Vasundhara Raje's Government has presented a Budget with unique features and shown that it can generate resources, says Lokpal Sethi

Rajasthan's Budget for 2007-08 has many innovative and unique features that focus on youth development, poverty alleviation and social sector development.

As per the recommendations of 12th Finance Commission, the Rajasthan Government adopted the FRBM Act in 2005 to bring fiscal deficit down to three per cent of the GSDP by 2008-09. With two years to go to meet that target, the Government has already almost achieved the goal of curbing fiscal deficit.

The Budget shows that the Government has vastly improved financial management by generating a surplus revenue of Rs 214.77 crore, which is .75 per cent of the total revenue. This indicates the sound financial health of the State and the resource generating capability of the Government. Though the surplus revenue is marginal, it would serve as a sound foundation for better fiscal management in future.

Keeping all this in view, the Government has decided to amend the FRBM Act of 2005 to create a Rajasthan Development and Poverty Alleviation Fund, a first of its kind in the country. Initially, the Government will transfer Rs 300 crore to this fund. Chief Minister Vasundhara Raje, who holds the finance portfolio, does not see this as a populist, one-off measure, but a permanent arrangement. Backed by legislation, the fund cannot be abolished and future Governments will have to transfer part of their surplus revenue to it.

With the number of youth increasing, Ms Vasundhara Raje has let it be known that she is determined to look after this section of society. In the Budget, she has announced an allowance for unemployed graduates. Under this scheme, each registered unemployed graduate will get a monthly allowance of Rs 400. Unemployed graduate women will be entitled to a higher allowance of Rs 500 while physically challenged unemployed will be entitled to Rs 600 every month.

To encourage education among girls in rural areas where they have to travel a long distances to reach schools, a novel scheme has been formulated. Under this scheme, the Government will bear 80 per cent of the cost of bicycles purchased by school-going girls. If the distance from home to school cannot be covered on bicycle, the Government will provide Transport Vouchers to girls. Each of them will be entitled to vouchers worth Rs 5 every day. A group of girls can pool these vouchers to hire a vehicle to attend school.

Even as other State Governments talk of a pension scheme for the unorganised sector, Ms Vasundhara Raje has announced a voluntary contributory scheme.

Before the BJP came to power in December 2003 and Ms Vasundhara Raje took over as Chief Minister, the State's finances were in a shambles. It had become a State that perennially lived on Reserve Bank overdrafts ranging between 60 and 118 days. During the past three-and-a-half years, the State Government has not taken even a single day's overdraft from the RBI.

The Finance Commission since 2004 has been satisfied with the BJP Government's management of finances. During the first year of the BJP Government, the Commission gave Rs 59 crore as incentive to the State for better financial management. For the current year, the incentive will amount to more than Rs 400 crore.

Apart from Ms Vasun-dhara Raje, Principal Secretary, Finance, Rajiv Mehrishi, one of the main architects of the 2007-08 Budget, and his team of officials have reasons to be satisfied. They have received a pat on the back from the Finance Commission, the Planning Commission and Union Finance Minister P Chidambaram for their management of the State's finances. Mr Mehrishi and his team have translated Ms Vasundhara Raje's vision into action through the Budget.

In 2003-04, the Annual State Plan's size was Rs 4,285 crore. The then Congress Government, headed by Mr Ashok Gehlot, had taken the stand that it was not in a position to generate additional resources to increase the size of the Plan. The size of the Annual Plan for 2007-08 is Rs 11,639 core, a near three-fold increase over 2003-04. The Planning Commission approves the Plan size of any State Government according to its capacity to mobilise resources. When the State Government proposed an Annual Plan of Rs 11,569 crore, the Planning Commission, acknowledging that the former has the capacity to generate resources, increased the size by another Rs 70 crore.

