India adds five more countries to ‘Tourist Visa-on-Arrival’ scheme



The Government of India has, with effect from 1.1.2010 introduced a ‘Tourist Visa-on-Arrival” scheme for citizens of five countries viz., Finland, Japan, Luxembourg, New Zealand and Singapore at four international airports in the country, viz., Delhi, Mumbai, Chennai and Kolkata.



A fee of US $60/- or an equivalent amount in Indian rupees per passenger (including children) is to be charged from each applicant for grant of a Tourist Visa-on-Arrival.



The “Tourist Visa-on-Arrival” scheme with these five countries has been implemented as a unilateral initiative of the Government of India with the objective of promoting tourism.



This was stated by the Minister of State in the Ministry of Home Affairs, Shri Mullappally Ramachandran, in written reply to a question in the Rajya Sabha on Wednesday.

TRIPOLI, MARCH 4 - The Ministers of Arab League Countries decided yesterday in Cairo to fully support Libya in its conflict with Switzerland, which they called "racist", and to officially ask EU institutions to "refuse the list of people who are not allowed to enter the Schengen countries".





The document arrived after another long day dedicated to the diplomatic row between Libya and Switzerland that started in July 2009, when Hannibal Gaddafi, one of the sons of the Libyan leader, was arrested in Geneva.



The countries that signed the document are: Somalia, Sudan, Egypt, Morocco, Mauritania, Algeria, Djibouti, Syria, Yemen, Bahrain, Kuwait, UAE, Jordan, Oman, Saudi Arabia, Qatar, Tunisia.



The decision was taken on the day when Libya launched a "total" commercial and economic embargo on Switzerland. This new move follows the crisis of Schengen visas and the call for Jihad, 'holy war', made by Libyan leader Gaddafi against Switzerland because of the question of the referendum on minarets. The announcement of the "total commercial and economic" embargo came at the moment when Libyan Foreign Minister Mousa Kousa spoke of some hope to resolve the diplomatic crisis between the two countries. In the past two months Tripoli has cut its oil supplies to Switzerland, withdrawn Libyan capital from the country's banks, closed the doors to Swiss Air and to close all Swiss companies active in Libya.

Meanwhile, it is very important that we discover from the Prime Minister whether his grand plan for peace has evolved out of a position of weakness or strength. We need to know what his contingency plan is in case these feeble attempts at a grand peace fail as they have in the past. We cannot know anything until the Bharatiya Janata Party has the wisdom to allow a real debate in Parliament.



It must overcome its inferiority complex about India for this to happen. Next time Mr Advani sets off on one of his Bharat Darshan trips, he needs to look carefully at just how big a country India is. It is not easy to push around a country of our size or strength. If the Americans are trying to do this, they will soon discover that it is not possible. What we need to discover is how far we will go for peace.

Minister of State for Home Mullappally Ramachandran told the House in reply to a query that as per guidelines regulating Padma award, nominations for it are open to all.



Besides inviting nominations from institutional sources like state and UT governments, central ministries, departments, institutes of excellence and Bharat Ratna and Padma Vibhushan awardees, a large number of recommendations are also received from various other sources like Governors, Chief Ministers, Cabinet Ministers, MPs, private institutions, bodies and individuals, he said.



All nominations and recommendations received are placed before the Padma Awards committee for its consideration. The committee scrutinises them and makes its recommendations to the competent authority for approval, Ramachandran said.



The selection of Chatwal for the Padma award had sparked a controversy following allegations that he was involved in financial irregularities, a charge denied by him.

Now Americans had started deciding who will get Padma.

From Day 1, when the USA decided to attack Afghanistan, it considered Pakistan an essential partner for achieving its objectives in Afghanistan which is understandable. Afghanistan is surrounded by Iran, Russia and Pakistan and Pakistan is the only country which the US can use for its operations in Afghanistan.





However, the way the US handled Pakistan has been totally wrong. The American government’s attitude of ignoring Pakistan’s treacherous behaviour has not only delayed the achievement of its objective, it would be a miracle if the US will ever achieve its goal. When American forces occupied Afghanistan, Pakistan allowed a number of Taliban and al-Qaeda leaders to escape arrest and even provided shelter and intelligence to them and is still doing so. However, the US continues to ignore all these things because it believes Pakistan’s help is essential.



