<b>Tunda, linked to Mumbai terror, in Pakistan</b><!--QuoteBegin-->QUOTE<!--QuoteEBegin-->Abdul Karim Tunda, one of India's most wanted terrorists, and a key player behind the terror attacks on Mumbai trains, is living in Pakistan, intelligence sources say.

Amid the confusion over his reported - and then denied - arrest in Kenya, a senior intelligence official said, "We have specific information that Tunda was among the planners of the Mumbai blasts."
...........
<b>Senior intelligence officials say Tunda, 63, was hiding in Pakistan, pretending to be a perfume seller.</b>

Originally a resident of western Uttar Pradesh, he got the nickname Tunda after one of his hands blew up while making bombs.
...........
<b>"His shop is barely a few metres away from the headquarters of the Lashker-e-Taiba (at Muridke in Pakistan)."</b>

Tunda had been named in connection with over 40 terror bombings in India between 1996 and 1998. He reportedly fled to Pakistan through Bangladesh on an Indian passport secured from Lucknow
<!--QuoteEnd--><!--QuoteEEnd-->
He is in Pakistan since 1998. I don't understand how he managed to plan train attack in Bombay.
In April, Police claimed Tunda was involved in Jama Masjid blast.
It means Jama Masjid blast is linked with Mumbai blast. In Jama Masjid Imam Bukhari did not allow police investigation.
It is possible Imam Bukhari may be involved in Mumbai blast or he had knowledge of blast.

My take- they will try hitting IT companies or Schools.
Think, what Islamist or Jihadi hate about Hindus.
1) Hindus are educated
2) Modern/Forward looking

Islamist/Jihahist will look for easy target where causalities will be high, scare hell out of Hindus and avoid riots, they know Government of India will not touch them.

Previous targets-
<b>Godhara train </b>- Burned alive 68 Hindu women and children. It was brutal and reaction was also great. Scared muslim. But later Islamist and Jihadist got support and encouragement from Indian media, current Indian government and communist. Now they are more bold.
<b>Sarojani Nagar during Diwali </b>- This market is used by diplomats and Government employees in Delhi. 60 hindus died. Hindus stayed silent. Not a big number for Government of India.
<b>Ayodhya</b> - Islamist/Jihadist failed due to dud weapon.
<b>IIS</b> - Able to kill 6 professors, but it didn't change Government attitude.
<b>Varanasi </b>- Only poor or Hindu women died, it was not spectacular. Hindus stayed silent. GOI again went into sleep.
<b>RSS Headquater </b>- Islamist team failed due to one smart cop.
<b>Mumbai Blast </b>- They target First class bogies. Intention was to hit upper middle class, causality number was big. Hindus are angry. Not yet showed on streets. Again Government of India called it a crime and gone into deep sleep. Captured some local goon and slowly people will forget.

Now what will make some thing scary?
Hit some big IT company. Less or no security. It will be spectacular. May be causality will be low, but it will scare hell out of educated Hindus and world. Islamist knows current Indian Government will call this crime and will sleep again.

Schools may bring Gujarat type of reaction from Hindus, so chances are they may avoid.

Government is not doing anything to control Islamist and Jihadist of India, we should expect attacks every 2 months now. Sri Krishana Janam-astmi is coming.

This is partly due to America's covert support for Pakistan. Let's face it, if there were no superpower backing Pakistan all the way, do you really believe Hindus of India would hesitate to thrash terrorists, be they in Pakistan or elsewhere? Whilst our govt. is spineless and corrupt, the fault also lies with US and other western powers for their actions against India, specially their pro-Pakistan/pro-Muslim policies.

Please note, I am not saying GOI is blameless, they have their faults. But to focus entirely on them and to miss the western conspiracy in all of this would be suicidal.

It is not so much covert support as self-preservation. We have heard tales of how tigers became man-eaters when its natural habitat was lost due to deforestation and and the tiger's prey (deer etc) were unavailable. Then the tigers entered into villages and hunted humans/domesticated animals.

US is trying to give the tigers its lamb (goat-bakara is more apt), so that tigers do not have leave its natural habitat for food! Indians are the bakara here. Since the indian govt gives less importance to indian lives, this arrangements suits all the three govts, US, Pak and India.

Dehradun, July 26 (ANI): Jamait Ulama-a-Hind leader and Vice President of Uttaranchal's 15 Points Implementation Programme<span style='color:red'> Maulana Masood Madani today said that Shahi Imam Ahmed Bukhari was the "biggest terrorist of India".</span>

Talking to reporters, Madani accused Imam Bukhari for masterminding various bomb blasts in the country and having links with anti-social activities.

