Pakistan's ISI instigating killing of Hindi-speaking people

Guwahati, Aug 17: The BJP today claimed that the recent killing of Hindi-speaking people in Assam's Karbi Anglong district was done at the instance of Pakistan's ISI to settle illegal Bangladeshi migrants in the area.

Kalraj Misra, the leader of a BJP team that visited the district, said that there was no conflict or discord between Hindi-speaking and local Assamese as was being projected outside the state.

"Attempts are being made to create differences between them by the ISI sitting in Bangladesh by instigating militants here. The ISI wants to destroy Assam in a planned manner by causing such violence," Misra said.

Mishra said that people in the district had told the BJP team that the killers admitted to having "received orders from the top to kill".

"The killers have orders from those who don't want people in Assam to live in harmony and want to destroy the state. Their intention is to first kill the Hindi-speaking people and then the local people to settle Bangladeshis here. The ISI net has spread here to destroy Assam," Misra said.

"Since Karbi Anglong is the largest district in India where sugarcane and ginger are cultivated in a major way, the ISI is destroying the state's economy and resorting to the killings."

Neither the state government nor the Centre seemed to be concerned even after 35 Hindi-speaking people were killed. "Wherever we went in Karbi Anglong, no security forces were seen and no measures were taken to instill confidence among the people. People want more police stations," Mishra said.

Jana Reddy’s proposal to announce the setting up of an expert committee to work out the modalities of developing counter intelligence networks.</b> Appreciating the success achieved by <b>the Greyhounds </b>in controlling Naxal operations, <b>he said the force, however, was limited to rural areas and a similar mechanism should be developed to handle terror groups.</b>

<b>Mr Patil said the Centre would extend all possible help in training the personnel and provide with vital information and technology. He said the wing should be given budgetary support to procure the latest technologies and weapons.</b>


<b>Anti-sabotage wing is headless </b>
Hyderabad, Aug. 26: Sleeper cells of terror outfits in the city are becoming active day by day and are carrying out terror activities, as departments like <b>Special Branch and City Security Wing (CSW) involved in tackling terror groups, have become literally defunct</b>. Various reasons including cases ending up in acquittal, no tracking down of accused in old cases, no efforts to revitalise <b>City Security Wing</b>, the key agency to carry out anti-sabotage activities which is being neglected and the lack of a full-time chief after deputy commissioner of police Shiva Prasad was shifted to North Zone make it easy for the anti-social elements to function fearlessly in the city. Mr Shiva Prasad is holding an additional charge as DCP of the CSW. The wing that takes up VIP security is neglecting the security at public places.

On other hand, <b>Special Branch of the city police is being overburdened with passport enquires and is unable to carry out the intelligence works that they are supposed to.</b> “The proposed anti-terrorist cell in the city police failed to take off. <b>Officials of the Special Investigation Team (SIT) that deals with terror and communal cases are confined to attending court cases,” </b>said a senior police official. <b>An accused in a case, earlier arrested by the city police, said that the terror sleeper cells containing trained terrorists were in the city and most of them were from Bangladesh.</b>

<b>The conviction rate in the ISI cases is less then 50 per cent and in most cases they are acquitted due to the lapses in the investigation and in filing charge sheets. There are at least 70 terror suspects in the city so far out of which 39 are present and are appearing before the police. “At least, 19 are cooling their heels in jail and three are abroad and nine are absconding,” </b>said the official. An Intelligence Bureau official said, “There was an alert for August 15th that vital structures like Charminar and Secretariat would be targeted by terrorists. We kept watch for two days. But, there was no fresh alert for this.”


<b>Security gadgets made must for theatres, malls </b>
Hyderabad, Aug. 26: <b>In the wake of Saturday’s twin blasts here, the police has decided to temporarily close down cinema halls in the city that do not have metal detectors and other security equipment. Crowded commercial establishments including malls, theatres, eateries, pubs, and amusement parks not complying with the specifications also face closure till they install the equipment.</b> Police said almost 90 per cent of cinema theatres do not have security equipment. Only theatres like Prasad’s I-Max, PVR and a few theatres in the central RTC crossroads have doorframe metal detectors in place.  <b>Notices have already been sent to the theatre managements. Next in line are malls on which a decision is likely to be taken on Monday.</b>

The top brass of the department who convened a meeting on Sunday are working out modalities including what equipment is to be installed and the time to be given to the managements acquire the equipment. <b> “Doorframe metal detectors will be installed to screen all persons entering the cinema halls and they should be frisked with hand-held metal detectors. Visitors should not be allowed to bring baggage to the theatres,”</b> said city police commissioner Balwinder Singh. He added that no theatre could run shows from Sunday unless security arrangements are in place. 

