In a major haul, security forces recovered 200 kg of RDX from a militant's hideout in Sumbar village near Ramban in Doda district on Saturday morning. SSP Ramban, Basant Rath said that a police team raided a hideout on a tip off that deputy Divisional Commander of Hizbul Mujahideen Aijaz alias Qarri is hiding there.
He said that during the raid, the police party seized a cache of 200 kg of RDX along with 61 detonators and timer device in Sumbar. He said no arrests have been made in the case as militants, probably experts in making improvised explosive devices had managed to escape before the police team reached the spot. The seized material was probably to be used to cause explosions in Jammu after the opening of Civil Secretariat and other offices in Jammu they said.
In a separate incident, security forces gunned down one Lashkar-e-Toiba militant in Mendhar area of Poonch district, police said, adding one AK-56 rifle and some ammunition were recovered from him. Meanwhile, security forces recovered one .12 bore rifle, 15 rounds of AK assault rifle's ammunition and three kg explosives during a search operation in Basantgarh area of Udhampur.Â

Two deafening blasts in Srinagar and Baramulla sent grim reminders of terrorism to foreign secretaries of India and Pakistan who began a two-day talks in New Delhi on Tuesday to find ways of establishing peace and eradication of terrorism in the region.
<b>At least 19 civilians and 13 security personnel including an Army Major were injured in the blasts. Hizbul Mujahideen, the indigenous militant outfit that is fighting the security forces for the past 17 years, claimed responsibility for the attacks.</b>
The deadlier blast took place in the summer capital Srinagar's bustling Karan Nagar locality at around 4 pm. Sources said militants had parked an explosive laden car outside a well-guarded CRPF formation and triggered the Improvised Explosive Device (IED) fitted inside it. The CRPF formation was the target of the attack.
Sources said that militants first lobbed a grenade and then triggered the IED after few seconds.<b> As many as 22 persons including four CRPF and five local police personnel got injured in the blast.</b> The blast's sound could be heard in a five- kilometre periphery and it created panic among people in major parts of the city. Security forces immediately cordoned off the area to track down perpetrators of the crime. However, no arrests were made.
Earlier in the day, a separate blast at Khanpora locality of North Kashmir's Baramulla district left four soldiers including a Major and six civilians injured.
<b>Sources said that militants triggered an IED at 1.45 pm when an Army convoy was on its way to Uri from Baramulla. Three Army vehicles damaged under the impact of the blast and four soldiers including an officer Major Amit Arvedi got injured.</b>
A defence spokesperson denied that the blast was caused due to triggering of an IED. "It was a grenade attack on the convoy in which three soldiers injuried," he said. A caller identifying himself as the spokesperson of Hizbul Mujahideen claimed that his outfit carried out the blast.
Meanwhile, another person succumbed to injuries in a Srinagar hospital taking the death toll of Friday's mosque blast at Tahab village of southern Pulwama district to seven.
The alleged grenade thrower who was handed over to the Army by the local people has been remanded in police custody for a week.
Meanwhile, unknown gunmen shot dead a trader at Soofshali in Kokernag belt of southern Anantnag district late on Monday night.

According to the tip off, Suhail Faisal was present at the hideout.
As troops swooped on the target house, the holed up militant came out of his cell and opened fire which left Maj Pitambar of 3 Para critically injured. Another soldier was also injured. Sources said that Maj Pitambar was evacuated but later he succumbed to injuries. In the nightlong operation, Suhail Faisal got killed. Officials as well Hizbul Mujahideen said in their statements that Suhail Faisal was the organisation's "Divisional Commander" for south Kashmir. Both said that Suhail had worked as a militant, including "District Commander" in Rajouri Poonch areas of Jammu, since the beginning of armed insurgency in the State in 1990. He had visited his outfit's base camp and headquarters across LoC several times and last time he had returned to Valley in 2002-03.
Officials said that after the Hizb Operational Chief in Jammu and Kashmir, Shahnawaz alias Gazi Misbah-ud-din, Suhail Faisal was the Valley's most wanted militant. They said that the 46-year-old Suhail Faisal was a trained engineer who had invented the technology of making IED blasts with the use of mobile phones. They said that he was involved in a large number of attacks on security forces, Police, counter-insurgents, particularly a large number of IED blasts on Srinagar-Jammu highway. "He was a thinktank for his organisation who had not only escaped in about a hundred operations of Police and security forces but was confident to the extent that he had set up his hideout at a house just 50 yards from that of the former Chief Minister and PDP leader Mufti Mohammad Sayeed", an official said. He said that the hideout was much similar to that of Gazi Baba in Noorbagh locality of Srinagar.