<b>"The government is not doing anything after having all relevant details about terrorists. Two months ago, I had intimated the government through a separate copy of letter to the Prime Minister that India's biggest terrorist is Shahi Imam Ahmed Bukhari</b>. <span style='font-size:18pt;line-height:100%'>Why is government not doing anything to arrest him? He is the one who is responsible for the bomb blasts in Jama Masjid and Srinagar. He has contacts with all the terrorist agencies. He has also threatened to kill us. Our information is correct. Even the government and the CBI have information about the same. Government is only responsible to support the terrorist in this country," said Madni.</span>

He further said the controversial Tehri Dam was on terrorists' radar. Madani's statement came after certain maps of sensitive installations in Uttranchal were found from the possession of persons apprehended in connection with the serial blasts in Mumbai.

"The Tehri dam is on the target of the terrorists. The accused who are arrested in connection with the Mumbai bomb blasts were also carrying the Tehri dam map. This means that the government is not doing anything. The Military Academy of Dehradun is also on the target of the terrorists. I want to ask the government what are the security measures they are taking to save these institutions. Have they adopted any serious measures as yet? I would say no," said Madni.

Maulana Masood also added that River Ganga was also important for Muslims and they would take all possible measures to save the State.

"When the foundation of Tehri Dam was laid 25 years ago, it was a black day for India because they constructed a big dam to restrict river Ganga. Hundreds of our Hindu brothers worship the river. We want to tell our Hindu brothers that Ganga is pious for us also. When we take a dip in this holy river, we also wash away our sins and get ready for our Namaz. The river is for Muslims also and that is the reason why we are we are also trying to save the Ganga. Tehri Dam is a major cause of concern because this place has now become the centre for disastrous earthquakes," he said

Try to understand what is going on in Muslim equation in India.
Why Deoband is fighting with Shahi Imam?
Don't forget few years back Shahi Imam was literally kicked out by some Middle east countries?
Why Sonia shared stage with Madani's father last year in Ramlila ground in Delhi?
Why since then Muslims started long list of demands?

So who was backing Bangladesh when it slaughtered 16 Indian soldiers brutally, so why didn't Hindus do anything then even though Bangladesh is a totally useless nation and no match for India, actually just yesterday there was news that Bangladesh grabbed 2 sq.km of Indian territory, so what did Hindus do then?, why blame Pakis, US and all others when the fault lies within our own community and traitors within our own community, it has always been Hindus that screwed over Hindus most of the time, remember partition, at that time Muslims would have quit if not for Nehru and Gandhi, never forget that the internal traitor is a much bigger enemy than an external one and Hindus have plenty of such people.

Agencies | Kolkata

Against the backdrop of the Mumbai blasts, the railway ministry is introducing strict security measures in stations to keep away non-passengers from entering platforms and planning to instal CCTVs.

"After the Mumbai blasts, we are now introducing strict security measures at the stations. Only bonafide passengers will be allowed on the platforms. Seeing-off will have to take place outside," Railway Minister Lalu Prasad said inaugurating the country's first multi-modal transport system (MMTS) at NSC Bose International Airport here.

Other security steps would include installation of close circuit televisions inside the stations for round-the-clock vigil, installation of metal detectors at all entry points and an increase in the dog squads to ensure better security check on carriage and railway property, he said.

As part of the inaugural function, Prasad flagged off a train connecting the airport to central Kolkata.

Speaking in presence of Civil Aviation Minister Praful Patel, Prasad said his ministry would soon launch pilot projects to upgrade select junction stations across the country to global standards.

"We are now competing with air traffic. So, we have reduced the fare for first class and air-conditioned two-tier coaches," the Railway Minister said adding air-conditioned 'Garib Rath' would be launched for the poor and the fares for the train would be kept at Rs 600 only.

Flaying erstwhile NDA government for trying to privatise the railways, he lauded its six lakh workers for making a turnaround possible without increasing fares.

Though the money was sent by Faizal's brother, who lives in Saudi Arabia, anti-terrorist squad officials said that what was suspicious is that part of the money came a day before and remaining a day after the blasts.

<!--QuoteBegin-->QUOTE<!--QuoteEBegin--><b>This is an undeclared war'</b>
The Rediff Special | rediff News Bureau
July 31, 2006
Arun Bhagat, former director, Intelligence Bureau, assesses the terrorist threat to India after the July 11 blasts in Mumbai:

The scale of terrorist violence has increased in the last eight, nine months.

The target areas have also shifted from north India, from Jammu and Kashmir, from Delhi, to the hinterland.