When Ms Vasundhara Raje presented her first surplus Budget for 2003-04, many experts expressed their doubts as they were of the view that the finances of the State were in a mess and there was no hope to increase tax revenue. But, revised Budget estimates of that year showed that the Government had not only achieved its revenue target, but also surpassed it in many areas. Since then, she has been presenting surplus Budgets. For the next financial year, the Budget surplus, it is estimated, would be around Rs 359 core.

In the past, Finance Ministers have announced many welfare and development schemes in their Budget speeches without making specific financial provisions. This is the first time that the State Government has announced several welfare schemes, involving Rs 1,200 crore, and made the financial provisions in the Budget to implement them during the fiscal.

The approach of the BJP Government has been to reduce taxes, the assumption being that lower taxes will encourage people to pay their dues instead of cheating on them. So, even after reducing taxes, revenue collection has increased by 20 per cent. As in the previous three Budgets, this time too Ms Vasundhara Raje has not imposed any new tax. At the same time she has rationalised many of the existing taxes.

The BJP Government did its homework before introducing VAT in the State. This has paid rich dividends with collections set to increase by over 20 to 25 per cent in the coming years. Since VAT involves traders issuing cash memos, the Government, to encourage consumers to insist on receipts, has come out with a novel scheme: A lottery will be drawn with the cash memos and the winner could win up to Rs 1 lakh.

PATNA: Even as investment proposals have started trickling in, Bihar currently seems to be more interested in preparing the right ground to translate the proposals into reality. As everything has to be started from scratch, the state has been trying to garner help even from "outside the box".

The innovative approaches, the government claimed, has helped create a climate for private investment and India Inc, while appreciating the moves, has agreed to become Bihar's emissary.

While chairman of Aditya Birla Group Kumarmangalam Birla will look after harnessing the private sector in Bihar, vice-chairman of Mahindra & Mahindra Anand Mahindra will be involved in harnessing agriculture. Similarly, Sunil Mittal of Bharti Airtel will extend his cooperation in mainstreaming the rural economy.

These are a few big names from the corporate sector who have agreed to change the face of Bihar through their active involvement and suggestions.

This is one of the positive outcome of the first-ever meeting of Bihar Development and Investment Promotion Council (BDIPC) held on Tuesday.

A dozen sectoral groups to be known as 'Abiding Initiatives', each headed by a top CEO, have been formed to help formulate and fine-tune policies. The easing credit flow initiative will be headed by ICICI MD K V Kamath, while noted architect Hafeez Contractor will draw the blueprint for urban design.

Priya Paul, chairperson of Apeejay Surrendra Group, who showed keen interest in tourism development will head the group on tourism, travel and employment potential and RPG Enterprise V-C Sanjeev Goenka will oversee the energy concern. Chairman Max India Analjit Singh has been involved in new health paradigm.

With a stress on popularising Brand Bihar, an initiative has been shaped for state's image building.

Dehradun, May 03: The Uttarakhand government has begun an inquiry into allegations that yoga guru Baba Ramdev's ayurvedic pharmacy was producing a medicine that helps women deliver male children.

The inquiry follows a directive from the Centre to the state health department to inquire into the factual position regarding the medicine.

Uttarakhand Director General (Health) B C Pathak confirmed that notices have been issued from the Centre in this regard.

"We have asked the Hardwar Chief Medical Officer to hold an inquiry into the alleged medicine," Dr Pathak said.

A year ago, the state government had absolved Baba Ramdev on allegations by CPI(M) leader Brinda Karat that his Hardwar-based Divya Yog pharmacy was producing medicines from human skulls and animal parts.Â

DMK fraternal war turns bloody, 3 deadQUOTEThree employees of a leading newspaper were killed here in a vicious mob attack on Wednesday triggered by a survey that said Tamil Nadu Chief Minister M Karunanidhi's younger son MK Stalin was more popular than the elder son MK Azhagiri. The incident sparked off arson and lawlessness across the state's southern districts.

Azhagiri's furious supporters stormed the office of Dinakaran newspaper following the publication of a survey stating said that 70 per cent of people in Tamil Nadu considered Stalin, now the local self-government minister, to be the political heir to the ageing Karunanidhi.

