NEW DELHI: The two-day interaction between the top leadership of the Rashtriya Swayamsevak Sangh and the Bharatiya Janata Party on issues related to coordination among the various RSS affiliates concluded here on Friday with the RSS reportedly taking a firm stand that the BJP should move away from personality cults. The meeting took place at the residence of the former Prime Minister, Atal Bihari Vajpayee.

A senior party leader said the discussions were confined to areas of concern to the two organisations. This had mainly to do with "coordination" among Sangh affiliates, especially with an eye on the next round of Assembly elections, including in Uttar Pradesh.

The meeting was described as a "routine" and "regular" affair, a mechanism through which the RSS keeps abreast of developments within the BJP, one of its largest organisations. <b>The RSS has been keen that the BJP move away from politics based on personality cults built around the two big leaders, Mr. Vajpayee and Mr. L.K. Advani. It has recommended supremacy of ideology, the party organisation and a disciplined cadre.</b>

Some "corrections" have already been carried out by the BJP on issues like abrogation of Article 360 of the Constitution relating to the special status for Jammu and Kashmir again being taken up by the BJP after the matter was virtually put into cold storage during the six-year period from 1998 when the BJP headed the government at the Centre.

On the Jinnah episode related to Mr. Advani the RSS was able to get Mr. Advani to leave the post of party president as it sent the message out of no compromise or tinkering with ideology. Mr. Advani was made to pay for flouting that rule.

The RSS has reportedly expressed its disapproval of a handful of leaders meeting and taking decisions instead of through the formal "collective" process of decision-making. Once again, this insistence is being seen as finger-pointing in the direction of Mr. Advani who had recently on several occasions convened meetings at his residence in the absence of the party president and announced decisions.

Firmer grasp for RSS

The recent amendment to the BJP's constitution has already strengthened the hands of the `pracharaks' in the party who come to it via the RSS and who maintain a close link with the parent organisation. This will automatically give the RSS a firmer grasp over the BJP's party machine.

This meeting precedes a larger "samanvay baithak" or coordination committee meeting between the RSS and all its affiliates expected to take place this month-end. Issues relevant to the RSS and the BJP, which would be further discussed at the next meeting, were apparently identified at the two-day meeting that ended on Friday.

Keep watching, very interesting times ahead... Mahajan's death was not accidental, rather it was intentional / planned by, cong / Commies, I trust my instincts.... As BJP and CPM have fundamental differences, the former will require a metamorphosis before it can learn from the latter, says Prafull Goradia The valedictory address at the BJP national executive on May 30 by Mr Atal Bihari Vajpayee contained observations invaluable for the return of Hindutva parties to power. A large number of traditional workers, mostly RSS activists, did not participate in the 2004 general election campaign. Mostly those owing personal allegiance to particular BJP candidates worked. The rest had felt disappointed at the party following the NDA agenda.
   
    In this context, there are two sharp differences between the BJP and the CPI(M). The latter has a standing cadre, many of whom are paid a monthly salary. Beyond the party, there are trade unions whose members can also be treated as captive auxiliaries. The BJP has no standing force of workers. Its help is largely confined to RSS activists. They are all unpaid volunteers and are neither professionally nor materially obliged to the party.   

    The second difference is that the CPI(M) seldom deviates from its manifesto, which is the substance of the topics publicly debated at party conclaves. The result is two fold. All office bearers, cadres and active members are on the same wavelength. Second, there are no disappointments on the party swearing one set of policies and following another.
   
    It is not that the Communists do not change directions. They do ever since the early Leninist days. The Russian revolution took place in October 1917. By the spring of 1921, Lenin realised that the USSR needed a change in its economic policy. After full consultations he announced a New Economic Policy, which was criticised as revisionist since it accommodated a dose of capitalist participation. Lenin retorted by saying that any movement needed to take one step back in order to take two steps forward.
   
    Communist parties, too, split, as did the CPI in 1964 over who was more right about the 1962 Chinese aggression on India - Moscow or Peking. Whatever happened, it was in the know of the partymen. They, therefore, felt neither excluded nor let down. In contrast, the BJP apparatchik often felt excluded from the making of policy. Not infrequently, what the leadership did was in violation of the ideology on which the RSS activists had been brought up for seven decades. For example, the top leaders wearing skullcaps on Muslim occasion or green pugrees while campaigning seemed utter sacrilege. The NDA Government not even attempting to abrogate the IMDT Act in Assam was an anathema to most members.
   