It was easy for the terrorists to launch operations in northern India from their bases in Jammu and Kashmir. But if they are targeting the hinterland they must have established a network in the hinterland.

Pakistan has not given up its terror card. Pakistan has invested far too much in terrorism to suddenly give it up one day. The ISI (Pakistan's Inter Services Intelligence agency) is too deeply involved in terrorism.

Gujarat is just an excuse for the recent acts of terrorism. The real reason is that the terrorists want to spread the flag of Islam. The foot soldiers are brainwashed into believing this. These people are brainwashed and motivated very thoroughly.

We have to relook at some of our policies. Our foreign policy, for instance, which may be provoking some people. Or policies like removing POTA (Prevention of Terrorism Act). We cannot attack a problem like terrorism using a goldsmith's calipers. We need a bulldozer for it. The Indian Penal Code was formulated to tackle local crimes, not something like terrorism.

Keeping the police alert all the time is difficult. The Indian citizen has to be aware that this is an undeclared war and will exist on a long-term basis. Therefore, s/he has to be inquisitive to the point of being intrusive. Someone will say 'You are encroaching on my privacy.' But it is time to stop minding one's business. In Punjab, (during the troubles there in the 1980s and early 1990s), every citizen became conscious and that is how terrorism came to be fought.

Unless they are apprehended, I believe, the terrorists responsible for the Mumbai blasts are likely to act again. Then again, if they are apprehended, other modules may be activated to spread terrorism.

It is time Muslims got up and told the terrorists that terrorism is not our religion.

National security through redefinition
Tuesday, August 01, 2006 at 0000 hrs
Arun Shourie
``This has not happened in six months' time. In 2001, it was 131 districts; in 2003, it had gone up to 143, and in 2004, this number had gone up to 157. I would say that the number has gone up, but it has not gone up only in six months time; it has gone up in three years' time. That has to be borne in mind.''

That was Shivraj Patil, the Home Minister, speaking in the Rajya Sabha in November 2004.

I had cited figures from official sources about the spread of Naxalite violence. Could it be any consolation that the sway of these violent groups had been spreading for a longer period than just six months? Quite the contrary: every year, year after year, the reach and lethality of Naxalites had continued to spread, showing that the rot in governance had continued to increase without let.

The situation continued to worsen. By October 2005, open sources were reporting that the number of districts affected by Naxalite violence and activity had risen to 165. The Rajya Sabha debated the matter again, in November 2005. Shivraj Patil improved on the reasoning. Though the figures I was citing are published by the Home Ministry itself, he said that such figures give a misleading impression. If one village in a district is affected, the whole district is counted as being affected, he said. Hence, the figures gave an impression of large stretches of the country being in the grip of extremist violence when that is not the case.

Why not disaggregate further, I had to inquire. After all, when the terrorists attack, they do not decimate the entire village. They kill just a handful from the village. They burn down just a few houses. Why not publish figures by household? And divide the number of households that have been attacked by the total number of households in the region, and thereby do even more to keep people's morale up? Better still, why not disaggregate and count the number of individuals who have been killed, and divide that number by the total population of the region or the country? Wouldn't we feel even safer?

But the Home Minister is the Home Minister. His reasoning has prevailed. Faced with more lethal attacks over a wider area, his Ministry has just stopped giving figures of the total number of districts that are affected by Naxalite operations and activity. It now gives figures only of districts "badly affected" by Naxalite violence. This comes to 76 districts. Isn't that reassuring? National security through redefinition!

A truer index of the extent to which this virus is spreading is the fact that, after all, the Home Ministry had been using the same criteria for decades. On that basis, in the early 1990s, 16 districts were affected. In 2003, 56 districts were listed as affected. In October 2005, the number had risen, as I said, to 165. Since then, the situation has become much, much worse.

That Naxalites are actually carrying out violent attacks on police stations, that they are actually executing people is not the index of their sway. Violence comes at a much later stage of their operations; in almost every case, years later. In an interview with The Telegraph (July 15, 2005), a member of the Maoist Central Committee, "Comrade Dhruba", is reported as saying that, apart from Bankura, Purulia and Midnapur districts, "our mass base in Murshidabad, Malda, Burdwan and Nadia is ready." He adds, and this is what has a bearing on the Home Minister's way of measuring, "After five years, we will launch our strikes."

