<b>TOWARDS AN UPRISING</b>
<b>- In the long run, the unrest in Jammu can’t be bad for India </b>

A fortnight ago, the very personable Omar Abdullah was being fêted in the drawing rooms of metropolitan India for his brief but passionate speech on the trust vote in the Lok Sabha debate. It is understood that the prime minister had personally requested the Speaker to not guillotine the debate until Omar and Asaduddin Owaisi, the MP for the All India Majlis-e Ittihad al-Muslimin, had been given an opportunity to speak. The idea was to convey the message that Muslims were with the United Progressive Alliance in endorsing the nuclear agreement and rejecting the ‘communal’ politics of the Bharatiya Janata Party.

Omar’s speech, particularly his robust assurance to Hindus to safeguard the Amarnath yatra at all costs but to simultaneously protect his own land from alienation, worked wonders. The liberal, middle-class Hindu, always uneasy with the god thing, saw in the National Conference leader the culmination of the long search for the Nationalist Muslim who was ‘just like us’. The impressionable editorial classes elevated Omar to dizzying heights and his speech was telecast ad nauseam and painted as the best thing since Barak Obama bared his angst.

One man’s nectar, or so it is said, is another man’s poison. Given the initial media indifference to what is now being billed as the “Hindu Intifada”, we shall never know the extent to which Omar’s oratory played a role in inflaming passions in Jammu. However, if those who have travelled frequently to Jammu over the past month are to be believed, Omar’s defence of the UPA was a significant factor in spurring Hindu opposition to the iniquity of the Jammu and Kashmir government. Along with the mass protests in the Kashmir Valley that led to the marginalization of the Amarnath Yatra Board and the cancellation of the 40-hectare grant to the shrine board, it confirmed the belief that Hindu-dominated Jammu could not hope to get a fair deal from Srinagar until it resorted to Direct Action. The neglect of Jammu, it was clear, was inextricably linked to the dread of separatist blackmail in the Valley.

The perception may, arguably, be flawed and could well be the outcome of political manipulation — the facile explanation for anything that reeks of a sectarian divide. However, it is undeniable that the newly-appointed governor, N.N. Vohra — a veteran player in the never-ending ‘Kashmir dialogue’ — seemed inclined to believe it was politically prudent to yield to the preposterous suggestion that the transfer of 40 acres would usher in a “demographic transformation” of the Valley. In the minds of the play-safe bureaucracy, it was better to give the separatists and the near-separatist People’s Democratic Party of Mufti Mohammed Sayeed a short-term victory than risk another round of unrest in the Valley. The corresponding belief was that Hindu disquiet over being trampled upon yet again would be ephemeral, and not lead to a law-and-order problem. After all, or so it was felt, a community that had meekly stomached the ethnic cleansing of the Pandits from the Valley, would easily reconcile itself to an unfavourable administrative order.

For the past four decades, and particularly since the resumption of separatist violence in 1989, successive governments have taken Ladakh and Jammu for granted. The prolonged agitation in Ladakh in the Nineties against discriminatory treatment and shifting demography was never the subject of agonized seminars and international conferences. Nor for that matter did the expulsion of Pandits from the Valley lead to any soul-searching. On the contrary, this disgraceful violation of the human rights of a religious community was sought to be explained in bizarre conspiracy theories and steadfast denial.

No one, apart from the BJP, made the plight of Kashmiri Hindus an issue. When the BJP did do so, it was, predictably, greeted with the sneering condescension reserved for outlanders. The custodians of India’s conscience equated Jammu and Kashmir with the majority community of the Kashmir Valley. Jammu, Ladakh, Hindus and Buddhists were the disconcerting loose ends that had either to be snipped off or put under dust covers. It didn’t pay to be unwaveringly nationalist in Jammu and Kashmir — a lesson that was not lost on discerning politicians in the Valley.

The temptation to see the month-long agitation in Jammu as some sort of a cynical BJP and sangh parivar show is overwhelming. Apart from justifying the crackdown, restrictions on the media, and the peremptory ban on text messages, and stoking the subliminal Hindu-phobia of the cosmopolitan classes, it is calculated to put pressure on the BJP leadership to somehow lower the temperature of the movement.

Last week when the prime minister met L.K. Advani and Arun Jaitley, he had one compelling request: allow highway traffic to and from the Valley. A prolonged blockade, it was argued, would give separatists the pretext to demand that the Kashmir Valley better consider using the Muzaffarabad route to transport perishable items. As it is, the quasi-separatists in the PDP have been demanding something called “dual sovereignty” which includes open borders and dual currency. Yet, until the BJP representative suggested it at the all-party conference last Wednesday, the government had no plans to engage the leaders of the Sangharsh Samity in any discussion.

A government that believes murderous Naxalites are “misguided” boys has no time for those registering their protest with the national tricolour. Yet, the BJP’s role in taking the movement in Jammu to such a pitch has been overstated. Before the movement began, the BJP was not the pre-eminent political party in Jammu; the Congress had a majority of seats in the dissolved assembly. The BJP was no doubt the only national party to highlight the Amarnath yatra issue, but over the weeks, the movement has acquired a momentum of its own. How else is it possible to explain the mass violations of curfew by women and children chanting “Bom Bom Bhole”? To have the resilience to face up to the disruptions of this magnitude calls for phenomenal community solidarity which no political party can ensure.

