According to DMK whole state is backward; they had 70% reservation in TN. I think they will lose big vote bank, but wait in TN there is no upper caste anyway. Ramdoss should be upper caste in other state but in TN they have declared themselves backward.

Jobless rate among Hindus, Muslims almost equal: Survey
A sample survey carried out by the Centre has exploded the myth that far more Muslims were unemployed in India than the Hindus.
The survey said that the Worker Population Ratio (WPR) for the male in the age group of 15 and above in the educational level in urban India among the Hindus and Muslims was equal at 71 per cent followed by Christians at 64 per cent.
Outside the education parameter, in urban India the WPR among <b>the Hindus male was 56 per cent, barely three per cent more than the Muslims. The WPR among the Christian male was 51 per cent.</b>
The data released on Friday by the National Sample Survey Organisation under the Ministry of Statistics and Programme Implementation, for 2004-2005, would come a big setback for the advocates of more affirmative action for the Muslim community.
The survey also pointed out that the WPR for <b>Christian women (24 per cent) was much higher than that among Hindu (17 per cent) and Muslim women (12 per cent). </b>
The survey also said that the <b>unemployment rate in urban areas for Hindus and Muslims was the same at 4 per cent</b>. But in <b>rural areas, the unemployment rate was higher among the Christians at 4.4 per cent as compared to those among the Hindus at 1.1 per cent and the Muslims at 2.3 per cent.</b>
Interestingly, among the males in the rural areas, the l<b>iteracy rate for Hindus and Muslims was 68 and 63 per cent respectively. In case of urban males, the literacy rate for Hindus and Muslims was 89 and 77 per cent respectively</b>.

Say no to caste Census
The UPA Government's pernicious policy of introducing 27 per cent quota for OBCs in institutions of higher learning that has been stayed by the Supreme Court for the moment, has led to an equally insidious demand for a caste Census. What is unfortunate is that this demand has found support from many across the political spectrum, including nationalist parties that are opposed to dividing society along caste and communal lines. What is now being proposed is the proverbial thin edge of the wedge: The very idea of a caste Census is so shocking that it ought to outrage the sensitivities of every right-thinking Indian. It is entirely antithetical to all the principles on which our republic is founded, especially those of unity, equality and fraternity. The stalwarts who participated in the Constituent Assembly debates and launched free India on its journey along the path of democracy, dreamt of an inclusive society free of discrimination of any kind. The outdated and discriminatory social hierarchy dictated by caste identity was rightly rejected as a social evil and a barrier to national integration. India's struggle for freedom was not only directed against the British; social reform was integral to the movement against colonial rule. It is, therefore, not surprising that the enlightened political leadership of those times, with Jawaharlal Nehru leading the way, should have vehemently and unwaveringly opposed the idea of continuing with the practice of enumerating caste as part of the decennial Census exercise, as was the case till 1941. It was Sardar Vallabhbhai Patel who, as Home Minister, took an even stronger stand by deciding against such Census; he was of the firm view that caste enumeration as part of Census would have a divisive impact on society instead of uniting the people. That logic continues to be as relevant today as it was in 1951. Indeed, with the mushrooming of parties that pander to caste-based vote-banks, a caste Census can only strengthen those who wish to splinter India's society for electoral gains; it may benefit a few unscrupulous politicians, but it shall harm India's social unity and integrity.
Even otherwise, a caste Census can hardly be said to be practical. Caste is not an objective category like education or gender but is, to a large extent, subject to manipulation. In the pre-Independence era, those who belonged to the so-called 'lower' castes would often tell enumerators that they belong to the 'upper' castes. This was done to break free of the limitations imposed by their caste identity. Today, we could see the reverse of that process with members of the 'upward' castes, tempted by the possibility of Government patronage, claiming they belong to the 'backward' castes. It can be safely assumed that no caste Census can accurately reflect the real strength of any one caste. What we will have is a grossly distorted picture and a set of statistics that will lend themselves to abuse by politicians. We must, therefore, ask ourselves: Must we let politicians inflict further damage?

Allahabad High Court in UP handed out a landmark judgement yesterday that Muslims should not enjoy a religious minority status. Asks state government to consider Muslims as any other non-minority sect. Only those faiths which have a following of less that 5% of total population can be considered a minority, where as Muslims are 18% in UP, and in some districts more than 50%.

