<b>The arrest of Pakistan-born suspected Islamist jihadi David Headley and the unravelling of the plot to strike high profile targets in India have revealed startling details. In hindsight it appears security agencies missed out on crucial clues linked to the terror bombings in our cities</b>
As the Lashkar Chicago conspiracy unravels further, many details of David Headleyâs travel and stay in India are beginning to raise troubling questions on how he may have aided and abetted not just the deadly 26/11 Mumbai attacks but the series of mass terror attacks in multiple cities over the last three years.
In this multi-part series we attempt to connect the dots to take a hard look at how India may have missed many smoke signals on the wave of mass terror unleashed by Islamist jihadis between 2005 and 2009.
It was a strange coincidence that on November 26, 2008 the Indian Express took note of a report that had earlier appeared in a Pakistani newspaper on November 24 on how Kashmir jihadis had shifted base to Waziristan. A prominent name that appeared in either story was Ilyas Kashmiri alleged to be the leader of the terror outfit Harkat-ul-Mujahideen who had since moved to operate in Waziristan. It is a reflection on how dated and anachronistic the popular narrative is on the shifting loyalties within the jihadi landscape that the Indian media continued to refer to Ilyas Kashmiriâs affiliations with a defunct HuJI operating as a stand-alone terror outfit.
In the weeks following the November 26, 2008 attacks in a piece that appeared in the Asian Times, its Pakistan bureau chief Syed Saleem Shahzad made three important revelations, two of which are of consequence to this series.
Shahzad revealed that the 26/11 plot was originally conceived as a low key operation by the ISI targeting Kashmir, but was hijacked by Al Qaeda to unleash terror on Mumbai. While the Lashkar angle has been the obsessive focus of the Indian establishment, Al Qaeda command and control of the attack was practically ignored in the immediate aftermath of 26/11. A significant revelation by Shahzad that was also ignored was that Al Qaeda had been using India as a safe route from the Arabian Sea into Gujarat and then on to Mumbai and then either by air or overland to the United Arab Emirates.
That was back in December 2, 2008, but itâs only now 11 months later that we are seeing the tip of the iceberg of how India may have been used as a safe route with details trickling in of how a visa agency operated by David Headley in Mumbai may have ferreted out the many Indian Mujahideen activists absconding from law, including the top guns Abdul Subhan Qureshi alias Tauqeer and Riaz Bhatkal. The most damning pointer to such a David Headley-facilitated safe passage to the Indian Mujahideen fugitives comes from a cell phone that was retrieved by the Uttar Pradesh ATS after the Batla House encounter with call records to the cellular phone used by David Headley.
In the same article Shahzad also alludes to how the Lashkar-e-Tayyeba and HuJI fell out of favor with the ISI to shift their loyalties to Al Qaeda with Ilyas Kashmiri moving to Waziristan. Many months later, on October 15 this year, Ilyas Kashmiri came back from the dead to grant an interview once again to Shahzad in which we learn of the role played by his â313 Brigadeâ in the Mumbai 26/11 attacks and subsequently in many fidayeen attacks in Pakistan.
In a reflection on how yet another smoke signal was ignored we are now told that the Indian security agencies had indeed stumbled on references to the â313 Brigadeâ during the phone intercepts of conversations between the 26/11 terrorists and their Pakistan-based handlers. It was reported back in February 2009 that the Indian authorities were confused on whether â313 Brigadeâ referred to a brigade within the Pakistani military establishment.
While not much is known of the composition of â313 Brigadeâ in the public domain, we must trace back to a botched Ilyas Kashmiri plot from 2008 to assassinate Pakistanâs Army chief Gen Ashfaq Parvez Kayani for a glimpse into the anti-establishment fervour that drives the organisation. That plot was botched after Al Qaeda elders prevailed on Ilyas Kashmiri against destabilising the Pakistani establishment.
Recent events in Pakistan, including the GHQ attack in Rawalpindi, which have been traced back to Ilyas Kashmiri once again expose the tension marked by this anti-establishment faultline, the roots of which trace back to the philosophy of a 13th century Muslim scholar Ibn Taymiyyah that gave rise to foot soldiers also called Takfiris.
It was back in September 2007 before the wave of Indian Mujahideen attacks started in India in Uttar Pradesh, that Al Qaedaâs Takfiri faultline was revealed with news that Ilyas Kashmiri had assumed the leadership of the Pakistani jihadi groups operating in Waziristan. While Kashmiri remained off the radar for Indian security agencies, little did we realise that Al Qaedaâs Takfiri impulses would unleash a wave of attacks of mass terror across multiple Indian cities.