The fast approaching festival season and increasing terror threat is putting the police and the government to the acid test.   “We have requested the managements several times to install security equipment.  <b>“Most malls do not even emergency exits for public to escape in case of attacks or emergencies,” </b>said a senior police official.  He added that the police has decided to get tough with them till they make proper security arrangements.

“Such places cannot operate at the risk of public safety, they will be asked to down their shutters.” Meanwhile, security has been beefed up in important installations, including the airport, railway and bus stations, Secretariat and tourists spots.  Following the red alert in the State, tourist places including Charminar and Necklace Road remained closed throughout the day.<!--QuoteEnd--><!--QuoteEEnd-->

Bangalore: The threat of terrorists carrying out small-scale nuclear, biological and chemical (NBC) strikes in India is "imminent," a top defence scientist has warned while asserting that the country was fully prepared to meet such eventualities.

Mr W Selvamurthy, chief controller of research of the Defence Research and Development Organisation (DRDO), said: "The threat is imminent." <b>But he hastened to add that the country is well prepared to face any NBC scenario</b>.  <!--emo&Big Grin--><img src='style_emoticons/<#EMO_DIR#>/biggrin.gif' border='0' style='vertical-align:middle' alt='biggrin.gif' /><!--endemo-->

Asked how serious the threat perception is, he told PTI here:<b> "The threat perception is certainly very imminent. The country must be prepared because it need not only come from state-sponsored terrorism. It could be some group." </b>Mr Selvamurthy, who heads the life sciences group in DRDO, said a NBC incident even on a small scale could create "such a panic" that the whole country would be disturbed. But he categorically said that, as a scientist involved in creating technologies to manage such a scenario, "the country is fairly well prepared in terms of mechanisms and technologies" to deal with such situations. Mr Selvamurthy said weapons of mass destruction had become a threat at the global level. "(India) needs to be prepared for the simple reason that many countries have stockpiles of (weapons of mass destruction) and the capability to make these weapons and deliver them to distant targets," he said. "Terrorism is also a threat. Who could use them (WMDs) as softer or easy option. NBC as a weapon. It's another possibility...terrorists can use." To face any NBC threat, the DRDO has developed technologies for early detection, personal and collective protection, decontamination and medical management, Mr Selvamurthy said.

Bombs are deadly. They suddenly blast and even before you could know what has hit you, your body would be scattered all around in a hundred pieces. You may be having fun at a local food joint or preparing to solemnise marriage the next morning. Everything goes off in a second. Marriages turn into mourning and the enquiries are ordered.

That's the system requirement. A democratic state needs enquiry reports.

But bombs do not arrive uninvited. They are invited and sheltered and facilitated. The biggest facilitation comes from the state apparatus through the creation of an atmosphere where blasts become a routine affair so much so that people stop counting or reacting to them. The blasts, the condemnations, the expressions of deep sorrows and the steel resolves –'not to be cowed down by such dastardly acts' become so standardised like the cyclostyled copies of the municipal payment receipts we used to see in childhood days, that nobody read.

Yet they are kept as sacred documents, readily producible in future if asked –did you pay your bills? Yes, sir. So if someone would ask our worthy leaders what did you do when your people were killed, they would smartly produce the newspaper cuttings – we condemned the incident in strongest words. Band-aid solutions. Never eliminating the cause of the hurt, never finding the permanent solutions. Just a first-aid and the matter ends like an ill-equipped public hospital treating a wounded pedestrian.

Do we remember how many of them have occurred so far? Jammu, Gandhi Nagar, Varanasi, Bangalore, Delhi, again Delhi and yet again....Hyderabad, Kolkata, Imphal, Guwahati, Coimbatore...

The one who did it in Delhi was condemned to death penalty by the Supreme Court but secular politicians wanted him to be set free. The other, a rogue politician himself, caught for the Coimbatore blasts was felicitated in a public function by the entire cabinet of a state government run by the Leftists, with the home minister in the lead, when the accused was freed on technical grounds, mainly because the state apparatus that was supposed to present proof of his involvement in the bloody incident 'failed' to do so. Have you ever heard a state cabinet felicitating a soldier's family who gave his life for defending India?