The old contacts between the CIA and the ISI and military officials of both countries also helped in softening America’s attitude towards Pakistan. Pakistan cleverly used all these factors and squeezed billions of dollars from the US and also obtained a promise first from President Bush and then from President Obama to pressurise India to give concessions on Kashmir and Siachan.



Fearing this pressure, Atalji initiated the peace process with Pakistan and Kashmir’s separatist groups (he confided this to me). When Manmohan Singh became the PM, the American pressure increased tremendously. Manmohan Singh has always been soft to America and easily succumbed to this pressure. He agreed to grant autonomy to Kashmir and to withdraw military from the peak of Siachen. When I contacted him and protested (my contacts with the PM have been always indirect), he stated that the NDA had agreed with these concessions. I contacted George Fernandes and Atalji and both confirmed the NDA’s agreement.



I wrote a strong letter to Manmohan Singh and some of the Indian military officers also objected strenuously. The PM asked me whether the RSS could pass a resolution opposing both the concessions. At my request to P.P. Sudarshanji, the Sangh passed a resolution at the Chitrakoot Prininidhi Sabha Baithak. The PM backed off from the concessions and luckily, President Bush did not push India much. President Obama is determined to get out of Afghanistan and is pressurising Pakistan to help the US to get at least some success in Afghanistan. In return, he has promised Pakistan that he would pressurise India to grant autonomy to Kashmir. He has appointed two high-level bureaucrats to pressurise India.



The February 24 issue of the Washington Post confirmed that India agreed to initiate talks with Pakistan under American pressure and the US will continue to pressurise India on Kashmir. A number of articles, requiring India to agree to resolve the Kashmir problem, have been appearing in the American media. Recently Pakistan has helped the US in capturing some high level Taliban and Al Queda leaders and is now demanding the US to deliver its promise on Kashmir. My fear is that Manmohan Singh will crumble this time.



Therefore, it is essential that all Sangh Parivar organisations including the BJP become very vocal on this issue and build a national consensus not to give any concession on Kashmir.



There is no harm in talking with Pakistan. However, resolving Kashmir is not in India’s interest. In fact, I was able to convince at least three Indian prime ministers that the unresolved Kashmir issue is bleeding and ruining Pakistan as its focus is mainly on Kashmir and is spending a lot more on arms than it can afford.



Terrorist activities in Kashmir kill more Muslims than Hindus and India can absorb the financial burden. Pakistan cannot. Some Pakistani intellectuals are realising this situation and want Pakistan to forget Kashmir, make up with India and concentrate on economic development.



I am also trying to convince the American government that any concession on Kashmir will result in increasing the influence of Taliban and al-Qaeda in Kashmir. As his approval rating has gone down considerably, Obama is focusing more on some short term gains and is ignoring America’s long term interests. Anytime America can claim some victory in Afghanistan, it will move out which will result in the fall of Afghanistan again to Taliban and al-Qaeda, and soon after, Pakistan will also fall and the autonomous Kashmir will follow too. Such a situation will be a disaster for India and is not good for the US, and even for China and Russia which also have serious Muslim problems.

ISLAMABAD: The nation is celebrating Pakistan Day today with traditional fervour and zeal to rejoice the emergence of Pakistan that marked the emancipation of an independent Muslim state in the subcontinent from the British-Hindu domination on August 14. 1947.



Over six decades ago, Quaid-i-Azam Mohammed Ali Jinnah had led the independence movement that culminated in the establishment of separate homeland for the Muslims despite resistance by the British rulers and the Hindu Congress.



Allama Iqbal’s dream was thus redeemed as the Quaid responded to his vision with resolve, commitment, sincerity and devotion. He virtually fought single handedly to carve out Pakistan.



It is an auspicious occasion for the Pakistani nation that calls for evaluation of our failings and achievements to seek guidance for the future. Pakistan has endured many ups and downs in the course of its history over the past six decades.



It does have many achievements as well as the failings like any other emerging nation. It has, however, never submitted to trials and tribulations and faced the internal difficulties and external threats with courage and pertinence over all these decades.



It has obviously come a long way to be an international player in the world affairs. Conscious of the security threat posed to its sovereignty by India in the wake of its persistent hostility, itt achieved nuclear capability to make its defence impregnable in the face of bitter opposition from the world powers especially the United States.



Pakistan has vowed to maintain minimum nuclear deterrence to defeat the enemy designs against its security, integrity and sovereignty. Unfortunately, democracy couldn’t sustain in the country due to successive military interventions. Pakistan was made to endure military dictatorships for a decade after about every decade of democratic rule on one pretext or the other.