The verdict came after a writ petition filed by a madrassa seeking funding by the government.
Issuing the judgment, the bench comprising Justice S N Srivastava declared, "Muslims do not merit to be included as minorities any longer and therefore, should not be entitled to benefits accruing on that account."
The verdict has caused a major sensation in the currently volatile political circles of Uttar Pradesh where electioneering is in full swing for the seven-phase Assembly poll commencing April 7.
Moved by Ghazipur-based madrassa Noor-ul-Islam, the petition had sought the court's intervention to get itself included in the list of Islamic institutions entitled to periodical government grants.
The petitioner had raised objections against "discriminatory practice" by the Uttar Pradesh government.
The petition said that while the grant was denied to the Noor-ul-Islam madrassa, there were so many other similar minority institutions receiving the same.
It had also challenged the very basis of including Islamic institutions in the list for grants-in-aid by the government.

The controversial order of the Allahabad High Court, terminating the minority status of Muslims, was stayed by a larger bench of the same court on Friday afternoon.
The order came in a special appeal moved by the Mulayam Singh Yadav government before a two-judge bench comprising Justices Rafat Alam and Krishna Murari, earlier on Friday.
The appeal challenged the validity of Thursday's order issued by a single judge bench of Justice S.N.Srivastava who had ruled, "Muslims are not entitled to be recognised as a religious minority."
While staying the earlier verdict, the larger bench termed it as violating judicial propriety. "Since another division bench had stayed a similar case dealing with the same questions of law, it was against judicial propriety for a single -- judge bench to hear the matter at all," Justice Alam observed in the open court.
The court has fixed May 14 as the next date for hearing in the case.
Uttar Pradesh Advocate General S M A Kazmi had earlier said the verdict by a single judge bench of Justice S N Srivastava could have far reaching consequences and could not be taken casually.
The Samajwadi Party, for whom the stay comes as a major reprieve, had said it would go to the Supreme Court if required.
The verdict had caused a sensation in the volatile political world of Uttar Pradesh where electioneering is in full swing for the seven-phase assembly polls.
Muslims comprise 18.5 percent of Uttar Pradesh's population of 166 million against the national figure of 13.1 per cent and were considered politically very crucial in determining the destiny of the ruling Samajwadi Party in Lucknow.
Meanwhile, Justice Srivastava has drawn much flak from different quarters for his verdict, that said, "After applying the twin criterion of population and strength of a religious community as laid down by the founding fathers of the Indian constitution, as is clear from the proceedings of the constituent assembly, the court finds that Muslims have ceased to be a religious minority community in Uttar Pradesh."
Significantly, the question that was raised before Justice Srivastava was simply about inclusion of a minority institution in the government's list for the special grants given to such institutions. The petitioner, a Ghazipur based Madrasa Noor-ul-Islam, had sought the court's intervention against what it described as discriminatory approach of the administration in excluding it from the list of beneficiaries.
However, the judge not only turned down the plea but even questioned the very minority status of Muslims in the state, directing the state government, "...not to treat any member of the Muslim community as equal to other non-Muslim minority religious communities."

