J&K Police inform US embassy about arrest of its national QUOTENew Delhi, Sept 23: The Jammu and Kashmir Police have informed the US embassy here about the arrest of its national, who was posted as managing director of state`s Forest Development Corporation.

Aijaz Ahmed Shah was arrested on September 19 for allegedly concealing his American citizenship.

Senior police officials said the US embassy had been informed about the arrest of Shah as per the normal practice followed after any national of a country was arrested for any offence.

Shah, who is in police custody till September 26, had violated section 12 of the Foreigners Act by concealing the fact that he was an American citizen, an official said.

He had also procured an Indian passport without mentioning his US citizenship.

The state police seized some documents and Shah`s personal laptop from his residence after arresting him.

Shah was relieved of the post of managing director of SFC last month following allegations that artificial timber scarcity was created in the state.

This was followed by relieving senior PDP minister Qazi Afzal of the forest portfolio, which led to a war of words between ruling Congress and its ally PDP

SRINAGAR, Oct 3: Commander of Aripanthan (Beerwah) based company of Rashtriya Rifles 34 Bn, 29-year-old Maj Dinesh Raghuraman had thought little about life and death when he had---call it boldly or foolishly---chased Lashkar-e-Toiba's dreaded "Divisional Commander" Abu Furqan and two of his associates in open fields and finally succeeded in felling the trio at Narwara, near Beerwah, on June 18th this year. Furqan and another Pakistani militant, Amaar, had died alongwith their local host and fresh entrant, Bilal Ahmed Dar alias Saifullah, of the same village while failing to cause harm to Dinesh and his troops. Thereafter, he had suddenly begun to think about a life---not his own, indeed, but that of the first baby his London-based Indian Foreign Service better half was timed to deliver in January next.

Last week only, Dinesh's wife had reached his home in Noida. Supposed to join her, and other family members, on Dussehra-Deewali vacation, Dinesh had got his leave sanctioned and he was scheduled to leave for New Delhi on October 10th. Commander of the battalion, Col Harjinder Singh, and others in top rungs of Victor Force wanted to see him add umpteenth feather to his cap when, on the night intervening October 1st and 2nd, they sent him on a crucial mission of intercepting and wiping out a freshly infiltrated group of the Pakistani cadres of Lashkar-e-Toiba and Al-Badar Mujahideen in Ringwalli forest hamlet in Tangmarg.

Dinesh was joined by his fellow South Indian and another dare-devil, commander of the "Ghatak Platoon" of Beerwah-based RR 34 Bn, 27-year-old Maj K P Vinay. This Hyderabad-based Young Turk was scheduled to proceed on leave later this month to tie his nuptial knot to his Bangalore fiancÃ©e on October 28th, the most auspicious wedding date between Dussehra and Deewali. He was equally keen to attend a military training course in the United States of America which stood sanctioned for him immediately after the marriage.

Both fell to bullets of an unknown number of militants hiding in a cluster of houses and firing in all directions when they swooped on the hamlet in the wee hours on Tuesday. While Vinay died on spot, Dinesh breathed his last at a military hospital in Srinagar. Their bereaved columns nevertheless kept the heavily armed militants tethered until they received massive reinforcement from Chhandil and other bases in Tangmarg-Beerwah belt. When troops sent in the village headman, Mohammad Ayub Kuli, either to find the number of holed up militants and their weapons or to persuade them to come out for surrender, he was pushed back with a gunshot wound on his body.

As if waiting for the sunset, militants began making attempt after attempt to break the cordon and escape but troops maintained a blitzkrieg of 81-mm mortars not only to beat the militants but also to keep the locality lit for the whole night. Late in the night, all the five identified houses were destroyed. Hours after recovering dead bodies of three militants, troops found five more bodies in the debris this morning. When search of all houses and structures confirmed that there were no more militants, troops thought of taking a look of the mass of standing maize crops. Yet another Major had a providential escape as the last hiding militant lobbed a hand grenade which exploded, causing splinter injuries to the officer and a couple of soldiers. The militant was gunned down in quick retaliation. With this shootout, nine militants and two Army officers died and five soldiers, including a Major, sustained injuries.

The operation was called off after troops recovered a huge quantity of arms and ammunition, including 9 AK-56 rifles, 27 magazines, some video cameras, NVGs, UBGLs, mobile phones, radio sets, diaries and a direction map.

