Both Pakistan and CHina Airlines (Taiwan) are higher.
I wonder what it is for Jet and other private airlines. A lot of it could be bad Air Traffic Control system in India, plus the poor ground equipment (Navaids and radar). I think only a handful of Indian airports have ILS's whereas in the U.S. even relatively small airports have good instrument approaches.
I think Air India and Indian also have one of the oldest fleets in the world. Airlines in Industrialized countries usually have much newer aircraft.