Within hours, the violence spread all over Madurai and in neighbouring areas, with highways shut down and public vehicles attacked in the gory expression of sibling rivalry in Tamil Nadu's first family.

The first two victims of the violence were both computer operators in Dinakaran, owned by the Sun Group of Kalanidhi Maran, elder brother of India's Telecommunications Minister Dayanidhi Maran.

Police reported violence from Cumbum, Theni, Kamuthi, Gudalur, Dindigul, Tirunelveli and Tuticorin districts as well. At least 35 people were arrested from various parts of Madurai and other cities.

In the published survey, only two per cent reportedly opted for Azhagiri and another two per cent rooted for Kanimozhi, Karunanidhi's daughter. The survey was conducted in association with A.C. Nielsen.

In Chennai, 68 per cent of the people reportedly preferred Stalin and one per cent Kanimozhi while Azhagiri drew a blank.

Azhagiri has for long been in charge of party affairs in the southern districts of the state and has his base in Madurai. But even here he was the choice of only six per cent of the people.

Karunanidhi had found himself in trouble only the day before when another poll published in Dinakaran on "Who is the best minister at the centre from Tamil Nadu?" placed Dayanidhi Maran at the top and union Health Minister Anbumani Ramadoss, son of ally PMK leader S. Three killed in attack on Dinakaran office QUOTETwo computer engineers and a security personnel of 'Dinakaran', which had published the opinion poll that gave 70 per cent rating for Stalin over two per cent for Azhagiri as Karunanidhi's successor, perished in the fire.

Two victims were identified as Gopi(30) and Vinodh(25), both computer engineers. They were asphyxiated when they re-entered the office to save the computers. Fire tenders took more than four hours to douse the flames.

This is sad, they lost life because of two scums fighting for power.

N.Ram has his own stakes in SUN empire and that is why he had made a visit to Madurai and written a lousy editorial talikg of press freedom, etc. At the same time, he is also aware that he cannot afford to side with Marans antoganising Karunanidhi (Kanimoshi has a cabin in The Hindu), as MK has the capacity to make Sonia throw Dayanidhi in to the dust bin, over a phone call.

Now, since the two brothers & their step sister have rallied behind their father, the women folk of Marans are believed to put pressure on both the camps for a compromise.Â

An eyewash called CBI investigation has been ordered. Azhagiri will be saved. A few scapegoats have already been lined up and compensation for them has already been done throwing a few lakhs. The poor & innocent victims have already been silenced with 15 + 2 lakhs. A few more lakhs may be given. Marans may be forced to compromise at least till the time MK is alive, which is the solution needed by N.Ram.

Today's function will definitely be the height of Dravidian Sycophancy duly supported by the bunch of pseudo-secularists, who have lined up from outside TN. Marans may not attend, but never mind, a compromise is there in the offing engineered by people like N.Ram, who have their own interests in both the camps.

Dayanidhi Maran resigns from Union CabinetQUOTEHigh-profile Communication and IT Minister Dayananidhi Maran on Sunday night resigned from the Union Cabinet after DMK decided to get him removed from it in the wake of the severe embarassment to Chief Minister M Karunanidhi following the exposure of chinks in the party's first family.

Sun TV, owned by Dayanidhi's elder brother Kalanidhi Maran, reported that the union minister has sent his resignation from the cabinet.

The resignation by Maran, the 41-year-old son of late Murasoli Maran, nephew of Karunanidhi, came under mounting demand within the party four days after "Dinakaran", a daily owned by the union minister's elder brother Kalanidhi Maran, was attacked in Madurai in which three people lost their lives.

Earlier in the day, a meeting of DMK's administrative committee in Chennai adopted a resolution urging Prime Minister Manmohan Singh to remove Maran from the cabinet.Â

Sources said Karunanidhi is understood to have written to Prime Minister Manmohan Singh urging him to drop Maran.

According to top sources in the government, while there is talk that Karunanidhi's daughter Kanimozhi may be brought to the Centre as a Rajya Sabha member and perhaps a central minister, Maran's return cannot be ruled out.

