Finance ministry official says amount was ‘overstated’.



ISLAMABAD : Pakistan seems to be in a giving mood, not only has it decided to relinquish transit fees for Nato supplies, it has also given up on a huge chunk of another payment from the US.



Contrary to an official statement issued earlier, Pakistan has decided to forgo $1.3 billion of the total $2.5 ‘reconciled’ outstanding amount the US was to pay under war on terror reimbursement claims of the Coalition Support Fund (CSF).



The $1.3 billion has been excluded from the “reconciled claims of $2.5 billion” for the period from July 2010 to April 2011, said a senior official from the finance ministry. The amount is even more than the $900 million the US had refused to pay.



This means the [color="#FF0000"]earlier total bill of $3.4 billion [size="5"]was overstated by a whopping $2.22 billion or 65%,[/size][/color] and [color="#FF0000"]raises serious questions over the credibility of the country’s financial managers.[/color]



The official was not willing to say anything more except that the bills were inflated. This is contrary to what senior functionaries had said earlier.



Finance Minister Dr Abdul Hafeez Shaikh had told the media at a news conference the reconciled CSF claims amounted to $2.5 billion. The ministry’s spokesman Rana Assad Amin was not available for comments despite repeated attempts to contact him for three consecutive days.



Recent reports following the reopening of Nato routes suggest the US will now pay only $1.18 billion under the CSF, which Washington disburses after a rigorous 11-stage scrutiny process against expenditures Pakistan has already incurred in its fight against terrorism. The finance ministry official said the money will be released in the next 15 days.



At the same news conference which Dr Hafeez Shaikh had addressed earlier regarding the disbursement of the reconciled amount, he said that prior to the May 2 raid on a compound in Abbottabad the US had started rejecting 35-40% of the amount Pakistan claimed.



Finance ministry officials agreed that while the US would disburse the entire proposed amount in the initial years of the war, it started rejecting 5-10% of the bill soon after.



The US had however stopped disbursing the fund since December 2010 in an attempt to coerce Islamabad into accepting its demands. Up till then the US had disbursed a total amount of $8.6 billion against total claims of $12 billion, said a government functionary requesting anonymity.



Pakistan has also [color="#FF0000"]taken back its demand of $5,500 transit fee for each Nato container crossing through its territory.[/color] Some reports suggest the move is to dispel the impression that the route was blocked for financial gains and not over the US apology for the Salala air raid.



[color="#FF0000"][size="5"]The $5,500 included $1,000 for repairing roads damaged* due to heavy traffic movement[/size][/color], said communication secretary Anwar Ahmad Khan in a testimony to the Public Accounts Committee. The government has not yet divulged how it intends to repair the damaged roads. It is said the national exchequer has already sustained a loss of Rs124 billion on account of Nato containers passing through its territory.

The US House of Representatives has approved an amendment which would cut US aid to Pakistan by half, bringing the amount down to $650 million, the Associated Press reported on Wednesday.



Calling Pakistan the “Benedict Arnold” of nations, Representative Ted Poe complained about the level of Islamabad’s cooperation in the fight against terrorism, the report said. It added that the members of the Congress were particularly angry with Pakistan’s conviction of Dr Shakil Afridi, who conducted a fake polio vaccination in order to help CIA track down al Qaeda leader Osama bin Laden in Abbottabad.



“Pakistan doesn’t deserve the American money,” Poe was quoted as saying.



According to a report by Politico, Poe had first demanded a $1.3 billion cut from Pakistan’s military aid and had initially won the endorsement of Representative Bill Young, but later a cut of $650 million was settled upon.



The Politico report also quoted Poe as saying that Pakistan is “playing” America.



The unsteady relations between Pakistan and the US were coming back on track when Pakistan reopened the Nato supply routes in return for an apology offered by US Secretary of State Hillary Clinton. But this cut in aid may harm the ongoing efforts between the two countries to maintain a balanced relation.

LONDON : Senior Adviser to the Prime Minister on Interior Affairs Rehman Malik arrived here on Monday on a surprise visit to apologise to the British authorities for an alleged visa scandal, Daily Times has learnt.



[color="#FF0000"]The visit was unscheduled and was planned last minute as no officials from the Presidency and the Prime Minister’s House were aware of it. A source privy to the visit said Malik would meet the British officials and would apologise in this regard. He would also brief them about investigation into the alleged visa scandal. Source said that British intelligence agency MI6 had already started an investigation in this regard. The Olympics squad from Pakistan is being monitored by security officials. President Asif Zardari and Prime Minister Raja Pervaiz Ashraf had ordered Malik to visit Britain and assure the British authorities that Pakistan would take all possible measures to bring culprits to justice.[/color]



Talking to Daily Times, President Zardari’s spokesman Farhatullah Babar said, “It is a serious issue and should be dealt on priority basis." When asked about Rehman Malik's visit to the UK, Babar said, "I'm unaware of his visit. He [Rehman Malik] had a meeting with President Zardari in Karachi. They might have discussed this issue but I don't know anything about it."



The Sun has claimed that President Asif Ali Zardari and Prime Minister Raja Pervaiz Ashraf personally ordered Rehman Malik to arrest the criminals behind the Olympics visa racket. “The engineers and technicians of the Pakistan Aeronautical Complex have examined the partially damaged aircraft, and according to the initial report, this most advanced Awacs aircraft of the Saab-2000 category can be repaired,” said the defence minister while talking to The News at an Iftar-dinner hosted by the Iranian ambassador here on Thursday. [color="#FF0000"]“A test flight of the aircraft will be conducted after repairing it,” he added.[/color]



According to sources, three to four dozen aircraft were present at the airbase when the terrorists launched the attack.
Most of these aircraft were brought to Kamra for overhauling and repair.



Syed Naveed Qamar, who was chief guest at the Iftar dinner, said that the Pakistan-Iran friendship should be promoted for the mutual interest of the two countries. He said all avenues would be explored to enhance cooperation between the two countries in the defence sector and all resources would be utilised for this purpose.



He said the Pak-Iran economic cooperation would also be promoted and the Pak-Iran gas pipeline would be completed without any further delay.

According to the report the weapons used by the attackers were of Russian origin and that the militants used five hand grenades and fire three rocket propelled grenades (RPG)s in the attack.

During inspections, investigators also collected 223 spent casings of AK-47 rifles used by the assailants in the attack.

Two of the attackers have been identified and one of them was reported to be a resident of Taxila.
