar Burney said today.



Burney said his rights organisation, the Ansar Burney Trust International, had learnt that 15-year-old Gajri, the daughter of Mengha Ram, was abducted by a Muslim neighbour from her home at Katchi Mandi, Liaquatpur, in Rahim Yar Khan district on December 21, 2009.



Gajri's parents later found out that she was being held captive in a madrassa or seminary in southern Punjab and that she had been married and converted to Islam, Burney said.



The local administration is "refusing to respond to the abduction" of the girl, who is not being allowed to leave the madrassa or to speak to her parents, he told PTI.



Burney, a former human rights minister, condemned the forceful conversion of the Hindu girl and demanded her immediate release.



"Pakistan is a state party to the Convention on the Rights of the Child and the International Covenant on Civil and Political Rights, which oblige authorities to protect religious minorities under international law," he said.



According to Ansar Burney Trust, on 21 December 2009 Gajri disappeared from the home of her Hindu parents in in southern Punjab.



On December 26 last year, the local police station in Gajri’s hometown received a letter with an affidavit from madrassa that said she had "embraced Islam and had married her neighbour Mohammad Salim", Burney said.



The letter did not enclose a marriage certificate, he said.



Police did not immediately inform Gajri's parents about the letter even though they had tried to file a First Information Report after she had gone missing.



The parents were discouraged from doing so by police, Burney said.



Mengha Ram and his wife then contacted the vice president of the National Peace Committee for Interfaith Harmony, Ramesh Jay Pal.



With his help, the parents met the priest in charge of Darul-Uloom Madrassa in Khanpur, Maulana Abdul Hafeez.



Hafeez reportedly told the parents that Gajri had "embraced Islam and was not allowed to meet her parents".

Malaysian 'Muslim' woman fails in bid to become Hindu



A Malaysian woman who was converted to Islam as a child failed Wednesday in a legal battle to change her religion back to Hinduism, in the latest conversion dispute in the multi-ethnic nation.



The High Court in Penang state ruled that 28-year-old S. Banggarma, whose Muslim name is Siti Hasnah Vangarama Abdullah, was a Muslim because her parents converted the whole family in 1983.



"Parents have the right to determine the faiths of children who are below 18. It is a universal right, irrespective of religion," said judicial commissioner Yaacob Sam.



Banggarma, who has argued that she was made to convert to Islam at the age of seven when she was placed in a children's home, vowed to continue to fight the case.



"I was born a Hindu, and I want to die a Hindu," she said.



At the orphanage, Banggarma was given a Muslim name and her identity card -- a critical document in Malaysia -- declared her to be a Muslim. But as a teenager she rediscovered her religious identity.



She lives with her husband, S. Sockalingam, whom she married in a traditional Hindu ceremony, but they are unable to register their union because, officially, they belong to different religions.



Malaysian Muslims are not permitted to marry someone of another faith, unless the spouse converts to Islam. She is also unable to name her husband as the father of their two children on their birth certificates.



Banggarma's lawyers said they were disappointed with the court's decision.



"This is not the end. After going through the grounds for the dismissal, we will seriously consider appealing this case at the Court of Appeal," said counsel Gooi Hsiao Leung.



Conversion rows, including "body-snatching" cases when Islamic authorities have battled with relatives over the remains of deceased family members whose religion is disputed, are common in Muslim-majority Malaysia.



The tussles have raised allegations that the country is being "Islamised" and that the rights of the ethnic Chinese and Indian minorities are being eroded.

Rani born to a Muslim mother but since a sixteenth day old baby was adopted and brought up as a Hindu by a Hindu family. Rani practices Hinduism and wants to live and die as a Hindu . But the UMNO Jabatan Agama Islam stormed into her house and her husband Muniandy that very same night was forcibly circumcised. Muniandy was earlier threatened with a six year jail sentence if he did not convert to Islam. Now after thirty years later Rani’s daughter Vijiyaletchumi and Sasikala ( who is now 6 months pregnant ) are now suffering the very same predicament her mother Rani faced some thirty years ago because their identity cards carries a Muslim name although she practices Hinduism and has never practiced Islam.