The unrest in Jammu has ceased to be a movement centred on the organization of the Amarnath yatra and the land lease. It has assumed the character of a nationalist uprising — symbolized by the lavish use of the Indian tricolour in all demonstrations. The movement began as a reaction to the government’s capitulation to the separatists, gathered momentum as a larger protest against the perceived discrimination of Jammu by Srinagar and has now evolved into an upsurge for political power.

The agitators may be momentarily pacified if the governor is changed, the Amarnath Yatra Board revived and some extra facilities (short of outright acquisition of the 40 acres by the board) given to pilgrims. However, its long-term impact will be felt during the assembly elections scheduled for October. Having been kept out of the power equations in Srinagar, Jammu will be seeking its place under the sun. This implies that the National Conference will perforce have to come to terms with a party that speaks for Jammu, if it wants to rule from Srinagar again.

In declaring that he would never again commit the “mistake” of allying with the BJP, Omar secured many secular brownie points. But in his grandstanding, he may have triggered a chain of events that could make such an alliance unavoidable in the future.

To some, the upsurge in Jammu looks like dangerous communal brinkmanship. It could, however, also be viewed as the re-assertion of nationalism in a state where it is both fashionable and lucrative to preach secession. In the long run, this can’t be bad for India.

All-party panel fails, protests peak on 40th day
One step forward, two backwards. This is how one can best describe the outcome of the first round of crucial talks between an all-party delegation led by Home Minister Shiv Raj Patil and members of the Amarnath Yatra Sangarsh Samiti on Saturday. 

The day-long exercise achieved little headway and remained inconclusive.

Patil, accompanied by a 17-member delegation, arrived here amid unprecedented security but had nothing much to offer to the protesters despite an hour-long interaction with the samiti members.

Former Chief Minister Ghulam Nabi Azad and Governor NN Vohra were not present at the meeting.

At the end of the meeting, Patil asked the samiti to adopt more 'flexibility' over the Amarnath land transfer issue and help the Centre resolve the prevailing situation in J&K. This despite the fact that even the State Congress leaders echoed the sentiments of the samiti, demanding Vohra's removal and restoration of the allotted forest land to the shrine board.

Emerging from the meeting, samiti convener Leela Karan Sharma announced that the much-hyped talks were inconclusive and that the agitation would continue till their three demands were met.

Meanwhile, in the backdrop of Saturday's futile overtures, the ongoing agitation over the Amarnath land transfer issue peaked on its 40th day.

<b>Several samiti leaders and constituents, who were present during the meeting, told reporters: "Patil had no concrete proposal in his basket." </b>

Samiti leader Brig Suchet Singh said: "We put across our viewpoint but Patil merely repeated his earlier statements delivered during an all-party meet on August 6 in New Delhi. The Home Minister, however, assured all assistance from the Centre to help normalise the situation in J&K. Besides the State Government the Centre, too, would compensate the loss of life and property, Patil said.

The meeting witnessed few nervous moments in the morning as Farooq Abdullah came out complaining of high blood pressure. An immediate medical examination later he was back.

High pitch drama led to the samiti agreeing to sit across the dialogue table. On Friday, Sharma had threatened to boycott the all-party delegation if it included Abdullah, PDP chief Mehbooba Mufti and Union Water Resources Minister Prof Saif-ud-Din Soz. Even as the Shivraj Patil committee touched down in Jammu, protests were on their peak. The whole town was converted into an army encampment, but nothing deterred the movement.

The only serious party in the discussion was the Samiti led by members Lila Karan Sharma and Brigadier (Retd.) Suchet Singh. Jammu has lost 8 lives so far and many more livelihoods to the police-army bullets.

Incidently August 9 was also the day when Quit India Movement started in 1942.

जम्मू, संवाद सहयोगी। श्री अमरनाथ श्राइन बोर्ड से भूमि छीने जाने के बाद से विस्फोटक हुई स्थिति का जायजा लेने व मसले के हल के लिए सर्वदलीय प्रतिनिधिमंडल के सदस्यों के यहां पहुंचने से पहले ही शहर को छावनी में तबदील कर दिया गया। बावजूद इसके शहर की सड़कों पर दिनभर प्रदर्शनों की आग जलती रही।