"They offered tough resistance for all 38 hours of the gunbattle. They are all unidentified but we believe, they are all Pakistani cadres of Lashkar-e-Toiba", Commander of Sector 12 of Rashtriya Rifles Brig Kuldip Singh told EXCELSIOR. He asserted that the operation was "neat and clean". "Even as two of our young officers laid supreme sacrifice and five more sustained minor injuries, there was no loss of life in the civilian population", Brig Singh said and revealed that Army did not use any IEDs to bring down the target houses for fear of civilian casualties.

Spokesperson of Lashkar-e-Toiba, Dr Abdullah Ghaznavi, confirmed to EXCELSIOR in a satellite telephonic conversation from Pakistan that nine militants of his organisation got trapped and killed in the 38-hour-long gunbattle in Tangmarg. Declining to give names, Dr Ghaznavi said that all the nine were "mehmaan mujahideen" (guest militants), indicating their foreign nationality. He said that the militants offered tough resistance to the troops, killing 12 soldiers including two Majors. He claimed that 15 more soldiers sustained injuries. He said that the operation was over with the death of all the nine militants present in the village.

Meanwhile, informed sources in south Kashmir said that troops of RR 55 Bn intercepted a group of militants at Rakh-e-Littar in Pulwama district. Even as one militant, who was identified as Al-Badar Mujahideen's Fayaz Ahmed Mir alias Junaid-ul-Islam S/o Jalal-ud-din R/o Panzipora, Sangam Bijbehara, got killed, three to four of his associates are suspected to have escaped. Troops conducted a search operation but none of the militants was found in the locality.

JAMMU: Vipul Kaul is too ill to hold the Constitution responsible for his plight but the fact is - if the Jammu & Kashmir government officials are to be believed - the statutory provision of Article 370 is coming in the way of his treatment.

Life has turned for the worse for Vipul and his family after the state government cited Article 370 - that gives the state a special status in the Indian Union - as the reason why it won't pay for the teenager's treatment as directed by the Centre.

Afflicted with a rare disorder called crytorchism - a condition in which a male child's testicles remain undescended - Vipul has been undergoing treatment for this and other complications at AIIMS for the past six years. Then CM Farooq Abdullah had promised to bear the entire expenditure.

While the Abdullah government did pay Rs 14 lakh for the boy's treatment, after the National Conference was ousted in 2002, the Kaul family has been running from pillar to post for compensation.

"I wrote to the subsequent chief minister Mufti Mohammed Sayeed, saying we needed Rs 26 lakh more to settle all the bills," says Vipul's father Ashok Kaul.

Kaul then wrote to then President Kalam, who asked the Union Home Ministry to direct the state to help the family. A letter from the Home Ministry advising action in the matter arrived at Chief Minister Ghulam Nabi Azad's secretariat in July this year.

"We were shocked to receive a letter from the secretary to CM Azad informing us that under Article 370, the government isn't bound to obey orders of the Union Home Ministry," says Kaul.

Former Deputy CM and now J&K Health Minister Mangat Ram Sharma said he wasn't aware of the letter. On Thursday, the state government ordered a probe into the origins of the letter.

Srinagar, Oct 21 (ANI): The Sher-I-Kashmir cricket ground in Srinagar was bustling with people on Sunday evening as after a gap of 18 years huge effigies of demon king Ravana and his two brothers were set on fire, symbolizing the victory of good over evil.

Kashmiri Hindus celebrated the Dusshera festival here with hundreds of local Muslims and some separatist leaders joining the celebration. 

Kashmiri Pandit Sangarash Samiti (KPSS) restarted the celebration of Dusshera in Kashmir valley as per the age-old tradition by burning the effigy of Ravana, his brothers- Meghnath and Kumbhakaran.

The last Dusshera festival was held in the year 1987 at Iqbal Park.

According to KPSS they had not migrated from the valley, and to show their presence to the world they decided to start the age-old traditions and religious functions.

Large number of pandits who had migrated from valley also attended the celebrations.

After the mass migration of Kashmiri Hindus from Kashmir in the 1990s, Dusshera festival was not celebrated here. But now with the situation in Kashmir improving, Hindus have decided to celebrate the festival again. (ANI)

Latest intelligence assessments suggest a shift in Pakistan's strategy of exporting terror by seeking a "united political voice in Jammu and Kashmir and extend the arc of violence to the hinterland."

