<b>MOHALI : BCCI only went by the instruction it received from the Indian government and there is no question of sanctioning the cricket board for scrapping the tour of Pakistan, International Cricket Council (ICC) president David Morgan said on Sunday.

Morgan lamented the lack of international cricket in Pakistan but cited ICC regulations which rule out sanction in such cases.</b>

"No doubt Pakistan suffers from lack of international cricket on home soil. But I understand it was Indian Government’s decision that the cricket team should not tour Pakistan. As per ICC rules, this is acceptable non-compliance and ICC would have no sanction against BCCI," Morgan said.

Hailing England’s decision to return to India to continue with the series, Morgan, a former England and Wales Cricket Board chief said credit should go to the ECB and England captain Kevin Pietersen.

"I think it was a vital decision. (ECB security adviser) Reg Dickason is highly respected and he decided it was safe and secure for the team. I am delighted that they returned, lot of credit goes to Pietersen and ECB. It would have been wrong to give terrorism a victory," he said.

Continuing the series, however, <b>could not amuse the likes of Imran Khan who accused India of double standard by shunning Pakistan on security grounds</b> and continuing with the ongoing home series against England despite the recent terror attacks in Mumbai.

<b>Morgan, however, begged to differ and felt situations in both the countries could not be equated.

"Pakistan is a different country. Quite clearly, security experts said India is safe and secure (for England) to return but that is not the case with Pakistan,"</b> the Englishman said.

<b>"Security assessment was carried out by cricket boards from West Indies, England, Australia and New Zealand and all advised it was not appropriate to tour Pakistan for the event. So that was again an acceptable non-compliance," he explained.</b>

Morgan, however, expressed hope that cancellation of India’s Pakistan tour would not have any adverse effect on the 2011 World Cup, which they host, along with Bangladesh and Sri Lanka.

"There has to be some concern about the next World Cup which these four countries host. But we are confident that among them, we would have a good World Cup. We have learns a lesson from the last World Cup and I am sure the sub-continent would host a great World Cup," he said.

Dwelling on Indian Premier League, Morgan said the Twenty20 format was not necessarily a nemesis of the longer version of the game. On the contrary, he argued, it opened new commercial vistas for the game.

"The growth of Twenty20 has been interesting and it is good for the game. It led to a great deal of commercial interest to international and domestic cricket. I think cricket is extremely fortunate to have three properties Test, one day and Twenty20," he said, before reaffirming the primacy of ICC events.

On cricket’s possible inclusion in the Olympics, Morgan ruled out such a possibility before 2020.

"We have achieved something really important when IOC (International Olympic Committee) recognised ICC. But at the ICC board, we don’t have a clear belief to seek Twenty20 cricket, the ideal format, in Olympics. I think at the earliest, its feasible in 2020. But we are someway off deciding if we want to be in the Olympics," he said.

Morgan threw his weight behind the referral system and hoped it would curb excessive appeals.

"I certainly support it...(because) you get the benefit of hindsight. I believe it would do a great deal to improve spirit of cricket and delighted that the MCC World Committee also supported it... Many hope it would reduce appealing," he added.

India has always claimed (and rightly so) that entire POK is part of India.

There has been some talk of Indian Govt. striking at POK terror camps. I say why just stop at striking at these terror camps. Invade Pakistan and take back POK as it is anyway a part of India. POK coming back to India has several advantages.

1. This will give India a direct route to Aghanistan.
2. US would be more than happy to see POK revert back to India as NATO supplies can then safely reach Afghanistan from India (remember how several hundred US vehicles were destroyed recently when passing through Pakistan).
3. It would cut off direct land link/route between taller than tallest mountain and deeper than deepest river friends Pakistan and their mai baap China.
4. To a large extent solve the problem of Kashmir once and for all.

<b>US offers $1.5 billion military aid to Pakistan</b>

WASHINGTON: The United States will provide more than $300 million a year in military aid to Pakistan over the next five years, diplomatic sources told Dawn.

The current arrangement of $300 million of annual military aid expires on Sept. 30, 2009 when the US fiscal year 2008-09 ends.

This was part of a $3.2 billion US aid package agreed in 2003 and was evenly divided between military and economic assistance.

Under a new arrangement, now being discussed between Pakistani and US officials, the US administration has agreed to increase its military assistance to Pakistan.

Diplomatic sources told Dawn that while a precise figure has not yet been agreed; the US administration has informed Pakistan that it will be more than $300 million a year.

The new military aid package will be valid for the next five years.

<b>
Although it is initiated by the outgoing Bush administration, a change of government on Jan. 20 will not affect the package, the sources said.</b>

The proposed aid package, titled US defence and security assistance to Pakistan, aims at strengthening the country’s counter-terrorism capability.

Besides enhancing the army’s counter-terrorism skills, the package will also finance programmes meant for strengthening the law enforcement agencies, such as the Frontier Corps, Frontier constabulary and the police.

This military and security aid will require annual certification from the US administration that Pakistan is cooperating in the war against terror.

For non-military assistance, however, Pakistan will have to wait for the passage of the Biden-Lugar bill which was presented in the outgoing Congress and will be one of the top priorities of the next Congress as well.

<b>The Biden-Lugar bill calls for a $15 billion US economic assistance to Pakistan for the next 10 years. There will be no strings attached to economic assistance but the proposed bill will condition all US military aid to Pakistan to its performance in the war against terror.</b>

On Thursday, Pentagon Press Secretary Geoff Morrell told a briefing that the US Defence Department was working on a proposal to provide additional security assistance to Pakistan in support of its counter terrorism efforts along the Afghan border.

He said the proposal for new assistance to Pakistan has come from Central Command and is at early stages. The proposed funding is in addition to existing programs including the coalition support fund and foreign military financing.

‘Right now we’ve got, you know, in addition to the coalition support fund and the foreign military financing, there is a proposal coming out of CENTCOM to provide some additional kinds of financial assistance that would—assist the Pakistani military in their counterterrorism operations,’ he said.

‘But this is just a proposal at this point, hasn’t gotten to this—to the secretary, hasn’t been briefed to Congress. I think it’s in the conceptual stages,’ he added.

This is for the first time Mehsud has admitted that Taliban has marshalled thousands of fighters close to the Afghan-Pak border and where Pakistani Army has launched a major operation to flush them out.

I think I can confidently say that the Indian response to Mumbai terror will be a non response. Atmost, strike at some empty LeT camp. If I were the pakjabis, I would be worried that all this HW can and will be pointed at them in the near future.