शहर में सबसे उग्र प्रदर्शन रिहाड़ी क्षेत्र में हुआ, जिसमें हजारों की संख्या में लोगों ने एकत्र होकर हाईवे को जाम किया। हालांकि शहर की हर गली व मोहल्ले को सेना ने कंटीली तार से सील कर दिया था और चप्पे-चप्पे पर सुरक्षा बल तैनात किए गए थे। किसी को भी घरों से बाहर आने नहीं दिया जा रहा था। प्रशासन द्वारा जारी किए गए क‌र्फ्यू पासों को भी सेना के जवान नहीं मान रहे थे, जिससे आम जनता को काफी दिक्कतों का सामना करना पड़ा। पुराने शहर जहां पर सर्वदलीय प्रतिनिधिमंडल के सदस्यों को जाना था, वहां पर सुरक्षा के तगड़े बंदोबस्त रहे। भारी संख्या में सुरक्षाकर्मियों की मौजूदगी को सुचारु किया गया था, ताकि कोई परिंदा भी वहां पर नहीं मार पाए। शहर में पीडीपी नेता महबूबा मुफ्ती, नेशनल कांफ्रेंस के संरक्षक फारूक अब्दुला की मौजूदगी के चलते प्रदर्शनों के भय से प्रशासन ने दिनभर क‌र्फ्यू में ढील नहीं दी और सुरक्षा बल दिनभर लोगों से सख्ती से पेश आए।

सरवाल, न्यू प्लाट व उससे सटी कालोनियों के लोगों ने एक विशाल जलूस निकाला, जो इलाके की हर गली से हो कर रिहाड़ी चुंगी में आकर समाप्त हुआ। चुंगी में लोगों ने हाईवे को जाम कर अपना रोष जताया। सेना के अधिकारियों ने लोगों को समझाने का काफी प्रयास किया। देर शाम तक लोग रिहाड़ी चौक में ही बैठे रहे। सरवाल क्षेत्र में भी लोगों ने प्रदर्शन कर भूमि वापसी की मांग की। आंदोलनकारियों में महिलाओं तथा बच्चों की संख्या काफी अधिक थी। शुक्रवार शाम को सेना तथा स्थानीय लोगों में हुई झड़प के बाद शनिवार सुबह सेना को क्षेत्र से हटा कर मुख्य चौकों में तैनात कर दिया गया था।

शहर का बाहरी क्षेत्र मुट्ठी, दोमाना, पुरखू, झीड़ी, मिश्रीवाला, बरनाई शनिवार को भी उबलता रहा। इन सभी क्षेत्रों के निवासियों ने रोष रैलियां निकाल कर बम-बम भोले के नारे लगाते हुए जम्मू-अखनूर हाईवे को जाम करने का प्रयास किया। सेना ने हाईवे की ओर जाने वाले सभी मार्गो में कंटीली तार लगाकर सिल कर दिया है। आंदोलनकारियों ने इन तारों के पास आ कर जमकर प्रदर्शन किया और हाईवे की ओर जाने का प्रयास किया, पर सेना की भारी मौजूदगी के चलते यह संभव नहीं हो पाया।

बख्शी नगर में शनिवार सुबह प्रशासन को जगाने के लिए प्रभात फेरी निकाली, जिसमें महिलाओं ने भजन-कीर्तन किया। इस अवसर पर प्रदेश कांग्रेस के सचिव अनिल चोपड़ा की अध्यक्षता में विशाल रैली भी निकली। इसमें बड़ी संख्या में महिलाओं, बच्चों और बुजुर्गो ने भाग लेकर बम-बम भोले के नारे लगाए और गवर्नर को हटाए जाने की मांग की।

गंग्याल क्षेत्र में भी लोगों ने भगवान शंकर की तस्वीर को हाथ में उठा कर एक रैली निकाली जो विभिन्न मोहल्लों में से होकर हाईवे पर आ गई। हाईवे पर सेना ने तारबंदी कर दी थी। तारबंदी के पास लोगों ने जमकर प्रदर्शन किया और पीडीपी अध्यक्षा महबूबा मुफ्ती, उमर अब्दुला व सैफुद्दीन सौज का पुतला फूंका।

नगरोटा के कृष्णपुर कोटा में भी प्रदर्शनकारियों ने पूर्व विधायक जुगल किशोर के नेतृत्व में रैली निकाली। प्रदर्शनकारी श्री अमरनाथ श्राइन बोर्ड को भूमि वापिस देने की मांग कर रहे थे। इसी की बीच नगरोटा के माइग्रेंट कैम्प और कट्टल बटाल में भी क्षेत्रवासियों ने रोष रैली निकाली।

पुराने शहर में सख्ती के बावजूद प्रदर्शनों को सिलसिला जारी रहा। प्रताप गढ़, मल्होत्रा मोहल्ला, पुरानी मंडी, पक्का डंग्गा, जैन बाजार, परेड में लोगों ने रैलियां निकाल कर राज्यपाल एनएन वोहरा तथा अलगाववादी नेताओं को जमकर कोसा।

त्रिकुटा नगर के निवासियों ने भूमि वापसी की मांग को लेकर शनिवार को भी रैली निकाली जो सभी सेक्टरों से होकर गुजरी। इस दौरान आंदोलनकारियों ने हाथों में तिरंगा व केसरी झंडे पकड़े हुए थे।

गांधी नगर में आंदोलनकारियों ने ग्रीन बेल्ट पार्क, अप्सरा रोड, गोल मार्केट, शास्त्री नगर में रैलियां निकाली। लोगों ने इस दौरान क‌र्फ्यू का उल्लंघन कर सड़क पर टायर जला कर रोष प्रकट किया।

