He was colonial administrator in Cuddapah region. He compiled Telugu-English dictionary. What ever his/colonial motivation may be, it is a good book. More importantly, he collated Vemana (Vema Reddy - http://en.wikipedia.org/wiki/Vemana) moral poems from various written and oral sources in and around Cuddapah region. That is his greatest contribution to Telugu literature.
I don't think there was any evangelical motivation surrounding his linguistic works. He learned Telugu as part of Colonial govt order to learn local languages.