The terror training camps run by the Pakistan-based Inter-Services Intelligence (ISI) are being 'rationalised' in order to provide multiple nodes of recruitment and third country bases to the outfits for perpetrating terror across the country.Â

Alternative routes of infiltration through Nepal, Bangladesh, Iran and Kuwait are currently in use by the terror outfits and Sri Lanka and Maldives are being explored for future use. Countries like Saudi Arabia, Kuwait, UAE, Qatar and Oman are also being used for recruitment by the outfits as part of the rationalisation process.

"A shift in Pakistan's strategy was also apparent in Kashmir, wherein it sought a united political voice in its favour, while extending the arc of violence to the hinterland. This was carefully orchestrated to ensure deniability, concealment of infrastructure, dispersion of support mechanism and creation of separate modules," said Intelligence Bureau (IB) Special Director Rajiv Mathur at a recent conference of top police and intelligence officials here and added that attempts were afoot to resurrect Sikh militancy in Punjab.

He told the top cops at the DGPs/IGPs conference, "To give effect to their strategy, alternative routes of infiltration using countries like Nepal, Bangladesh, Iran and Kuwait had come to notice and Sri Lanka and Maldives were being explored for future use. Training camps were being relocated and revitalised."

"Countries like Saudi Arabia, Kuwait, UAE, Qatar and Oman were also being used for recruitment," he said, adding "large-scale use of satellite phones and internet were also reported" from the terrorist outfits operating out of Pakistan against India.

"In terms of targets there was a shift from security/political targets to economic and iconic targets," he said.

Warning that "there are attempts to resurrect Sikh militancy in Punjab," he said "efforts are afoot to precipitate communal violence and exploit existing social and religious faultlines."

He further said that Lashkar-e-Tayyeba had also used the coast for infiltration.

"Militant operations were routed through multiple countries, third country bases used for coordination, multiple recruitment nodes getting dispersed and transit routes multiplying were all matters of utmost importance," National Security Adviser MK Narayanan had said at the high-profile annual conference organised by the IB and addressed by Prime Minister Manmohan Singh and Union Home Minister Shivraj Patil.

Terrorists try to storm CRPF camp in Sopore, gunbattle onQUOTEA fierce gunbattle broke out between terrorists and security forces in Sopore town of Jammu and Kashmir on Thursday following an abortive attempt by the ultras to storm a CRPF camp.

The terrorists, whose number could not be ascertained immediately, tried to storm the camp housed in a hotel building near Jamia Masjid in the town, 55 kms from Srinagar, but the alert guards foiled the attempt, a police spokesman said.

However, the terrorists managed to sneak into a nearby building and continued firing on the CRPF and police parties which encircled the area to neutralise the ultras, the spokesman said.

He said intense gunfight was going on but there was no immediate report of any casualty on either side. Reinforcements have been rushed to the area and further details are awaited, the spokesman said.

Official sources said several explosions were heard in the town prior to the firing and it is believed that terrorists hurled grenades while trying to barge into the camp.

New guy (Indian-looking) at my workplace asked me if I was from India. I said yes. He said he was Indian too. He asked me from where I was. I said Mumbai. I asked where in India he was from. He said Kashmir. I asked where in Kashmir. he said Srinagar.

Guy is very nice, and I can see by teh way he talks that he is thoroughly Indian. If he had not told me he was from Srinagar, I would never have guessed.

We began talking in English, but later he said asked if I knew Hindi. He said ,"Fir to Hindi mein baat karein, log bhi dekh saken koi Bharatiya hain yahan" (Then lets talk in Hindi, let the people see there is someone Bharatiya here).

I was very happy he used "Bharatiya". By the way he is Muslim.

Kashmiri language is very close to Sanskrit. I think more than 30% words are Sanskrit, rest are little bit changed/dialect.
There is old saying "Kashmiri Mausam pey vishvas mat karo, Kashmiri logo pey vishwas mat karo". I learnt this in Srinagar.

A jawan was on Sunday killed in cross-border firing on a forward post along the Line of Control in Poonch district, which was termed by the army as "a hostile act".

There was firing on a forward post from across the LoC in which an army jawan was killed in Poonch sector, defence sources told PTI.

The jawan was on guard duty when the firing occurred on the LoC at pre-dawn, they said.

However, defence spokesman Col D Gowsami neither confirmed nor denied that the firing was a violation of the Indo-Pak ceasefire in the border areas.