सतवारी के चट्ठा, गाढ़ीगढ़, बेलीचराना, रायपुर सतवारी में भी विशाल रैलियां निकाली गई। आंदोलनकारियों ने केंद्र सरकार द्वारा भेजे गए सर्वदलीय प्रतिनिधिमंडल के सदस्यों से भूमि वापस करने की मांग की और राज्यपाल एनएन वोहरा का पुतला फूंका।

बिलावर, संवाद सहयोगी: जम्मू के डोगरों द्वारा अमरनाथ की जमीन वापस लेने के लिए लड़ी जा रही जंग में बिलावर तहसील के लोग भी पूरी तरह शामिल हैं। तहसील के परनाला से रामकोट तक जगह-जगह रोष रैलियां निकाली जा रही है और राज्यपाल, उमर, मुफ्ती के पुतले जलाने के सिलसिले जारी है। दुकानदार जहां दुकानें बंद कर आंदोलन में कूद पड़े है वहीं, वाहन चालक गाड़ी छोड़ भगवा पहनकर बम-बम भोले के जयघोष लगाते हुए रोष रैलियों में देखे जा रहे है। शनिवार को परनाला, फिंतर, देवल, भड्डू में रोष रैलियां निकाली गईं। वहीं, लाखड़ीवासियों द्वारा नगरोटा तक रोष जुलूस निकाला गया। जिसमें महिलाओं ने बढ़-चढ़कर भाग लिया। इस मौके पर मातृशक्ति ने बेटे तुम आगे जाओ मातृभूमि के सम्मान की बात है का नारा दिया। उनका कहना था कि अब सूई भर जमीन भी नहीं छोड़ेगे। लाखड़ी से निकली रोष रैली नगरोटा के दुर्गा मंदिर में समाप्त हुई। इस दौरान लाखड़ी अमरनाथ संघर्ष समिति के संयोजक बलवीर सिंह, मोहिंद्र सिंह मनकोटिया व पूर्व सरपंच लाखड़ी कैप्टन गोपाल दास ने कहा कि अब तो जमीन के साथ ही जम्मू के साथ पिछले साठ सालों से हो रहे भेदभाव का भी पूरा हिसाब लेंगे। कोई भी जम्मू के डोगरों के सम्मान के साथ खेलेगा तो उसे बख्शा नहीं जाएगा। उन्होंने कहा कि जिस तरह भगवान शिव का तीसरा नेत्र खुलने से प्रलय होती है वैसे ही कश्मीरी भी डोगरों के गुस्से में दफन हो जाएंगे। कश्मीरियों को दिखा दिया जाएगा कि डोगरों के स्वाभिमान को ठेस पहुंचाने पर क्या होता है।

हीरानगर, संवाद सहयोगी : छोड़ो कल बातें, कल बात पुरानी, नये दौर में लिखेंगे मिलकर नई कहानी..। जी हां अमरनाथ श्राइन बोर्ड की जमीन मुद्दे को लेकर जारी आंदोलन में युवाओं का उत्साह बढ़ाने के लिए क्षेत्र में अब बम-बम भोले के साथ ही देशभक्ति के गीत भी गूंजने लगे है। बच्चा-बच्चा अब नई कहानी लिखने के मूड में दिख रहा है। जिधर देखो युवाओं की टोलियां माथे पर पट्टियां बांधे नारेबाजी करती नजर आती है। एक जगह पुलिस प्रदर्शनकारियों को रोकती है तो दूसरी जगह भीड़ उमड़ पड़ती है। गवर्नर, कश्मीरी नेताओं के साथ अब लोग केंद्र सरकार की ढुलमुल नीति की भी खिलाफत करने लगे हैं। शनिवार को संघर्ष समिति की हीरानगर इकाई ने कस्बे में यूपीए सरकार की अर्थी निकाली। सैकड़ों लोग अर्थी उठाकर बाजार से गुजरते हुए तहसील कार्यालय के समक्ष पहुंचे और वहां अर्थी जलाकर नारेबाजी कर अपना गुस्सा उतारा। इस अवसर पर संबोधित करते हुए प्रदर्शनकारियों ने केंद्र सरकार पर भी जम्मू के साथ भेदभाव करने का आरोप लगाया। उनका कहना था कि कश्मीरी नेता साठ साल से भेदभाव करते आ रहे है। केंद्र सरकार भी जम्मू के लोगों की मांगों को गंभीरता से नहीं लेती। भारत माता की जय कहने वाले जम्मू के डोगरे जब अपने हक के लिए आवाज उठाते है तो उन्हे संयम बरतने की सलाह दी जाती है और पाकिस्तान के नारे लगाने वाले कश्मीरी लोगों को खुश करने के लिए केंद्र के मंत्री दौड़े चले आते है। जिसका सबूत अभी देखने को मिल रहा है। कश्मीरी नेताओं ने अमरनाथ श्राइन बोर्ड को जमीन न देने के लिए दबाव बनाया तो उसे तुरंत मान लिया गया और अब जब कश्मीरी की सप्लाई बंद हुई तो उसे खुलवाने के लिए सेना लगाकर प्रदर्शनकारियों को गोली मारने के निर्देश दे दिए गए। प्रदर्शनकारियों ने चेतावनी दी कि कश्मीरी नेताओं ने जमीन देने का विरोध कर जो चिंगारी लगाई है अब अंगारा बन चुकी है। जो भी नेता अब जम्मू के लोगों की आवाज दबाने की कोशिश करेगा उसे आंदोलन की आग झुलसाकर रख देगी।

