One person was killed and scores injured as police rounded up hundreds of trouble makers even as 12-hour Assam bandh called by All Assam Minority Students Union (AAMSU) and its allies turned violent on Tuesday.



Indefinite curfew was enforced in parts of Sonitpur, Barpeta and Nagaon districts for preventing the violence from spreading to other areas. The AAMSU and its allies called for the bandh in protest against continuing attack on Muslims in Bodoland Territorial Autonomous District Council (BTC) areas in Assam.



About 500 bandh supporters were rounded up by the police for trying to create trouble. Police and paramilitary force personnel had to open fire in the air, fire tear gas shells and resort to baton charge in various bandh-hit areas to control mob frenzy.



Indefinite curfew was clamped in Barpeta Road and Howly in Barpeta district after armed miscreants had hacked to death one person and injured more than 20 others in Beltola area on Barpeta Road. Several houses were also torched by the miscreants, who also attacked and injured journalists on duty. The Army was called out to stage flag march in Barpeta Road to control the situation.

Curfew was also clamped at Tezpur town in Sonitpur district as a precautionary measure after bandh supporters attacked a newspaper van on Tuesday morning.



In neighbouring Nagoan district, clashes between bandh enforcers and public were reported in different parts of the district. Indefinite curfew has been clamped in Ambagan area of Nagaon, while a prohibitory order under Section 144 of the Cr PC was imposed across the district.



Violent protests were staged by bandh supporters in Jogighopa in Bongaigaon district while there were clashes in Sivasagar district. Protestors blocked the national highway at Bilasipara in Dhubri district besides halting an inter-city train in the district for few hours.



Blaming the Bharatiya Janata Party and All India United Democratic Front (AIUDF) for making provocative statements, Chief Minister Tarun Gogoi urged political parties and outfits to refrain from calling bandhs which were inflaming passions in violence-hit areas.



"I am not happy about the way in which BJP and All India United Democratic Front and some other outfits are conducting themselves. I appeal to them not to make any more provocative statements," he told reporters.



Director general of Assam police, J N Chaturvedi, said that five district of Sonitpur, Barpeta, Nagaon, Kokrajhar, Bomgai Gaon have been placed under curfew to prevent any untoward incident in the state.



Chaudhary told rediff.com from Guwahati said, "The situation has now been brought under control. Action is being taken against those who are creating trouble," he said.



"One person lost his life in the clashes on Barpeta road," he said.



"Scores of people belonging to both sides were injured in the violence that began late on Monday night. Some policemen were also injured while they were bringing the situation under control," he said.

Unidentified persons lobbed grenades, torched several houses and engaged security forces in a shoot out at Pakritala village in Fakiragram and Choukhati village in Salakati on Monday night.



The army was patrolling the disturbed areas and security has been further tightened in Bodoland Territorial Autonomous Districts following the incidents with night curfew continuing in Kokrajhar, Chirand and Dhubri.



The police opened fire to disperse bandh supporters, who blocked NH-31 at Joghighopa in Bongaigaon district and three bandh supporters were injured.



High tension prevails in Dhubri district with the Central Reserve Police Force and the police opening fire to disperse bandh supporters, who burnt the effigy of Mohilary near No 2 Kali Mandir on NH 31 at Gauripur.



Bandh supporters also blocked NH-31 at New Hatipota near Bilasipara, ransacked the Bodoland Peoples' Front office in Gauripur as well as eight shops at Asharkandi besides forcibly closing shops at Gariapatti.



The bandh was total in Mankachar and south Salmara areas bordering Bangladesh.

Officers said Ansari passed out of Class X a while ago and, since then, was neither working or studying. His father is a maulvi and so are three of his seven siblings.

Tension gripped at least five districts of Assam including the Kokrajhar districts of Assam’s Bodoland Territorial Areas Districts (BTAD) following fresh incidents of violence on late Monday night. The 12-hour dawn to dusk Assam bandh called by some minority organisations on Tuesday also turned violent in many places across the State.



The All Assam Muslim Students’ Union (AAMSU) and several other non-Bodo organisations called the Assam bandh to press the Government to dissolve the Bodoland Territorial Council and arrest its Chief Executive Member (CEM) Hagrama Mohilary.



