MANGALORE: The District Peace Committee, which met here on Wednesday, resolved to see that the Virat Hindu Samajotsava, to be held in Mangalore on January 28, is held peacefully, and appealed people not to pay heed to rumours.

Deputy Commissioner M. Maheshwara Rao, who is also the chairman of the committee, told presspersons here that the committee had resovled to send across the message that Mangalore had entered a new era of understanding, peace and harmony between the communities, and it would be possible only when the samajotsava passes off without any incident.

Chairman of the Dakshina Kananda and Udupi Muslim Central Committee and former president of the State Minority Commission K.S. Mohammad Masood said that the central committee meeting on January 21 had appealed Muslim organisations not to resort to any provocative action during the event.

A circular had been sent to all mosques and madrasas to cooperate with the local peace committees and the organisers of the event. All of them have agreed to it, Mr. Masood said. Micro community groups at Jamaat level have also been sensitised with the issue, he added.

Mr. Masood said the Mangalore city should stand up as one to send a message that people of this city had resolved to see that the October 2006 incidents would never recur. </b>
N. Yogish Bhat, Mangalore MLA, and M.B. Puranik, Vishva Hindu Parishad leader and co-chairman of the organising committee of the event, have also appealed people to maintain peace during the event.

Abhayachandra Jain, Moodbidri MLA, said that Mangalore's chances of attracting large investment could run into trouble if peace and harmony was disturbed.

Mr. Rao said that special traffic arrangements, and law and order arrangements would be notified before the event.

`Step up security'


The Dakshina Kannada and Udupi district division of Communist Party of India has urged the Dakshina Kannada Deputy Commissioner to step up security in the district in view of the samajotsava.

The party, in a memorandum to the Deputy Commissioner, has said that provocative speeches, pamphlets and banners that might incite communal tensions must be banned at the event, a press release from the party said.

Policemen must be deployed in large numbers at sensitive locations in the city before the commencement of the event, the release said. The organisers must be cautioned not to make inflammatory statements, or criticise the practices of any community or religion, it said.

`Ignore text messages'


The Indian Union Muslim League (IUML) has appealed the youth not to circulate "mischievous" text messages through cellphones.

In a press release here general secretary of the State unit of IUML Ahmad Jamaal has said that a number of unfounded and false messages had been going around the city in a big way. He has asked people to ignore such messages.

Blasts continue to rock State, 22 injured

GUWAHATI, Jan 23 – In the run-up to the Republic Day celebrations, the banned ULFA continued to rock the State with a series of blasts at different places, including the State capital Guwahati. Fifteen people were injured, one critically, in a bomb explosion when a tea stall owner of Adabari, Suraj Zamal, threw an unclaimed bag, suspecting it to be an explosive, to a nearby drain. The bag actually had a bomb inside, which exploded immediately after it was thrown to the drain. The incident took place near a mosque in Adabari under Jalukbari police station around 6-30 pm. The injured have been admitted to hospitals including the Guwahati Medical College Hospital (GMCH).

Almost the same time, a bomb was recovered from railway tracks at Noonmati around 6-45 pm.

Elsewhere, a woman was injured in another blast at Boragog village under Kamalpur police station in Kamrup (Rural) district this morning.

Our Baihata Chariali Correspondent adds: Tension prevails at Baihata Chariali area following a bomb blast at the residence of Abbas Ali, a resident of Boragog near Dorakahara, around 7-45 am today. Sajina Begum (1, daughter of Ali, was seriously injured in the blast and was admitted to the GMCH.

The incident occurred when Saidul Islam, son of Ali, tried to open a ball-like object inside the house, which he claimed to have picked up from railway tracks the previous night. Meanwhile, Islam has been arrested and his interrogation is on. The officer-in-charge of Kamalpur police station said Islam changed his version before police, and that police suspect him to be either a member or a linkman of extremist organizations. His confession is likely to throw much light in the recent blasts in the State.

Our Bongaigaon Correspondent adds: In Bongaigaon district, six persons were injured in an explosion at the Paglasthan market in Bongaigaon town around 6-10 this evening. The explosives were kept in a bag on a cycle in front of a shop. The injured have been identified as Suraj Singh (20), Soumen Roy (30), AK Deb (40), Sunil Jain (40), Mitan Sutradhar (30) and Rudra Das (30).