A Taslima is attacked and the victim herself is booked for the 'instigation' like a rape victim in Pakistan being accused of 'instigating' rapists to commit the act! A party in power, which takes decisions calculating an electoral win and safety of political power rather than the lives of people it is supposed to rule and protect, would even go to the extent of hobnobbing with the anti-nationals to secure their support for staying afloat in governance.

The Muslim League (ML), under Jinnah's leadership, was responsible for India's division and the subsequent massacres. Post-Independence, ML survived, though it was a political pariah like the Communist party and Lenin's memory had become in Russia. It was helped revive by the Left parties in Kerala to get Muslim votes and the first district based on a religious group's majority, a Muslim one, was created and named Mallapuram in the late fifties. Now, for the first time in our post-Independence history, the UPA invited ML to join the central government. Parties which would show no qualms in hating any group with a Hindu tag or inclination, go an extra mile to accommodate a communal Muslim party which didn't think to change its name after its condemnable role in the nation's partition. Suppose the Hindu Mahasabha, which was against Partition, was revived by Hindus in Pakistan and Bangladesh, saying it's a different party now, would any of them be allowed to join the mainstream?


Recently, several thousand Bangladeshi Muslim infiltrators were caught by the Arunachal Pradesh government and thrown out of the state. Immediately, the All-Assam Minorities Students Union, Assam, issued a warning that unless they are 'accommodated', they will push out all Assamese (read Hindus) from three Muslim-dominated districts of Assam – Dhubri, Goalpara and Barpeta. In no time Assam's Chief Minister issued a statement that all of these Muslims, ousted by the Arunachal government, belong to Barpeta and so shall be accommodated there. There was no enquiry that on what basis the Arunachal government has declared these people as Bangladeshis and unless the matter is settled between two Indian provinces, nothing decisive should be spoken for those declared aliens. The central government maintained a studied silence.

In Assam the prevailing perception is that any Bangladeshi can claim his or her citizenship to Barpeta, because it's a city run and controlled by Bangladeshi illegal infiltrators.

Assam is the only place on this earth where a native government enacted a foreigners' registration act which put the onus of proving a person's nationality on the police or the complainant rather than on the suspect! It was known as the Illegal Migrants (Determination by Tribunals) Act 1983 applicable to one state only so that Bangladeshi illegal infiltrators are facilitated to sneak in. The irony was that on a highway, on the left side, Assam, had one foreigners' registration act and on the right side, Meghalaya had a different one. It was struck down by the Supreme Court (SC), which admonished the government in harsh words. But with state elections nearing, a shameless government, through an executive order, amended the act, which had become uniformly applicable all over India after SC's orders, to keep the same discarded IMDT Act in vogue through backdoor. It was against the spirit of Supreme Court's orders, against the national interest, against the people of Assam. Yet it was created to get Bangladeshi infiltrators' votes. Thanks to judiciary, that amendment too was struck down by the court. But by that time the damage had already been done.

Like the central government, Assam's Congress government depends on Muslim voters to stay in power. Hence the Bangladeshi infiltrators might be aliens, but till they vote an Indian political party to stay in power, they are most welcome to grab land, take fake identity cards, and increase their population so much that now a Bangladeshi Muslim majority pocket in Assam has demanded a separate autonomous status for it so that they can run their affairs according to their wishes.

If the political parties, responsible for safeguarding the nation from aliens, act this way, who is going to stop the terrorists in an effective manner?

Just before the state elections were held in Andhra Pradesh, Naxals and Maoists were given lavish dinners by the party in power and made to stay in government guest houses in Hyderabad. Their help was also sought in winning the elections. Can a Chief Minister take action against those bandits now? What worth are his words that assure action against terror outfits when his connections and his bowing before the lawbreakers who control his vote bank, is public knowledge?


A nation living on a self-denial mode can never defeat gun runners. A polity that declares Ishrat Jahan innocent even before a police enquiry begins, which allows secessionists in Nagaland to open and run their 'free republic' headquarters and celebrate 'Independence Day' separately, which turns aliens into voters, thrives on a self-obsessed people who remain as engrossed in their routine of earning and dying as they were in the East India Company's babudom.