The office of SUN TV, headed by Kalanidhi Maran, the brother of the Union minister, is within the premises of the DMK headquarters. While work is on to build a new corporate office for the channels, this is yet to work out.

"The SunTV employees, however, are going to work and are not being harassed by the DMK cadre," said a party source.

What is more problematic is the cable network, which is controlled by the DMK cadre. It is not clear if they will continue to broadcast the SUN channels.

NDTV 24+7 is following closley on the heels of its mentor Sonia Gandhi who significantly christianised the party machinery after her advent.

Now during the course of this news analysis, reference was made to Kanimozhi, Karunanidhi's daughter who, not to be left out of dynasty DMK politics, has also thrown her hat in the ring to give her brothers Stalin and Azhagiri a run for their money.

When reference was made to Kanimozhi the smirk on the good reverend's face slipped to make way for the simper. Kanimozhi has a cabin to herself, befitting her elite political connections, in The Hindu.

Now Kanimozhi and the good reverend Gaspar were jointly in the t of promoting state-funded Christianised 'tamil' art originating in 'Kalaikaveri' in Tiruchi, a Christian art school pirating Hindu clasical Carnatic music, haratanatyam and the folk arts like the therukoothu.

In the course of the festival the good reverend openly supported the LTTE and spoke of them as being the sole representatives of the Tamils of Sri Lanka. 

Karunanidhi, after it was established that TN fishermen were killed by the LTTE (something i cld have told him 5 yrs ago), threatened to arrest Vaiko, another rabid LTTE supporter.

Now his daughter's bosom friend, the good reverend Gaspar, is also publicly supporting the LTTE and its murderous ways.

But just as the law of the land does not apply in TN to the obnoxious Azhagiri, it does not apply to Kanimozhi either for being accessory to the fact called Jagath Gaspar

Now the witches brew in TN with dravidian politics, church and LTTE being given high media visibility by the Christian NDTV 24+7, is being stirred unchallenged and with impunity.

Now add to this the fact that The Hindu catÂ doesnt know which way to jump - it is perched perilouly on the wall that is ideologically close to the dravidian, christian, MarxistÂ concoction but is also married in to the Maran family!!. 

Karunanidhi, trapped by his fondness for the witches brew, and also alerted by the brahminised AIADMK, used Azhagiri to protect his dravidian-christian-LTTE party. He cleansed his party of the tainted by Brahmin blood Maran influence.

Now we can all be one happy Periyar family again. See the rapid and meteroic rise of the good reverend, tux, gardenia-on-the-lapel et al.

QUOTEÂ Â N.Ram visited Madurai on the fateful day and demanded nothing short of a "CBI enquiry" and Karunanidhi obliged immediately. While SUN TV was crying for the arrest of Azhagiri, N.Ram never commented about him. Then N.Ram organized a rally of journalists in Chennai demanding actions against the perpetrators of violence, while DMK & the Marans were fighting out openly.

The opinion poll was a calculated move by the Marans, which was dismissed as a stupid move by N.Ram, while he tried to give a picture of "Assault on press freedom" to the Madurai episode. It seems clear that, particularly after Dayanidhi's press meet yesterday, the Marans have decided to get out of the first family. The Marans may lie low till the last days of Karuna and after that, they may take on the "Sons" with full vigor. The "Sons" cannot match the Marans in money power; media power and business acumen and they cannot get the support of either BJP or Congress in future, especially after the days of Karuna. Moreover, animals like Jayalalitha, Ramdoss & Vaiko are also waiting with watered tongues to take as much cadre strength as possible from DMK, especially after the days of Karuna.

At such an eventuality, the cat on the wall N.Ram, will jump to the side of Marans, because, only on his advice the Marans are expected to lie low till the days of Karunanidhi ends.

