Before the 'hindutva experiment', that jehadis/evanjehadis talk about endlessly, Gujarat went through what was called the KHAM experiment. KHAM=kshatriya-harijan-adivasi-muslim. It was highly succesful in Gujarat. When UPA came out with a wafer thin majority it was a foregone conclusion that UPA will consolidate this alliance. All this seems to be part of that consolidation. What is interesting is that it has been paced really well. The weakpoint in this strategy is that since it is a long-drawn one, they have to make sure that no major event happens close to the next elections that may consolidate the hindu vote or all these efforts will go waste.