At least one person died and 60 bandh supporters were injured across the State after police either resorted to lathi-charge or firing blanks, sources said adding that some journalists and policemen were also injured as bandh supporters pelted stones at policemen and journalists.



Talking to The Pioneer, IGP (Law & Order) of Assam Police LR Bishnoi said that the situation was under control. “Police had to resort to lathi-charge at 17 places in various districts while it resorted to firing of rubber bullets and tear gas shells at eight places. At eight more places we had to resort to blank firing to control the situation,” he said.



He added that nearly eight policemen were also injured along with over a hundred civilians during the bandh hours. “Curfew has been clamped in parts of Barpeta, Nagaon and Sonitpur districts,” he said.



State Health Minister Himanta Biswa Sarma, who had been camping at the BTAD, visited the Barpeta district, where one person died and about 30 people were injured after clashes broke out between two groups of people over the bandh on Tuesday.



Earlier on late Monday night, unidentified miscreants attacked some villages under Fakiragram and Salekati police stations in Kokrajhar district killing one person and injuring six others. Police said that the miscreants had also torched some villages.



AssamChief Minister Tarun Gogoi directed the State machinery to deal with the situation firmly. He appealed for calm and asked people to help police. He also urged all party leaders not to make any provocative statements that could aggravate the situation.



“Additional security forces and columns of Army had been rushed to the area and they have already started the operation. No one, found to be involved in the clashes, will be spared,” Gogoi said while interacting with the mediapersons in his office on Tuesday.



Apart from the three districts of Assam, curfew was also imposed in parts of Sonitpur, Nagaon and Barpeta districts on Tuesday following sporadic incidents of violence during the bandh.



While police and security forces had to resort to lathi-charge at Tezpur in Sonitpur districts, Barpeta road in Barpeta district and in Sivsagar districts, forces resorted to blank firing at some parts of Dhubri and Bongaigaon districts to contain the bandh supporters.



At Jogighopa in Bongaigaon district, police resorted to blank firing to disperse bandh supporters, who blocked NH-31 in the district. The police fired rubber bullets and about nine bandh supporters were injured. Similarly, in Dhubri too, security forces had to resort to blank firing to disperse some of the bandh supporters, who burnt the effigy of BTC chief Hagrama Mohilary on NH 31 at Gauripur.



Another incident took place at New Hatipota near Bilasipara where the bandh supporters blocked NH 31 and ransacked the office of Bodoland Peoples’ Front (BPF).



In Sonitpur, bandh activists attacked the car of the Tezpur circle officer, Sarangapani Sarma, and officer-in-charge of Bhojkhowa police station at Bhojkhowa and damaged it.



In Tezpur and Barpeta districts, the bandh supporters also attacked mediapersons, who had gone there to cover the incident. In Nagaon district, clashes broke out between two groups after some bandh supporters tried to close some shops at Ambagan area by force. Several people were injured during the brawl. Police said that some bandh supporters also tried to set some of the shops on fire.



Meanwhile, Gogoi asked all his Ministers and parliamentary secretaries to monitor the situation closely.

As for the poor handling of the August 11 rally, senior officers say the state intelligence department had alerted the city police in writing that about 15,000 people from outside the city are expected to attend the rally. The alert, though, failed to appreciate the potential of this gathering to turn violent. Be that as it may, the city police has its own mechanism to gauge the turnout from the city and assess the kind of preparations that were under way. Experts say the number of men on the ground were sufficient to handle the crowd if only they had been allowed to exercise their mandate.



If the riot control protocol of lathicharge, lobbing of tear gas shells and firing was not followed and not allowed to be followed, the question to be asked is, were there orders from above to go soft on the protesters-turned-rioters? Patnaik is a man known to crack the whip all too often. When he seeks out maulanas to calm a rioting mob, there is something amiss.



A related and equally compelling question is, what would have happened to Patnaik had he ordered his men and women to open fire? Would he have been in a worse shape than he is today?

Situation in lower Assam tense, army conducts flag march



Guwahati, Aug 28 - Army staged flag marches at various places in BTAD as the AAMSU-sponsored day-long Assam bandh turned violent with government officials and mediapersons attacked leading to imposition of curfew in some areas.



Assam IGP (BTAD) S N Singh told PTI "Flag marches by the Army are on at various places. The situation in the Bodoland Territorial Area Districts (BTAD) is tense but under control."