Interestingly, this building is just 5-min walk away from US consulate building. The revelation comes amidst the investigating agencies' efforts to retrace the steps of Headley and his associate Tahawwur Rana across India.
Headley had told the elderly couple that he was running an immigration agency in the city.
According to reports, the National Investigation Agency (NIA) is investigating Headley's possible role in the Mumbai terror attacks last November.
NIA officials, sources said, believe it would be too early to rule out his involvement in attacks.
Investigators, probing the terror links on Headley and Rana have found that both the suspects were moving freely in Pakistan, from where the Mumbai attackers had come, reports said.

Investigators probing David Coleman Headley, the Pakistan-born US national arrested by the FBI for allegedly plotting terror attacks in India and Denmark, have now cause to believe a Bollywood link may exist.
Sources tell CNN-IBN that Bollywood actor Emraan Hashmi could have been in touch with Headley and that investigators are looking to probe that link.
Sources say investigators have found phone records that link Emraan Hashmi to Headley. They have added that Mahesh Bhatt's son, Rahul Bhatt introduced Emraan Hashmi to Headley.
Sources also say it was Rahul Bhatt who told investigators that Emraan Hashmi and Headley have been in touch.
Emraan Hashmi is film-maker Mahesh Bhatt's nephew.
Meanwhile, Home Ministry sources now confirming that Rahul Bhatt is not a suspect and that he is being treated as a witness in the case.
Earlier, Home Secretary GK Pillai had said that everyone involved in the case will be treated as a suspect.
Sources have also told CNN-IBN that Rahul Bhatt took Headley to meet two Bollywood actresses, though the sources have refused to name these actresses.
The National Investigation Agency (NIA), which is probing the case, has asked Rahul Bhatt - who came in contact with terror suspect David Headley during the latter's stay in Mumbai - not to leave the city.
"The NIA team has been in Mumbai since Saturday and is gathering details pertaining to the activities of Headley and Tahawwur Hussain Rana. The NIA has recorded the statements of those who were in touch with Headley during his stay in the city," a senior police official told news agency PTI.
"Rahul Bhatt and the other three are fully cooperating with the police and NIA. All of them have been asked not to leave Mumbai for some time," the source told PTI on condition of anonymity.
The NIA has registered a case against Laskhar-e-Toiba operatives Headley and Rana after their arrest by the US investigating agency FBI for allegedly plotting terror attacks in India.

The terrorist duo David Colman Headley and Tahawwur Hussain Rana had planned to blast two major temples in Kerala -- the Sabarimala Ayyappa temple and Guruyaur Sreekrishna Swami temple -- to spread panic in the state and country, central intelligence sources told rediff.com.
This was reportedly revealed by terror suspects while they were questioned by the Intelligence Bureau in connection with the Headley-Rana case.
Deputy Superintendent of the National Investigative Agency Habeeb Rawuthar has also reportedly questioned several people in Kerala, who had earlier attended the Students Islamic Movement of India [ Images ] camp in Panayikkulam and Vagamon, in connection with this revelation.
Intelligence sources had earlier confirmed that the serial blasts in Jaipur , Bangalore, New Delhi and Hyderabad were earlier planned and plotted at these SIMI training camps.
The state police is also hunting for some men who had attended the camps, but have fled the state. It is searching for the files of those who attended the SIMI camps that may contain details about the plot.
Central intelligence agencies had earlier sent a letter to the chief secretaries of all states warning that the LeT had proposed to attack power installations.
Kerala was believed to be the prime target of the attack, as there are several major and minor hydroelectric power projects in the state.
The state government had also confirmed the threat and had provided security to the power projects, which are mostly located in remote areas.
The Kerala police has, meanwhile, reopened the Ernakulam collectorate blast case that occurred few months ago to ascertain whether Rana or Headley had played a role in it. The blast had been low-key and had been caused using Improvised Explosive Devices.
There are also unconfirmed reports that a group of Kerala-based men, who had received terror training from the LeT through the outlawed SIMI, have crossed over to Bangladesh and is active within the outfit Harkattul Mujahiddin

Hindu organisations on Wednesday warned of fiery protests if film producer Mahesh Bhatt was not interrogated for his son Rahul's 'connections' with LeT operative David Headley.
"Mahesh Bhatt should be interrogated by the top investigation agencies and not the police," Dhananjay Desai, chief of Hindu Rashtra Sena, said. "If it is not done soon, you will see what we can do."
Desai spoke to DNA after presiding over a meeting of other like-minded Hindu organisations. Pramod Muthalik of Shri Rama Sene (Bangalore), Tapan Ghosh of Hindu Samhati (Kolkata), and Arjun Sampath of Indu Makkal Katchi (Chennai) were among the others who attended the meeting.
The Shiv Sena too came down on Bhatt. "Rahul may have had limited connections with Headley. But one thing is clear -- even Mahesh Bhatt is caught in the mud," read an editorial in Saamna, the Sena's mouthpiece.
"Mahesh Bhat and his camp call themselves secular by putting Hindus in the dock. And because of this they sometimes get awards and invitations from the Pope. But when they themselves get a shock of terrorism they start crying saying they are innocent."
The Hindu organisations alleged that Muslims were forcing their Hindu wives to go for jehad. "We have noticed that Muslims men marry Hindu women by either pretending to be an honest and sober person or by threatening them," Desai said. "After marriage they use the women for terror activities. More than 4,000 such cases have been registered all over the country."
Desai and his colleagues have planned protest marches against 'Love Jehad'. "We do not believe in signature campaigns," he said. "We will march to every collector's office and then to the mantralaya demanding stern action against the love jehadis."
Desai had led an attack on Star News in 2006 for telecasting a story which, he argued, showed a Hindu girl who was forcefully married to a Muslim in bad light.
Muthalik was in the news in March after workers of his Shri Rama Sene attacked women in Bangalore for visiting bars and pubs.

