<b>ISLAMABAD : If Pakistan decides to retire its entire external debt and liabilities (EDL), it has to slash one-third of its economy, as at the end of September 2009, the country’s EDL have increased to a worrisome $55.216 billion.

International Monetary Fund (IMF) few months back projected that Pakistan’s external debt would reach $74 billion by 2015. The nature of whopping increase in country’s external debt indicates that Islamabad would cross the limit very shortly and before the fund’s projected year.</b>

It is interesting to note that during a short span of three months, these liabilities jumped $2.88 billion from end June 2009 level of $52.33 billion.

Out of EDL, external debt stood at $53.79 billion against $50.76 billion at end June 2009 depicting an increase of $3.035 billion. It is notable that at end 2008,it stood at $44.46 billion.

However, external liabilities reduced slightly to $1.42 billion from $1.57 billion recorded at the end of financial year 2008-09.

According to the State Bank of Pakistan (SBP) data during the last 15 months, about $9.053 billion were added to external debt and liabilities. Last year at the end of June, these stood at $46.16 billion. Rupee depreciation against major currencies, especially the US dollar, was another factor contributing to the debt burden.

Pakistan’s back record revealed that external debt has increased significantly in the last few years. As on June 30, 2003 external debt stood at $32.46 billion, June 2004 ($32.93 billion), June 2005 ($34.04 billion), June 2006 ($35.89 billion), June 2007 ($39 billion), June 2008 ($44.46 billion), June 2009 ($50.76 billion) and now at the end of September 2009, it has jumped to $53.79 billion.

Independent economists believe that the increase in public debt could have severe long-term direct and indirect negative impact on economy. They say the government to make strong fiscal adjustments instead of more borrowing. Otherwise, in coming years, debt problem will cause severe macroeconomic consequences like low economic growth, closure of businesses, rising unemployment and poverty, deterioration of physical and human infrastructure, high inflation, pressures on exchange rate, discouragement of both domestic and foreign private investment etc.

Already the debt-servicing burden has progressively reduced the government’s ability to undertake much needed infrastructure development projects, and further rise in debt burden would hamper country’s efforts for social and economic development.

Musharraf resigned in August 2008 and in September 2008 Pakistan's External Debt was already USD 45.507 Billion.

This was "Phixed" by the Zardari sympathizers to USD 50.850 Billion in December 2008.

Thus the increment is due to the "Phresh" Loans.

<b>India preparing for limited war against Pakistan : FO</b>

ISLAMABAD : Foreign Office Spokesman Abdul Basit Tuesday urged the world community to take notice of remarks passed by the Indian Army Chief, saying India is setting the stage for a limited war against Pakistan since long.

The FO spokesman said in its statement that the remarks of Indian Army Chief Gen Deepak Kapoor reflect the hazardous and aggressive nuclear theory propagated by India.

The spokesman said Deepak’s statement endorses Indian’s aggression-based ambitions regarding nuclear hegemony, adding it is incumbent upon the big world powers to keep intact the power balance in the region.

Abdul Basit said Pakistan is a responsible country and will continue working for the upkeep of peace in the South Asia on the basis of equality and mutual respect.

<b>Manmohan says assured by U.S. on Pakistan</b>

<b>WASHINGTON : Indian Prime Minister Manmohan Singh said on Wednesday he was assured that U.S. influence on Pakistan would help prod Islamabad to crack down on militants who target India.</b>

Singh said his talks with President Barack Obama on Tuesday produced agreements that the two powers would work together on a number of issues including counter-terrorism.

"I'll go back to India convinced that India and the United States can and will do lots of things together to strengthen our strategic partnership in economics, in trade, in climate change, in energy, in counter-terrorism and all related activities," he told a news conference.

Asked whether he had persuaded the United States to use its clout with its ally Pakistan to crack down on Islamic militants who direct attacks at India, Singh said "I have been assured that U.S. influence will work in (that) direction."

The Indian leader's four-day visit to Washington aimed at boosting ties with the United States ended on the eve of the anniversary of last year's attack on the Indian city of Mumbai which killed 166 people.

Singh said in a statement to bereaved families of the attack that India "will not rest until we've brought the perpetrators of this horrible crime to justice."

<b>Pakistan’s forex reserves fall to $13.90 billion</b>

KARACHI : Pakistan’s foreign exchange reserves fell to $13.90 billion in the week that ended on Nov. 21 from $14.12 billion the previous week, the central bank said on Thursday.

Reserves held by the State Bank of Pakistan were $10.27 billion, down from $10.49 billion a week earlier, while those held by commercial banks were flat at $3.63 billion from the previous week, the central bank said in a statement.

Foreign reserves hit a record high of $16.5 billion in October 2007 but fell steadily to $6.6 billion by November last year, largely because of a soaring import bill.

An International Monetary Fund (IMF) emergency loan package of $7.6 billion agreed in November helped avert a balance of payments crisis and shore up reserves.

The IMF, which increased the loan to $11.3 billion in July, has disbursed more than $5 billion.