An unprecedented security cover has been thrown around the capital on Republic Day eve even as police foiled a major terrorist bid to subvert the national event by arresting a Lashkar-e-Toiba operative with explosives.

The Pakistani-trained militant, identified as Iftikhar Alam, was arrested from a bus stand near the metro station in Seelampur locality of North-East Delhi this evening. Around 2.5 kg of RDX, two detonators and a timer have been recovered from his possession.

"He was here to deliver the explosives to someone for carrying out strikes on the occasion of Republic Day," Joint Commissioner of Police (Special Cell) Karnal Singh said. A resident of Nalanda, Alam arrived in Delhi from Patna this morning by the Sampoorna Kranti Express.

However, his contact in Delhi is yet to be identified, leaving the security personnel on tenterhooks. The Republic Day will be attended by President A P J Abdul Kalam, Prime Minister Manmohan Singh, visiting Russian President Vladimir Putin and the country's political and military top brass.

Alam revealed that the unidentified person who was to collect the explosives from him had conducted a recce of several locations including vital installations in the capital for carrying out attacks.

In another alarming incident, police arrested Mohd Hussain Sheikh from the Old Delhi Railway station with a live smoke grenade during a routine checking. Sheikh has been booked under the Explosives Substances Act.

The Archaeological Survey of India is drawing flak for its apparent unilateral decision to <b>outsource the digitisation of its century-old archives of thousands of photographs to an American-funded organisation. The contract has been awarded to the American Institute of Indian Studies, Gurgaon, that is funded primarily by the Smithsonian Institution, Washington, the US State Department and other US government bodies. </b>

This is despite the procedural cautions stated in a report (presented to Rajya Sabha on November 25, 2005 and tabled in Lok Sabha) by a standing parliamentary committee chaired by former MP Nilotpal Basu. The report questioned the locus standi of the AIIS in this project, based on media reports.<b> It observed that "adequate care should be taken while finalising such kind of deal (sic) so the expenditure to be occurred… is spent in the best interest of the nation and valuable information about Indian antiquities and monuments are not handed over to foreign hands." It further stated that ASI "would prepare estimates and compare the estimates with other eligible parties after the sanctions are obtained." The report also highlighted the demoralisation of ASI's own professional cadre and the urgency of having a professional archaeologist head the organisation</b>.

But despite this report, the ASI awarded the contract to AIIS (F.No. 6/1/2006 – letter from RS Fonia, director, June 30, 2006) in response to the AIIS letter of proposal. ASI agreed to pay Rs 40 per negative and stated that AIIS could take away its negatives in batches of 1,000. "We will process as many as they give us, it could be two million, I am not concealing anything," says Dr Pradeep Mehendiratta, vice-president, AIIS.

"This decision is shocking for several reasons," says Professor Nayanjot Lahiri, who teaches archaeology at Delhi University . <b>"One, due process does not seem to have been followed despite the parliamentary committee's report: no advertisement or tender was floated. Two, competent Indian institutions like the Alkazi Foundation, Benares Hindu University or National Museum could have done the job. Three, the ASI archives are the labour of generations of photographers of proven calibre. ASI's budget is the largest under the Ministry of Culture. Our policy-makers talk constantly of 'capacity building'. Why could the money spent on outsourcing not have been invested long-term to train ASI personnel to handle their own archives?"</b>

Says Dr Dilip Chakrabarti, professor of South Asian archaeology, Cambridge: "This is incorrect from a national perspective, because ASI is a national concern and it is improper to hand over its resources to a foreign interest. ASI should be headed by an Indian archaeologist who would understand, unlike a bureaucrat, the sensitivity of the issue and also the dangers of allowing unlimited access on what is where to the international antiquities market. The process should have been done in-house. It is like the National Archives allowing a foreign agency to take its documents outside its premises."

New Delhi, Feb. 15: National security adviser M.K. Narayanan’s disclosure that terrorists are manipulating the Indian stock market here has created ripples in the security and political establishment with questions being immediately raised about the government’s failure to take remedial measures to secure the Indian financial institutions. The BJP came out with a full-throated attack on Mr Narayanan, asking what the government has done in the past three years “while the NSA was privy to such vital national security information”.

