The following is a response to your decision to set up a committee to inquire into the above-mentioned complaint made by the three BJP MPs. The right to information of the public is paramount. It stems from the Constitutionally guaranteed freedom of expression, which is indispensable for any vibrant democracy. Indeed, the right to information and freedom of expression supplement and complement each other, and together support a vigilant citizenry and accountable democratic institutions. It is for this reason that the Right to Information Act has now been made a part of the statute. A principal object of the RTI is to provide a legal tool to the citizens to demand transparency and expose corruption in the functioning of democratic institutions. Democracies around the world have also come to regard media-assisted whistle-blowing as a right of conscientious citizens. Indeed, it is on the basis of media reports about a whistle-blowing operation that a parliamentary committee set up by your Honourable Self disqualified as many as 11 Members of Parliament in 2005 in what came to be known as the âcash-for-queriesâ scandal. You will agree that the âcash-for-votesâ scandal is far more serious, murky and dangerous than the âcash-for-queriesâ scandal. In latter case, the three MPs belonging to my party have claimed in their petition to you that they acted as whistle-blowers to expose the murky horse-trading dealings of the senior functionaries of the constituent parties of the UPA. They have also affirmed that CNN-IBN agreed to work with them in investigating the matter and sent a team that actually recorded almost the entire trail of the bribery operation. The details of the joint operation by them and the CNN-IBN team is attested by the three MPs in their petition to you. In any such investigation by a media organisation, the investigated material does not become the private property of the investigator. It is held in trust for the public of India and the information its contents must be shared both with the people at large as well as with the whistle-blowers (in this case, the three MPs), without whose permission and cooperation the channel could not have conducted the investigation. The channel had assured the whistle-blowers that the recorded tape would be telecast âsoonâ. However, this was not done. In any democracy, it would be the grossest impropriety if the whistle-blowers are let down by the media organization that conducted the investigation. It is unfortunate that the TV channel is now treating the investigated material as its private property and chosen to impose a mysterious self-censorship on itself. Soon after our three MPs had displayed in Parliament the currency notes they had received as a token amount from one of the UPA leaders for abstention from the trust vote on July 22, the channel had announced that it was in possession of the tape and had handed it over to the Speaker. However, I learnt later that the tape was actually delivered to your office the following day, after a lapse of over 24 hours. Although the channel has stated that it retains a copy of the tape and reserves the right to telecast at a future date, the long delay between the recording of the tape and its telecast (if and when it happens) would naturally raise grave doubts as to whether the tape is authentic or doctored. Our suspicion in this regard has become stronger by media reports. A front-page report in todayâs Hindustan Times says: âThe secret videotapes believed to contain images related to the bribes-for-votes scandal have turned up grainy footage of poor quality picture and audio quality, sources said.â The three MPs have told me that the tapes shown to them immediately after the recording were of excellent quality. Against this background, I would like to state the following: 1) The display of the currency notes by the three whistle-blower MPs was watched by millions of people across the nation. Therefore, it stands to reason that CNN-IBNâs recording of the whistle-blowing operation must also be seen by the people at large for them to come to a well-informed and fair conclusion. Peopleâs right to information cannot be circumscribed in any manner Hence, we urge you to make the tape public without any further delay. 2) As explained above, the investigation material pertaining to the whistle-operation by our three MPs cannot be treated as the private property of the channel. Hence, we urge you to ask the channel to share the entire unedited tape with the three MPs concerned immediately. 3) There is need to ensure full transparency and fairness of the inquiry. The partisan and collusive manner in which the JPC on the Bofors scam functioned is well known to the people of India. Indeed, you and several opposition leaders at the time had criticized the JPC both for its functioning and its final report. The Nation expects that this is not repeated in this case. Karat denies contradiction in party stand over Somnath</b> Kolkata (PTI): The CPI(M) on Sunday dismissed suggestions that there was contradiction in its stand on Somnath Chatterjee, saying he was as much free to decide whether he would continue as the Lok Sabha Speaker as the party to decide if he would remain in it. "I am not entering into a discussion. Whether he continues to be the Speaker, it is for him to decide. But whether he should be there in the party is for the party to decide", CPI(M) General Secretary Prakash Karat said. He was replying to a question whether Chatterjee's expulsion was contradictory in nature since the CPI(M) had stated before the trust vote it was for Chatterjee to decide to continue as Speaker and then expelled him for 'seriously compromising the party position'. Emerging from a two-day meeting of the West Bengal party state committee here, Karat was non-committal on the possibility of taking Chatterjee back to party fold when asked if there was any provision to take back a person expelled under Article 19 Clause 13 of party constitution. "Our party constitution has various provisions for appeal. I do not want to say anything as far as this matter is concerned," Karat said.