    The contention that the only way to remain in power was to toe the NDA line did not persuade partymen to reject Hindutva. Perhaps quite a few of them might have been won over, if the leaders were prepared to share the fishes and loaves of power with them. There are not many constituencies in West Bengal in which the CPI(M) cadres do not enjoy overriding influence. Even the policemen have to listen to them because they are members of the party-led unions. Communist cadres are not used at election time and then forgotten.
   
    Communists respect ideology. They believe it to be the enduring factor that binds the party together. And policy has to be consistent with ideology. That does not mean that ideology was not altered. An outstanding example was when Deng Xiaoping declared that it did not matter whether the cat was black or white so long as it ate mice. It amounted to perestroika without glasnost, in many ways an about-turn or Mao Zedong's orthodoxy of continual revolution. Nevertheless, the CPC members were in step with the change. <b>In contrast, the BJP appear-ed to throw ideology to the wind soon after coming to power. In fact, Mr LK Advani had declared ideology a hindrance to good governance. </b>
   
    On coming to power, the BJP admitted many an opportunist who had no Hindutva roots. Apart from governance, the explanation given was that it was the way for the party to capture the centre ground which the Congress had vacated. Critics alleged that it was Mr Vajpayee's strategy of counterweight against the RSS.
   
      In the bargain, the BJP fell between two stools: Hindutva on the one hand and Congressism on the other. And its leaders did not show the will to keep away from the lure of ministerial power. The CPI(M), too, has leaders who are old and do not have long to go. But the party did not hesitate in disallowing them from becoming Prime Minister of a coalitional jamboree. The BJP will need a metamorphosis before it can learn from the CPI(M).

RSS waiting for court verdict on Ayodhya

Wants Government to alter its `minority appeasement policy'

Rajahmundry: RSS all-India executive council member (media relations) V. Ram Madhav has said that the organisation was waiting for the Allahabad High Court verdict on the Ayodhya issue.

In an informal chat with reporters here on Sunday, Mr. Madhav, who was here to participate in RSS Guru Pooja function, said that the RSS would chalk out its future plans on Ayodhya after the court judgment.

Tirumala issue

Replying to a question on the recent Government Order declaring only two hills to be under Tirumala and the rest of the five under Tirupati town purview, which could facilitate commercial and other religions' activities, he said, "The Government has to change its minority appeasement policy. If Hindus lose their patience, they will revolt against the Government."

`Three issues'

The RSS was planning to take out rallies in each mandal on three important issues, which are bothering people of the State, the former RSS spokesman said.

"Extremism, minority appeasement policy and casteism are the three issues."

Muslim team against bullet-proofing Ayodhya temple

New Delhi, July. 10 (PTI): Prime Minister Manmohan Singh today told a delegation that plans to protect the makeshift Ram temple in Ayodhya with a bulletproof shield cannot be shelved, Delhi Assembly Deputy Speaker Shoaib Iqbal, leader of the delegation, said.

Iqbal said after the meeting that Singh cited last year's terrorist attack on the sacred compound as the primary reason behind the new security plan for the site.

"The Prime Minister said he won't take any risk. He said another attack could lead to a very serious situation and therefore it was necessary to build a bulletproof shield around the site," the JD(S) leader said.

Disappointed with the Prime Minister's refusal to drop the plans for protection of the makeshift temple in Ayodhya, Iqbal vowed to create political pressure on the government to force it to withdraw its decision.

"He rejected our request one hundred per cent and now we will mobilise support of the UPA allies as well as the Left to make the government drop this plan which we feel will give legitimacy to the existing temple there. We would like the allies to pull down the government if it does not accept our demand," Iqbal said.

In its reaction, the BJP described as "highly inappropriate" the demand for withdrawal of plans to provide a bullet-proof cover to the makeshift temple.