RSS headquarters in Nagpur, Kolkata Port and some unidentified defence establishments are also among the likely targets of the "Pashtoon-looking" terrorists, the official said.
The official said that just a few days before the terrorists sneaked into the country some "facilitator" had visited Mumbai to do a recce and to provide information about the possible hotels and guest houses where the terrorists could stay.
The official said instructions have been issued to authorities concerned to tighten security in and around these installations that may be targeted by the terrorists.
According to intelligence inputs, the World Cup Hockey, scheduled to be held in Delhi in February, and some civilian targets in Gujarat could also be targeted by these terrorists who have entered the country with the help of Pakistan-based terror outfit Lashkar-e-Taiba(LeT).
The Home Ministry has already alerted governments of Maharashtra, West Bengal, Gujarat and the Delhi Police to take necessary measures to beef up security in potential targets and intensify patrolling, especially in airports, railway stations, bus terminals and hotels, the official said.

Advocating bold and radical changes in the country's security architecture, Home Minister P. Chidambaram on Wednesday said the setting up of the proposed National Counter Terrorism Centre (NCTC) will result in the transfer of responsibilities of existing intelligence agencies to the new organisation.
"Once NCTC is set up, it must have the broad mandate to deal with all kinds of terrorist violence directed against the country and the people. I am told the US was able to do it within 36 months of 9/11. India cannot afford to wait for 36 months," Chidambaram said while delivering the 22nd Intelligence Bureau Centenary Endowment lecture at the Vigyan Bhavan here.
"India must decide now to go forward and succeed in setting it up by the end of 2010," he added.
Spelling out India's new anti-terror plan, the home minister said agencies such as the newly set up National Investigation Agency (NIA), the National Technical Research Organisation (NTRO), the Joint Intelligence Committee (JIC), National Crime Record Bureau (NCRB) and National Security Guard (NSG) would be brought under the NCTC.
"The positioning of the Research and Analysis Wing (RAW), Aviation Research Centre and the Central Bureau of Investigation (CBI) would have to re-examined and a way would have to be found to place them under the oversight of the NCTC to the extent they deal with terrorism," he said.
"Never before has the Indian state faced such a formidable challenge. Never before have the Indian people been asked to prepare themselves for such fundamental changes in the manner in which the country will be secured and protected."
In Chidambaram's reckoning, intelligence agencies under the the ministries of defence and finance would continue to remain with the respective ministry but their representatives would have to deputed mandatorily to the NCTC.
The National Intelligence Grid (Natgrid) and the Crime and Criminal Tracking Network and Systems (CCTNS) will also come under the NCTC.
The two ambitious projects, when implemented, would mark a quantum jump in police forces' ability to counter terror challenges.
"What will strike any observer is that there is no single authority to which these organisations report and there is no single or unified command which can issue directions to these agencies and bodies," said Chidambaram.
Some of the other ambitious projects the home minister wants to get off the ground are the Business Process Re-engineering of the foreigners division at a cost of Rs.200 million and the Mission Mode Project on Immigration, Visa and Foreigners' Registration and Tracking with the objective of creating a secure and integrated service delivery framework for facilitating legitimate travellers and strengthening security.
"The scheme will network 169 missions, 77 Immigration Check Posts (ICPs), five Foreigners Regional Registration Offices (FRROs) and over 600 Foreigners Registration Offices (FROs) with the Central Foreigners' Bureau. It is estimated to cost Rs.1011 crore, but the rub is it is slated to be implemented over a period of four and a half years," he said.
"The gaps in the visa system have been exposed in a number of cases, the most notable among them being the case of David Coleman Headley. The compelling need to create a fool-proof system cannot be overstated."
The home minister said the government would put in place a mission director and complete the task within two years.
Core policing also had to improve and Chidambaram said the first step in devising a new security system in the country was to recruit more policemen and policewomen.
"In my estimate, states would have to recruit over 400,000 constables this year and in the next two years in order to fill the vacancies and in order to provide for expansion of the police forces."