<b> Democracy drugged, debauched and depraved</b> V.R. Krishna Iyer The grave constitutional issues that were recently thrown up in Parliament demand the Supreme Courtâs attention. Members of Parliament, a pro-tem Prime Minister, some power-hungry parties and certain sinister political power-brokers blasphemed India before the world during the recent session of the Lok Sabha. They demoralised Indian humanity, which puts its sacred trust in swaraj and the Constitution. The peopleâs confidence in parliamentary institutions and the Cabinet system was shaken and scandalised. Whoever might have won the confidence motion in numerical terms, the country lost its confidence in the travesty that passed for democracy. The special session proved, thanks to the manner of operation of the parties and the politicians, Dr. Samuel Johnsonâs definition: âPatriotism is the last refuge of a scoundrel.â <b> Gandhiji, euphemised by a national fiction as the Father of the Nation, wrote against âwealth without work, pleasure without conscience, knowledge without character, commerce without morality, science without humanity, worship without sacrifice and politics without principles.â </b>Sensitive humanists and dedicated democrats, viewing the notorious debate, the bumptious ballyhoo, the berserk behaviour and the bedlam proceedings, may suspect our activist bourgeoisie polluting public life as being guilty of the Mahatmaâs anathematic prescription. Or was Winston Churchillâs assessment during a Commons debate of Indian leaders in 1947 true now? He categorised our political leaders asking for Independence as ârogues, rascals and freebooters.â The Indian Parliament has seen grand debates and eloquent speeches but has suffered a dark decadence and a satellite syndrome. Some suspect mushroom parties have been beset with a propensity for lucre and power and, as the means to an end, pathologically corrupt conduct. Going by the betrayals and great abstentions seen during the voting process, our integrity seems to have gone haywire and taken a holiday. Even the respected and impartial Speaker has come under controversy. The pro-Bush Prime Minister, known for his probity, verity, decency, dignity and simplicity, faces pungent political polemics. His covert âdealâ with the internationally domineering and globally condemned lame-duck President has left the countryâs policy of non-alignment in disrepute. Is the Sonia Gandhi-Manmohan Singh perspective anti-Jawaharlal Nehru, anti-Indira Gandhi and pro-big business, and retrograde? Parliamentary democracy will remain healthy so long as there is a plural party system with the loyalty of members, the integrity of ideologies and the implementation of principles and policies set out in its manifesto and commitment to the constituency. It is regrettable that during the confidence vote crisis almost every party found some of its members betraying party integrity in the voting or in abstaining from it, contrary to political propriety and basic morality. A verdict by Parliament on a crucial motion of political paramountcy commands moral authority when the majority vote truly represents every memberâs judgment on the proposition at issue. But if the process suffers deception and other fundamental flaws, Parliament is sick and its verdict is weak, though legally the Speaker pronounces who has won the vote and that holds good. <b> Dr. Manmohan Singh claims to have secured a victory in his confidence motion after the debate. The glory of the parliamentary system lies in the free, frank, fearless, lucid, lucent expression of views by members without affection or ill-will, but true to oneâs conviction and conscience, and any party mandate. If money corrupts, if pressure and threat tamper, if temptation for office or other extraneous considerations vitiate, if voices are muffled by noises, if members behave in berserk fashion and the House degenerates into bedlam, if sanity is silenced by sound and fury, if acrobatics, theatricality and looney display of crores of rupees worth of currency notes pollutes the sanctity of the solemn Lok Sabha, the efforts of the Speaker, great though he be, will be in vain as he tries to regulate order but fails to restore peace and check the chaos.