By the time violence is unleashed, the Naxalites have entrenched themselves firmly in the area. They commence with surveys — a 56-page survey that was recently recovered of "Perspective Areas" in a targeted state is so proficiently done that it would put some of our best institutions to shame: pattern of holdings; crops; problems of each crop; issues relating to wages and tenure; caste composition and tensions. Then front organisations are formed to instigate people on these issues. Experts instigate the demonstrations into violence. Reprisals fuel polarisation. Sympathisers and agents are steered into "voluntary organisations", local bodies, cooperatives. Only after years of such capture and consolidation are dalams and the like formed. Violence is unleashed thereafter.

By that time, the situation has gone so far beyond the reach of the State apparatus that it can only do what the Home Minister is doing now.

THE PROPER CRITERIA

The criterion, therefore, is not whether violence has actually been unleashed, nor whether the level of violence has become embarrassingly "bad". That entire area must be taken to be affected by terrorist activity in which that group — say, Naxalites — is able to prevent officials of the State from carrying out their primary functions: of governance, of dispensing justice, of executing development works. The relevant questions to ask, therefore, are:

• Do the people of the area look to the police for protection from the Naxalites, or are they now conducting themselves in such a way that the Naxalites would spare them?

• Have the contractors of the area to pay Naxalites a cut for the works they execute - say, on construction involved in "development projects"?

• Who is dispensing "justice" in the area? The regular courts, or the Naxalites' mobile courts?

• Are the government officials themselves not paying protection money to the Naxalites?

And remember, there are many types of insurgencies that are afoot in different parts of the country. The tests apply to the NSCN(IM) in Nagaland, to the score or so groups in Manipur, to the terrorists in Kashmir, as much as they apply to Naxalites.

THE COMPREHENSIVE MECHANISM

Replying to the debate in November, 2005, the Home Minister had gone further in providing comfort. He had taken the House into confidence, and, going by the way he spoke, he had shared a deep secret of the State. The passage is worth reading in full. Shivraj Patil told the Rajya Sabha that, in fact, a comprehensive mechanism is already in place to tackle challenges to internal security. ``This mechanism is already there'', he said. ``Probably, it is not known to the Hon. Members because it is an internal matter that we are doing.'' He shared this State Secret, the information about this ``mechanism'':
``We have a Special Security Secretary here. The responsibility given to the Special Security Secretary is to talk to the DIGs and other officers in the Naxalite-affected states every month or two months or whenever it is necessary, and decide as to what has to be done... Then there is a committee which is presided over by the Home Secretary, who talks to the Chief Secretaries of the states and DIGs of the states and they decide as to how the policy should be evolved to deal with the Naxalite activity or the terrorist activities in J&K or the North Eastern states. And, then, there are regional committees of the Home Minister and the Chief Ministers who meet periodically to decide about the policies. And, then, the Chief Ministers have been talking to the Prime Minister and the Home Minister every now and then, whenever they want. There is coordination. There is institution for coordination. You don't think that we are not talking.''

So there is a mechanism. There is committee upon committee. There are meetings after meetings. All concerned are talking. The result is before you — in the increasingly lethal depredations wreaked by Naxalites — by now in 14 states; they must have been visible in the trains in Mumbai.

100 PER CENT IMPLEMENTATION
In his statement on the Mumbai train blasts too, the Home Minister gave a long list of meetings that had been held in the wake of the blasts. The last time, there had been more. I had cited recommendations that had been made by the Task Forces on Border Management and Internal Security — two among four set up after the Kargil War. I had shown in detail how little had been done in regard to them.

The first reaction of the Congress Party and its props was, ''Which reports? Where are the reports? Is he prepared to authenticate them?'' As I had carried both the voluminous reports with me, I lifted them, and said I would authenticate them there and then. The attack shifted, ''These are secret reports, how is he citing them?'' Then, ''But what did your Government do for three years?''

Uncharacteristically, the Leader of the Opposition, Jaswant Singh got provoked enough to state, ''As a matter of personal knowledge, I do wish to say that I had the distinction and honour of simultaneously holding the portfolio of Defence at that time and I can state to the House that about 95 per cent of the recommendations of the Subramaniam Committee report and the Task Force on the Armed Forces were implemented.''

He had, as is usual with him, been careful in his choice of words. He had referred only to the recommendations of the main report of the Subramaniam Committee and the Task Force on the Armed Forces — not to the Task Forces on Border Management and on Internal Security, whose findings and recommendations I had been reading out. But that was enough. The Home Minister built on what Jaswant Singh had said:
''Sir'', Shivraj Patil said, ''The points which were raised by Mr Shourie have been replied now by the Leader of the Opposition sitting over there. And, I can assure the House that the recommendations which have not been implemented are in the process of being implemented.'' The Home Minister returned to this later in his response, and remarked, ''I am very happy to point out that when this point was made by Mr. Arun Shourie, the Leader of the Opposition was here in the House and he did get up and say that nearly 95 per cent of the recommendations of the Group of Ministers have been acted upon, have been implemented and I had no difficulty in getting up and saying that even 5 per cent recommendations which remained unimplemented, would certainly be implemented by the Government because they are good recommendations and we have no difficulty in implementing them.''

