Former Rep. Lee Hamilton, who also served as the vice chairman of the 9/11 commission, says the<b> Iraq war distracted the United States when it had al Qaeda leader Osama bin Laden on the run in the tribal region between Afghanistan and Pakistan</b>.

<b>He says it's now time to finish the job.</b>

"<b>This has to be carefully calibrated, worked out with the Pakistanis, but I am very concerned that you have a safe haven in Pakistan today where they (al Qaeda) can regroup, rethink, and get ready for more attacks," Hamilton said on CNN's "Newsroom"</b> on Wednesday.

Declassified portions of the National Intelligence Estimate released Tuesday reported that al Qaeda has "protected or regenerated key elements" of its ability to attack the United States while in this region.

Some intelligence analysts believe bin Laden and his second in command, Ayman al-Zawahiri, are hiding in western Pakistan.

"<b>If there's anything we should have learned, it's that we must not let al Qaeda have a sanctuary, which they certainly do in Pakistan today," </b>Hamilton said.  Watch Hamilton discuss possible U.S. options

The United States has accused Pakistan of allowing al Qaeda and the Taliban to have free rein in the region after it pulled out some of its forces in a deal with pro-Taliban tribal chiefs last year.

Under that agreement, the tribal leaders agreed not to harbor any Taliban or al Qaeda terrorists.

Fran Townsend, President Bush's homeland security adviser, said Wednesday "that agreement has failed."

After last week's deadly siege at the Red Mosque in Islamabad that pitted radical Islamists against Pakistan's military government forces, Pakistani President Gen. Pervez Musharraf vowed to "fight against extremism and terrorism no matter what province."

<b>"We will finish it off in every corner of the country," he said</b>.

The United States will keep "working with our Pakistani allies to make sure the tribal area is denied to al Qaeda as a safe haven," Townsend said on CNN's "American Morning."

Hamilton criticized the Pakistani president for keeping U.S. forces out of the region.

"I know Musharraf is described as a great ally of the United States, he's been helpful in some ways, but the fact that he has kept us away from going after these sanctuaries I find unacceptable," the former congressman from Indiana said.

"I think we have to find ways and means, perhaps it's use of covert actions, perhaps it's use of special operations, perhaps it's the pursuit of the Taliban when they're in Afghanistan, to let us go after them as they move back into Pakistan.

<b><span style='color:green'>According to reports a remote-controlled bomb was planted in a car parked at the RCD Highway in Hub. The bomb went off when a convoy of Chinese engineers was passing through the area, reports said.

The vehicle carrying the Chinese passed unscathed from the place, while four police mobile vans with Chinese engineers were caught in the blast. After the blast the panic-stricken security guards of Chinese engineers and accompanying policemen opened indiscriminate firing killing and wounding several nearby people.</span></b>

Twenty-nine persons including policemen and passersby were killed in the blast, sources said. Some deceased have been identified as Maula Bakhsh, Abdul Sattar, Muhammad Ilyas, Zafarullah, Shaukat Ali, Muhammad Ibrahim, Mashooq Ali, Ataullah, Muhammad Musa, Mian Khan, Akhtar Hussain, Arbab, ASI Abdul Sattar Lassi and constables Enayatullah Lassi, Muhammad, Muhammad Hanif and Muhammad Hassan.

The huge explosion also destroyed 15 vehicles and motorbikes and damaged 25 nearby houses and shops.

Thirty critically wounded persons were admitted at Karachi’s Civil Hospital, while three others were brought to Jinnah Hospital. Three wounded persons were succumbed to their injuries at Civil Hospital.

<i>MFD fails to enforce quality standards</i>

<b>KARACHI : The European Union has said the Pakistan government has failed to ensure implementation of quality control recommendations, leading to suspension of seafood exports to the 27-nation bloc early this year.

In a detailed report released by the EU’s Food and Veterinary Office (FVO), it observed that the federally-administered Marine Fisheries Department (MFD), a competent authority to ensure production of quality products, implemented only partial recommendations issued by the EU - the largest export market of the country’s seafood.

“Written guarantees given by the Pakistani competent authority (MFD) after the recommendations of the previous report have only been partially implemented,” said the report entitled ‘Final Report of a Follow-up Mission’ prepared after a EU mission visited Pakistan from January 22 to 26, 2007 to evaluate the control systems.</b>

“The competent authority has a documented control system in place. It is based on procedures, reports of audits and supervision, training of officials and result analyses. Some progress has been made in relation to controls put in place by the authority and the microbiology section of its laboratory.”

However, the report said, community requirements were not fully enforced all along the production chain, in particular, the follow-up of the report was inadequate and, therefore, deficiencies as described in the report remained at all stages of production, processing and distribution.

The government in March 2007 received an initial finding from the EU, which informed the fishery authorities about deficiencies in the production chain, which led to delisting of all the processing factories on quality grounds, virtually putting a ban on more than $80 million of country’s exports.

The EU observation came more than a month after its team visited the Karachi fish harbour and other fishery installations in January 2007 to check the quality of seafood being exported to its member countries.

Earlier in February 2005, the EU team ended its visit to Pakistan with warnings that authorities should maintain seafood quality as per set standards, otherwise they would lose their largest export market.

However, the latest EU report cited the irresponsible attitude of Pakistani fishery authorities, which never took serious note of the concerns it raised time and again.

“The origin and sanitary quality of the FP (fishery product) exported from Pakistan are not presently guaranteed and health risks for the EU consumer are likely to occur,” said the report.

“Therefore, the MFD is currently not in a position to verify and certify the special conditions governing imports of fishery products originating in Pakistan as prescribed by the Commission decision 2000/83/EC.” It said the MFD accepted the EU findings with some clarifications and additional information provided by the department to the mission.

The State Bank estimated seafood exports at $160 million in the year to June 2006, up from $138.94 million exported during 2004-05, with EU countries the largest buyers. The EU accounts for more than 60 per cent of total seafood exports from Pakistan and has been the largest single buyer for more than two decades.

Paki govt provides security to chini workers, but somehow they can't give same protection to Indian diplomats or even American embassy or journalist.
Chini workers are more important than Paki citizens.

Immediately after the explosion, security personnel has cordoned the affected area and nobody is allowed to enter the area.

According to the unconfirmed reports, it was a suicide bomb attack. However, the official sources did not confirm it.