</b> In such cases the morality of the verdict becomes dubious. The speeches of many members who spoke during the session were inaudible. Even the Leader of the House, the wonder whose speech the House and the country waited to hear, could not perform because of the stridency of the Opposition benches. The Prime Minister handed over his manuscript eloquence to the Speaker, denying the country the right to hear him. Was that a debate, just a presentation and a noetic submission? Or was it a situation where intelligent expression and sound argument became the casualties? Yet, the Speaker, with rare dexterity and deft management skills, got through the allotted hours. The counting of votes followed, the anarchy subsided, and the Chair pronounced that the motion was carried. What is the truth? It is a riddle, a mystery and an enigma. The Prime Minister continues to govern since the Speaker has declared the motion as carried. The moral majority is a speculative search. Why did not the police act when crores of rupees were handled by Members of Parliament as bribe received, under plainly culpable circumstances? The Penal Code prevails and corruption remains a crime. The rulings of the Supreme Court or the provisions of parliamentary business do not oblige the police to abdicate their duty to initiate action and investigate when a crime is credibly suspected to have taken place. They need not wait for an inquiry by the Speaker or proceedings by the Privileges Committee. Voting and speaking in the House are immune to judicial scrutiny, but taking money illegally under criminal circumstances comes within the jurisdiction of a police investigation. All these factors raise the question whether bogus debates or phoney proceedings can reduce Parliament to a fictitious instrument, demolishing the basic structure of the Constitution. These grave constitutional issues demand the Supreme Courtâs hearing and judgment, or at least a thorough constituent power exercise. This is not a dummy democracy. The people of India shall not submit to a simulacrum of a system that does not fulfill justice â social, economic or political. The nadir of debating reality in the Lok Sabha may be compared to the well-known âno confidence motionâ moved against British Prime Minister Winston Churchill during the Second World War. His celebrated reply ran thus: âThis long debate has now reached its final stage. What a remarkable example it has been of the unbridled freedom of our parliamentary institutions in time of war. Everything that could be thought of or raked up has been used to weaken confidence in the government, has been used to prove that Ministers are incompetent and to weaken their confidence in themselves, to make the Army distrust the backing it is getting from the civil power, to present the government as a set of nonentities over whom the Prime Minister towers, and then to undermine him in his own heart, and, if possible, before the eyes of the nation. All this poured out by cable and radio to all parts of the world, to the distress of all our friends and to the delight of all our foes! I am in favour of this freedom, which no other country would use, or dare to use in times of mortal peril such as those through which we are passing.â <b> Here in India our Prime Minister was not allowed to speak by the use of noise terrorism â which was a pathetic and bathetic barbarity. In the language of Shashi Tharoor, âLet us make haste while the sun shines.â Recently he wrote what is valuable national advice with which our Prime Minister is familiar. âIn this strategy, the sun occupies centrestage,â the Prime Minister memorably said, âas it should, being literally the original source of all energy. </b>We will pool all our scientific, technical and managerial talents, with financial sources, to develop solar energy as a source of abundant energy to power our economy and to transform the lives of our people.â Dr. Manmohan Singh added, and this was no hyperbole: âOur success in this endeavour will change the face of India.â

Senior leaders of the party who addressed the meeting at Master Canteen said that they would organise similar meetings in different parts of the State to âexposeâ the real face of the Congress-led UPA government. State Industry Minister and leader of the BJP legislature party Biswabhushan Harichandan termed the alleged payment of bribe to the party MPs in New Delhi as the handiwork of Congress to undermine the democratic values of the country. Congress party had the habit of bribing MPs, he observed. Hundreds of workers, including a large number of women, participated in the meeting which was presided over by the partyâs State unit president Suresh Pujari. Among others who addressed the rally include partyâs Sundargarh MP Jual Oram, Deogarh MP Dharmendra Pradhan and Minister Manmohan Samal. In their address, they criticised the Congress and its allies for offering bribe to their MPs a day before the confidence vote in Parliament on July 22. Greater Jharkhand The leaders also came down heavily on the Jharkhand Mukti Morcha president Shibu Soren for his reported demand for merger of the districts of Mayurbhanj, Keonjhar and Sundargarh with Jharkhand for the formation of Greater Jharkhand. Mr. Soren had reportedly made this demand as one of the many conditions he put before the UPA government for supporting it during the July 22 trust vote.

If CNN-IBN has doctored the video that was submitted to Loksabha Speaker, I think they can be legally targetted once BJP comes to power. Even otherwise, CNN/IBN can be publicly discredited for biased sting reports. Definitely their current actions can be used if the do another sting operation in future.

