<b>Statement of Dr. Subramanian Swamy, President of the Janata Party.</b>

The proposal of the NCP leader Mr. Praful Patel to support Ms. Sonia Gandhi or Mr. Rahul Gandhi for the post of Prime Minister after the next General Elections to the Lok Sabha, is laughable and unimplementable.

Under the reciprocity proviso to Section 5 of the Citizenship Act, Ms.Sonia Gandhi is ineligible for the post of Prime Minister of India because in Italy Indian taking Italian citizenship cannot become the Prime Minister and hence on reciprocity, Italians becoming Indian citizens cannot become Prime Minister of India. It was this proviso which was responsible for the somersault of Ms. Sonia Gandhi, from staking the claim for Prime Ministership on 16th May, 2004, and then withdrawing the same in favour of Dr. Manmohan Singh on May 18th, 2004. Although this proviso has since been deleted by the then outgoing NDA Government, it is however illegal because the said deletion was carried out on an Act passed in January 2004 for NRIs. Under the Objects and Reasons of the Bill moved in Parliament to enact this law does not empower the Government to delete the said proviso to Section 5 of the Citizenship Act. Hence if Ms. Sonia Gandhi stakes her claim to the Prime Ministership of India it is subject to challenge in court along with the challenge to the deletion of the said proviso to the Citizenship Act.

<b>As far as Mr. Rahul Gandhi is concerned, he was born when his mother was still an Italian citizen and hence his name was under Italian Citizenship Act automatically entered in the Citizenship Register maintained by the Italian Government and the Italian Embassy in New Delhi. Mr. Gandhi has never renounced his Italian citizenship and hence the legality of his Indian citizenship can also be challenged since India does not recognize dual citizenship.</b>

What further exposes the Government to ridicule and worse is the fact that Mr Antulay remains unrepentant. Indeed, his arrogance is truly astonishing: Asked about the Opposition's demand that he should either resign from office or be sacked by the Prime Minister, he told newspersons on Tuesday, "the Opposition can touch my feet and ask for my resignation or touch the feet of the Prime Minister and ask him for Antulay's sacking (but nothing is going to happen)". These are not the words of a demented individual, but a cunning politician who sees merit in playing the Islamist card and thus reaching out to fanatics among us. The Government's inaction has emboldened Mr Antulay sufficiently to assert, "My loyalty to the country is much more than that of those who are questioning my loyalty.<b> If Antulay is supporting Pakistan then everybody in India is supporting Pakistan."</b> This is a patent lie. New Delhi: In a move that goes a long way in mainstreaming Madrasa students across the country and help clear their way to higher education, the Human Resource Development (HRD) Ministry is all set to grant madrasa certificates equivalence to the Central Board of Secondary Education (CBSE).

A key recommendation of the Sachar committee — and also on the PM’s 15-point programme for minorities — a special panel set up by the Ministry recently recommended that in states where madrasa certificates are recognized as equivalent to secondary and senior secondary level, these should also be granted equivalence by the CBSE.

The notification is expected soon and will benefit some 7000 madrasas and 3.5 lakh students in seven states that have madrasa boards: Uttar Pradesh, Bihar, Madhya Pradesh, Jharkhand, Orissa, Assam and West Bengal. This will also apply to madrasa certificated already issued.

In states without a madrasa board, the panel has recommended that students should have an option to approach a madrasa board in a neighbouring state to avail of the CBSE equivalence.

For enrolment of madrasa students in post-graduate courses, universities like Jamia Milia University, Jamia Hamdard and Aligarh Muslim University recognise graduation certificates from madrasas for select courses. The committee has recommended that this should be replicated across universities and for all courses. The University Grants Commission (UGC) has also constituted a committee to look into the issue.

Another promising candidate for the top spot is the 'human rights brigade'. Unfortunately, presently shell-shocked by the Mumbai attacks, most of them have gone back into the woodwork. They would resurface once the terror trial begins and demand 'justice' to the terrorist, tarnish the reputation of NSG commandos who saved lives, and launch an agitation. They will again invoke the Babri masjid demolition to justify the terror acts. But all that is likely to happen in 2009 and hence they do not qualify in this year's contest.


<b>Finally, we can cite the perfect villain in no less a person than an august Union minister. Yes, I refer to A R Antulay</b>. Since public memory is short, let us remind the readers that he is the same person who had to resign as Maharashtra chief minister on corruption charges in the infamous 'cement scandal' many years ago, which adds to his pedigree.

When Antulay rose in Parliament and cast doubts about the circumstances of death surrounding Mumbai's three top police officers, he killed several birds with one stone. First and foremost, he came to the rescue of a beleaguered Pakistan, who now could flaunt his statement to peddle conspiracy theories of how the whole thing was a joint operation by Mossad, RAW and CIA. He also tired to divide the Mumbai police into pro and anti groups so that they should become ineffective. And finally, he pointed figures at the Armed Forces as possible conspirators in this incident as well as the Malegaon blasts. A great leap of faith indeed.

In sheer audacity and brazenness Antulay leaves behind the Gabbar Singhs, Dannys or Prans of Bolywood by miles. And like a champion villain, after doing his deed, he flashes a 'V' sign! A mark of true villain who is proud of his villainy. <b>My vote goes wholeheartedly to Antulay as Villain of the Year 2008.</b>

But there is a tiny doubt in my mind, Antulay's villainy is out in the open, yes, but ought we not to consider who prompted him and continues to protect him? After all, he still continues to be an honourable minister in the Union cabinet. Wouldn't his protector be the true Villain of the Year?<!--QuoteEnd--><!--QuoteEEnd-->

Radhakant seeks Sonia's help to escape from murder case

But Ashok Gehlot knew what he was doing when he named Golma Devi as one of his ministers, he was obeying the compulsions of caste politics. <b>The Congress played the caste card to the hilt during the Vasundhara Raje era, pitting the Jats against the Gujjars and the Gujjars against the Meenas. When that was still not enough to propel the Congress to a simple majority in the Vidhan Sabha, Gehlot was forced to turn to independent MLAs.</b>

The Meena leader Kirodi Lal, the MLA from Todabhim (Karauli), was once one of Vasundhara Raje's ministers, but then became one of the BJP rebels. He now leads a group of five independent MLAs that hold the balance of power. Kirodi Lal apparently refused the offer of a ministry for himself, but demanded a seat at the table for his wife, Golma Devi.

The fact that Kirodi Lal refused office indicates that he is unwilling to be associated too closely with the Gehlot administration, especially with Lok Sabha elections around the corner. After the oath ceremony, the beaming husband told the media that with Golma Devi in office he himself would take over household duties; the dutiful wife duly attested that her husband could make excellent gajar mattar, daal-baati. Ashok Gehlot must be hoping that Kirodi Mal's culinary talents do not extend to cooking up trouble!<!--QuoteEnd--><!--QuoteEEnd-->