The death toll in the violence, which began on July 19-20 has reached 88, he said.



As the 12-hour bandh called by All Assam Minority Students Union (AAMSU) turned violent police opened fire on the supporters who blocked NH 31 at Joghighopa in Bongaigaon district, neighbouring lower Assam's Bodoland Territorial Autonomous Districts, injuring three of them.



CRPF and police opened fire also in Dhubri district in lower Assam to disperse bandh supporters, who burnt an effigy of Bodoland Territorial Council chief Hagrama Mohilary near Kali Mandir on NH 31 at Gauripur.



The bandh supporters attacked the vehicle of Sonitpur Deputy Commissioner Tapan Chandra Sarmah and three police vehicles escorting him near Idgah Maidan in Tezpur in central Assam.



A youth was critically injured by bandh supporters when he tried to stop them from forcibly closing down shops near Mahabhairab Temple in the heart of the town leading to the imposition of indefinite curfew there.



Indefinite curfew was also imposed in 26 villages of Ambagan in Nagaon district after a clash between bandh supporters and local people who opposed the shutdown.



Mediapersons were attacked in Barpeta in lower Assam and Sibsagar in upper Assam, while sporadic violence was reported along with Morigaon and Nagaon districts of central Assam.



Chief Minister Tarun Gogoi has meanwhile urged political parties and outfits to refrain from calling bandhs which were 'inflaming passions' in violence-hit areas.



"I am not happy about the way in which BJP and All India United Democratic Front and some other outfits are conducting themselves. I appeal to them not to make any more provocative statements," he told reporters here.



Referring to yesterday's bandh in the state by Bajrang Dal and the one today by AAMSU, Gogoi said "This is not a time to call bandhs. Instead of bringing calm, bandhs only flare the temper and also affect the economy. I urge all parties and outfits to refrain from calling bandhs."



Admitting that the state continued to be rocked by incidents of violence, Gogoi said the army has been given power to seize arms and was confident that results would soon be visible.



The state government has directed several ministers and parliamentary secretaries to visit the violence-hit areas of lower Assam to restore confidence among victims and oversee the return to normalcy.



Among others, Revenue Minister Prithibi Majhi, Planning Minister Tanka Bahadur Rai and Social Welfare Minister Akan Bora, Agriculture Minister Nilomoni Sen Deka, Transport Minister Chandan Brahma and Environment and Forest Minister Rockybul Hussain have left for BTAD and adjacent districts. PTI

Several media associations of Assam today condemned attack on mediapersons by bandh activists during the 12-hour Assam Bandh called by the All Assam Minority Students' Union.



Assam Photojournalist Association, Journalist Forum of Assam and Electronic Media Forum of Assam, condemned the attack on mediapersons by bandh activists while they were collecting news and demanded the immediate arrest of culprits.



AAMSU activists assaulted a correspondent of a local channel in Goalpara who was admitted to Goalpara Civil Hospital in a serious condition.



Correspondents of a private news channel was also injured in police lathicharge in Sibsagar district.



Two reporters were also attacked by AAMSU activists in Barpeta Road - one at Moirabari in Morigaon and the other in Barama in Baksa district.



The associations also urged the government to create a conducive atmosphere so that mediapersons can perform their duties in a proper atmosphere.

Riots in Assam and subsequent exodus of people of North East from Karnataka, Andhra Pradesh and Maharashtra have provided the Bharatiya Janata Party an opportunity to expand its activities in North-Eastern states, where the party has traditionally been weak.



Not only the BJP leaders like Lal Krishna Advani directly blamed the infiltration from across the Bangladesh as the factor responsible for the turmoil in Bodoland region of Assam several BJP leaders of south and western Indian states utilized the situation to visit the region, apparently to appeal to those who have left the respective states following threat that they would be targeted after Eid.



Though no such attack was reported after the festival from anywhere and people from North-East have even started returning to Bangalore, Mumbai, Pune, Hyderabad etc several state BJP leaders are making tours of Assam, Meghalaya, Manipur, Tripura etc. Though they are claiming that they are visiting these places to urge the people who have fled to return, in the process the BJP is trying to strengthened its party organizations in the region.



For example, Karnataka deputy chief minister R Ashoka, was on a goodwill mission to Imphal (Manipur) on August 26. He had met a delegation of parents to urge them to send back their children and relatives.