"Our stand on the issue is clear. The death is due to hostile fire," he said, adding the army was probing the incident.Â

The main tazia procession, banned for the past 19 years in the backdrop of insurgency in Kashmir, was disallowed this year too. However, tazia processions were held in Shia-dominated central district Budgam.

Clashes between police and protesters belonging to Shiite and Sunni Muslims continued throughout the day in old city. The clashes left several protesters and photo journalist covering the events, injured. Police fired countless teargas shells to chase away the protesters.

The Centre has decided to provide a relief package to the dependents of militants killed in encounters with security forces in Jammu and Kashmir.Â Â

The decision, which is first of its kind in India, will cover hundreds of families whose men took up guns and led the Pakistan-backed separatist movement killing and maiming thousands of innocent civilians and men of security forces.

According to a PTI report, besides a relief package for the dependents of the militants, the Government will also come out with an aid package for the Kashmir pandits.

Union Home Minister Shivraj Patil, Jammu and Kashmir Chief Minister Ghulam Nabi Azad and National Security Advisor MK Narayanan were present at the meeting.

The Prime Minister asked the officials in the militancy-hit State to reduce the amount of time taken in clearing passengers for across LoC bus travel, they said.

During the meeting, it was decided to take up the issues of promoting pilgrim tourism in either parts of Kashmir, no travel permit requirement for senior citizens and increase goods exchange with Pakistan, they said.

The important issue to resolve the problems of refugees from Pakistan, who migrated to Jammu and Kashmir in 1947, in a time-bound manner was also taken up during the meeting and all concerned Ministries were asked to make a speedy assessment before a package is finalised for them as well, sources said.

Prime Minister Manmohan Singh does not cease to amaze even the most cynical of his critics. Mr Singh's decision to reward the families of jihadis killed by security forces in Jammu & Kashmir is the latest manifestation of his 'Muslims first' policy of appeasing fanatics while debasing the Indian state. During a visit to Jammu & Kashmir last year, he had admonished jawans and officers, who have been keeping separatists at bay by paying a terrible price in terms of loss to life and limb, and sternly told them that he would not tolerate "human rights abuses". Such touching concern for 'human rights', of course, has never been expressed by Mr Singh when innocent men, women and children are butchered by those for whom his heart bleeds so profusely. jihadis are ruthless and rabid; they owe allegiance to groups that promote mass murder in the name of Islam; they are often trained and armed by Pakistan's ISI; they are inspired by the fetid ideology preached by madmen like Osama bin Laden and his psychopathic admirers, among them Maulana Masood Azhar; they have nothing but contempt for secular, democratic India; and, they repudiate everything that this nation stands for. Death is their just desserts. To reward their families, therefore, makes no sense, unless the Prime Minister wants to send out the message that it pays to wage jihad against India. This may fetch him popularity among jihadis -- now there is added incentive for them to indulge in their cruelty apart from the promised pleasures of heaven -- but it can only repulse those who do not subscribe to their warped faith and see no merit, religious or otherwise, in the slaughter of innocent people.

Contrary to what the Prime Minister has claimed, this largesse for the families of jihadis is not about creating a "new future in Jammu & Kashmir". It is about pandering to those elements in Kashmiri society who shamelessly flaunt their support for Pakistan and rejoice every time our security forces suffer loss of lives or Hindus are killed. Since the promised reward comes in an election year, it is also an attempt to garner Muslim votes, although, as this newspaper has stressed more than once, appeasing jihadis and fanatics in the guise of 'Muslim welfare' is grossly unfair to India's Muslims because an overwhelming majority of them have nothing to do with those who rob the Prime Minister of his sleep. What makes Mr Singh's decision particularly loathsome is the official neglect and apathy that have reduced lakhs of Kashmiri Pandits, forced to flee their homes in Kashmir Valley by those whom he now wishes to reward, to penury and worse in their own country. Last year the Prime Minister decided, against the advice of the Army, to pull out troops from their billets and camps in Kashmir Valley just because the separatists wanted it so. As if that were not bad enough, he now wants to 'compensate' the deaths of those waging war against India. What's next on Mr Singh's agenda? To reward criminals who die in police encounters? That would be a logical extension of his appalling 'new future' doctrine. This decision has to be rescinded; the Government of India cannot be held hostage to the remarkable proclivities of someone who has clearly lost sight of what is good for the nation. The public exchequer is not meant for underwriting an accidental Prime Minister's outrageous policies. Much as Mr Singh may find this difficult to believe, India is not Tughlaq raj.