It’s, however, a matter of satisfaction that the nation has always refused to submit to dictatorship and continued struggle against it with perseverance and determination for the sake of democracy that was the basis its creation. Pakistan may not have achieved glaring success in its socio-economic development, yet none of its people sleep on pavements or is compelled to starve like in its neighbour on its eastern borders.



India has, however, turned out to be the major factor for its predicaments ever since its emergence on the world map. The fact is that India has never spared any opportunity to harm it politically, economically and integrity-wise. It attacked Pakistan thrice and dismembered its eastern limb through military aggression. It occupied Srinagar militarily soon after independence and has since kept the Kashmiri people under subjugation through military strength.



It has persisted with its illegal occupation of Kashmir and has deliberately avoided dialogue to resolve the issue. It also occupied Siachin glacier and imposed war in 1965 unilaterally. India has now embarked on water aggression and has since started building dams on the rivers assigned to Pakistan under the Indus Basin Accord signed by the two countries through the good offices of the World Bank. It has already built at least three major dams to deprive Pakistan of its rightful share of water.



Pakistan is already faced with serious water shortage and construction of dams on rivers Jhelum and Chenab will further squeeze supply of water to it. Pakistan cannot, however, escape responsibility for encouraging India to build the dams since successive governments since the signing of the Indus Water Accord failed to construct reservoirs in accordance with the Water treaty.



It’s a glaring failure on the part of both the military dictators and the politicians. While India is silently engaged in increasing its storage capacity and power generation capabilities, Pakistani leadership promoted its selfish ends. History will not forgive Gen Ziaul Haq, BB, Nawaz Sharif and Musharraf for their criminal neglect on this count. Water, however, a major issue staring in the nation’s face and that needs to be tackled seriously. Tarbela and Mangla are at dead level.



Our politicians have failed to deliver on many counts. They didn’t respect the principles as well as values of democracy and conspired to demolish each other over. The conduct of majority of politicians has unfortunately remained unworthy of the norms of democracy and morality.



The nation painfully witnessed the power musical chair game between PPP and PML(N) with self aggrandizement as the prime objective. The unprecedented loot and plunder of the national wealth at the hands of politicians is also the disgusting aspect of our politics.



The assets declared by politicians over the past two years show unprecedented increase in them. The Supreme Court is struggling to bring billions of dollars stashed in foreign banks by politicians back to the national exchequer. Gen Musharraf committed national crime by absolving over eight thousand politicians and bureaucrats of different crimes especially of looting the national wealth through the NRO.



Pakistan is also confronted with the menace of extremism, terrorism and militancy thanks to India and the United States. While India is sponsoring terrorists with funds and weapons in Balochistan and Tribal Areas, the US invasion of Afghanistan turned out to be a greater problem for Pakistan since its warplanes’ bombardment forced the fighters, pampered and supported during the Soviet occupation of Kabul, to shift to Pakistan’s Tribal belt only to carry out acts of terrorism.



Musharraf’s virtual surrender in response to a telephone call from Washington prior to the US attack on Afghanistan pitted Pakistan against a difficult situation. Pakistan has suffered losses in men and material that no other country in the world has endured. Its armed forces had to launch military operations against militants in Swat and South Waziristan to cleanse the area of terrorists and establish the writ of the government. Normalcy has since returned to both Swat and Waziristan.



Irrespective of the quandary that Pakistan has faced over the years due to internal and external problems, it’s gratifying to note that it has not only successfully countered terrorism, but also sustained democracy and kept the wheel of its socio-economic development moving.



Pakistan is a country of over 170 million people determined to safeguard their freedom, integrity and sovereignty, who shall never give in to the forces of evil. Pakistan is bound to triumph over its predicaments. No one should have any doubt or misperception on this count.

An espionage racket involving passing of sensitive information to Pakistani intelligence agencies has been busted with the arrest here of a senior woman diplomat posted in the Indian High Commission in Islamabad.



[color="#FF0000"]Madhuri Gupta, an IFS-B officer who was Second Secretary in the mission[/color], was arrested here last week after she was summoned by Ministry of External Affairs on the pretext of discussions over SAARC summit, being held in Thimpu, official sources said.



"We have reasons to believe that an official in the High Commission of India in Pakistan had been passing information to Pakistani intelligence agencies.