"There is a Ram temple which has faced an attack before. The government must ensure its safety. We believe it's the government's responsibility to ensure all places of worship are safe. Any opposition to such plans is highly inappropriate," BJP spokesman Prakash Javadekar said.

NEW DELHI: Taking its cue from the Congress, the Bharatiya Janata Party has formed a "core" committee, which will meet as and when required, apart from the regular sessions of general secretaries and other office-bearers. Ever since Jana Krishnamurthi relinquished office as president and M. Venkaiah Naidu replaced him during the Vajpayee Government, the former Deputy Prime Minister L.K. Advani had been attending every meeting, even if it was an office-bearers' session and he was not an office-bearer.

Even after he quit the post of BJP president early this year — the Rashtriya Swayamsevak Sangh insisted on his resignation following the controversy over his `Jinnah is secular' stance — Mr. Advani continued to attend the meetings presided over by the new chief Rajnath Singh.

But on Monday, when Mr. Singh chaired a meeting here, officially described as a "pure" session of general secretaries, Mr. Advani was not present. Henceforth, meetings of the expanded group, including the president, general secretaries, the former Prime Minister Atal Bihari Vajpayee, the Leader of the Opposition in the Lok Sabha Advani, the Leader of the Opposition in the Rajya Sabha Jaswant Singh, and deputy leaders in Parliament V.K. Malhotra and Sushma Swaraj, will be designated as "core" group meetings, reporters were told.

Significantly, the change has come about just three weeks after a two-day meeting of top party leaders with those of the RSS at Mr. Vajpayee's house here. The question being asked in the party circles is whether this signals the end of Mr. Advani's dominance.

Stir against price rise

Monday's meeting discussed the agenda for the upcoming office-bearers' session, which is expected to finalise the party's continuous programme of agitation against price rise. "We have to concretise agitation plans for the next three months," said spokesman Prakash Javadekar.

"Communal" objection

The party criticised as "communal" and "against communal harmony and peace" the All-India Muslim Personal Law Board's opposition to the proposed security arrangements in the Ayodhya complex. Wherever there was a perception of threat to a place of worship, it should be addressed, Mr. Javadekar said. "It is the duty of the Government to secure the [makeshift] Ram temple following the terrorist attack on it."

In an extraordinary attempt to begin a nationwide people's movement against price rise, terrorism and corruption, <b>the BJP plans to organise protests at one lakh places marked by the ringing of bells on July 24</b>.

The protests would be the culmination of the second phase of agitation to protest against price rise beginning on July 17, the day the BJP workers organise 10,000 dharnas nationwide. The marathon agitation, premised on the slogan of 'Congress Hatao, Desh Bachao', would take off at the conclusion of a two-day long Campaign Against Terrorism (CAT) on July 16.

Coinciding with the start of the Monsoon session of Parliament on July 24, the unique ghantanad (ringing of bells) agitation would begin at 11 am and conclude at 11.30 am.

The action plan for the agitation was finalised at the core committee meeting of the BJP at the residence of former Prime Minister Atal Bihari Vajpayee. Those who attended the meeting were party president Rajnath Singh, Leader of Opposition in the Lok Sabha LK Advani, Murli Manohar Joshi, N Venkaiah Naidu, Sushma Swaraj, Jaswant Singh, VK Malhotra, Bal Apte and Sanjay Joshi.

<b>The campaign against terrorism will take place on July 15-16, giving way to 'Congress Hatao, Desh Bachao' agitation from July 17-24. Between July 17 and 23, all the 900 MLAs and 138 MPs of the BJP along with the district unit chiefs will organise over 10,000 mass awakening campaigns in their respective constituencies to highlight the Government's all round failure. </b>

<b>Never in the past has the BJP organised such a widespread agitation, which, observers feel, is bound to boost the morale of the party cadres. The nationwide protest is aimed at galvanising public opinion against the UPA Government at a time when it was under attack from foes and friends alike on all issues ranging from terrorism, disinvestments to the spiralling prices of essential commodities.</b>

<b>"The Government's inefficiency on all fronts has created such a situation that there is no security for the nation, the people, and food.</b> The common man is facing the worst of inflation, but finds to his dismay a totally non-functional Government. How secure are the people from terrorists needs no clarification," BJP spokesman Prakash Javadekar said, adding, the second phase of agitation would be historical in more ways than one. "Never in the past has the BJP organised an agitation on such a large scale," he admitted.