Strong nations move on their heritage and civilisation, whether it's Russia, China or the United States. They know who they are and who the enemy to their existence is. <b>But here, we have a state which tries to de-recognise its civilisational moors, rather demoralises the patriotic forces ( from Kashmir to Kohima) and sleeps with the foes of our ancestral past so much so that we love to honour the memory of a bigot like Aurangzeb, the ideological 'great grand pa' of today's Taliban, by naming a major road in the Capital after him, but fear to honour Dara Shikoh, the learned scholar of Upanishads and a bridge of love between Muslims and Hindus( Japanese PM Abe quoted him in his address to Indian Parliament recently).</b> Dara Shikoh was jailed and killed by his brother Aurangzeb and his grave lies unheard, uncared for in the precincts of Jama Masjid, New Delhi, where even the fashionable heritage-walkers of the NDMC-Habitat variety do not visit.

The state finds it fulfilling to guard the remnants of those who assaulted Indian civilisational state, romanticise the memories of conquistadors-who razed temples and build mosques over it like the one called Quwwat-ul-Islam Mosque popularly known a Qutub Minar, where an introduction by the Archaeological Survey of India tells all, but fails to reinstate temples destroyed by jihadis in the Valley or protect a shrine and a bridge connected with the memories of Ram.

So, after every blast, band-aid prescriptions and similar analyses are of no use unless the real spirit of the nation is recognised and nourished. Huntington wrote 'Who are We ? and answered the character of the American nationhood without apologies. <b>Do we know who we are and the destiny of the nation that we are entrusted to realise? Then alone the state can fulfil its commitment to eliminate the hands that turn marriages into mourning. And this can be achieved with a united front of all- no matter which religion or province one belongs to. Because the battle is between Indians and India-haters.</b>

NEW DELHI: With relations between India and Pakistan witnessing a marked improvement, the Jawaharlal Nehru University plans to open an entrance examination centre in the neighbouring country to attract students from there.

"The centre will help aspiring students from Pakistan to appear for the entrance test there. Then they will come and study in the campus here," H B Bahidar, chief proctor of the university, said.

The varsity, placed among the top 200 universities across the globe in a survey by The Times Higher Education Supplement, will open such centres in all SAARC countries in course of time, he said.

"Now we have centres in Sri Lanka, Bangladesh and Nepal. We are getting a good number of students from these countries. In due course, we will open such centres in all SAARC countries," Bahidar said.

The opening of such centres has long been on the agenda of the university. But a centre could not be set up in Pakistan till now as relations between New Delhi and Islamabad were not "supportive" for the purpose, he said.

Kolkata: A briefcase, supposedly containing uranium manufactured in the United States, was seized from a <b>bus in Birbhum district of West Bengal by customs officials</b>.

Acting on a tip-off, customs officials raided a bus on way from Jangipur in Murshidabad to Barakar in Burdwan, around 200 km from here, on Thursday and seized the briefcase.

<b>On opening the briefcase, officers found a leather bag made of rhinoceros hide with markings- Uranium 100/100, Made in USA, Code-001, Weight - 1 pound</b>. District officials were informed and customs officers from Krishnagar in Nadia rushed to the spot.

The bag was kept at an isolated place and later handed over to scientists from the Variable Energy Cyclotron Centre (VECC) in Kolkata, local reports here said.

The owner of the briefcase was absconding. The driver and the conductor of the bus were questioned but they failed to throw any light on the passenger who left the case behind.

"We had prior information of some contraband being moved along this route. A joint team of officers from Murshidabad and Nadia conducted the raid," said Bibhas Jana, customs officer, Naihati.

Experts suspect the material found in the bag could be some low-grade ore from which radioactive material could be extracted.

<b>"It may not be processed uranium. It may be some other materials like pitch blend but we can only ascertain it after tests,"</b> a VECC scientist said.

Jaipur, Nov 2 (PTI) Three Pakistani nationals were today arrested on charges of visa norm violations when they were about to enter the shrine of Sufi saint Khwaja Moinuddin Chishti in Ajmer.

The businessmen from Pakistan, who were on a tour of Indian for the past month, had no official permission to move within Ajmer, Additional Superintendent of Police (Intelligence) Gajanand Verma said.

He said they had valid visas to visit Delhi, Mumbai, Goa, Shimla and Bhiwadi in Rajasthan but not for any other place.

A case has been registered against them for visa violations under the Foreigners Act and the Centre advised to have them deported immediately, the SSP said.

Ajmer Sharif has been under tight security and the intelligence scanner ever since the October 11 blast in which at least three persons were killed and more than 15 injured.<!--QuoteEnd--><!--QuoteEEnd-->

Were these persons on a recce mission to find out the new security plan being implemented in Ajmer so that another terrorist attack could be made?