Editorial<b> When Sonia-Manmohan shamed the nation</b> Pranab tried to score browny points by picking holes in Advaniâs brilliant speech. He said how could Jawaharlal Nehru have thought of NPT, since he was not alive when it came into being in the 1970s? He was replying to Advaniâs charge that even Nehru and Indira Gandhi had not thought of accepting NPT, though Nehru especially was against raising a huge military. The fact is, the NPT was first initiated by Irish Foreign Minister Frank Aiken in 1958 and text was opened for signing by sovereign states in 1968. It took 10 years to finalise the text. Nehru died in 1964. Hence Nehru was alive for six years when NPT was being debated at various levels. What a pyrrhic win it was. It lasted only a day. When the voting for the confidence motion in the Lok Sabha started on July 22 evening Dr Manmohan Singhâs government was in minority. Twenty four hours after he convincingly won the confidence motion he was again in minority. By that time the thick-skinned turncoats were identified and expelled from their respective parties which naturally will result in their disqualification. So Manmohan Singh if he again has to face the test of numbers will have to go for another round of shopping and deal making, of course with a new set of market forces. It takes only a few hundred millions, corporate backing and dalal street demeanor, to hoodwink democracy, the UPA has proved. Votes he won, trust he lost, screamed headlines. Never in Indiaâs political history was such a sordid drama played out in full public gaze. It shamed the nation. It created doubts and revulsion in millions of minds. Political commentators described it the saddest day for Indian Parliament. But Dr Manmohan Singh waved the V-sign and claimed that he emerged a full-fledged political actor and leader who asserted his conviction. For long the media painted him clean, honest, apolitical technocrat. Not hankering after power, a Prime Minister by accident and politician by circumstances, a willing but dignified tool of Sonia Gandhi. If that was the case he would not have condoned what his party did to manufacture a majority. Nor would he have allowed his office to become a bargain counter. As the motion was put to vote the Congress had the support of only 260 members in the 543-member house including known defectors from other parties, some of whom eligible for disqualification under the anti-defection law. When the votes were counted it managed 275 against 256 of the opposition with ten abstentions. The nine BJP MPs, one each from Shiv Sena, Akali Dal, JD (U) and BJD supported the motion and all of them will get disqualified. The two MDMK, two TDP and one JD(S) members, though defied the whip, might survive because of the limited strength of their respective parties. It is surprising that the Congress and the Samajwadi Party have not taken action against their six rebels who voted with the opposition. Perhaps these parties have not given up on them, and are hopeful of managing them to the ruling side for another trial of strength, if and when it becomes necessary. How did the image-conscious Prime Minister manage 24 members from different parties to change their loyalty? His admirers will claim that it was not he but the dirty work was carried out by Sonia Gandhi, Amar Singh and Ahmad Patel. How many will believe this claim? The corporate compromises and cabinet berths are offered only at the top level. We all witnessed how JMM leader Shibu Soren after a meeting with the PM, revealed that he will support the government after he was assured of cabinet berth with coal ministry, another post of MoS and deputy chief minister post in Jharkhand for his son. The CBI reports directly to the PMO. The BSP members told the Lok Sabha that they were being intimidated, cajoled and coaxed by a CBI official to support or abstain from voting. The matter is being investigated by the Speaker. The members told the Lok Sabha that they have no faith in the government or the Home Minister to investigate their allegations. It is the murkiness of market that he has brought into the hallowed portals of democracy. Not once but twice complaints were made by harassed members of Parliament, first from the BSP bloc and then from the main opposition party, the BJP that the cronies of the ruling coalition were intimidating them. The brazen politicisation of the CBI, which for long enjoyed a reputation for fair play came to such a pass that the BSP