Now, after Maran's exit, Kanimozhi has been brought to the limelight on expected lines. The media, with the advent of the present DMK government, has been exposing her with undue praise & recognition, as if she is a littÃ©rateur, poetess and an expert on art & culture. The dam squib show of "Chennai Sangamam", which was organized by her with association of the Revered rascal Jagat Gaspar Raj has been hyped & reported by the media as a successful show, and then on, the media has been going gaga over every event attended by this female.Â It was quite evident since then, that Kanimozhi may enter active politics sooner than later, particularly to keep a check on Marans. And even credible & renowned journalist like 'Bagwan Singh' (who was doing a fantastic job for Thuglak) who is associated with Deccan Chronicle now, has started singing encomiums on her (see today's issue of DC).

The Revered rascal Gaspar Raj, had conducted an opinion poll last week, on the performance of the DMK government, individual Ministers, specific schemes (free TV, free Land, gas stoves, etc.), performance of opposition, etc, which were reported widely in the media. Kanimozhi is also associated with him in that Company and he might have conducted the opinion poll on the instructions of Sonia through NDTV.Â Â

T.R.Balu is an aid of 'Oliver Road' (Rajathi Ammal) and if Setu Project misfires and takes an ugly turn, he would be made a scapegoat, which will turn Rajathi to move against Dayalu and the state may witness yet another feud in the open between the 'Sons' and their 'step-sister'. Under such a situation, N.Ram, who has given recognition to Kanimozhi in his office, may take her to the Marans and if the Marans refuse to take her in to confidence, she will be dumped.

Look at another important aspect. Immediately after welcoming Manmohan & Sonia at the Chennai Airport when they arrived to attend the farcical golden jubilee function of Karuna's fifty years of assembly services, Kalanidhi left for Geneva and Dayanidhi left for Ooty. I was informed by a source that, World Christian Council has its head office in Geneva and a branch in Coonoor, near Ooty and that WCC influences the policies & governance of many countries including US, which in turn influence India through Sonia.

How about a Christian - Leftist - LTTE - Dravidian (Sonia-Ram-Gaspar-Marans) connection aided by NDTV 24X7 !?

The latest additions to this disgraced list is S.V.Shekar and Visu, who are having a good time with Jaylalitha's money.

I also feel that GP Srinivasan's source is wrong. Attack Pandian, the king pin of the Madurai madness is a personal bodyguard of Azhagiri's son Durainidhi and he had surrendered to the Madurai rural police yesterday. Stalin doesn't have much clout in Madurai and the police is alleged to have the telephonic records of communications between Azhagiri and his henchmen on the fateful day. Dayanidhi propopsing Mk's name for the post of President is all figment of imagination

The Shankaracharya's maternal house, donated to the Kanchi Math, runs a patashala that teaches students the Rig Veda and the Yajur Veda. His aged mother Saraswathi lives with him. 

It's believed the birthplace was one of the reasons leading to the Mannargudi constituency (Tiruvarur district) being given to the BJP. Located 7 km from Mannargudi, it falls in Thiruthuraipoondi constituency, where the DMK will take on the sitting CPI MLA in the Tamil Nadu assembly election.Â
More interesting is DMK chief and Chief Minister M. Karunanidhi household's relationship with the Shankaracharya, especially through heir to the party leadership and Chennai Mayor, M.K. Stalin.

According to reliable sources, the Karunanidhi family's association with the Math has been kept as a closely-guarded secret so as not to embarrass the DMK leader. A year-and-a-half ago, when Stalin participated in a function organised by the Sri Shankara Educational Trust, where the Shankaracharya gave away awards to the corporation school toppers, his `association' with the Math came under the media glare. The Shankaracharya ``was quite embarrassed'' about this publicity.

Stalin's family finally decided to come into the open. Apparently, the move helped reduce the anti-Hindu and anti-God image of the DMK. Senior DMK leader and Union Environment and Forest Minister T.R. Baalu and his family, hailing from Mannargudi region, are ardent devotees of the Shankaracharya. On April 27 last year, Stalin distributed 2,481 spectacles at a function organised by the Math. Again on December 1, he distributed another 4,709 spectacles ``with the blessings of the Shankaracharya''. The junior pontiff, Vijayendra Saraswathi, was present on the occasion.

