The leadership in the society has mostly remained with the first category, the Pashtuns. In Fata, the administration and the tribal maliks derive legitimacy and authority from the written laws of the state. The role of the religious functionary is not defined in any law of the land and is restricted to the performance of some religious rituals. However, over the years, he is not content with this role and wants to be an active member of the decision-making body of Pashtun society. This was realised when, in November 1994, madrassa students, the Taliban as they came to be known, captured Kandahar and, within two years, took control of about 90 per cent of Afghanistan. Also, the distinction between the Pakistani Pashtun Taliban and the Afghan Taliban is not clear or well-defined. This is because, over the centuries, the Pashtun on either side of the Durand Line have never accepted the border. The British were, in fact, aware of this and granted what were called ââ¬Ëeasement rightsââ¬â¢ to the tribals for cross-border movement. Similarly, events in Afghanistan affect Fata and Khyber-Pakhtunkhwa (KP). To correct the popular perception that the Taliban came to the fore in Pakistan after 9/11, in 1998 a Taliban force had appeared in the Mirali area of North Waziristan. By 1999, they were in control of Mirali and part of Orakzai Agency. Waves of Talibanisation spread to different parts of Fata and KP and, by mid-2000, the torching of video cassettes and TVs, considered as signs of obscenity, were a common sight in parts of KP. After 9/11, the Taliban kept a low profile but resurfaced around 2003. Their agenda is Pakistan-centric and they exploited the vacuum created by the killings of maliks and the absence of the stateââ¬â¢s writ. Since the state did not react, the ordinary tribal had no option but to accept Taliban rule. In February 2005, Baitullah Mehsud signed an agreement pledging that his forces would not cross the border to fight Nato. The Taliban of North Waziristan did the same thing in September 2006. The agenda of the Taliban is to acquire power and to create their own state in Fata, which they will then extend to other areas of the country. The civilian governmentââ¬â¢s reaction to Bhattiââ¬â¢s death has outraged many Muslim and Christian Pakistanis. As after Taseerââ¬â¢s murder, it retreated into vague bromides. At Bhattiââ¬â¢s funeral in Islamabad, Prime Minister Yousaf Raza Gillani vowed to ââ¬Ådo the utmost to bring the culprits to justice.ââ¬Â There was no mention of who these culprits were (the Tehreek-e-Taliban of Punjab has claimed responsibility), no mention of the ideologies, religious parties and jihadi organizations fueling their actions, and no mention of the blasphemy laws that Bhatti had campaigned against. But the deaths of Taseer and Bhatti are the outcome not just of the Pakistan Peopleââ¬â¢s Party abandonment of the principles that once made it an appealing, popular force. They are the result of a decades-long imbalance in governance and power, which now has the PPP and other liberal and centrist civilians cowering in fear. The failure of the political classes to initiate democratic, constitutional reform after Pakistanââ¬â¢s separation from India in 1947 [color="#FF0000"]enabled the military to quickly define ââ¬Ånational interestââ¬Â as an anti-India ideology.[/color] This ideology, a type of Islamic nationalism, is one from which the Pakistan military has reaped rich dividends. It has kept civilian politicians on the defensive and the people numbed. With the onset of the Cold War the U.S. armed Pakistan for its own strategic purposes. When the Pakistani army undertook adventures creating instability in the regionââ¬âwars with India and attempts, eventually successful, to build nuclear weaponsââ¬âthe U.S. suspended military and economic aid. But the Soviet invasion of Afghanistan in 1979 put the Pentagon and the Pakistani army on good terms again. This time, Gen. Zia extracted huge sums from Washington: Pakistanââ¬â¢s army was paid billions of dollars in direct correlation to its usefulness in organizing an anti-Soviet Islamic jihad. The ââ¬â¢90s saw a nasty separationââ¬âaid was suspended againââ¬âand a reunion followed after 9/11, when the U.S. needed Pakistanââ¬â¢s help in Afghanistan. Now Ziaââ¬â¢s ââ¬Åchildrenââ¬Â have come of age. Extremists of all stripesââ¬âthe Taliban and the mujahedeenââ¬âroam the streets of Lahore and Karachi unchecked by the security agencies who once thought it would be a good idea to arm them. Anger and frustration fueled by inequality are making young Pakistanis turn to religion for answers. As in Egypt, over 60% of the population of Pakistan is under 25. Unlike Egypt, they want an Islamic revolution, not a democratic one. Salman Taseerââ¬â¢s police bodyguardââ¬âall of 26 years oldââ¬âkilled him for ââ¬Åinsultingââ¬Â the Prophet Muhammad. Late Thursday morning, there came in the news that U.S. drones launched a strike in the Datta Khel area of North Waziristan. Initial reports by most of the local media said that two missiles were fired at a house in which militants were said to be holding a meeting inside, killing 4 people and injuring several others. But the death toll has kept rising as more information came in from the remote area with inadequate communication facilities. Some local media reports said the target of the U.S. drones is a house at a village in the Datta Khel area in which a meeting was being held by local Taliban militants while others reported that the target was actually a tribal "jirga" or council of elders to resolve dispute over the ownership of minerals in the mountains in North Waziristan tribal region. According to a tribal elder who asked to remain anonymous in a telephone interview from Miranshah, center of North Waziristan, the tribesmen from Madda Khel tribe were holding a meeting at Nawai Adda area, some 25 kilometers from Miranshah, when two U.S. drones fired four missiles at the participants of the tribal council at 11:30 am (local time) The elder said that the strike killed 41 people including six tribal elders and some children. The injured were later transferred to the hospital in Miranshah and some of them were in critical condition, said hospital sources. The tribal elder rejected the reports that the target was a meeting held by militants. He said that all were local tribesmen. He said that the Madda Khel tribe had sold a chromite mine on 8.8 million rupees (slightly over 100,000 US dollars) to a man and both parties later disagreed over the payment method and the jirga was called to settle the dispute. Member of National Assembly from the region, Kamran Khan, condemned the drone strike and said that mostly innocent people were killed and injured in the Thursday's strike. Residents said that they had seen four drones hovering over the area before and after the attack. They said two aircraft fired missiles. Thursday's strike is the 23rd of its kind in Pakistan since 2011 and also one of the most deadly strikes in the country over the last few years. To date, at least 187 people have reportedly been killed in such strikes since this year.