"The matter is under investigation. The official is cooperating with our investigating agencies," MEA spokesman Vishnu Prakash said in Thimpu.



Officials said this could be the first time that a woman official of the Foreign Service has been arrested for allegedly spying for Pakistan and that too during her posting there.



The 53-year-old official came under the scanner after she showed "extra-ordinary" interest in areas beyond her role in the information wing of the mission, the sources said.



Central security agencies then involved senior MEA officials by briefing them about her activities in Pakistan which included supplying of sensitive and classified documents related to Indian activities in that country and Afghanistan, official sources said. Following this, Gupta was summoned here and later pickedup from her office. She has been arrested for allegedly violating provisions of the Official Secrets Act.



She has been extensively questioned by sleuths of Intelligence Bureau and Delhi Police officials during which [color="#FF0000"]she claimed that she used to get the sensitive information from another senior diplomat posted in Islamabad,[/color] the sources claimed.



The sources claimed that the woman diplomat had been allegedly passing information related to policy matters and movement of people to a Pakistani intelligence man identified as "Rana".[/b]



Gupta was yesterday produced before a magistrate who remanded her to five days of police custody, they said.



The role of another senior official in Islamabad has also come under the scanner, the sources said, adding Gupta, a spinster, is alleged to have been taking information from the senior diplomat and passing to Pakistani spy agencies. However, it was not immediately clear whether he knew the woman officer's real designs, the sources said.



A promotee officer of Ministry of External Affairs, Gupta was working in the Mission for nearly three years and is reportedly told the investigators that she had been passing information since 2008.



She was well versed in Urdu and her services were utilised for translation and interpretation. Earlier she had had a posting in the Indian Mission in Kuala Lumpur and worked with the 'India Perspective', a magazine of the External Publicity wing of MEA.



Home Secretary G K Pillai said Gupta had been passing information to Pakistani agencies. "She has been arrested," he said.



These traitors should get Islamic treatment.

Madhuri Gupta is reported to be an unmarried woman in her 40s.



The ISI normally uses money or blackmail for recruiting India [ Images ]n diplomats posted in Pakistan. In the 1980s, when Rajiv Gandhi [ Images ] was the prime minister, the ISI had allegedly recruited a senior Indian Armed Forces attache by trapping him with the help of an attractive woman in Karachi and then blackmailing him with her help. He was called back to India under some pretext and removed from the armed forces. He was not prosecuted.



If the allegations against her are correct, Gupta might have been recruited by the agency which was using her either as an information agent or as a service agent. An information agent consciously supplies intelligence to which he or she has access. A service agent facilitates an intelligence operation of the recruiting agency in various ways.



As a Second Secretary in the Press and Information Wing, Gupta might not have had much access to sensitive intelligence. But, as she was working in the high commission, she would have had access to various offices in the Indian High Commission for performing furtive tasks such as planting bugs in the offices of the high commissioner and other diplomats, attaching transmitting devices for transmitting the telephone conversations of the high commissioner and others to the officer who recruited her etc.



If she had been working as a service agent, she would have caused immeasurable damage by enabling the agency that recruited her to collect electronically a lot of sensitive intelligence. It would never be possible to quantify and assess the extent of damage caused by her. She herself would not know since she would be unaware what kind of intelligence had been going on to her controlling officer through the gadgets which she had planted in the Indian High Commission on his direction.



In the 1970s, a British woman had been recruited by the Indian Embassy in Paris to work as a telephone operator. She had helped the MI-6 (the British intelligence service) in clandestinely recording the telephone conversations of all Indian diplomats posted in Paris. She had caused considerable damage before she was detected and sacked.



These low life just gets attracted towards money or visa. One can smell these idiots when they come near you. Met lot of idiots in my short life.

Total idiots, she is a Urdu translator, i really dont think she has much access to info, she can identify intelligent attaches' at best, i dont really think she can have access to agents inside pakistan and can identify them anyway.

THE SHE-MOLE & THE REJUVENATION OF PAKISTAN'S IB



Madhuri Gupta, Second Secretary in the Press and Information Wing of the Indian High Commission in Islamabad, who is alleged to be a mole of the Pakistani intelligence, was called to New Delhi ostensibly for consultations by the Ministry of External Affairs. When she reached Delhi on April 23, she was reportedly taken into custody by the Delhi Police. After a preliminary interrogation by a joint team of the Delhi Police, the Intelligence Bureau and the Research and Analysis Wing (R&AW), she was produced before a magistrate for obtaining her continued police custody to enable the interrogation to continue.