Stalin and his family seek blessings from the Kanchi seer on every important occasion, it is believed. While the son openly established his links with the Math, Karunanidhi himself was seen at the recent poojaris' conference at Madurai, where the Shankaracharya participated. However, the two did not share the dais. Stalin attended the conference along with the pontiff.
Though Karunanidhi's wife's visits to the Math have not been made public, the duo __ in the last couple of years __ was seen visiting temples and temple functions.

Karunanidhi isn't the only DMK honcho to have secretly surrendered to the Almighty. MGR, a DMK man who founded the AIADMK, is known to have visited the Kollur Mookambika temple, near Mangalore, more than once. These visits had been kept a secret. The Shankaracharya rarely visits this place. As one of his younger brothers, Ramakrishnan, said: "He does not treat the village as a special place. To him, all places in the country are important."

For instance, if Stalin suddenly produced pictures of himself bowing down to the Kanchi Shankaracharya, it's just more publicity fraud. I'm not saying Shankaracharya does not give aseervadham to many, but he does it out of sincerity and takes people who fall at his feet as being sincere. The play-actors on the other hand would mean none of it.

Kanchi Math's arm is twisted, the terrorists call all the shots. If they insist on being there during important functions and get the media to film them at it, the Math can do nothing about the rowdies.

They are not Swami Bhakthas at all. They are terrorists, have ever been. From their actions one can see them for what they are. If they truly cared, they would have long ago stopped the intended destruction of Ramarsethu, the destruction and desecration of temples and their other anti-Hindu activities. But of course they won't, they want these things to happen and work with christocommunists to organise them.
But to get Hindu vote and favour, all they need to do is pretend they have the endorsement of well-loved Hindu swamis and teachers and act for the moment like they are followers of Hindu Gods themselves.
In the end though, they're just liars and very bad at it too. (Even if they're able to convince some among the older generations.)

Recently my mother told me how grandmother got all excited that Karunanidhi seemed to finally have turned over a new leaf when he - according to emotionally-influenced rumours - cried during his meeting with Sai Baba. (If so, I say he probably rubbed onions into his eyes - in any case, it's just another media stunt.) Krishnamurthy Gnanapadigal is obviously of my grandmother's generation and similarly of an overly-optimistic bent of mind. He probably also thinks the terrorists are changing for the better and doesn't know these people work for christocommunists.

The villains want votes, they know Hindus are huge in number in Tamil Nadu and no one approves of anti-Hindu terrorists (who work with christoterrorists to boot).

Don't believe what TOI is implying even if on the surface a few of the instances mentioned look to have happened. Underneath, the situation is entirely different.

Narendra Modi will become the longest serving Chief Minister of Gujarat on June 1, 2007 when he completes 2063 days in office. Modi, who took charge of the State on October 7, 2001, will overtake the record of late Hitendra Desai who ruled the State for 2062 days.

Established in 1960, the State has seen 14 Chief Ministers in its 47 years of existence.

Modi who took charge of the State from Keshubhai Patel about eight months after the earthquake hit Kutch and other parts of the State on January 26, 2001 initiated various developmental schemes that bear his distinctive stamp.

Kerala's Communist Chief Minister has taken on crooks of all shades, which no other politician has done. Yet, the CPI(M) is unhappy with him. Is it because those who fund the Marxists are victims of his crusade against corruption?

There is a heart-rending sight as one drives through 'God's Own Country' - thousands of acres of paddy fields, all the way to the horizon, lying fallow and useless. These were lushly productive within living memory, filled with that unbelievably joyous unnamed green of young paddy, and later rice-stalks heavy with grain, swaying in the breeze. This is now a memory, thanks mostly to labour strife. Communist intransigence is to blame.