आंदोलनकारियों से वार्ता बेनतीजा
जम्मू, जासं.: श्री अमरनाथ श्राइन बोर्ड जमीन मुद्दे पर केंद्र के सर्वदलीय प्रतिनिधिमंडल और संघर्ष समिति के बीच शनिवार को हुई वार्ता बेनतीजा रही। संघर्ष समिति ने मांगें पूरी होने तक आंदोलन को जारी रखने का ऐलान किया है, लेकिन इसके साथ ही कहा है कि आगे भी बातचीत की गुंजाइश बनी रहेगी। केंद्रीय गृहमंत्री शिवराज पाटिल के नेतृत्व में 17 सदस्यीय सर्वदलीय प्रतिनिधिमंडल शनिवार को जम्मू पहुंचा। आक्रोश व्यक्त करने के लिए जम्मूवासियों ने काले झंडे दिखाये और थालियां बजायीं। दूसरी ओर श्री अमरनाथ संघर्ष समिति ने शर्त ला दी कि जब तक नेशनल कांफ्रेंस के संयोजक फारूखअब्दुल्ला, पीडीपी की अध्यक्ष महबूबा मुफ्ती और केंद्रीय जल संसाधन मंत्री सैफुद्दीन सोज को सर्वदलीय प्रतिनिधिमंडल से नहीं हटाया जाता, कोई बातचीत नहीं की जायेगी। संघर्ष समिति की इस शर्त के आगे झुकते हुए केंद्र ने फारूख, महबूबा और सोज को प्रतिनिधिमंडल से अलग कर लिया। इसके बाद पाटिल की अध्यक्षता में बैठक शुरू हुई। बैठक के दौरान संघर्ष समिति के सदस्यों ने राज्यपाल एनएन वोहरा को हटाने और जमीन श्राइन बोर्ड को लौटाने की मांग की। सर्वदलीय प्रतिनिधिमंडल ने संघर्ष समिति से उसका पक्ष जाना। पाटिल ने कहा कि जमीन मसले का ऐसा समाधान निकाला जाए जो पूरे जम्मू-कश्मीर के लोगों को मान्य हो। पाटिल ने आंदोलन के दौरान जानमाल के नुकसान की भरपाई का भरोसा दिलाया। कहा कि मारे गये लोगों के परिजनों को केंद्र व राज्य सरकार आर्थिक सहायता देगी। बैठक करीब दो घंटे तक चली। संघर्ष समिति के संयोजक लीला करण शर्मा ने कहा कि बैठक में कोई नतीजा नहीं निकल पाया है। समिति बातचीत के लिए अब भी तैयार है, आगे भी तैयार रहेगी, लेकिन आंदोलन जारी रहेगा। दूसरी ओर, जम्मू संभाग में प्रदर्शनों का दौर आज भी जारी रहा। पुलिस ने 50 प्रदर्शनकारियों को गिरफ्तार किया है। केंद्र सरकार के सर्वदलीय प्रतिनिधिमंडल के सदस्यों के यहां पहुंचने से पहले ही शहर को छावनी में तब्दील कर दिया गया था। बावजूद इसके कफ्र्यू का उल्लंघन कर लोग सड़कों पर आ गये।

