How?
More management seats eats into the open non-reserved category, not the reserved category. More management discretionary seat would mean more people with $ to spare can get in. So only if you are $$ or some caste based certificates you have a better chances of getting in. If you have neither - tough luck.

Can't be termed corruption per se. Colleges are business, and private colleges are going to treat their institutions no differently. Same in US.