Ironically several social organisations of Meghalaya, otherwise a Christian-dominated state, such as the North East Students’ Organisations, Khasi Students’ Union (KSU), Federation of Khasi-Jaintia and Garo People (FKJGP), Hynniewtrep National Youth Front (HNYF) and Civil Society Women’s Organisation (CSWO) have sought the intervention of the BJP to check, what they alleged, influx of the people from across the international border into the state and the rest of the North East.

The phenomenon of the immigration of Bengali speaking Muslims into lower Assam is so blatant, large that it is impossible to hide it from the data. The fact stands out conspicuously in all census data since 1901, when the British started deliberately settling Bengali Muslims, especially from the East Bengal district of Mymensingh, in the lower Assam districts of Brahmaputra valley. As a consequence, the proportion of Muslims in Assam rose from 15 per cent in 1901 to 25 per cent in 1951. The number of Muslims in the state in this period rose from less than 5 lakhs in 1901 to nearly 20 lakh in 1951. Population of Hindus in Assam in that period had only doubled, from about 29 lakh to 59 lakh. Even the latter figure is high compared to the average growth of population in India during that period, which indicates some migration of Hindus also.



If during 1901-1951, the Muslims of Assam had grown at the same rate as in the rest of undivided India in this period, than there should have been only about 8 lakh Muslims in Assam in 1951, as against 20 lakh that were counted in the census. These 12 lakh excess Muslims represent the numbers that had entered Assam during 1901-1951 and their descendants. It is claimed that since these persons had come into Assam, when India was still united and therefore are legitimate citizens. This, of course, is true; but the truth is no consolation for the indigenous populations who were forced to share their limited natural resources and space with outsiders brought in or allowed to settle by an alien government. It should be remembered that the incoming Muslims had settled in a small area of Assam. Of about 20 lakh Muslims counted in 1951, 16 lakh were in the then undivided four districts of Goalpara, Kamrup, Darrang and Nagaon. Proportion of Muslims in these four districts together increased from less than 13 per cent in 1901 to nearly 33 per cent in 1951. But the im-migration of Muslims from East Bengal did not stop with Independence and Partition. The number of Muslims in Assam has increased from about 20 lakh in 1951 to 82 lakhs in 2001. Thus their numbers quadrupled in the period from 1901 to 1951, and again from1951 to 2001.



If the Muslims of Assam had grown at the same rate as the average population growth of the country, then there would have been just about 56 lakh Muslims there in 2001 and if they had grown at the much higher rate of Muslims in the country, then also there would have been only about 72 lakh Muslims in Assam. Thus there is a clear jump of at least 10 lakh Muslims and perhaps of around 20 lakh Muslims in Assam, which can be attributed only to infiltration from outside the country. As a consequence, the proportion of Muslims in lower Assam has increased to 40 per cent; their proportion in undivided Goalpara district in 2001 is more than 51 per cent and in Dhubri component of it, it is nearly 75 per cent.



In the last two decades, along with the immigration of Muslims from outside, another factor has begun affecting the religious demography of Assam. The rate of growth of communities other than Muslims and Christians has started falling steeply. In 2001, in at least 6 districts of Assam, Hindus registered a decadal growth of less than 10 per cent, while Muslims and also Christians grew at much higher rates. The table (No.1), giving the data for all component districts of lower Assam tells its own story.

DNA = Jogeshwari resident Abdul Qadir Mohammed Yunus Ansari, who was arrested by the crime branch late on Monday night for desecrating the Amar Jawan memorial, has told the police that he had attended a conspiracy meeting in Jogeshwari, which was attended by around 200 people.



Belonging to the Deobandi sect, Ansari said that the participants of the meeting were instigated by speeches given on the injustice suffered by Muslims in other parts of the country, citing examples of the killings in Assam and Myanmar. They were provoked and motivated to create chaos at the protest in Azad Maidan to condemn the Assam killings.



Ansari’s statement has strengthened the notion that the riots were planned. “Even though all the rioters didn’t know each other, it now appears that the meetings and instigations were planned strategically throughout the city,” said a senior crime branch officer.



Crime branch is now trying to find out who had organised the meeting.



Many rioters who have been arrested have already confessed to the police that they had only gathered with the intention of creating mayhem. The police are now searching for the instigators, who didn’t participate in the riots but did orchestrate them.