Despite going up and down to the Islamic Religious Affairs Department on 30 occasions and over especially the last 18 years, the UMNO led racist and religious supremacist Malay-sian Government bullies, threatened and instills fear in them .



But the insult and stress is so severe on this family that Ganesan has even contemplated committing suicide.



Article 11 of the Malaysian Federal Constitution guarantees freedom of religion.

Police thwart Hindu kidnapping attempt



SUKKUR: The police managed to foil a kidnapping attempt on Saturday when they arrested a rickshaw driver and found a small boy with him.



Class six student Sahil, 12, son of Sunil Kumar, came out Falcon Public School at DCO Chowk on Saturday and signaled to a rickshaw to stop. The boy asked the rickshaw driver, Niaz Mastoi, to take him home at Quaid-e-Azam Road but instead of going to Sahil’s house, Mastoi sped off towards the bypass in Saddar. From there, Mastoi whisked the boy out of the rickshaw at gunpoint and was trying to take him away when a police mobile unit appeared on the scene and the boy started shouting for help.



The police rushed to help and arrested Mastoi.



DSP Jacobabad Ehsan Buledi told The Express Tribune on the phone that his team was on routine patrol when they heard the boy shouting. They have registered a case the rickshaw driver at Saddar police station. Sahil has been reunited with his family. An investigation is underway, added Buledi.



Meanwhile, incidents of kidnapping of Hindu children have been reported earlier in the year, the more recent being the disappearances of three boys from Kashmore in September and October.



As these kidnappings continue, Hindu families living in interior Sindh have started planning to move to other cities out of fear for their children’s safety.



Residents have also complained that the Hindu MNAs and MPAs have also failed to protect their community.

The TV advertisement of 1Malaysia promotion by Finas in RTM/TV3/Astro during Deepavali this year is inundated with encouraging religious conversion of Hindus to Islam. It shows how a Hindu youth married to Muslim girl can still celebrate Deepavali with his parents.



The boy’s family is initially hostile to his Muslim conversion but accepts him after the birth of his children. Anyone who marries a Muslim in Malaysia must convert to Islam and this fact is hidden in this advertisement. This deliberately hiding of facts is mischievous and misleading to the Hindu viewers.



It leads the viewers into the belief that religious conversion may be hostile in the beginning but will be accepted upon the birth of children into the family. Finas is silently misleading Hindu youths into religious conversion as part of the 1Malaysia campaign.



The girl who is married to this convert refuses to eat food cooked by Hindu family until she is assured that the food is cooked by another Muslim. This episode only depicts that the Hindus are inferior to Muslims that they can’t eat food cooked by Hindus... not halal I suppose.



If that is the case what is the motive to show such an insulting and belittling advertisement during Deepavali which is a Hindu festival. This only shows the intolerance of the authorities in accepting the religious and cultural differences.



The apparent pleasantries on the surface of the advertisement ignore the fact that converts over time will be subjected to directives from JAIS, MAIS and other religious bodies. Converts will be discouraged and pulled away from celebrating Deepavali but these consequences are conveniently covered up.



A Hindu convert is welcomed by Finas but if a Muslim converts to another religion, then it is apostasy. Why the double standard? The advertisement reveals the hidden agenda of BN government in dealing with cultural and religious sensitivities of Indians and others.



1Malaysia seems to be not accepting or respecting the diversities of different ethnic groups in Malaysia but subtly converting others into Islam. Such hidden parochial agenda doesn’t augur well for the well being and future of minorities and their children.



This episode also proves that the minorities in Malaysia are under fear that their legitimate rights to practice their religious festival might be under threat. The guarantees of religious freedom are under threat by the proponents of hardliners. This advertisement goes against the spirit of Sections 295-298A.



Sections 295-298A of the Penal Code provides penalties for those who commit offenses against religion. The penalties range from up to three years in prison or a fine of up to US$1,000 (approximately).



Prosecutions for blasphemy usually target those who offend Islam, but an insult to any religion can give rise to prosecution. Clearly Finas and the film producer have violated the Sections article 295-298A.



Action must be taken against Finas and the advertisement producer.