सैनिकों की तानाशाही से दुखी हैं पूर्व सैनिक

अमरनाथ श्राइन बोर्ड की जमीन वापसी को लेकर चल रहे आंदोलन को दबाने के लिए सेना द्वारा की जा रही जोर-जबरदस्ती से लोगों में तो रोष व्याप्त है ही, पूर्व सैनिक भी उनके इस तरह के बर्ताव से काफी दुखी हैं। सेना द्वारा की जा रही सख्ती को लेकर रिटायर्ड मेजर जनरल गोवर्धन सिंह जम्वाल से बातचीत की गई तो उनका कहना था कि जम्मू संभाग में सैनिकों द्वारा प्रदर्शनकारियों से किए जा रहे व्यवहार से वे काफी क्षुब्ध हैं। सेना की इस कार्रवाई से उनकी साख गिर रही है। प्रदर्शनकारी न तो अपराधी हैं और न ही आतंकवादी, फिर उनको गोली मारने की धमकी क्यों दी जा रही है। यहां तक कि कठुआ में एक प्रदर्शकारी सेना की गोली का शिकार भी बन चुका है। उन्होंने सिविल प्रशासन पर आरोप लगाते हुए कहा कि वह सेना का गलत इस्तेमाल कर रही है। हालांकि उन्होंने भूमि विवाद के लिए सीधे-सीधे पीडीपी को दोषी ठहराया। उनका कहना है कि पीडीपी ने गलत बयानबाजी कर घाटी के लोगों में भ्रम फैलाया जिसके कारण ऐसी स्थिति उपन्न हो गई। उन्होंने पीडीपी के उस बयान की कड़ी निंदा की जिसमें उसने जमीन की आड़ में घाटी का जनसंख्यात्मक संतुलन बिगाड़ने की बात कही थी। उनका कहना था कि जो स्थान साल के छह महीने बर्फ से ढका हो तथा जहां बर्फीले तूफान चलते हों वहां कालोनी बसाने की बात हास्यास्पद है। पीडीपी ने भ्रामक प्रचार कर घाटी के लोगों को भड़काया तथा सरकार को जमीन वापस लेने के लिए विवश किया। उन्होंने कश्मीर के अलगाववादियों को आड़े हाथ लेते हुए कहा कि पाकिस्तान में लोकतंत्र के बहाली के बाद वहां इनके लिए ज्यादा कुछ नहीं बचा। ऐसे में इन लोगों ने कश्मीरी आवाम को भावानात्मक रूप से भड़काना शुरू कर दिया। उन्होंने नेकां अध्यक्ष उमर अब्दुल्ला तथा पीडीपी के अध्यक्ष महबूबा मुफ्ती के बारे में कहा कि ये दोनों कट्टरवादिता में एक दूसरे को पीछे छोड़ने के लिए अनाप-शनाप बयानबाजी कर रहे हैं। चूंकि जमीन मुद्दे को लेकर जम्मू संभाग में इन दोनों पार्टियों का जनाधार लगभग खत्म हो चुका है। इसलिए आगामी चुनाव को देखते हुए ये दोनों एक-दूसरे को पीछे छोड़ने के चक्कर में आग उगल रहे हैं। उन्होंने केंद्र सरकार पर भी कश्मीरियों का पक्ष लेने का दोष मढ़ा। उनका कहना था कि केंद्र सरकार हर बार कश्मीरियों के दबाव में आकर उनके हक में फैसला लेती है। उन्होंने जम्मूवासियों के आंदोलन को जायज ठहराते हुए कहा कि पिछले 60 सालों से अनदेखी का शिकार इन लोगों की बात न तो राज्य सरकार सुनती है और न ही केंद्र सरकार। ऐसे में सिवाय आंदोलन के इनके पास रास्ता ही क्या है। उनका कहना था कि जम्मूवासी फ्रंट बनाकर डिलिमिटेशन की बात उठाएं और जब तक राज्य में डिलिमिटेशन न हो तब तक चुनाव का बहिष्कार करें। अंत में उन्होंने सेना से अपील करते हुए कहा कि जम्मूवासी अपने वाजिब हक के लिए संघर्ष कर रहे हैं। ये लोग न तो देशद्रोही हैं और न ही आतंकवादी। ऐसे में सेना इन लोगों से सहानुभूति रखे और यथासंभव सख्ती बरतने से बचे। सुबोध कुमार मिश्र

<span style='color:red'>सिर पर चढ़ता ही गया कश्मीर</span>

जम्मू और कश्मीर इस रियासत के दो प्रांत हैं और छोटे प्रांत लद्दाख और करगिल हैं। कश्मीर के लोग ज्यादा प्रभुत्वशाली हैं। 1947 से पहले शायद ऐसा नहीं था। लेकिन केंद्र सरकार के प्रोत्साहन और जम्मू से विमुखता के कारण जम्मू हतोत्साहित होता गया और कश्मीर का उत्साह और उच्छृंखलता बढ़ती गई। केंद्र की नजरों में कश्मीर ही सब कुछ है और जम्मू को कुर्बान किया जा सकता है। शुरु के 35-40 वर्षो में हालात ठीक थे। कोई आपसी कड़वाहट नहीं थी। यदि कश्मीर समस्या सांप्रदायिक नहीं है तो कश्मीरी मुसलमान ही क्यों भारत के विरुद्ध हैं और कश्मीरी पंडित पूरी तरह से भारतीय कहलवाने में गर्व का अनुभव करते हैं। ऐसा लगता है कि कश्मीर भारत के हाथों से फिसल रहा है। आज से 20-25 वर्ष पहले कश्मीरी मुसलमान बोलते नहीं थे आज छाती ठोक कर भारत मुर्दाबाद कहते हैं। इस सब का दोषी कश्मीरी ही नहीं है अपितु भारत सरकार का दोष ज्यादा है। अनुच्छेद 370 से कश्मीर को एक अलग पहचान दी गई और उनकी हर बात मानी गई। चाहें वह राष्ट्रविरोधी ही क्यों न हो। एक सीनियर कश्मीरी प्रोफेसर ने आज से 15-20 साल पहले कहा था कि भारत सरकार हमें बताएं कि हम कितने फीसदी भारतीय हैं या कुछ और। हालात बिगड़ते गए और आज उसी का भयानक रूप सबके सामने है। पर धन्य है केंद्र सरकार और कांगे्रस जो आज भी उनके साथ है जो पाकिस्तान जिंदाबाद कहता है, तिरंगे का अपमान करता है। और जो भारत जिंदबाद कहता है, उसे नजरअंदाज किया जाता है और कई बार हानि भी होती है। भारत सरकार शायद इसलिए ब्लैकमेल हो रही है कि एक दिन तो रास्ते पर आएंगे। मेरा दृढ़ विश्र्वास है कि अगर कानून सख्ती से लागू किया जाए तो दोशद्रोही ताकतों को जड़ से मिटाने में ज्यादा देर नहीं लगेगी। जम्मू इस नाइंसाफी के साये में सिसक रहा है। पहले कश्मीर में एक तरह की मस्ती और खुशगवार माहौल था पर आज एक अजीब सी उदासीनता है। भगवान कश्मीर के नेताओं को सद्बुद्धि दे और कश्मीर जो आज नर्क बन गया है फिर से दुनिया का स्वर्ग बन जाए। डॉ. सुभाष गुप्ता (पूर्व प्रिंसीपल, मेडिकल कालेज, जम्मू)