<b>During the two-day CAT, LK Advani would lead demonstrations in the Capitals of Gujarat and Madhya Pradesh, Rajnath Singh in Nagpur and Gujarat and <span style='color:red'>Chief Minister Narendra Modi in Mumbai. Former Prime Minister Vajpayee would hold the fort along with Sushma Swaraj in Delhi. The other leaders who would attend CAT in different State Capitals include Murli Manohar Joshi, Venkaiah Naidu, Jaswant Singh, Shahnawaz Hussain, Bal Apte, Kalraj Mishra, Vinay Katiyar, Ananth Kumar, Prakash Javadekar and Sumitra Mahajan.</b></span>

"After the serial blasts in Mumbai, the Government must initiate hot pursuits to deal with the menace of terrorism. There has to be tough laws in place to tackle terrorism. You cannot afford to be lenient in dealing with the terrorists at all," Javadekar said.

About the ban on Students' Islamic Movement in India (SIMI) and UP Government's stand on the outfit, the BJP leader said: "There is sufficient ground to justify the ban on the organisation. The information that has been supplied to Mulayam Singh Yadav by the Maharashtra Government about SIMI links to the recent seizures of weapons and ammunition in different parts of the State is sufficient to justify the ban on the organisation."

Bhopal, July 16. (PTI): Accusing the UPA Government of failing to safeguard national security and economic interests of the common man, senior BJP leader L K Advani today said the time was ripe for his party to get revitalised and bounce back to power.

"True, we lost in the Parliamentary elections in 2004. But so what? in the past two years, a lot of `manthan' (analysis) has taken place at all levels of the party," Advani said at the silver jubilee celebrations of Bhopal edition of `Swadesh' Hindi daily.

"I have no doubt that this collective introspection, combined with our collective determination, will enable the BJP to bounce back to power," the Leader of Opposition said.

Coming down heavily on the UPA Government, he termed it as a "disaster" and accused it of "failing on all the vital fronts from national security to economic security of the aam aadami (common man), kisan and middle classes."

In a significant move, the RSS has asked the Hindu community to organise themselves under Dalit leadership and said "good Hindus" were present in all political parties.

Speaking through a hard-hitting editorial published in latest issue of RSS Hindu organ Panchjanya it said, "So long as those believing in caste hierarchy continue to dominate among the Hindus, it would be difficult to instil courage in their spines... Hindu society too can jump over this ocean of crises, challenges and self-ignorance if they start viewing Dalits as Ram and Hanuman, touch their feet, organise under their leadership and as disciples form an aggressive organisation. Only Dalits and the deprived can uplift us, this is an undoubted truth."

The 'Special Editorial' sought to remind the readers that the people, who "insulted" Hindu deities in IGNOU textbooks, honoured painter MF Hussein despite his naked depiction of Goddesses, got the Shankaracharya arrested and made an "onslaught on the sanctity and system" of Tirupati, were those "who are believed to be among the upper castes".

The RSS, which has all along supported the BJP, said, "Good Hindus can be seen in other parties also. The only difference is that some find it politically beneficial to talk about Hindu interests occasionally and if opportunity demands, while others don't think so."

From the viewpoint of Hindu interests, we should be expecting such a situation where in irrespective of party affiliations and differences, they should unite when it comes to any harm to Hindu interests, the editorial added.

Congress, Left parties alienated Muslims : BJP

JAIPUR: The Bharatiya Janata Party's Minority Morcha has accused the Congress, the Samajwadi Party, the Telugu Desam Party and the Left parties of alienating the Indian Muslims from the rest of society and depriving them of their "Indian-ness" for the sake of votes. These parties emotionally exploited the minorities by creating apprehensions in their minds about the followers of the Sanaatan religion (Hinduism), it charged.

The national executive of the BJP Minority Morcha in its political resolution at the three-day convention now under way here found fault with the Congress and Mohammed Ali Jinnah for the "conspiracy" which divided the country on the basis of religion. The Congress and other parties, which created hatred and fear in the minds of Muslims, were the biggest obstructions in the mental, social and cultural development of Muslims in the country, it said.