Malaysian court refuses mum's bid to convert sons' religion

PUTRAJAYA - Malaysia's top court on Friday unanimously dismissed a Hindu mother's bid to raise her two young children in the religion they grew up with.



Ms S Shamala's two children were converted to Islam eight years ago by her estranged Hindu-turned-Muslim husband, without her knowledge or consent.



Friday's 5-0 ruling in the Federal Court is a blow to the battle to end one-sided religious conversions. These have caused a rift in the nation, which is multicultural and secular but recognises Islam as the official creed. The panel, led by Chief Justice Zaki Azmi, also ruled that Ms Shamala must return to Malaysia if she wants the court's protection.



The 38-year-old fled the country in 2004 with her two sons Saktiwaran and Theivaswaran - now aged 11 and nine years old respectively. Their current location is unknown.



Both parents are in a bitter fight to gain custody over the two boys and be allowed to raise them in their respective religions.

Reports revel that :



“Hindus in Bangladesh are in shock following the suspension of worship at the capital’s Dhakeshwari National Temple, the most important place of worship for the minority community in the country, after a theft on Sun Jan 09 2011.



Gold (About 200 bhori – 1 Bhori = 0.34 ounce) ornaments, and silver ornaments (five-six bhori) and Taka 4.5 lakh have been stolen from the temple, said Tapan Bhattacharya, the in-charge of the state-owned Dhakeshwari Temple.



Worship at the ancient Dhakeswari National Temple has been suspended for an indefinite period following the theft, the private bdnews24 online reported today.



Known as the ‘National Temple’, Dhakeshwari means “Goddess of Dhaka”.



Babul Devnath, the Secretary of Dhaka Metropolitan Worship Committee, expressed deep concern over the incident as it was the third major temple where theft has taken place in less than a month. The Hindus in the country are in shock.



“A theft took place at Baradeswari Kali Temple on December 12 and another at Jaykali Temple on December 22. We demand proper investigations into all these incidents,” he was quoted as saying in the report.



Bhattacharya said Ratan Chakrawarty and Nitya Gopal Chakrawarty, the priets at Dhakeswari, had locked the temple around 9 p.m. on Saturday.



Around 6 a.m. today they found three of the four locks missing, while the remaining one was broken.



Mohammad Khurshid Alam, the Deputy commissioner of Dhaka Metropolitan Police, said they had launched a probe into the theft.



Hinduism is the second largest religion in the country, constituting nearly 10 per cent of the population.



There are over 12 lakh Hindus in Bangladesh.”



Though some minority forums like HRCBM (Human Rights Congress for Bangladesh Minorities), BDMW (Bangladesh Minority Watch), BHBCUC (Bangladesh Hindu Bauddha Christian Unity Council-USA) and others are trying hard to address the constraints before Hindus as an existential threat and put their demands to the respective Govts, in Bangladesh time to time, the general scenario for the trailing Hindus go worse day by day.



A recent report of the Bangladesh Bureau of Statistics (BBS) and National Institute of Population Research and Training (NIPRT) reveals that Hindu population has been decreased in Bangladesh region by 24% as it was 31% in 1901 and stands at a meager 9.3% in the latest census of Bangladesh. The report pointed the salient causes of onslaught of minority Hindus due to post election violence in 2001 in recent caused a mass evacuation of Hindus from their homeland and compelled to leave the country under the tantamount pressure of ransom, infringing religious rights, destruction of their properties, encroaching lands, physical torture, arson, molestation, rape, abduction, even pressurised conversion and so on. In such strangulation the reproduction rates of Hindus in Bangladesh came down and the immigration rates are high.



From another source it is evident that some 100 destruction of temples and over 300 registered cases of abduction-molestation-rape of Hindu women and minor girls earmarked 2010 as hopeless situation also from the new vendors of secularism in Bangladesh.