<span style='color:red'>लम्हों ने खता की थी, सदियों ने सजा पाई</span>

देश की स्वतंत्रता की 61वीं वर्षगांठ आ रही है पर हम जम्मूवासी इस राष्ट्रीय पर्व को उत्साह और उल्लास के बीच नहीं, क‌र्फ्यू, बंद, लाठी, गोली और अनिष्ट की आशंकाओं के मध्य ही मना रहे होंगे। सन् 1947 में जब पूरा देश आजाद हुआ तो अढ़ाई मास बाद ही जम्मू-कश्मीर राज्य को पाकिस्तान पे्रेरित कबाइली आक्रमण का सामना करना पड़ा। जम्मू कश्मीर भारत में सम्मिलित हुआ और भारतीय सेनाओं ने राज्य की रक्षा की। उस समय पण्डित नेहरू ने न जाने किस दबाव में आकर अस्थायी अनुच्छेद 370 के माध्यम से इस राज्य को भारत के संविधान में विशेष दर्जा दिलवाया, जिससे इस राज्य को अलग विधान और अलग ध्वज रखने की अनुमति मिली। सदियों से भारत की सांस्कृतिक एकता और धार्मिक समन्वय के प्रतीक रहे इस राज्य में अलगाववाद का जो बीज उस समय बोया गया, वहीं दिन ब दिन एक तरफा तुष्टिकरण की नीतियों से बढ़ता गया और आज हम सब लम्हों ने खता की थी सदियों ने सजा पाई वाली सजा भोग रहे हैं। राज्य के तीन भाग लद्दाख , कश्मीर और जम्मू हैं। क्षेत्रफल की दृष्टि से लद्दाख सबसे बड़े क्षेत्र वाला, जम्मू दूसरे स्थान पर और घाटी तीसरे स्थान पर है। चाहिए तो यह था कि राज्य के तीनों भागों को विकास के समान अवसर दिए जाते पर पिछले साठ सालों में जम्मू और लद्दाख लगातार उपेक्षा की मार झेलते रहे हैं। विधानसभा, लोकसभा की सीटों का मामला हो या उच्च शिक्षा और नौकरियों का, सभी में जम्मू और लद्दाख क्षेत्र की उपेक्षा की जाती रही है। अजीब बात है कि पूरे राज्य की आय का 70 प्रतिशत से अधिक जम्मू से मिलने वाले राजस्व से मिलता है और 30 प्रतिशत घाटी से, लेकिन खर्च जम्मू पर 30 प्रतिशत और घाटी पर 70 प्रतिशत किया जाता रहा है। कश्मीर संभाग में कर्मचारियों की संख्या तीन लाख है। जबकि जम्मू संभाग में एक लाख। कृषि, सिंचाई, पर्यटन सभी क्षेत्रों में जम्मू की अनदेखी होती रही है। भद्रवाह डोडा में पर्यटन के विकास की पूरी संभावनाएं हैं। पर वहां कुछ विकास नहीं हुआ। यह पीड़ाएं तो हमने झेली हीं पर अलगाववाद बढ़ता ही गया। जिहाद के नाम पर घाटी के पांच लाख कश्मीरी पण्डितों को अपने घर बार छोड़ने पर मजबूर किया गया। वे पिछले अठारह वषरें से अपने ही देश में निर्वासन का दुख झेल रहे हैं। दुनिया के सभी प्रमुख मजहबों को शांति से फलने-फूलने का मौका देने वाले इस भारत देश के एक हिस्से की यह दुर्घटना हमारे देश के माथे पर बहुत बड़ा कलंक है। भारत में सभी धर्मो के मानने वालों को अपने-अपने धर्म का पालन करने तथा अपने-अपने धर्मस्थान का प्रबंध करने की पूरी आजादी है। केंद्र सरकार तथा राज्य सरकारें उन्हें सभी प्रकार की सुविधाएं देती हैं पर उनके प्रबंधन में दखल नहीं देती। देश से बाहर होने वाली हज यात्राओं में भी केंद्र सरकार तथा राज्य सरकारें सुविधाएं देती हैं। जम्मू कश्मीर में हिंदुओं के दो प्रसिद्ध तीर्थ स्थान हैं। वैष्णों देवी और अमरनाथ। दोनों तीर्थो की यात्रा करने लाखों लोग भारत के सभी भागों