An embarrassed government has maintained a stoic silence with Pakistan also not reacting immediately despite the mention of its Habib Bank by Mr Narayanan in his address to the 43rd Conference on Security Policy in Munich. Unofficially, sources said that Mr Narayanan’s presentation appeared to be based on “old” information as the financing of terrorism had been an issue three to four years ago, when the US took action against funding organisations like Al Rashid, and as far back as 2002 froze over $112 million in 500 accounts worldwide as part of its “war on terrorist financing”.

Mr Narayanan’s reference to Habib Bank appears to be linked to an investigative report in the Pakistani newspaper Daily Times which found that a Muslim charity based in the UK had remitted a big amount of money as “earthquake relief” to the accounts of three individuals in the Saudi Pak Bank, Standard Chartered and Habib Bank Ltd. The money was transferred from the UK through Barclays Plc. Two of the recipients were British citizens of Kashmir origin, the third was based in Islamabad and was also of Kashmir origin.

They were all arrested and were reportedly connected to an “aircraft bombing plan” that was effectively countered. Bank sources here admitted that individual accounts were likely to be used for such purposes but that now “a close watch is kept on individual and other accounts to detect any unusual movement of finances”.  Mr Narayanan’s “alarmist view” is not shared by the strategic establishment here with a senior former diplomat agreeing with the BJP that if the situation was indeed what the NSA had painted it out to be, then “what has the government done to check this?”  The US had earlier taken action against Pakistan-based charities that had been found to have links to terrorist outfits.

The US treasury designated the Al Akhtar trust as a terrorist support organisation linked to Al Qaeda, and said it was reportedly carrying out the activities of the better known Al Rashid Trust, which had been designated by the US earlier. The trust had reportedly deposited funds in Habib Bank Ltd, Habib Bank AG Zurich and the Muslim Commercial Bank. The US state department had designated 236 individuals, entities and organisations under the President’s Executive Order as supporters of terrorism.

It had also identified and designated 34 entities as foreign terrorist organisations with 166 countries having issued blocking orders against the assets of terrorists at least five years ago. Mr Narayanan’s assertion that terrorist groups were involved in restaurants, real estate and shipping, however, appears to indicate a fresh burst of terrorist financing activity although he has not backed it with evidence, or with any idea of what action the Indian government has taken to cripple this nexus if it actually exists. The BJP statement pointed out that Mr Narayanan is in the “habit of springing surprises”, as he had earlier by stating that Indian atomic energy installations were under threat of terrorist attacks, and that Lashkar-e-Tayyaba and Al Qaeda elements had infiltrated the Indian Army.

The last was hotly denied by the defence services. The UPA government has not touched upon terror funding until Mr Narayanan’s dramatic disclosures in Munich.  The NSA’s detailed report appears to suggest infiltration of terror groups in Indian financial institutions in a big way. It is not clear why no steps have been taken to check this, and why the announcement was made at a conference abroad.

The only specific consequence of his information, which has appeared in newspapers and state department briefings over the past several years, has been a demand from the BJP for more stringent laws, and restoration of the Prevention of Terrorism Act, which was repealed without a mechanism for foreign funding. PATNA: Kadamkuan police recovered 15 live bombs, each weighing about half a kg, and materials for manufacturing bombs from Ambedkar Colony here on Friday.

Sources said police had recently arrested a criminal, Roshan Dome, and he had disclosed that members of notorious Dome gang have dumped countrymade bombs and explosive materials at a house at Ambedkar Colony, located near Road number 1, Nala Road.

A police team, led by the Kadamkuan, police station officer in-charge (OC) Sunil Kumar carried out raid at the house and recovered 15 live bombs from there on Friday.

Kumar told TOI that the bombs were later defused. He said police also recovered bomb-manufacturing materials, including half a kg sulphur, from there. Kumar said that though no one was arrested during the police operation on Friday, police are carrying raids in different localities of Kadamkuan to nab Deepak Dome and Mangal Dome.

He said the Dome gang is involved in many cases of loot and dacoities not only in the state capital, but in far-flung areas like Fatuha. He said that the members of the gang themselves manufacture bombs and use them during their operation.

Police said all the members, including Deepak, Karu, Anil and Chotka, have long criminal history and they are expert in making bombs. "Whether they sell bombs to other criminal gangs is a matter of investigation," police said, adding efforts are on to locate the source which supplies materials for manufacturing bombs to these members.<!--QuoteEnd--><!--QuoteEEnd-->