Accusing the United Progressive Alliance Government at the Centre of indulging in "vote bank politics", the BJP minority front warned against the Sachar Committee's attempts to take stock of the presence of minorities in the armed forces, judiciary and other areas of public life. "The Muslims will get nothing out of this. Instead, it will disturb the communal fabric in the country," the morcha resolution said while demanding the scrapping of the Sachar Committee.

The convention blamed madrasa education for the slow progress of Muslims. Lack of proper education was keeping the Muslims away from contributing to national development. "The Morcha is of the view that the contribution of 12-15 per cent Muslim population to the nation's progress is negligible. The outdated madrasa education is responsible for this."

"The BJP has been the benefactor of Muslims and other minorities. The party is concerned about their backwardness," said the resolution which appealed to the minorities not to get lured into the trap of the Congress and other parties.

The convention, also addressed by Rajasthan Chief Minister Vasundhara Raje and State BJP president Mahesh Sharma, said the Minorities Morcha would initiate a survey of madrasas. It will attempt to introduce new subjects without interfering in the religious education provided by them.

Ms. Raje in her address said the BJP Government treated the minorities as participants in the development process and not as a vote bank.

NEW DELHI, JULY 30:The revelation by Arun Singh, Minister of State for Defence in Rajiv Gandhi’s Cabinet, that “somebody” had been paid off in the Bofors gun deal and that it was the job of the executive—and not Parliament or CBI or the judiciary—to track down the culprits was endorsed today by both the BJP and the Left who said it reinforced their suspicions.

Responding to Singh’s remarks made in an interview (FULL TEXT)to Shekhar Gupta, Editor-in-Chief of The Indian Express on NDTV’s Walk the Talk programme, BJP’ Ravi Shankar Prasad said “right from day one, the Congress government had been trying to shield” all those connected to the Bofors deal.

CPI MP Gurudas Dasgupta, who leads the party in Parliament, said, “We should find out the beneficiary in the payout of commissions by the Swedish company. It is unfortunate that a proper inquiry was never done in the case.”

Dasgupta said there was “always” an air of suspicion in large Defence purchases in India because there was “no transparent mode” of transaction. “What is needed is a proper system for utilization of funds in Defence deals,” he said.

The Congress, however, countered the accusations, with party spokesperson Jayanthi Natarajan saying the Congress had always maintained that the Bofors scam was a “fabricated case” and that the party position had been vindicated by the Supreme Court.

The BJP, however, said that the Ottavio Quattrocchi link in the Bofors deal was still very important and needed to be probed. “The way in which the Quattrocchi issue was handled and the speed with which his (London bank) accounts were defrozen need to be investigated,” Prasad said, adding Arun Singh’s remarks reinforced the impression that the ‘Q’ factor would become alive again.

Prasad said the “elusive beneficiary” had gone out of bounds because of the “indulgence” of the Indian government but claimed no such indulgence had been shown to him during the NDA regime.

The Congress brushed aside the charges. Natarajan said that “for the last 15 years” non-Congress governments had come to power “using the Bofors card” but none had been able to produce any evidence.

The failure analysis of the last elections shows that NDA lost power due to the collapseof TD in AP. Hence AP is crucial for INC to retain and a lot of effort is underway to ensure that.
It is another matter that TD thinks it lost power due to its 'alliance' with BJP and has now drifted to its commie friends. Right now TD is in doldrums but made some showing in the ZP elecions in Telengana. If it can hurt INC chances in Telengana and reduce the Lok Sabha seats even in alliance with the commies the NDA/BJP return is possible.

Regarding Jaswant Singh's book please read it before talking about moles and gophers. Better read Talbott's book too at same time. This mole business is being raised by INC which is strong in national Insecurity with a spate of spy scandals and is trying to say NDA is also afflicted by not taking action against a mole in a former INC administration! What they are saying is the INC is not guilty as it was not aware of the mole business in 1995 where as the NDA is for it knew about the mole as per JS book. It begs the question that by the time NDA was in power the mole might have fled. The question is about US access to Indian decision making process and not some fixing the leak.