Senior reporter Mr. Basudev Dhar of Danik Statesman, Kolkata reports in its first page from Dhaka that the burglary was so designed only to harass the minorities in Bangladesh. The Temple authority has already covered the front of deity with a white cloth and suspended the formal puja for an indefinite period as a protest. Meantime the daily puja shall be made through the rituals before a ‘holy pitcher’. The Hindu minority leaders of Bangladesh including the Co-ordination Committee of Bangladesh Sarbajonin Durgotsav jointly declared a ‘human-chain’ programme on Wednesday on in every where in Bangladesh as a mark of protest. Hindu leaders of Bangladesh have vehemently criticized the inaction of the present Govt. to take proper action to protect the property, prosperity and dignity of Hindu minorities in Bangladesh. They pointed out the every onslaught upon the Hindus in Bangladesh aiming to drive them away by hook or crook.



The Deputy Home Minister of Bangladesh Samsul Haque Tuku (Awami League) visited the Dhakeswari temple today on 10th January, 2010 and assured the prompt arrest of the culprit behind the burglary. The local BNP leader Mirza Fakhrul Islam also visited the temple and expressed his utter dissatisfaction about the present Govt. so that the burglars be-fooled the state police contingencies then on duty at the temple premises.



Minority Hindus in Bangladesh suspect a nefarious connection between the state police, intelligence and the culprits as they all belong to majority Muslim community. So far the Police and Intelligence in Bangladesh is completely failure to trace out the burglary cases in Bradeswari Kali Temple (Rajar Bag), Jay kali Temple (Wari) and four other old temples in Narayngunj.

The crime committed by this family according to ruling CPM panchayath office bearers is this. One of her son is a RSS swayamsevak and apart from that Gouri Amma dare to conduct the marriage of her daughter with a BJP activist from other village. In this CPM party village in Kizhalloor panchayath it is the dictatorship of local CPM goons any family who don't adhere to them should face such dire consequences.



Like marriage brokers – There are Marriage 'Breakers' in these CPM villages who are specialised in breaking the marriage proposals coming to girls of family who have any one in the family who follows the Nationalistic ideology put forward by Rashtreeya Swayam Sevak Sangh.



There is strict warning from CPM goons to their neighbours not to talk or associate with them. Gouri Amma as a last resort have lodged complaint with State Human Right Commission as now Panchayath officials have stopped the well digging in their home premises.



In one side CPM Ministry out of deep pain and Human Right concern donates crores from Kerala treasury to far away Jihadis in Pakistan in the name of flood relief and back here they urge their cadres to treat their immediate neighbours as Enemies.



Many such Hindu families are being isolated, harassed and ostracised in these party villages of CPM, No TV crew dare to visit these villages nor any Human Right leaders will come forward to highlight the plight of these Hindu Nationalists living in these CPM dens.

Insecurity envelops Balochi Hindus after a series of abductions. Many are emigrating.

In the inhospitable terrain of Balochistan, perennially outside Islamabad’s shrinking circle of control, marauding gangs have made it a habit of targeting people even on days of celebration. It was so with Maharaj Lakhmi Chand Garji, the 82-year-old head priest of the ancient Kali Mata Mandir in the town of Kalat. On December 17 last year, he and four of his companions were driving down the RCD (Regional Cooperation for Development) highway, on their way to attend a wedding in Khuzdar. A vehicle began tailing them. Finally, 100 km away from Surab, it shot past them on the deserted stretch of the highway, only to menacingly manoeuvre so as to bring Garji’s vehicle to a screeching halt.





Armed men poured out of the vehicle to accost the group of Hindus. Blindfolded, their hands tied, they were driven into wilderness. Three of them—Sajan Das, Ram Chand and Babu Lal—were subsequently set free; Garji and Vinod Kumar, a prosperous trader’s son, were whisked away. Babu Lal later told the media, “Because we were blindfolded, it is impossible for us to know where we were taken.” Nor does the provincial government have any clue about Garji and Vinod’s whereabouts, more than a month after the abduction. It’s said the kidnappers have demanded a ransom of Rs 3 crore to free Garji, whom the Hindus of Balochistan revere as their spiritual leader.



His exalted status is precisely why his kidnapping has continued to hog headlines, stoked the simmering anger among the Hindus, and prompted some to file applications in the Indian High Commission in Islamabad seeking asylum. The federal minister for human rights Saeed Ahmad Khan confirmed, “As many as 27 Hindu families from Balochistan have applied for asylum to India.” This symbolises the minority community’s lack of faith in the Pakistan nation-state and is testimony to its faltering ideals. Hence the media’s dogged focus on the plight of Balochistan’s Hindus.



