The Americans might be pressuring us to deliver something tangible on Kashmir -- in the interest of South Asian stability. We are already delivering aid to Bajaur so why not go a step further?

Zardari Kashmir comments are based on reality. After great Earthquake of POK, whole terrorist infrastructure along with active foot soldiers and future generation perished (govt estimate - 200K died). That was total loss. To recover from that set back will take decades.
Plus fundoos are hit by US and Paki Army in FATA and surrounding area.

If US tries to buddy with India, China will do same with Pakistan.
After US election things will be clearer.

Consequent upon the signing of the Indo-US Nuclear Deal and the ever increasing interaction between the two countries on Defense related matters, perhaps a new scenario is emerging in South Asia. The developments particularly during the Bush era have very far reaching consequences.

The shifting of importance of Pakistan in the mind of the US policy makers in recent years towards India has been gradual but well thought after. I am of the view that the collapse of the Soviet Union and the end of the cold war has been one of the reasons for this change in heart. However, we simply cannot ignore the economic growth of India as an important factor which has lead to this changed status.

In view of the above developments , the future bilateral relations between India and Pakistan will have to be conducted in a different background and the limitations on both sides will also be different. The China factor is expected to be more prominent in times of any future crisis.

On the Indian side, with the elections expected in a few months it is unlikely that any major shift in policy will take place in the next few months.

A keen observer can not miss that what happened in 1830s, in the same region, is being played out again. Almost the same forces at the game with a new realignment. The role of East India Company is of course replaced by Uncle Sam. In the aftereffects two things happened: Afghanistan was allowed to go back to the feudal Islamic forces, with commitment to reject Russia any play. Kashmir was given to a Hindu ruler, a british puppet, to merely govern without any real power. Punjab was forcibly annexed after being fooled and tricked as an ally. Islamist Wahabis were taken out using native soldiers and european bayonets.

Overall, the resultant was a complex of balance in favour of British interests that lasted for next one century and beyond.

Of these Visitors Pakistanis in their Tens of Thousands do not return to Pakistan and continue to remain in India. As such the ISI does not have to send “Infiltrators” in an Illegal Manner when the Indian Government is happy to have Tens of Thousands of Pakistanis remain in India Illegally and I am sure a sizable number of them will eventually become “ISI Operatives”

I would request your views on this development.

2. The Cross-Border trade with Pakistan especially in Jammu and Kashmir where the “Visa System” has been dispensed with will lead to further “Terrorism”.

3. The Pakistani Industries - in over Thirty Sectors - has been destroyed by Chinese Imports. The Pakistani People will not utter a “Dickie Bird” about this “Destruction” of Pakistan Industry by Indian Industry.

As such these Imports from India will further exacerbate the situation wherein the Indian Goods will Destroy, maybe, Ten corresponding Pakistani Industries leading to, I am sure, even more hatred for India.

I would therefore request your views on this development too.

said today.

"A total of 110 incidents of ceasefire violations have taken place along the LoC in Jammu and Kashmir since 2006. These include 47 incidents of trans-LoC firing... Our troops have suffered nine fatal and 25 non-fatal casualties," Defence Minister A K Antony said in written reply to a question in Lok Sabha.

A maximum of 77 such incidents had taken place in 2008, 21 in the 2007 and 3 in 2006.

"Nine violations have taken place so far this year," he added.

Meanwhile, replying to another query, Minister of State for Defence M M Pallam Raju said that 690 officers and soldiers were killed on duty in the same period.

"54 officers, 62 Junior Commissioned Officers and 574 other ranks have been killed on duty since 2006," he said.

The Defence Minister said that Indian troops take strong action against any attempts to violate the LoC violation while maintaining adequate restraint to prevent escalation. <!--QuoteEnd--><!--QuoteEEnd-->

A senior BSF official told IANS on condition of anonymity: "We have stepped up patrolling especially at night to prevent any infiltration by militants from Pakistan."

The army guards the 720 km-long Line of Control (LoC) dividing the Indian and Pakistani administered Kashmir. The BSF patrols 220 km of international border in the Jammu region.

A three-tier barbed wire fence has been erected along the border on the Indian side to deter infiltration bids but there are some open points like rivers or rivulets that offer free spaces.

There was no damage or casualty on the Indian side due to the Pakistani action last night, BSF Inspector General Himmat Singh said.

"We held a flag meeting at about 1 am and made a very strong protest to them (Pakistani Rangers) about this incident," he told reporters here.

<b>"Yesterday night, at about 10 pm, the BSF troops posted at Pulkanjini border outpost saw flashlights and firing from Pakistan territory and after a very short gap, they heard explosions," Singh said.

"Our troops on the border retaliated immediately, very strongly...After that no incident of fire from Pakistani side was reported,"</b> he said.

<b>"Three rockets were fired from Pakistani side. There was no damage but it raises suspicion about developments on the other side of the border," a BSF official said.</b>

During the meeting, the Rangers "feigned ignorance (about the incident) but said they will look into it," he said.

New Delhi suspects that the border incidents were mainly aimed at diverting attention of the Indian forces to push in infiltrators.

The spurt in violence, sources said, was an effort by terrorists to enter India before snowfall blocked the entry routes for infiltrators. They said that hundreds of armed militants were waiting across the border to ingress. While many infiltration attempts were foiled, there were reports that some militants had successfully entered into the Valley to augment the dwindling numbers of insurgents in Jammu & Kashmir. Sources said the focus of infiltration was both the Jammu and Kashmir provinces.

Police sources said the lethal gun battle between security forces and the terrorists started on <b>Tuesday evening at Baniyari Watalpora, an island-like habitation in Wullar Lake, near Sumbal in North Kashmir’s Bandipora district. The security forces were tipped off that militants were hiding in a house formerly owned by a top counter-insurgent, Bashir Yaar, who was killed by terrorists in a mine explosion six years back.</b> The security forces cordoned off the concrete house, only to receive a volley of bullets from inside. A police officer said the militants had a large quantity of ammunition dumped in the basement of the house.

In the first bout of fire, three soldiers were injured. Sources said a column of 13 Rashtriya Rifles, led by <b>Major Suresh Suri, attempted to enter the house but militants shot them pointblank. Four Armymen, including Major Gautam Raj Reshi and Major Kamlesh Kumar, got injured in the encounter and were airlifted for treatment by para-troopers who joined the flush-out operation.</b>

The encounter ended only after the hideout was razed by mortar shelling. Sources said one of the slain militants was Pasha, a top-ranking militant of the Hizbul Mujahideen, who was active in the area for a decade. An award of Rs 10 lakh had been announced on his head.

The second encounter took place at Ladoora village in Rafiabad pocket of Baramulla. <b>Two terrorists and two soldiers belonging to 32 Rashtriya Rifles died in the incident</b>. <b>The slain troopers have been identified as Devika Sagar and Ram Dass. Two soldiers also received injuries in the gun battle</b>.

Defence sources said the slain militants probably were part of the group of militants that had recently sneaked into Kashmir to increase the level of violence. “Rafiabad jungles are an extension of the infiltration routes in Kupwara district. The encounter and the level of casualties inflicted on the Army indicate that the militants were fresh recruits from Pakistan,” a defence expert said. A fortnight ago, a Major was killed by infiltrators in the Akhnoor sector of Jammu.

Sources said that apart from carrying out fresh infiltrations, the militants were targeting the populated areas to demonstrate their presence.