Major Manish Pitambare of the 3 Para regiment was killed in the overnight gun battle.
<b>NEW DELHI : <span style='font-size:14pt;line-height:100%'>A draft EU parliament report on Kashmir says a plebiscite in the state is unnecessary and irrelevant and hardened Indian resolve to keep its attention trained on the parlous state of Pakistan-occupied Kashmir.
The report, by EP member Baroness Emma Nicholson who visited India and Pakistan over the summer, raps Pakistan for its undemocratic rule over PoK. "Pakistan has consistently failed to fulfill its obligations to introduce meaningful and representative democratic structures in AJK (the Pakistani administered Kashmir)."
But the report also makes the more important point that calls for a plebiscite on the final status of J&K were "wholly out of step with the needs of the local people and thus damaging to their interests".</span></b>
Pakistan has already objected to the report. According to sources, it is trying to bring about an amendment in the final report that criticises India and deletes critical references to Pakistan.
While New Delhi will not comment, the government is determined to continue its focus on the entire state of J&K. That is why the residents of Gilgit and Baltistan have been included as legitimate passengers for the Srinagar-Muzaffarabad bus service.
Articulating the government's approach to Kashmir, the Prime Minister's special envoy, Shyam Saran, said recently at a book launch, "It's important to avoid, even by implication, that the J&K issue involves only the Valley on our side of the LoC and the sliver of territory that is described as AJK on the other side."
Saran pointed out that while there are elected bodies in Indian Kashmir, there are no such institutions on the other side.
"If Pakistan is really serious about promoting the concept of self-governance, then it needs to take measures to create truly representative institutions on its side of the LoC, not only in PoK but in Gilgit and Baltistan."
WASHINGTON : The European Parliament (EP) has urged India and Pakistan to resolve the crucial riparian issue affecting the headwaters and the use of the rivers flowing through Jammu and Kashmir as swiftly as possible while giving âkey priorityâ to the agricultural, fishing, livestock and human water requirements of the local people.
In a draft report on Jammu and Kashmir of which Daily Times has obtained a copy, the EP congratulated India and Pakistan on the peace moves currently under way. It called on the EU and the international community to support the India-Pakistan bilateral talks, with the aim of generating a prosperous future for Kashmiris. Welcoming the CBMs initiated by India and Pakistan, it noted that they were achieving a âmoderate degreeâ of success. Ordinary Kashmiris were also becoming intimately involved in the modalities of the peace process, it noted.
The report âregretsâ that Pakistan has âconsistently failed to fulfil its obligations to introduce meaningful and representative democratic structures in AJK,â while taking notice of the âcontinuing absence of Kashmiri representation in the Pakistani National Assemblyâ.
It said that âAJK is governed through the Ministry of Kashmir Affairs in Islamabad, and Pakistan officials dominate the Kashmir Councilâ. The report said it âabhorsâ the provision in the 1974 Interim Constitution, which forbids any political activity that is not in accordance with the doctrine of Jammu and Kashmir as part of Pakistan, and obliges any candidate for a parliamentary seat in AJK to sign a declaration of loyalty to that effect. The report is âconcerned that the Gilgit-Baltistan region enjoys no form of democratic representation whatsoeverâ.
The EP report said that the October 2005 earthquake had an immense impact on the lives of the people on both sides of the political divide, and the âvast humanitarian situation has completely changed the political conditions on the ground in Azad Kashmirâ. It called for the dismantling of long-standing refugee camps and proper attention for their occupantsâ protection.
The report stressed that the earthquake struck a region already weakened by 60 years of festering conflict, one which was in âthe eye of the storm of the war against terrorismâ. The EP said it was âappalled that the already minimal basic ârightsâ enjoyed by Pakistani Kashmiris before the earthquake have been decimatedâ.

The EU Parliamentary Draft Report may also delve on the River Water Sharing â the Baglihar Issue is already with the World Bank Arbitrator â but then the Water Sharing and other Issues are side issues whilst the main issue is the irrelevance of the Plebiscite in the State of Jammu & Kashmir.
All KH has done is to write Six Paragraphs about the side issues and mention the main issue at the end of the Article hoping that not many Lotastaanis would read it and start committing Islamic Harakiri all over Lotastaan.