members told a stunned Lok Sabha that the CBI sleuths threatened them that if they voted against the Manmohan motion, the BSP leader Mayawati will face revenge. That the agency was on the job for the last one month since the UP chief minister withdrew support to the UPA was clear from the sudden surfacing of an old case concerning disproportionate assets against Mayawati which had in the early days of Congress-BSP honeymoon got buried. Then, Mulayam Singh was at the receiving end. His worries stopped the day he made up with the Congress. One Shiv Sena member was sneaked away to prevent him from voting. The BJP suffered too. The government could have been easily voted out if all the NDA members had obeyed their party whip. There BJP members came to the house a few hours before voting with stacks of bundled thousand rupee notes offered to them by the ruling party minions to shift loyalty. They placed on the table of the house the offered booty for the entire nation to see. Again the matter is under investigation. The BJP leader L.K. Advani described the incident more scandalous than Bofors and threatened to take the issue to the people. The Prime Minister had the previous day, confronted by allegations of horse trading, pooh-poohed the matter and demanded proof. Here was proof. The Congress response, however was, that it was all stage managed. If there was no attempt on the part of the ruling side to purchase loyalty why did it go about claiming majority when it was clear as daylight that the UPA lost majority the day the Left withdrew support? The combined strength of the Samajwadi Party and other smaller groups and independents made up only for 251 seats. Normally governments when reduced to minority either resign or try to cobble up new allies or engineer split in other parties, not to invite the anti-defection law. It is most disingenious of the UPA to have thought of just surviving the day of voting by acquired temporary immunity. This is unprecedented and there is nothing in the Indo-US deal that warranted such daylight murder of democracy. Limpet like, to recall Rajiv Gandhiâs famous words, the UPA can hang on and postpone facing the electorate for a hundred more days. Was the duplicitous villainy worth it? No other Prime Minister has stooped so low. India has a tradition of Prime Ministers demitting office on the first whiff of distrust. Morarji Desai, Ch. Charan Singh, V.P. Singh, Chandrasekhar, Deve Gowda, I.K. Gujral and Atal Behari Vajpayee have set this precedent. But here is one who is not even a member of the Lok Sabhaâagain unprecedentedâwho thinks establishing majority is a determinant of market forces. Has it got something to do with globalisation? Perhaps voters do not matter. What a shame, that we are all shamed but he has no such feelings. He is rather proud and grateful to his mentor for delivering him this day and he thanked his friends who made it possible. What a fall. The defence from the ruling side in the two-day debate was lacklustre and indifferent. The PMâs speech failed to address specific concerns expressed by the opposition especially Leader of Opposition L.K. Advani on the Nuclear Deal. The PM ignored the allegation that he reduced Parliament to a bazar. Dr Singh proved that he is a small minded, scornful, vindictive person and he resorted to deplorable levels in personally targeting the Leader of Opposition and the CPM leadership. Pranab Mukherjee who meandered through the benefits of the deal with unconvincing data failed to impress. But he tried to score browny points by picking holes in Advaniâs brilliant speech. He said how could Jawaharlal Nehru have thought of NPT, since he was not alive when it came into being in the 1970s? He was replying to Advaniâs charge that even Nehru and Indira Gandhi had not thought of accepting NPT, though Nehru especially was against raising a huge military. The fact is, the NPT was first initiated by Irish Foreign Minister Frank Aiken in 1958 and text was opened for signing by sovereign states in 1968. It took 10 years to finalise the text. Nehru died in 1964. Hence Nehru was alive for six years when NPT was being debated at various levels. Again Advani is right when he contended that Nehru was disinclined to NPT. Congress obviously has no patience for details. There is nothing for the UPA to crow about this bogus vote. What a way to win a trust vote? It needs tremendous insensitivity to democratic values for a government to survive this way.