There is another, equally heart-breaking sight, on the lush green slopes of the Western Ghats, which at first glance look deceptively appealing. But they are green deserts, because their luxuriant natural rain-forest habitat has been replaced by monoculture plantation crops, destroying the bio-diversity of the Ghats, one of the genetic hotspots on the planet. The Communists, and their opponents the Congress, have both colluded in a massive, continuing land-grab across Kerala.

Nevertheless, there is today a wave of goodwill for the Communist Chief Minister, the octogenarian VS Achuthanandan. This is because he has demonstrated that quality most lacking in the Indian political class: Leadership. Unafraid of making enemies, and despite fierce opposition from his own party, the CPI(M), he has acted in the public interest; the citizenry approves, mixed with a little schadenfreude at the hitherto-sacrosanct land-mafia taking a beating.

Neither in West Bengal nor Kerala have the Communists achieved much for the alleged objects of their tender attentions - the most disadvantaged. In Kerala, agricultural jobs have simply disappeared due to artificially inflated wages. In both States, the status of SC/ST and OBC women - generally at the bottom of the pile - has deteriorated sharply.

Two specific events have impressed the jaded citizenry. First, there was a deal with a Dubai company, Tecom, to build Smart City, an IT park in Kochi. The previous Congress-led UDF Government had agreed to terms that were a complete give-away, wherein Tecom got valuable land and exclusivity in return for vague promises of job creation. Then in the Opposition, Mr Achuthanandan fought this proposal tooth-and-nail.

When Mr Achuthanandan came to power, he was in a bind, because Tecom threatened to walk away unless its demands were met. However, he negotiated vigorously, and forced Tecom to concede a lot: A lease, not a grant, of land, and at a much higher price, and no exclusivity. The new deal is far more advantageous, making the previous Government look like it was hoodwinked.

The second incident is on-going: The demolition of unauthorised construction starting in the picturesque hill-town of Munnar, extending to waterfront resorts in Kumarakom, Poovar, etc, and now also to the towns of the State. They are reclaiming large tracts of Government, forest and Adivasi land grabbed by unscrupulous land-sharks, who have always been protected by corrupt officials and Ministers.

Mr Achuthanandan has set up a team of 'Three Musketeers' to help him in ruthless but necessary action. They are: Additional Secretary K Suresh Kumar, Inspector-General of Police Rishi Raj Singh, and Idukki Collector Raju Narayana Swami. All three of them are legendary. For instance, Mr Suresh Kumar drove the hard bargain with Tecom. Mr Singh is famous for his incognito trips in mufti to nab electricity thieves. One of Mr Swami's first acts of demolition, as soon as he joined the IAS as a Sub-Collector, was against his own father-in-law.

This is a very positive development: It means that if politicians are willing to take on vested interests, the usually blasÃ© and angst-ridden civil services will produce officers with integrity. The 'steel frame of the Raj' is not so rusted, after all.

With the support of the courts, the trio has torn down various illegal constructions belonging to the rich and the powerful. They have wielded the JCB backhoe as their weapon of choice, in the full glare of TV lights. Getting the hint, others are scrambling to dismantle illegal construction on land expropriated by them.

The average Malayali-in-the-street is delighted. If Mr Achuthanandan were to contest an election today, he would win with a landslide. But, alas, the CPI(M) is not so happy, presumably because loyal contributors have been hurt. The local CPI(M) boss, Mr Pinarayi Vijayan, had a public spat with Mr Achuthanandan. Both have been suspended from the Polit Bureau for "disciplinary reasons".

That highlights a serious problem with the CPI(M): It is only interested in self-aggrandisement, despite the copious tears it sheds about the plight of the 'common man'. This has been seen in the Nandigram massacre, and now the same syndrome can be seen in Kerala, albeit in a milder form.

Furthermore, endemic casteism haunts the Communists: Despite OBC Ezhavas being their backbone, the CPI(M) has manoeuvred to always exclude them from the top job, and a particularly galling example was the exclusion of the respected ideologue KR Gowri. Mr Achuthanandan is the first Ezhava Communist to get the Chief Minister's job, and that too, only after Mr Vijayan initially refused him a ticket to contest last year's Assembly election.