से तथा विदेशों से भी आते हैं और इस राज्य की आर्थिक उन्नति में बहुत बड़ा योगदान करते हैं। वैष्णो देवी श्राईन बोर्ड वैष्णो देवी यात्रा का प्रबंध देखता है। अमरनाथ श्राईन बोर्ड अमरनाथ यात्रा का प्रबंध देखने के लिए बनाया गया था। उसे जम्मू कश्मीर विधानसभा ने ही स्वीकार किया है। उसी श्राईन बोर्ड को जम्मू-कश्मीर राज्य की मंत्रिपरिषद ने सर्व सम्मति से मात्र 40 हेक्टेयर जमीन वर्ष में केवल दो माह के लिए यात्रियों के लिए अस्थाई विश्राम स्थल और अन्य सुविधाएं देने को एलाट की थी। कश्मीर के अलगाववादियों के विरोध पर उस भूमि को श्राईन बोर्ड को न देने का निर्णय लेकर सरकार ने जम्मू-कश्मीर की ही नहीं , संपूर्ण भारत के और विश्व भर के हिंदुओं की आस्था को गहरी चोट पहुंचाई है। इससे उन सब लोगों के हृदय भी पीडि़त हुए हैं जो गांधी जी के द्वारा दिखाई सर्व धर्म समभाव की राह पर चलते हुए सभी भारतवासियों की धार्मिक स्वतंत्रता में विश्वास रखते हैं। बर्दाश्त करने की भी एक हद होती है। पिछले इकतालीस दिनों से जम्मूवासी इस जमीन को श्राईन बोर्ड को वापस दिलाने के लिए संघर्ष कर रहे हैं पर न जाने क्यों केंद्र सरकार मौन साधे बैठी है। यह जन आंदोलन जम्मू के लाखों लोगों का आंदोलन है। किसी राजनीतिक दल का नहीं है। हिंदू, मुसलमान, सिख, ईसाई, व्यापारी, मजदूर, कामगार, बुद्धिजीवी, वकील, डाक्टर, अध्यापक सभी संघर्ष समिति को सहयोग दे रहे हैं। जम्मू की जनता ने आपसी भाईचारे की यह अद्भुत मिसाल पेश की है जिसमें धार्मिक आस्था पर चोट खाए हिंदुओं के धर्म स्थान की भूमि वापस दिलाने को सभी धर्मो के लोग कंधे से कंधा मिलाकर इकट्ठे होकर चल रहे हैं। आज जम्मू जल रहा है। सात बहुमूल्य जानें जा चुकी हैं। सैंकड़ों लोग जख्मी हो चुके हैं। दुकाने बंद हैं, बैंक, डाकखाने, स्कूल, कालेज सभी बंद हैं। खाने-पीने की आवश्यक सामग्री की किल्लत हो रही है। पुलिस, रेपिड एक्शन फोर्स और अब सेना के आतंक को सहते हुए भी लोग खामोश नहीं हैं। प्रशासन को अब चेतना चाहिए और इस समस्या का संतोषजनक हल निकालना चाहिए। घाटी के आम आदमी को गुमराह न करते हुए राजनेताओं को समझ लेना चाहिए कि जम्मू, कश्मीर और लद्दाख तीनों संभागों के लोगों के समान अधिकार हैं और वे उन्हें मिलने चाहिए। किसी भी संभाग के लोगों को दूसरे दर्जे के नागरिक मानने पर राज्य में सुख शांति नहीं रह सकती। डॉ. वेद कुमारी घई

बिश्नाह : श्री अमरनाथ श्राइन बोर्ड भूमि विवाद को लेकर चल रहे संघर्ष को जम्मू के हर समुदाय का समर्थन मिल रहा है। शनिवार को सैफ अली खान ने भी आंदोलन का बिगुल फूंक दिया। यह वालीवुड के सैफ अली खान नहीं बल्कि बिश्नाह के रतनाल क्षेत्र के रहने वाले सैफ हैं। सैफ ने शनिवार को हक ही जंग के समर्थन में जोरदार प्रदर्शन किया। अपने पूरे परिवार के साथ प्रदर्शन करने के लिए आए सैफ अली खान का कहना है कि यह जंग किसी एक समुदाय विशेष की नहीं है। इस जंग के साथ जम्मू सूबे का स्वाभिमान और सम्मान जुड़ा है। इसलिए वह इस आंदोलन को सफल बनाने के लिए पूरा जोर लगा रहे हैं।