IMs, IITs asked to put admissions on hold

Reservation New Delhi, April 7: With implementation of OBC quota stuck in legal wrangles following Supreme Court stay, the HRD Ministry has asked all the IIMs, IITs and Centrally funded institutions to put on hold the admission process.
The Ministry has told the Central educational institutions including top medical, engineering and management schools like IIMs not to issue offer of admission, Ministry sources said.
They said that the managements of these institutions have been told to keep the entire admission process on hold "till they hear from the ministry".
The directive from the Ministry comes a day after a meeting of leaders of UPA and Left parties which resolved that a the government would take all "appropriate" steps to ensure that the reservation for OBCs to the extent of 27 per cent becomes operational from this academic session.
The apex court order staying the central law had led to demands from across the political spectrum that the government act fast to get the stay vacated and HRD Minister Arjun Singh had declared that all constitutional and legal measures would be taken to ensure this.
Though the apex court had stayed the admissions under the OBC quota this year, the IIMs had said that they would announce the final list from general and SC/ST candidates on April 12.
After the anti-quota lobby, the demand for exclusion of creamy layer among the powerful Meena tribe in Rajasthan has reached the Centre. Meenas are a major beneficiary of quota among the country's tribal communities. Such a 'clamour' from the Meenas themselves, seeking the exclusion of creamy layer for 'equitable distribution' of quota benefits, has reached the Prime Ministers' Office (PMO).
After receiving a representation from the Akhil Bharatiya Meena Sangh (ABMS), the PMO recently referred the matter to the Union Social Justice and Empowered (SJ&E) Ministry for appropriate action. "The Ministry is looking into the matter seriously," a Ministry source said.
In the petition, the ABMS has claimed that 90 per cent Meenas have not been able to reap the benefits of quota as the rich among them usurp their share. "Without excluding the creamy layer from the ambit of quota, the dream of social justice cannot be realised," the ABMS president Rambhajan Meena has stated in the petition to the PMO.
The issue assumes significance, as there is the provision of the creamy layer among OBCs, who are not entitled to any benefits under the Centre's current quota policy. There is no such provision among SCs and STs. "It is strange that the children of an OBC IAS officer would not be entitled to quota benefits as per the existing norms, but the children of his SC/ST counterpart would be. It is a serious anomaly, so far as the quota in jobs is concerned," a Ministry official said.
"The moment someone from the economically and educationally backward gets a job through quota that upgrades him to the category of creamy layer, he is capable of providing quality education to his children. Hence, such people should be excluded from the benefits of quota in the jobs," he added. Any OBC with an annual income of Rs 2.50 lakh falls under the creamy layer category.
A similar fight is already going on between Malas and Madigas, the two powerful SC groups, in Andhra Pradesh. The Madigas have accused Malas of usurping the share of other SC groups in the Government jobs in the State.
The Madigas are the majority Scheduled Caste group in the State with 68-lakh population after the Malas, but their presence in the Government jobs is not in proportion to the population. As a result, the State Government enacted the Andhra Pradesh Scheduled Castes (Rationalisation of Reservations) Act, 2000 for the sub-categorisation of SCs, earmarking the quota to SCs in proportion to their population.
As per the sub-categorisation of SCs, the State Government earmarked 7 per cent quota for Madigas, 6 per cent to Malas, one per cent each to Rellis, and Adi Andhra, totalling 15 per cent in the Government jobs and the State-owned and funded institutions.
The malas, with 54 lakh population and capturing 65 per cent job opportunities, moved the Supreme Court, challenging Scheduled Castes (Rationalisation of Reservations) Act, 2000 of the State Government.
In November 2004, the Supreme Court struck down the State Government's Act, stating that by the impugned legislation, the State has sought to re-group the homogeneous group specified in Presidential notification for the purpose of reservation and appointments.
It would tantamount to discrimination in reverse and would attract wrath of Article 14 of the Constitution.
Now the SJ&E Ministry is going to set up a one-member commission under the chairmanship of former Chief Justice of India Justice MM Panchhi to suggest ways to end the quota war between Malas and Madigas.

In a fresh twist to the ongoing quota controversy, Janata Dal(U) president Sharad Yadav has suggested Prime Minister Manmohan Singh to provide separate quota for those entering inter-caste marriages.
<b>"I asked the Prime Minister for giving 5 per cent quota ( in jobs) for those accepting inter-caste marriages and increase the percentage subsequently," </b>Yadav told The Pioneer.
The PM had invited Sharad Yadav and BJP leaders on Monday for chalking out a strategy to counter the Supreme Court's stay on the OBC quota in higher educational institutions.
<b>"Don't give a lip service to the whole quota issue. Make a foolproof roadmap to address the issue in a certain period,"</b> he told the Prime Minister, adding that the mechanism should be devised in a way that the quota for inter-caste marriages be increased and accordingly quota on the basis of caste be decreased simultaneously.
The JD(U) chief asked the Prime Minister to table a bill in the Parliament in this regard or set up a commission to assess the impact of such proposal on bridging the caste divide. When asked whether he would not face opposition for making such a demand, Yadav said, "Let there be a debate, whether people want to maintain the old caste system or they are really interested in eradicating the caste system as a whole."
Yadav also demanded to make a caste census for a reality check and asked for fresh legislation rejecting the apex court's judgement.Â

Union Minister of Chemicals, fertilisers and Steel Ram Vilas Paswan on Friday said his Lok Janshakti Party (LJP) would soon launch an agitation in support of the party's demand for <b>reservations to the backwards in the judiciary, educational institutions, private industries and implementation of the Sachar Committee recommendations.</b>
Addressing a press conference in New Delhi, Paswan said exact date of the agitation would be declared soon after consulting party's State office-bearers.
"There has been rapid privatisation of PSU units, and it has restricted the employment opportunities to the backwards,'' Paswan said, adding the situation had now become imminent to make compulsory for the private sectors to follow reservation policy in order to give justice to the backward classes.
The LJP chief also demanded setting up of Indian Judicial Service (IJS) on the line of Indian Administrative Services (IAS) with provision for reservations to the backward class candidates into the judiciary
Paswan said setting up the IJS was mandatory as per Article 312 of the Indian Constitution. However, the same was never implemented by the Government