It’s also true that the Hindus, despite their minuscule numbers, haven’t allowed the kidnapping of Garji to sputter into oblivion. As news of his abduction broke out, the community organised protests in the towns of Kalat, Khuzdar, Naushki and also blocked the national and RCD highways. Outside the Khuzdar Press Club, leaders of the community blamed the government for its inability to protect the life and property of the people, particularly those of minority groups. In Balochistan’s capital, Quetta, the Hindu Panchayat organised a spectacular march that wended its way through the streets of the city, a form of protest minorities rarely resort to. Santosh Kumar Bugti, a member of the Pakistan Muslim League (N), told Outlook, “We are very scared and desperate and need protection. We will do anything to release our Maharaj.”



What, though, has embarrassed the government and aroused sympathy is the repeated assertion of Hindu leaders that migration to India is a definite option for them. Simultaneously, they have also harped upon the exemplary Baloch tradition of religious tolerance, a subtle reminder about Balochistan’s alienation from its own moorings. For instance, earlier this month, Radhay Shyam openly justified the migration option, “The kidnapping of Hindus has increased. The kidnappers didn’t even spare our 82-year-old spiritual leader. This has deeply shaken our community. For centuries, we have been living with Baloch nawabs and sardars; assaulting the weaker Hindu community is against Baloch tribal traditions.”



This combination of threats and placatory appeals has mounted moral pressure on the government and opposition, prompting them into issuing statements in support of the Hindus of Balochistan. Chief minister Mohammad Aslam Raisani said, “The Hindus are an integral part of Balochistan and the government will provide them with complete protection.” This week saw Pakistan Muslim League (Q) leader and National Assembly member Marvi Memon visit the Arya Samaj Mandir in Quetta, a commendable step in the prevailing atmosphere of religious intolerance. Memon told a gathering of Hindus, “We have condemned the kidnapping on the floor of the National Assembly. The government should ensure the security of all citizens, including minorities. It’s also the responsibility of tribal chiefs and sardars to ensure the security of the Hindu community.”



Perhaps never before has a minority group as small as the Hindus of Balochistan so effectively reminded the nation about its ideals, its hallowed traditions. Look at their population—the 1998 census reported a little over 30,000 Hindus; the locals, though, say their number is as high as 1,50,000. Unlike their religious brethren in Sindh, the Hindus of Balochistan are prosperous, an important factor underlying their visible campaign against the abduction of Garji. As Prof Mansoor Akbar Kundi of Quetta University wrote in Balochistan: A Socio-cultural and Political Analysis, “They belong to the business class.... Some of them are wealthy merchants owning jewellery and general stores, but the majority are of middle and lower middle class businessmen with their shops/stores in the bazaars of various towns.” But the Hindus here are not a monolith community. A 2003 report of the Minority Rights Commission, prepared by Akram Mirani, notes that Baloch and Brahui tribes in some areas hire lower-caste Hindus to perform tasks that Muslims consider below their dignity.



It’s the Hindu businessmen who are often the target of kidnappers. Their wealth, not religion, is the reason why they are targeted, many told Outlook. Before Pakistan was sucked into the vortex of violence, the Hindus were a distinctive strand in the social tapestry of the province—they were treated as members of the tribe holding sway over the area where they lived. Balochistan’s minister for minority affairs and human rights, Engineer Basant Lal Gulshan, told Outlook, “Baloch Hindus have lived here before the Muslims came and have always been protected by tribal leaders. Why, Nawab Akbar Bugti (killed during the Musharraf era) would say that Hindus are like the hair on your chest and very dear. Of course, the new generation of tribals are different.”



Perhaps circumstances have transformed the younger generation. The social fabric of the province was torn asunder as the secessionist movement gathered momentum and the state adopted repressive measures to crush the rebels; the rise of Islamists and the growing culture of violence undermined the moral authority of traditional leaders. Islamabad’s neglect of the province has led to the breakdown of the law and order machinery, enabling criminal gangs to operate with impunity. Says Kamaluddin Ahmad, a businessman who has shifted from Quetta to Karachi, “These kidnappings are not religiously motivated, the Hindus have been caught in the crossfire. They are easy prey as they readily pay ransom after being kidnapped.”