Does a nation like India need a Prime Minister like Manmohan? Here is a chosen (not elected) Prime Minister, who doesn't have the capacity to control his cabinet ministers (both his own party men & allies), apart from being subservient to his 'party president', who is neither accountable nor responsible, but, powerful. He has shown on many occasions his incapacity to take decisions making a pathetic display of Prime Ministership. Does a nation like India need a Prime Minister like Manmohan? In the aftermath of the tainted victory over a disgraceful confidence motion plagued with votes of 'mistrust' and miserably losing his carefully groomed 'honest' image, he has lost his moral authority to continue in office. He will not quit at the fifth year in office, for only honest persons will value morality, but he must realise that he is at the end of his political career. The nation has closed its doors. * * * In his reply to the marathon debate on the confidence motion moved by him, Prime Minister Manmohan Singh has said, 'Adwani has chosen to use all manner of abusive adjectives to describe my performance. He has described me as the weakest Prime Minister, a nikamma Prime Minister, and of having devalued the office of Prime Minister. To fulfill his ambitions, he has made at least three attempts to topple our government. But on each occasion, his astrologers have misled him. This pattern, I am sure, will be repeated today. At this ripe old age I do not expect Adwani to change his thinking. But for his sake and India's sake, I urge him to at least change his astrologers so that he gets more accurate predictions of things to come'. This sounds not so much as defiant riposte but as desperate rhetoric of a man looking to clutch at the straws of a career that is petering out tamely. If a responsible Prime Minister functions without authority and leadership, it is quite natural for the opponents to call him weak and that was what Adwani did and there was nothing 'abusive' in his language at all. Instead of replying to Advani's pointed charges, Manmohan in a maladroit response said, 'Can our nation forgive a Home Minister who slept when the terrorists were knocking at the doors of parliament? Can our nation forgive a person who single-handedly provided the inspiration for the destruction of the Babri Masjid with all the terrible consequences that followed?' It is amusing that the Prime Minister himself has failed to introspect before charging Adwani. Can a nation forgive a Prime Minister who loses sleep on seeing the plight of terrorists and their families? Can a nation forgive a Prime Minister who doesn't loose sleep on seeing the plight of terror victims and their families? Can a nation forgive a Prime Minister who delays the hanging of the dreaded terrorist who master minded the parliament attack in which a dozen security personnel have been killed? Can a nation forgive a Prime Minister, who sticks to a party, which massacred more than three thousand people belonging to his own community? Training his guns on the Left, he has said, 'they wanted me to behave a like a bonded slave'. Very true! How dare the Left want him to be their slave, when he is already bonded to his party president? But, the Left has called him a 'blatant liar' and its criticism of Manmohan is more vociferous than the BJP's! As he has won the confidence motion through deceitful means and lost the trust of the nation, it is imperative for the general public to retrospect the last four years of his governance right from the day he was 'chosen' for this job. After becoming Prime Minister in June 2004, he had said that he was indebted to his Party President and thanked her for providing him with an opportunity to serve as PM. Then during the press conference after completing one full year in office, he said, 'I will give 60% marks for my performance and for that performance, Soniaji has been my source of strength'. What an 'incredible' statement from such an experienced & qualified person! In the last four years, the nation has seen many instances, where in, things have happened without the knowledge & consent of Manmohan, and in many other instances he had remained as a silent spectator watching his cabinet colleagues both from his own party & the alliance parties, going ahead with their own agendas of governance. Many events have unfolded and many things have happened in the last four years showcasing his lack of authority, control and decision-making. The dismissals of Goa, Jarkhand & Bihar governments have happened at the behest of his party boss. The attempt for a Muslim Head count in the armed forces, Reservations for Muslims on religious grounds, IMDT Act in Assam, also fell in the same category. Minority status for AMU and reservation for OBCs in elite institutions have happened because of the self-styled champion of social justice Arjun Singh, who earned the adage 'Human Resources Destructions' Minister. The Prime Minister, who rightly formed the unique 'National Knowledge Commission', could not deal with the maverick Arjun singh, which caused the resignation of a few good and efficient people from NKC defeating its very purpose of formation. In the ugly 'Quattrocchi' episode, Manmohan, who is also in charge of CBI, was not even aware of the visit of a CBI officer to London to facilitate the de-freezing of Q's bank accounts as per the arrangement of the Law Minister Baradwaj on the instructions of the Congress President. Then in the infamous Volcker report episode, he gave a 'clean chit' to Natwar Singh initially, without knowing the intention of his party boss to make Natwar a scapegoat, which ultimately resulted in Natwar's quitting from the party itself. All the above-said episodes along with the Office of Profit issue, Sehtusamudram Ship Channel Project and Amarnath Land dispute, etc. etc. have become dreadful exhibitions of subversion of Constitution and abuse of power through Ministries of Law, External Affairs & Defense, which are proof incriminating enough, not only for his weakness, but also for his 'other' side. He has not exercised his authority even once and he has never projected himself as a 'decision maker'. The whole