All this reinforces the widespread impression that the Communists are somewhat less pure in the pursuit of the interests of the poor and disadvantaged they claim to be. This should come as no surprise.

As for Mr Achuthanandan, he has taken on a fresh adversary: The all-powerful Christian Church. He has ordered a fresh inquiry into the Sister Abhaya case, wherein the nun, who had been a whistle-blower exposing Church irregularities, was found drowned in a convent in 1992. There have been allegations of murder from day one, with people accusing various Church bigwigs of involvement, but there has been an elaborate cover-up: The matter was ruled a case of suicide by an unstable person.

New and shocking evidence has been unearthed: The post-mortem report for Abhaya has "disappeared" from the register (those pages were torn out), and the chemical examiner's report, says the forensic lab, has been tampered with. Where the report originally said "semen found in genitals", a correction has added a "no". So it appears Abhaya was indeed raped and murdered; it is to be hoped that the culprits will be brought to book.

There is also the remarkable Christian 'Divine Retreat Centre', where no fewer than 976 people have died in suspicious circumstances over the past decade, amid allegations of torture, psychotropic drugs, rapes, murders, quick disposal of bodies, and other irregularities. Once again, vested interests have swept this case under the carpet, but this is one sacred cow that the honest Chief Minister really needs to slay: A thousand citizen deaths is no laughing matter. In some circles, this might even be deemed a 'genocide'.

The odds are against Mr Achuthanandan, since he is taking on all the dominant vested interests in Kerala at once. But the 'Demolition Man' may yet surprise us; in any case, he has given a great boost to the cause of citizen empowerment and the reining in of carpetbaggers.

Today, on June 1, 2007, Mr Narendra Modi becomes the longest serving Chief Minister of Gujarat, with few of the 14 Chief Ministers who served before him, having a term in office close to his in length. It was Mr Hitendra Desai of the Indian National Congress who had served the State the longest previously, whose time in office Mr Modi has now surpassed. This longevity in office is no mean achievement, given Gujarat's peculiar political and electoral dynamics. Mr Modi has bucked the trend. It is all the more creditable for Mr Modi as he has had to face politically motivated and artificially generated damaging controversies in the aftermath of the post-Godhra violence in 2002. It is fortunate for Indian democracy that the people in the State have been able to see through the calumnies and have appreciated his work; the mud that has been thrown at him by detractors has not stuck. That Mr Modi has retained his popularity in Gujarat and is rated as a top Chief Minister by people not just in his State but across the country is no idle attainment but is based on acts and achievements which highlight his commitment to his people and to the development of Gujarat. It will be recalled that Mr Modi took charge of the Gujarat Government at a time the State was reeling from the devastation caused by the 2001 earthquake. It was his effective handling of the aftermath of the natural calamity subsequent to his becoming Chief Minister that not just led it to being hailed across the world as a model of relief effort, but also got the economy on its feet again. This early demonstration of his dynamism, single-minded determination and quick decision-making abilities is more to be seen in an area that has been the focus of his Government, that of development, for it is on this front that he has delivered most.

His achievements are not merely limited to a serious reduction of the State's fiscal deficit or the taking in hand of the Gujarat State Electricity Board and providing electricity to thousands of villages. Nor are they circumscribed by his having practically eliminated the problem of water scarcity in the State or in having succeeded through dynamic policies in sustaining Gujarat's growth rate at over 10 per cent, much higher than other States. What he has, in fact, succeeded in doing is implementing a vision for the State's future, thereby giving it a policy orientation that has set it on a firm trajectory towards growth and prosperity. This can be seen across the board - in the economic policies and also in the schemes for social development, be they for the girl child, for education, for rural development or for gram sabhas. These major achievements, grudgingly acknowledged by even his worst detractors, have turned Gujarat into a model State. Therefore, Mr Modi can only be wished greater success - in Gujarat and in India.