Gulshan concurs on this: “Balochistan is reeling under the terror that has gripped the entire country. Hindus are easy targets as they readily pay the ransom. The community has lived in peace, you will never find a Hindu traitor. It’s only when life becomes difficult that they migrate to other parts of Pakistan or abroad.” Gulshan cites the example of Gardari Lal Bhatia, a politician-businessman whose family had to mortgage their property to pay the ransom to kidnappers. Financially ruined, Bhatia migrated to India.



Causes for kidnapping apart, there’s no denying that the Hindus in Balochistan have a perilous existence. The Balochistan Home Department says 291 people were abducted for tribal or political rivalries; another eight were kidnapped for ransom—most of them Hindus. In the provincial assembly debate on January 25, though, former minister Jay Prakash quoted a higher figure of 20 Hindus who were abducted last year. Eight or 20, both figures seem an insignificant number for a strife-torn province but is large enough to undermine the confidence of a community as small as the Hindus. A Hindu businessman told Outlook, “I have no choice but to leave the country. I’m in touch with relatives abroad, some in India, to help my family. It’s not easy to migrate either but it’s better than the fear that we live with every day.”



There’s no official statistics available, but locals confirm that Hindus are gradually trickling out of Balochistan—to destinations as far as Canada but mostly to India next door. Some claim that at least 400-500 families have moved out over the last decade. This is indeed alarming for the small community. For Pakistan, it’s a gauge to measure the depths to which it has fallen.

A prominent Hindu politician from Pakistan's southern Sindh province has sent in his resignation as a member of the legislative assembly after moving to India, sources said today.



Ram Singh Sodho, 66, is a leader of the opposition PML-Q party who was allocated a seat reserved for non-Muslims in the Sindh assembly following the 2008 elections.



He served as a member of the provincial assembly several time and was adviser to the Sindh Chief Minister in 1985.



Sources said Sodho, considered a progressive member of the minority Hindu community, had gone to India about two months ago for medical treatment.



Subsequently he decided to settle with relatives there and sent in his resignation as a member of the provincial assembly, they said.



The resignation had been accepted by the Speaker of the Sindh assembly, reports said.



Some media reports claimed Sodho, who hails from the Tharparkar area of Sindh, had left Pakistan after receiving threats but this could not be independently confirmed.



Sodho is believed to have relatives in the Indian states of Rajasthan and Gujarat.



His son was killed in the Bhuj area of Gujarat in a devastating earthquake in 2001.



The Hindu politician was also related to former Sindh Chief Minister Arbab Ghulam Rahim, whose mother was a non-Muslim.



Recent reports from Balochistan province in southwest Pakistan said that over 100 Hindu families were making efforts to migrate to India as the minority community had become the target of a campaign of kidnappings and extortion.



Forty-one Hindus were abducted during the past three years and four more were killed when they resisted kidnapping attempts.



The recent abduction of 82-year-old spiritual leader Luckmi Chand Garji has shaken Hindus.



Saeed Ahmed Khan, a regional director for the federal Human Rights Ministry, created a stir when he told a recent seminar in Quetta that 27 Hindu families had applied for asylum to the Indian High Commission.

“We have no political support nor affiliation with any tribe, and neither are we in a position to pay ransom. We are depending on the police to recover our child,” says a distraught Jaipal, father of Roshni, the four-year-old Hindu girl who was kidnapped on December 13 from Buxapur town in Kashmore district. This is not the first incident of its kind. Several children belonging to the Hindu community in upper Sindh have been kidnapped over the past several years.



At Kandhkot in Kashmore district an environment of insecurity prevails, especially among the Hindus who form a large segment of the population and mainly belong to the business community. In the last three years there have been about 23 cases of child kidnapping – seven of them were girls – registered by the police. Eleven of them, including three girls, belonged to the Hindu community. Almost all the children were recovered after paying ransom. The ages of a majority of these children ranged between three to 12 years.