One hundred per cent of the recommendations having been implemented — for we must assume that, months having passed, even those remaining 5 per cent have been implemented — the results should not surprise us! On 21 February, 2006, the Minister of State for Home told Parliament that in 2004, 653 had been killed in Naxalite-related violence. In 2005, 892 were killed. Going by open source compilations, in 2006, up to 23 July, already 550 have been killed.

But, as I mentioned, that is not even a partial index of the state of affairs. Captured documents indicate that Naxalites have already put in place ''Regional Bureaus'' for two-thirds of the country: including one for Delhi, Punjab, Haryana, Bihar and UP — and, a high authority on Left-wing violence tells me, the person who has been identified as heading this ''Bureau'' is one of the very best organisers among them. Further, barring the Northeast, J&K, Himachal and Rajasthan, ''State Committees'' are by now in place for every other state, ''Special Area Committees'' have been instituted for UP-Uttaranchal, Bihar-Jharkhand, and Bengal.
An ''Urban Perspective Document'' sets out detailed strategy for extending operations into and unsettling urban areas. Governance is weakening in many cities even now, it notes. And this weakening can only accelerate: urban population is expected to increase from 285 million to 540 million by 2020. A fertile field.

The point is that each such terrorist movement is proceeding systematically. Its programmes cover every aspect: land, caste-tensions, ''courts'', targets for raising finances, recruitment, training, capture and production of arms, calibrated unleashing of violence. And on our side?
The Home Minister's ''comprehensive mechanism''. His ''100% implementation''. His redefinitions of the area that is affected.

And yet, the inattention to Left-wing violence is not the worst of them problems.

'Saudi-based NRIs funded blasts'
Somit Sen
[ 2 Aug, 2006 TIMES NEWS NETWORK ]

MUMBAI: <b>More than nine lakh riyals - nearly Rs 1.2 crore - were
transferred from Saudi Arabia to Mumbai in the past one year for the
7/11 blasts, said anti-Terrorists squad sources on Tuesday.</b>

A part of the money was used over a period of six months to plan and
execute the blasts on Mumbai's suburban trains, which highly placed
sources said was the job of Lashkar-e-Taiba, which had used ex-SIMI
members.

An officer, involved with the 7/11 investigations, told TOI that NRIs
in Saudi Arabia had funded the Gujarat Muslim Revenge Force in 2003,
when it carried out twin explosions at Gateway of India and Mumbadevi
- killing 53 people.

"A similar group of NRIs funded the train blasts and the motive again
is revenge for the Gujarat carnage. If you see a list of casualties,
12 men are Gujarati diamond brokers while 25 injured are Gujarati
businessmen. The entire operation was meticulously planned and
terrorists had studied the profile of passengers," the officer stated.

Sources told TOI the money was sent to India through hawala and at
least a dozen locals were involved, including two from Pune, two from
Mumbai and one from Bihar. Those detained in this connection include
Altaf and Badrul Jama, but a key operator, identified as Kamrul, is
still absconding.

Police said while part of the funds received were used to carry out
dry runs, to procure or transport material for explosives, to arrange
accommodation and transport for operatives, a significant amount is
still lying around.

The ATS suspects some of the money has been stashed away in bank
accounts and fixed deposits. At least 10 banks are under scanner and
even the economic offences wing is looking into the matter.

The bank accounts of LeT's operator Faizal and Tanvir Ansari are being
closely studied for transactions in the past six months, sources said.

A senior ATS officer said investigators have got identities of those
who planted explosives. He added, "There were only three planters and
one chief co-ordinator. The chief's role was to time the bombs and
wait in the subway at Churchgate station."

The modus was simple. The planters waited for the chief co-ordinator
to give a bag and a 'go-ahead' signal following which they walked up
to a platform and boarded a train. While one went in and kept the bag,
the others provided a camouflage.

The trio got down just as the train left the platform and returned to
the subway, where they picked up the next bag. Four bags were planted
on platforms 3 and 4 and three on platforms 1 and 2. The four then
escaped from the subway, police said.

Said an officer, "We are in the process of finding out names of the
funders in Saudi. One of them is called Abu, but that is not his real
name. It is just a title you acquire after receiving Lashkar training
in Pakistan-occupied Kashmir."