country knows that the office of the PM had lost its dignity, respect & honour, the day he was 'chosen' to head it and the day he said that Sonia was his source of strength. Notwithstanding his subordination to Sonia, he has always been bullied by the Left front on one side and the other allies like DMK, RJD, PMK & others on the other side. He could not have his own prerogative even for the appointment of his own cabinet colleagues. His cabinet has been 'decorated' with political novices, criminals & criminals' spouses to the extent that a minister has been awarded life imprisonment for murder! In the aftermath of every terror attack, he had said 'I strongly condemn this act of cowardice and we will not allow the terrorists to destabilise this country and the government cannot be cowed down by such terror attacks. I appeal to the people to stand united and defeat the communal designs of the terror elements'. The terror attacks are continuing and his statements too, the latest being the serial blasts in Bangalore. Immediately after the Malegon blasts, while on board the flight to Havana, he had said, 'The role of Hindu fundamentalists cannot be ruled out', but finally ate humble pies when the involvement of Islamic terrorists was proved later. Then, after the (in)famous hand shake with Pakistan President Musharaf in Havana, he said, 'Pakistan also being a victim of terrorism, we have agreed to have a joint terror mechanism'. Since then more terror attacks have happened on our soil, but the so-called 'joint-terror mechanism' is not to be seen at all. He had never lost his sleep on the plights of the families of terror victims, but he had lost sleep for the family of terror suspects. Even as the terror attacks are continuing unabatedly, as evidenced by the latest Bangalore serial blasts, he could not do anything concerning Home Minister and his ministry, as he was directly reporting to the party boss superseding the Prime Minister. So much for his government's deftness in handling terrorism! While accepting the Doctorate from Cambridge University, he appreciated the British for their Rule over India, a remark no patriotic Indian could digest! In course of the government's minority appeasement policies, he said that Muslims have the first claim on our resources and they would get priority in getting loans from banks, exhibiting his utmost contempt for the Hindu majority, which constitutes almost 85% of this great nation. He also said that the Madarasas would be modernized and special schools for girls would be started in Muslim dominated areas. None of his predecessors have taken such audacious and divisive initiatives! Recently in reply to BJP's charge that he was a 'weak' Prime minister, he had said, 'The BJP wishes for my early death. They didn't even believe that I would last as PM and some leaders even did 'havans' that I should die on a certain day'. How childish! Despite being a renowned economist, in his four years of tenure he has not done anything remarkable in the economic front too. The Sensex has experienced heavy upheavals quite often due to the manipulation of a few people through 'participatory notes' and 'hedge funds' resulting in looting of Indian money by foreign companies and individuals. While the farmers are committing suicides in thousands and selling their cattle in millions nothing constructive has been done to improve their pathetic conditions, but instead, their loans have been waived to the tune Rs.70, 000 crores emptying the treasury. The agricultural minister has been busier with his cricket schedules as the President of the BCCI than with his agriculture ministry, and as he was a strong ally, the Prime Minister couldn't have a control over him. Along with the Finance Minister and the Planning Commission Deputy Chairman, both of whom are supposed to be financial wizards, he has led the country to near collapse in the economic front. The inflation has been the highest ever and is expected to increase further and the skyrocketing of the prices of essential commodities has made the poor and middle class to suffer in silence. With regards to internal security, the less said the better. Here again the Home Minister is directly reporting to the party boss and the PM has no control over him. This has been the scenario with almost all ministries. What exactly happened?</b> My vote machine misfired and my vote did not register. These leaders came up when they noticed it and asked me about it. I told them that I have to vote with the Ayes. I went up to the secretary general and asked for a yellow slip and voted for the Ayes. After that they surrounded me and roundly abused me. They also asked me to sit on the side of treasury benches, and gestured with clenched fists. I simply saw and listened to all this and flatly said "I am leaving the BJP because of people like you". My vote is not your private property. Coming around, the BJP then suggested that âthe struggle would continue in the House as well as outside the Houseâ. A very positive article carrying the impressions of the interns. It is exactly for the reasons mentioned by them that there is great demand today in Parliaments around the world to send their officials to learn on legislative drafting, rules of procedure etc. Shri Kashyaps book on Parliamentary practices is also in great demand particularly amongst the presiding officers of many of the new democracies abroad.
I am sure the action of Speaker and the manner in which he conducted the proceedings during the turbulent two days must have been keenly watched by many other presiding officers in both Westminster type and Presidential type of legislatures. The only spanner in the whole process has been the exhibiting of the currency notes in the House. Let us hope the truth will come out soon.

Blaming the State BJP leadership for ignoring his advice on giving a higher representation for minority communities in the last Assembly elections, he said had the State leaders accepted his suggestion, the party would have secured a comfortable majority in the State. On whether he would contest the Lok Sabha elections, Mr. Sangliana said he was not the one to run away from the peopleâs call.