Child kidnapping has become a lucrative business for professional criminals, many of whom are associated with notorious tribes and gangs. “Earlier, they were involved in petty theft and robbery. Now they have turned to abductions because abducting children is relatively easier and there is more money in it as the ransom amount is usually very high,” says Yar Muhammad Rind, SP investigations, Kashmore.



And fortunately for the kidnappers, after the recovery of an abducted child, the parents do not normally go in for litigation for fear of reprisals.



In the kidnappings in Kashmore, it was observed that the children were recovered within a week to three months. Interestingly, in all the cases, the police claimed to have recovered the children by conducting raids. But the truth is that in every instance the families secured their child’s release only after paying hefty sums to the kidnappers.



In most cases the Hindu community jointly pooled in the money to pay the ransom amount. In 2010 alone, Rs 11,50,000 was paid by the Hindu families living in Kandhkot by way of ransom to secure the release of several kidnapped Hindu children. Peer Chand (4 years) was freed for Rs 200,000; Peush Kumar (5 years) for Rs 330,000; Sagar Kumar (5 years) for Rs 170,000; Veeraj Kumar (7 years) for Rs 350,000; and Mahik Kumari (3 years) for Rs 100,000 respectively.



Five-year-old Dheeraj Kumar, a resident of Kandhkot, was the only child to be recovered without payment of any ransom. His kidnappers had earlier demanded 10 million rupees, but the victim belonged to a poor family – his father was a primary school teacher. “We made it clear that we would not pay a single penny and neither would we request the community for donations,” revealed Gianchand, an uncle of Dheeraj. Police intervention forced the abductors to surrender, thus securing the boy’s release without the transfer of any money.



Often the police know who the kidnappers are and once the pressure on them to recover a child mounts, they start to negotiate with the criminals. Shockingly, in certain cases the police have recovered the children by paying ransom at their own end. “The police has a network of informants and often the clues that they get through them help in identifying the kidnapper – but the problem is how to hunt them down. On occasions, the police are under tremendous political pressure not to pursue the culprits. But often the hideouts of the culprits are normally located in no-go or inaccessible areas,” says a former DPO of Kashmore District, on condition of anonymity.



The kidnappers have a mode of operation. Riding motor bikes, they wander around the area in the hope of picking children off the streets. Women, too, are used in the abductions. Most of the kidnapped children are trafficked to areas controlled by professional gangs belonging to various tribes in Sindh and Balochistan. These gangs have safe houses in Balochistan. “Militant groups from Balochistan are involved in the crimes in Sindh. Police have evidence to prove the involvement of militants living in the Dera Bugti and Sui areas,” says an IB (Intelligence Bureau) official, on condition of anonymity.



The police is not as well-equipped as the abductors, who are armed with the latest weapons. Consequently, they fail to nab them during search operations. In many cases, the police could not carry out an operation because it was virtually impossible to access certain areas. At least in one instance, DPO Salam Sheikh had to request the provincial government for help in conducting a raid to locate an abducted child – the police entered the village with the help of a helicopter.



According to police records, the district police in Kashmore, on average, arrested one to 10 persons in a single case. All the cases were tried in Anti-Terrorist Courts, but surprisingly not a single offender has been convicted since 2008. “Our job is to simply arrest the culprits; the courts decide on the punishments. Unfortunately, the offenders are set free after some time because the victim’s families fail to pursue the cases,” says SP Yar Mohammed. But, says Gianchand, “How can I accuse a person in court when I am not sure whether he’s involved in my child’s kidnapping or not?”



Many of the families do not have any faith in the police as it, too, has been found to be involved this dirty game. In fact, often police operations fail to recover the kidnappees because some criminals have been tipped off by an informant from among the police prior to the operation. “In the case of Dheeraj, the police would have recovered the boy in October, on the day when the kidnappers were negotiating with another party to sell him off in a remote village of the district. But the criminals slipped away moments before the arrival of the police because they had been tipped off,” says SP Yar Muhammad.