Addressing the 52nd Railway Week function of the East Central Railway after giving away awards to employees and different divisions for their contributions, Mr. Prasad declared his intention to write to the General Managers, recruiting agencies and all concerned <b>to give priority to Muslims in appointments.</b>
He was concerned that only 30,000 of the 14 lakh employees were Muslims and most of them held petty posts. Since Muslims comprised 18 per cent of the population, they would be given due preference, be it in the recruitment for the Railway Protection Force (RPF) or other categories.
The Minister said that <span style='color:red'>"injustice"</span> had to be corrected. There was nothing to hide and the Union Government was committed towards this end. He warned of action in case of any bias on this count. There was no reason to suspect their (Muslims') patriotism.
Mr. Prasad underlined their sacrifices in the wars with Pakistan and the valour and bravery they displayed as soldiers.
The Minister said that the backlog for SC/ST and the OBCs would be cleared at the earliest and these categories too would be given preference.
He criticised the move of the erstwhile NDA Government to cut posts and retrench employees following the recommendations of the Rakesh Mohan Committee. "That was a dangerous move, particularly in a country like India. Any officer making such suggestions would be dealt with [sternly]," he warned.

The other backward class (OBC) census seems to be easier said than done. The sheer number of OBC castes with confusing surnames, sounding that of the scheduled castes and others, are being stated as a major obstacle in their identification.
The Registrar General of India (RGI) in response to the request of the Social Justice & Empowerment Ministry to conduct the OBC census has prominently raised the issue of common surnames among OBCs and others.
<b>"In States like Bihar, the surnames cannot be taken as a criterion to establish one's caste identity. Rajputs and Bhumihar in the State, both upper castes, prominently use the Singh surname. It is equally popular among several OBC castes like Yadav, Kushwaha and Kurmis,"</b> an official at the National Commission for Backward Classes (NCBC) said. <!--emo&--><img src='style_emoticons/<#EMO_DIR#>/biggrin.gif' border='0' style='vertical-align:middle' alt='biggrin.gif' /><!--endemo-->
In view of such difficulties, the RGI has suggested the Ministry to go for surveys of OBCs by the State Governments. "The OBC population census will not be the right instrument for assessing the number of OBCs in the country. The respective State Governments are in a better position to ascertain their population through surveys," the RGI has suggested the Ministry.
Which is why the Commission is busy with excluding and including different castes in the OBC list. At the same time, there is similarity coherence between the state and the central lists of OBC. "<b>For example, the Mahars in Goa are listed as an OBC caste in the central list, while they are scheduled castes in Maharashtra," </b>he said.
<b>"The existence of such anomalies in the two OBC lists is simply a pointer to the complexity and difficulty the Government would face in enumerating their population. Such anomalies crop up in the central list, despite the fact that the commission upgrades the final list in consultation with the state commissions. It is such a complicated process,"</b> the official said.
<b>"The total number of castes under SCs and STs in India was 1,885. Despite that, at the Census 2001 more than 18,748 entries were returned. Many of these were surnames, clan names, even names of the non-SC/ST communities. Their classification and groupism under the appropriate SC/ST category was a formidable task,"</b> the RGI communicated to the Ministry recently.
"In view of the complex nature of entries, it will be at the discretion of census enumerator to identify or categorise a community or individual as an OBC. This will get bogged down in microscopic and long drawn out enquiries and arguments with the respondents for identifying a community or individual as an OBC," the RGI has further added.<!--QuoteEnd--><!--QuoteEEnd-->
<b>SC snubs Govt on OBC quota</b>

Not impressed by the Centre's application, the Supreme Court on Wednesday said that the arguments put forward by the Government had already been debated in the past and there was no fresh ground to challenge the court's order. The court also made it clear that its order should not be seen as advice, as sought to be interpreted by the Centre.Â
The day's development is being seen as another setback to the Government in its attempt to introduce OBC quota from next year onward in educational institutions as the court refused to consider modification of its order of stay despite the Centre undertaking to admit OBC students against the increased seats alone.
Taking a prima facie objection to the prayer for modification of the court order passed on March 29, 2007, the Bench of Justices Arijit Pasayat and LS Panta sought to know whether vacation of stay could be sought through a modification application. It said, "Let the matter come up on April 23 to decide on maintainability of application as prima facie it appears to be review of our order dated March 29, 2007."