2. At this stage the media seems to have come to know of her detention and interrogation. There has been a welter of confusing and contradictory reports in the media---- much of it, in my view, based on leaks from the Ministry of Home Affairs on the eve of the SAARC summit starting at Thimpu, Bhutan, on April 29. It has been suspected for some time by well-informed observers that the MHA does not subscribe to the reported interest of Prime Minister Manmohan Singh in the resumption of a composite dialogue with Pakistan. Details of the case, as they emerge, will strengthen the MHA’s feelings about the futility of a composite dialogue with Pakistan at present till Pakistan gives up its hostile attitude to India..





3. The Prime Minister himself is unlikely to allow this case--- despite its being a serious embarrassment---- to influence his decision whether the time is ripe for a resumption of the composite dialogue. His decision will be influenced by Pakistan’s stand on the question of anti-India terrorism from Pakistani territory and not by Pakistani intelligence agencies recruiting Indian agents. They have been doing so since 1947. So have we. Intelligence agencies are meant to collect intelligence. Human intelligence demands recruitment of agents.





4. While we should be worried over this second instance of the penetration of the Indian High Commission---the first one at a more senior and sensitive level was in the 1980s--- there is no need to over-dramatise it and indulge in chest-beating about our alleged incompetence to prevent it. What is required is not one more scene in the never-ending Indo-Pakistan drama, but a clinical analysis of the case to understand how she was recruited, by whom, how she was operated, what made her work for the Pakistani intelligence etc.





5. The clinical analysis should have three main objectives: Firstly, to identify weaknesses in our counter-intelligence set-up which enabled the Pakistani intelligence to recruit and operate her; secondly, an assessment of the damage caused by her; and thirdly, an understanding of how the Pakistani intelligence works now.





6.The picture is far from clear regarding the history of her alleged relationship with the Pakistani intelligence and the damage caused by her. In the welter of speculative reports appearing in the media, what attracted my attention was a piece of information----as yet unverified--- that she was actually recruited not by the Inter-Services Intelligence, our usual bete noire, but by Pakistan’s Intelligence Bureau (IB),





7. If this ultimately proves to be correct, this would indicate that the Pakistani IB is once again playing an active role in intelligence-collection operations relating to India and India’s role in Afghanistan. It used to be very active against India till 1971. After 1971 and particularly under Zia-ul-Haq, the role of the IB was gradually diluted and the ISI was given the leadership role in India-centric operations---whether for intelligence collection or for the sponsorship of terrorism or for other covert actions. The IB was gradually militarised by inducting an increasing number of serving and retired military officers into it. This militarization gathered momentum under Pervez Musharraf. For all practical purposes, the IB became an appendage of the ISI.





8. When she was Prime Minister, Benazir Bhutto had tried to restore the police character of the IB and give it a more active and independent role in the intelligence community of Pakistan. Her efforts were got scuttled by the ISI. Since taking over as the President in September 2008, President Asif Ali Zardari has been trying to restore the pre-1971 position of the IB as the principal internal intelligence and security agency of Pakistan. He has placed it under his confidante Rehman Malik, who is the Interior Minister. Rehman Malik, who himself is a retired Police officer from the Federal Investigation Agency (FIA), has diluted the presence of serving and retired Army officers in the IB and restored the pre-eminence of Police officers in the organization once again. After being headed by military officers continuously since 1990 except for a short period between September 1997 and August 1998, it is headed again by senior police officers since August 2008. The present Director-General of the IB Javed Noor used to be the Inspector-General of Police of Pakistan-Occupied Kashmir when he was appointed to head the IB in May,2009.





9. The US has also been encouraging the demilitarization of the IB and the process of the restoration of civilian pre-eminence in the internal intelligence and security set-up of Pakistan. It has increased the allocation of funds for the IB and has been helping it in other ways too for making it once again a professional intelligence organization run by civilians as it used to be.The US sees in the strengthening of the IB one way of reducing the negative role of the ISI in Pakistan.





10. In our preoccupation with the ISI, we have not been paying adequate attention to the rejuvenation of the Pakistani IB. If the reports that Madhuri Gupta was recruited and handled by the IB are correct, it underlines the importance of our paying more attention to the IB.