Alternately, besides fetching ransom, child kidnapping is, on occasion, being used to settle scores or challenge the writ of the police. Criminals use child kidnapping as a tool to discredit the police and manoeuvre the transfer of any officer who gives them a tough time on charges of “inefficient performance.” The same is used by influential tribal chieftains and politicians against the police. Frequent transfers of DPOs and postings of favourite officials has been rampant in the last three years.



Kidnappers also prefer to kidnap Hindu children, because it is generally believed that the media and civil society organisations, including some political parties, have been more responsive to the plight of the minorities. Hence there will be a greater hue and cry against the police. Hunger strikes, shutter-down strikes and rallies to protest child kidnappings have been gaining impetus in the district. Citizens are mobilising the public to exert pressure on the police administration by organising rallies against the widespread kidnappings of children from the Hindu community. On June 22, protests against the kidnapping of seven-year-old Peush Kumar were held in Kashmore, Sukkur and Badin. In a show of solidarity with the victim’s family, people blocked the Indus Highway to pressurise the police to recover the child. He was – but only after paying ransom.



Four-year-old Roshni has been missing since mid-December and every day the police consoles her parents with promises of her safe recovery. And despite the rapid increase in abductions, the existing political leadership has failed to take serious notice of it. Politicians have continued to pay lip service to the Hindu community, but not once has any tribal chieftain or elected representative taken a personal interest in the recovery of a child.



Following demonstrations and extensive media coverage, Ghalib Domki, a member of the Sindh Assembly from Buxapur, vowed that he would recover the girl very soon. “I know that my enemies are behind this kidnapping because they want to defame me,” says Domki. Whether the MPA from Sindh delivers on his promise remains to be seen.

A Hindu family facing deportation to Afghanistan say they fear religious persecution by the Taliban if they are forced to return.



Arti Kumar says she fled the country in September 2007 with her two sons, Akash and Ravi, because they had been targeted by the Taliban.

Ms Kumar claimed asylum upon arrival in the UK and was moved to Middlesbrough.



She has now been told by the UK Border Agency that they do not have the right to remain here and must go back.



She says: "I'd rather die here than go back and be killed. I've got nothing to go back for or to."



Separated family



The family say they decided to leave after a Taliban guard attacked older son Ravi, then aged 17, hitting him on the head with a rifle. The assault left him brain damaged.



They sold the family textile business to raise money to pay an agent to take them out of Afghanistan. But they were told he could only take three of them.



Ms Kumar says: "I haven't heard from my husband Ram - he stayed behind. It's been three years."

She also believes her 16-year-old daughter Rekha was abducted by the Taliban. She has never been found.



"We looked for her for two years. Then my son was attacked. I'm so stressed, I don't know what to do. And now this deportation."



They believe that their lives will be in danger if they are forced to return.



Akash, 18, says: "People over there, Muslim people, no offence to anyone but they don't like Hindus. They don't want us to follow our religion they just want us to convert."



Appeal



The family received a letter from the UK Border Agency last month which said that their asylum status had been removed and that they should leave their accommodation as they were no longer entitled to any benefits.



They are being supported by the Hindu Cultural Society in North Ormesby in Middlesbrough. The president, Krishan Kumar Nath says he cannot understand the UKBA's decision to deport them.



He says: "The only reason I think they are being deported is that when Arti Kumar had her initial hearing at the Special Immigration Appeals Centre, she went without any legal representation and she does not speak English."



Mr Nath has now instructed new lawyers on behalf of the family, and has made another application for asylum.



The Hindu Cultural Society has also started a petition for the family.



Mr Nath added: "How can they go there when we are sending thousands of forces there to keep peace in Kabul? There is no peace, how can they send this innocent family there?"



In a statement the UKBA's deputy director for Northumbria, said: "Ms Kumar's case has been carefully considered by both the UK Border Agency and the courts and she has been found not to have a right to remain here. She has submitted further representations and these will be reviewed by the UK Border Agency prior to any removal."

A report from the International Trade Union Confederation says 1,200 migrant workers from India and Nepal have died in Qatar since the country was awarded the 2022 World Cup.



The ITUC estimates that 4,000 migrant workers will die by the time the first game is played in 2022.
